Participatory Budgeting is a democratic process in which community members directly decide how to spend part of a public budget. It gives citizens the power to set budgeting priorities and make decisions on what community projects should be funded. The process involves: the brainstorming of project ideas, the development of initial proposals, and the selection of winning projects through voting. This year, District 7 Supervisor Norman Yee set aside $300,000 to be used for the Participatory Budget General Projects. An additional $250,000 has been set aside for Pedestrian Safety- Vision Zero Projects and $50,000 for Neighborhood Disaster Preparedness. What is Vision Zero? Vision Zero is a policy adopted in 2014 by the Board of Supervisors that aims to end all pedestrian deaths by 2024. We’re calling for engineering improvements for street safety, more targeted traffic crime enforcement, and an effective education initiative to inform and educate all road users. The Initial Proposal As a resident of District 7, you are invited to submit a proposal application for a project that will help improve our neighborhoods. A Project Proposal Workshop meeting will be held on Saturday, November 16 th at 10.00 AM at Ingleside Presbyterian Church, 1345 Ocean Ave. Come share your ideas and get feedback from City departments. Proposal submissions are due January 6 th 2020 before midnight. Step 3. Review and Selection for the Ballot The Neighborhood Council is a volunteer group of residents from different neighborhoods in District 7 who will review and select promising proposals; subsequently city staff will review and assess the budget and determine its overall feasibility. New Neighborhood Council members are nominated each year. If you are interested in being a part of future years councils contact [email protected] Step 4. Who can submit an Initial Proposal and how to make a strong proposal?

You must live, work or play in District 7 to submit a proposal. The project must benefit District 7. You may submit a proposal as an individual or as a group. Stronger proposals are those that have been shared with and have the support of your neighborhood associations, groups, or the residents most impacted.

Basic Guidelines

1. Your project must fall within at least one of these categories:

A. General Projects ($300,000 total funds available)

Neighborhood Services: Such as services for Youth, Seniors, Non-English Speakers, Public Safety

Culture: Such as events, art, beautification, parks and greening

Small Businesses: Such as merchant organizations, commercial district revitalization

Schools, Education, Youth: Such as improving schools, libraries, after-school programming

Activate Space for Play: Such as activating sidewalks and walkways with hop-scotch, colors, and designs that support interaction and play

Other: Bold and innovative ideas are welcome

B. Pedestrian Safety- ($250,000 total funds available) Projects supporting Vision Zero aiming to end all pedestrian deaths by 2024. Proposals that would

improve the safety for all road users including, but not limited to: Traffic calming and engineering improvements for street safety, pedestrian or bicycle safety, and/or safety education programs

C. Disaster Preparedness ($50,000 total funds available) Projects supporting trainings, coordination, purchase of emergency supplies, and preparing your

community in case of a disaster

2. This year the Participatory Budgeting Project will be funding:

a. Several projects between the minimum of $5,000 and maximum of $25,000.

b. If you are submitting a Project in the Pedestrian Safety Category there is no maximum amount

(For the initial proposal, we do ask for a draft budget. We will also accept proposals for current projects that already have partial funding and resources).

3. The project must be a one-time expenditure

4. The project must benefit the residents of District 7

5. Projects must receive a minimum of 450 votes to be eligible for funding

We are looking for bold and innovative ideas as well as standard neighborhood improvement projects. We are strongly considering projects that address neighborhood equity. Our goal is to get as many different project ideas as we can, so be creative and tell us what your concerns, priorities, and ideas are – submit your Initial Proposal by January 6, 2020!
