UNESCO-IHE Institute for Water Education is continually updating its
learning facilities, infrastructure and instruction modalities to provide
advanced multimedia channels for communication, through blended

Many regions of the world are increasingly facing challenges when it comes to managing water, and the
nature of these challenges differs from one location to the next. It may relate to having too little water
while water demands are growing explosively (water scarcity), too much water (flooding), and water of
poor quality rendering them unfit to sus tain the ecosystem or challenges related to providing water for
people, industry and agriculture.
Addressing these challenges requires that water managers apply an integrated and interdisciplinary
approach, involving hydrological, biophysical, chemical, economic, institutional, legal, policymaking
and planning aspects. The International Masters Programme in Water Management provides such an
integrated and interdisciplinary approach. The programme brings together the scientific study of waterresources with practical planning and management skills. Participants are encouraged to study water
management from a multi-disciplinary perspective and to seek integrated solutions.

The programme is open to participants from a
range of academic backgrounds, as long as they

Aim of the Programme
The Water Management Masters Programme
aims to develop knowledge, insight and skills
required to design, implement and evaluate water
management policies and strategies to achieve
effective governance of water resources. Once
they have successfully completed this programme,

Integration Phase
After completing their
specialisation, Water Management
participants come together in
a multi-disciplinary, problem-
solving environment, to integrate
their knowledge, insights and
skills, and to apply what theyhave learned. A two-week
international field trip, addressing
contemporary water management
issues in Europe, is followed by a
four-week period of group work
aimed at seeking management
solutions for a simulated river
basin in a development context.
Each participant formulates a
strategy, introduces organisational
changes, and addresses financial,
operational and managementchallenges. This will require
participants to apply the tools
studied during their specialisation
in a practical management task.
MSc Research
The Water Management
programme culminates in an MSc
dissertation. This starts with a
six-week period to develop an
individual research proposal.
During the proposal development
a number of short courses areoffered on special topics covering
the latest developments in Water
Management, e.g. Water &
Climate. The actual research
takes place over a period of about
six months. The participants
undertake applied research in a
field directly pertaining to their
professional experience, interest
and conditions.
The International Masters Programme in Water Management is
an 18 month course, of which the first year will be spent tackling
basic and specialised modules, followed by six months in which
participants take part in a fieldtrip, pursue a research topic andcomplete their MSc thesis.
The programme consists of three distinct phases:
A foundation phase
A specialisation phasein which participants choose to study Water
Quality Management, Water Resources Management or WaterServices Management or Water Conflict Management
An integration phaseduring which participants are challenged
to bring together and apply their cumulative learning during an
international fieldtrip, group work, and an MSc thesis .
The programme comprises lectures, workshops and exercises given
by experts in the field, and combines these with electronic learning
and video-conferencing, hands-on field visits and seminars.

Specialisation
Water Quality Management studies the water quality impacts of human
activities on aquatic ecosystems, and presents remedial actions as well as legal
and institutional arrangements for sound management of the different uses.
Participant Profile
The Water Quality Management specialisation aims at engineers and
scientists responsible for or involved in planning, developing and
implementation of water quality policies, strategies and programmes.
For the Water Quality Management specialisation affinity with
chemistry and biology is required.
Learning Objectives
After completing this specialisation, graduates will be able to:
Demonstrate knowledge and understanding of the physical, chemical
and biological processes of the environment and identify the impacts
of human activities on aquatic ecosystems
Name and explain principles, concepts and instruments of main
national and international water and environmental legislation and
common and desired institutional and management arrangements
Interpret, design and optimise water quality monitoring and
assessment schemes in the watershed
Apply experimental, statistical and modelling tools for interpreting
and designing water quality management programmes
Critically analyse and evaluate alternative water quality management
programmes
Course Contents
The Water Quality Management specialisation offers six modules allowing
the participants to broaden and deepen their understanding of specific
management issues. Participants learn to apply some essential tools for
managing water quality.
Water Quality Assessmentaddresses common and critical water pollution
factors, including indicators, sources, causes and effects. This topic
demonstrates and applies appropriate monitoring, modelling and risk
assessment in case study and simulated settings.
Environmental Planning and Implementation enables participants to apply
sustainable development concepts to policy analysis, using environmentalimpact assessment and natural resource valuation.
Water & Environmental Law helps participants to understand the need for
water and environmental legislation, and to become familiar with the most
appropriate institutional and management arrangements for integrated
water resources management.
Aquatic Ecosystemsis a module that enables participants to tackle
environmental problems related to freshwater ecosystems. This immerses
participants in practical field measurements of a small catchment area, and
combines this with laboratory experiments on samples they take during the
field work and on GIS and computer modelling.
Participants can choose two of the following modules: Wetlands for Water Quality

Specialisation
Water Resources Management studies the way in which water
availability and use are matched, and develops alternative land use
and water allocation policies and models and legal and institutional
arrangements from the local watersheds to the basin scale and beyond.
Participant Profile
This specialisation is designed for engineers and managers responsible
for planning, developing and implementing water resources projects
and programmes. Experience has shown that participants must have an
understanding of quantitative methods, such as statistical analysis, in
order to successfully complete this specialisation.
Learning Objectives
After completing this specialisation, graduates will:
Have understanding of the physical water system and be able to
predict and describe the impacts that human activities can have on the
water and environmental resources
Be able to name and explain principles, concepts and instruments of

Water Systems Modelling provides a broad
introduction to the basics of hydrological,
hydraulic and systems modelling. Using
transparent spreadsheet models, participants
acquire an understanding of operational
concepts and develop an ability to interact
with more advanced modelling approaches.
Water Resources Planningpresents tried-and-
tested and innovative approaches to planning
water resources effectively, formulating
strategy and evaluating management optionsat national and international river basin level,
using a number of different criteria.
Water & Environmental Law and Institutions
helps participants to understand the need for
water and environmental legislation, and to
become familiar with the most appropriate
institutional and management arrangements
for integrated water resources management.
Managing Water Organisationsprovides
participants with a keen insight into what
makes an organisation and its managerseffective in addressing changing demand
for services, and demonstrates how this
effectiveness can be sustained.
Advanced Water System Modelling
introduces optimisation tools and catchment
balances based on remote sensing and GIS.

The Water Services Management specialisation is designed for professionals
active in the water services sector. Participants from line ministries, water
supply and waste water companies, municipal assemblies, but also from a NGO
or CBO background are set to benefit from the well-balanced programme.

Concisely argue and defend a given position in current debates to
contemporary water services management issues
Design and assess institutional and managements arrangements for the
provision of water services in a multi-disciplinary manner

Specialisation
Water Services Management studies the provision of water and

providing water services. Financial Management in the Water Sector
enables participants to tackle finance issues at
utility level. It suggests different ways of financing
water companies and undertaking cost-recovery
for sanitation and wastewater treatment. It dispels
current myths about finance mechanism by
clarifying concepts, objectives and tasks.
Water & Environmental Law helps participants to
understand the need for water and environmental
legislation, and to become familiar with the
most appropriate institutional and managementarrangements for integrated water resources
management.
Managing Water Organisationsprovides
participants with a keen insight into what makes

The programme is designed for water managers as well as for institutional, legal
international relations experts interested in local, national and international
water management.
Learning Objectives
After completing this specialisation, graduates will be able to:
Name and explain principles, concepts and instruments of main national
and international water and environmental legislation and common and
desired institutional and management arrangements.
Design and apply models for institutional development with emphasis on
water policy development, functional decentralisation and good governance.
Design and facilitate inclusive consultation, negotiation, mediation
and decision-making processes between water users and their
representatives, water managers, politicians and other decision makers. Identify and critically assess the different functions of the water resources
system and the, often competing, interests of the various water using
sectors.
Specialisation
Water Conflict Management studies the management of conflicts over
water resources. It focuses on negotiation, mediation and decision-
making processes, in order to prevent, manage and resolve conflicts
concerning water. UNESCO-IHE offers this programme in collaboration
with the University of Dundee in the UK and the UNESCO programme
Potential Conflict to Cooperation Potential (PCCP).
Course Contents
The 18-month programme offers two different
diplomas, an MSc for students enrolled at the
UNESCO-IHE Institute for Water Education
in Delft and an LLM for those enrolled at the
Centre for Water Law, Policy and Science inDundee. The first semester is identical for all
students, while the second semester offers the
possibility for specialisation in water law or
management.
The first semester, the students are introduced
to water governance from the law, policy,
management, and scientific perspectives. The
second part familiarises the students with the
fundamentals of water law, institutional aspects
of water management, and negotiation and
mediation techniques.
The first semester concludes with a PotentialConflict to Cooperation Potential (PCCP)
symposium. The symposium brings together
current and past students (the PCCP alumni),
members of the Universities Partnership for
Transboundary Waters, as well as invited
speakers in the field of water governance
and conflict resolution. The purpose of the
symposium is to provide an annual meeting
opportunity to discuss contemporary issues
relating to PCCP issues.

representation.
Negotiation & Mediationcovers negotiation
and mediation theory, negotiation skills and
tools, multi party negotiation, cross cultural
