About the Laboratories

The NTG water laboratories are operated by the Department of Primary Industry and Resources from the Berrimah Farm (Darwin – microbiology and chemistry) and AZRI facilities (Alice Springs – microbiology only).

All facilities operate on a fee for service basis and are accredited by the National Association of Testing Authorities (NATA). The scope of accredited services can be viewed at www.nata.com.au.

Terms and Conditions

Scope of Services

The laboratories provide services to the Power and Water Corporation NT, government agencies, private enterprise and members of the public.

The services available are limited to a specific range of analyses in microbiology and chemistry, as listed below. No sample collection, transportation, specific interpretive or consultancy services are provided.

While the laboratories offer services within a limited scope, they may be able to assist with referrals to other government contacts or suggest alternative service providers.

Conditions of Service

Payment

Payment for services is required in advance via the provision of credit card details (see Appendix 8 – Payment Authority). Cash, cheques and EFTPOS may be accepted through the government Receiver of Territory Monies.

Invoicing for services is available only to clients who have an existing arrangement with the Department of Primary Industry and Resources (the Department). The Department is not entering into any new credit arrangements at this time. Payment terms are strictly 30 days. A minimum test fee of $25 plus sample registration, bottle supply and GST applies to each sample submission.

Clients using a purchase order system must supply the correct purchase order number to the

receiving laboratory at the time of sample submission. Failure to supply the correct purchase order number may result in additional charges for the re-issue of invoices.

Clients are understood to have accepted the Department’s finance requirements, as stated in this document, as part of the terms of contract. Any departure from these terms must be by written agreement with the Department.

Failure to comply with the Department’s financial requirements will result in the cessation of services. Results may be withheld until payment is received.

Clients must also comply with sample submission times, sample collection, dispatch and submission sections.

Sampling Instructions

For additional sampling information refer to SSG Appendix 2 - Bottle Requirements, Preservation and Holding Times at the end of this document.

Microbiology sample bottles are not suitable for most types of chemical testing, and vice versa. Please ensure you are using the correct bottles for the type of testing you require.

Chemistry

Special bottles are not required for chemical samples. Clean plastic bottles are preferred, with a 1L sample volume to allow for a full range of testing. Bottles are available from the laboratory for a small fee.

When collecting samples, allow water source to run for a few minutes (if tap source), rinse container out once, then fill to overflowing, leaving no air gap.

If possible, forward to the laboratory immediately for arrival within 48 hours. Transport in rigid, insulated containers or well insulated cartons.

Refrigerate if the samples are to be stored or are delayed in transit.

Microbiology

For microbiological testing, sterile sample bottles containing sodium thiosulphate are mandatory. These sample bottles are available from the laboratories for a small fee.

Samples must arrive at the laboratory within 24 hours of collection.

Packaging and Dispatch

Samples should be packed standing upright in insulated containers such as eskys. The container lid should be secured so it does not come loose in transit. Cardboard cartons can be used but these often get damaged in transit.

Paperwork should be sealed in a plastic bag to prevent water damage.

Ensure samples cannot fall or move around – once samples and ice bricks are in place, add extra padding if necessary. If possible, chill any warm samples prior to packing. Do not freeze water samples.

Ensure each sample bottle is correctly labelled. Packaging must be labelled externally with the laboratory and building name, address, contact person and phone number. Include the name of the sender and the address of origin.

Sample Submission

Complete the Chain of Custody form including contact information, analytical requirements and payment details. Make sure to clearly specify the tests or test package required. Each laboratory has its own Chain of Custody form - see Appendices 5, 6 and 7.

Submit the completed form to the laboratory with samples. Chain of custody and payment information may be emailed to the laboratory, provided the samples are well identified.

Clients must ensure they submit samples to the appropriate laboratory (i.e. samples for chemical testing must be submitted to the chemistry laboratory.

Acceptance of samples

Samples are accepted at the discretion of the receiving laboratory. The laboratories reserve the right to refuse testing at their discretion.

Samples received in a condition unsuitable for testing may not be accepted. Please contact the relevant laboratory for details.

Once accepted, samples become the property of the receiving laboratory and cannot be returned. Samples must be submitted within with the hours indicated in Sample Submission Times on page 3, and at least 30 minutes before closing time.

Samples will not be accepted outside these hours except in an emergency. Any samples received or testing performed outside of these hours will incur substantial overtime charges. Customers must contact the laboratory in advance to arrange for a staff member to attend the laboratory outside of business hours.

Additionally, samples are required to be delivered to the laboratory within a short time of collection.

For physical and chemical testing, samples are accepted on an ‘as received’ basis. Non-compliant holding times are noted on reports.

Strict holding times apply for microbiological testing. Samples that exceed these holding times may be deemed unsuitable for testing.

The recommended holding times for each type of test are described in Appendix 2 - Bottle Requirements, Preservation and Holding Times.

The microbiological tests offered by the Department require an incubation period of up to 48 hours. Please take this into account when submitting samples. Samples delivered within 48 hours of a weekend or public holiday may not be accepted, or overtime charges may apply. If you are not sure, please contact the testing laboratory to confirm a suitable time to deliver samples. Refer to NT Public Holidays FY2019-2on page 4.

SSG Appendix 3 - Sample Collection for Bacteriological Analysis of Potable Water

Collect a sterile sample container for each site to be sampled and the required forms from the laboratory. Prior to collecting the sample, label the sample container and complete the sample submission form. For each site record the sample bottle number on the sample submission form and record sample site details. Wash and dry hands and ensure that the immediate area is clear of possible contaminants of clutter. Clean and disinfect the tap that is to be the sampling point. Remove any aerators, strainers or attachments from the tap if present. Disinfect by flaming the tap opening with a butane torch is preferred. If this is not possible or the tap is unsuitable for flaming then swab the tap opening with isopropyl alcohol swab.

Flush the system for 2 minutes with a HIGH rate of flow. Reduce flow to a steady stream approximately the width of a pencil. Carefully remove the lid of the sampling container taking care not to contaminate the lid or the container with fingers or non-sterile surfaces. Collect the sample into the bottle and fill to level with the top of the label. The air gap allows for adequate mixing at the laboratory. A minimum of 200ml of samples is required. Do not rinse the bottle or over fill. Carefully screw the lid on the bottle and tighten firmly. Do not use the sample to test for onsite observations such as Temperature, pH or Chlorine level. Transport the samples to the laboratory without delay with completed paperwork. Ensure your samples are suitably packaged and the courier is aware of the delivery requirements. Samples must be received refrigerated and within 24hrs from collection to be analysed. Do not use loose ice to cool samples. Do not freeze samples. An esky with an ice brick is the most suitable vessel for transportation.

SSG Appendix 4 - Submitting Water Samples for Bacteriological Analysis

Sample Bottles for Bacteriological Analysis of Water

This laboratory supplies sterile bottles for the collection of water samples (a suitable sterile bottle is a requirement for the test). These bottles are always available and can be collected from this laboratory when required. A small fee will be charged when payment for analysis is processed.

Please only take enough bottles for your immediate sampling requirements. Expiry timeframes apply to sample bottles. Store sample bottles in a clean dry place such as in a clip lock plastic bag.

Transport your samples in a clean esky that is only used for the purpose of transporting water samples. Cool the samples with ice bricks and pack the samples securely so they will not be damaged during transport. Never use loose ice to cool water samples. If the samples are submerged in ice slurry they may become contaminated and the results may be unreliable. Do not freeze bacteriological water samples.

Identification of the water sample collection points

The minimum requirements to identify a sample are: Customer, Location, Site description, Date and Time of collection and analysis required.

It is essential that the water sample collection point is clearly and unambiguously identified. If samples are to be collected from a set sampling point on an ongoing basis please provide a consistent description of the sampling point.

Collection of water samples

Water samples must be collected in accordance with sample collection instructions from the water microbiology laboratories (see SSG Appendix 3 - Sample Collection for Bacteriological Analysis of

Potable Water). Always wash your hands before collecting water samples and handle the sample bottle carefully, taking care not to introduce contamination.

An air gap of 2-3 cm must be left when the bottle is closed. Water samples submitted in dirty or poorly stored bottles will not be accepted.

Sample submission: When and how

It is best if samples are sent so that they arrive at this laboratory on a Monday, Tuesday, or Wednesday; ideally no later than 3:30pm.

It takes 48 hours to complete the analysis of water samples, therefore samples may not be accepted on a Thursday or Friday. Any sample received on a Thursday will incur a surcharge for the overtime required to complete the analysis on Saturday. Samples received on a Friday will incur a surcharge for the overtime required to complete the analysis on Saturday and Sunday. Overtime charges also apply to samples received on or just prior to a public holiday.

Choose your courier well – Samples must be delivered to the laboratory within 24 hours of the time of collection. Make sure the requirement for correct handling and speedy delivery is understood by the courier.

Companies approved for credit with DPIR and using purchase orders for payment must provide the correct purchase order number on the Chain of Custody form.
