SECTION50.01GENERAL
Article1.1ScopeofWork
The Work covered by these Specifications consists of providing all labor, supervision,
equipment, supplies, material, transportation, handling and storage, and performing all
operations necessary to complete new construction, modification, and/or repair of wastewater
collection facilities operated by Doyon Utilities LLC on Joint Base Elmendorf Richardson,
hereafter referred to as JBER.
All Division 50 shall be in accordance with the Plans, Special Provisions, Standard Details, and these Specifications.
Article1.2Safety
The Contractor is solely responsible for all safety and safety compliance. Safety includes, but is not limited to: worker and jobsite safety, safety of Doyon Utilities employees and agents, other JBER personnel and property, and the general public, safety of the fish, game, and the environment, and wastewater collection system and other utility safety.
Wastewater collection system safety includes, but is not limited to, avoidance of cross‐connections between wastewater collection systems and potable water systems, and integrity of wastewater collection systems to avoid direct health hazards, groundwater pollution, and surface water pollution.
Article1.3ApplicableStandards
The latest revisions of the following standards of the American Association for State Highway
and Transportation Officials (AASHTO), the American National Standards Institute (ANSI), the
American Society of Testing and Materials (ASTM), the American Water Works Association

Article1.4Inspection,Notices,andOfficialCommunications
All work activities covered under this section, including but not limited to traffic maintenance, storm water pollution prevention, construction, hot tapping, alignment and debris inspection, flushing and cleaning, pressure testing, continuity testing, wastewater service shutdowns, temporary bypass pumping, on‐site system abandonment, pipe abandonment in place, and punch list work, are subject to inspection and acceptance by Doyon Utilities LLC. Work completed without inspection by Doyon Utilities’ Authorized Representative shall be subject to rejection.
The Contractor shall schedule hot tapping, alignment and debris inspection, flushing and cleaning, pressure testing, continuity testing, wastewater service shutdowns, temporary bypass pumping start‐up, on‐site system abandonment, pipe abandonment in place, punch list work, and similar activities to occur on non‐holiday weekdays during normal working hours of 7 AM to 4 PM to facilitate inspection by Doyon Utilities’ Authorized Representative.
Written notice of traffic lane closures and wastewater shutdowns shall be provided to Doyon Utilities LLC by the Contractor at least fourteen (14) calendar days in advance.
Written notice of traffic lane closures shall be provided to the JBER Fire Department and JBER Police Department by the Contractor at least fourteen (14) calendar days in advance.
Written notice of traffic maintenance (excluding lane closure work), storm water pollution prevention activities, construction, pressure testing, continuity testing, wastewater service shutdowns, temporary bypass pumping, on‐site system abandonment, pipe abandonment in place, punch list work, and similar activities requiring inspection shall be provided to Doyon Utilities LLC by the Contractor at least five (5) calendar days prior to beginning any of these operations. Failure to provide the required notice shall be grounds for issuance of a stop‐work order and/or complete rejection of the work.
For wastewater service shutdowns and similar activities affecting wastewater system customers, first written notice of these activities, acceptable to Doyon Utilities’ Authorized Representative, shall be provided by the Contractor to all affected customers at least seven (7) calendar days prior to beginning any of these activities. A second written notice of these activities, acceptable to Doyon Utilities’ Authorized Representative, shall be provided by the Contractor to all affected customers at least 24‐hours prior to beginning any of these activities.
To be considered official and binding, all communication from and to Doyon Utilities LLC shall be in writing.
Article1.5UtilityLocationsandExcavationPermitRequirements
The Contractor shall place a telephone, fax, or on‐line locate request with Alaska Digline Inc. (Anchorage telephone ‐ 278‐3121 or 811, statewide telephone ‐ 1‐800‐478‐3121, statewide fax – 1‐907‐278‐0696, on‐line – http://www.akonecall.com/). Documentation of the Alaska Digline request shall be provided to Doyon Utilities’ Authorized Representative. The Contractor shall coordinate with utility company locator personnel to locate all existing utilities before digging.

In addition to obtaining utility locations through Alaska Digline Inc., the Contractor obtain an excavation permit signed by all appropriate JBER departments, and provide a copy of the fully executed excavation permit to Doyon Utilities’ Authorized Representative. A minimum of fourteen (14) calendar days shall be allowed by the Contractor for complete processing of an excavation permit. The Contractor shall comply with all requirements of the fully executed excavation permit.
Article1.6HotWorkPermitRequirements
For any activity producing open flames, or heat or sparks sufficient to cause combustion, the Contractor obtain a hot work permit signed by the JBER Fire Department, and provide a copy of the fully executed hot work permit to Doyon Utilities’ Authorized Representative. A minimum of fourteen (14) calendar days shall be allowed by the Contractor for complete processing of a hot work permit. The Contractor shall comply with all requirements of the fully executed hot work permit.
Article1.7WastewaterShutdownSchedulingandDuration
Scheduling and durations of wastewater service shutdowns shall be subject to acceptance by Doyon Utilities’ Authorized Representative. No wastewater service shutdown shall exceed 6 hours in duration in any 24‐hour period. Residential wastewater service shutdowns shall be started and completed on non‐holiday weekdays between the hours of 9 AM to 3 PM. Non‐residential wastewater service shutdowns shall be started and completed on days and during hours determined by Doyon Utilities’ Authorized Representative to minimize adverse consequences on JBER operations.
Article1.8Submittals
The Contractor shall provide paper submittals or electronic submittals, at the option of Doyon Utilities’ Authorized Representative, for review and acceptance by Doyon Utilities. Duplicate paper submittals shall be supplied in the quantities requested by Doyon Utilities’ Authorized Representative. Submittals shall clearly document compliance with Contract requirements to the satisfaction of Doyon Utilities’ Authorized Representative. Any materials ordered and/or work done in advance of written acceptance of submittals by Doyon Utilities’ Authorized Representative is subject to rejection.
Submittals for Doyon Utilities review and acceptance are required for the following items.
1. All permanent materials.
2. Hot tap supervisor resume.
3. Temporary bypass pumping plans.
4. Work Site Traffic Supervisor certification and resume.
5. Traffic Control Plans.
Permanent material submittals shall be provided to Doyon Utilities’ Authorized Representative at least thirty (30) calendar days prior to ordering of materials. Other submittals listed above

shall be provided to Doyon Utilities’ Authorized Representative at least fourteen (14) calendar days prior to the activity covered by the submittal.
Doyon Utilities’ Authorized Representative reserves the right to request additional submittals for other Contractor procedures and personnel qualifications.
Article1.9PermanentMaterialsFurnishedbyDoyonUtilitiesandbyContractor
Doyon Utilities may furnish some permanent materials on some projects. When Doyon Utilities does furnish permanent material, a list of these Doyon Utilities’‐provided permanent materials, and locations where these Doyon Utilities’‐provided materials shall be received by the Contractor, will be provided with the Request for Proposal and/or the Contract. The Contractor shall perform a complete take‐off of all permanent materials required for the project. The Contractor shall furnish any and all permanent materials not supplied by Doyon Utilities, in order to complete the Project in accordance with the Plans, Standard Details, Special Provisions, and/or these Specifications.
The Contractor shall be responsible for receiving inspecting, and inventorying Doyon Utilities’‐provided materials at locations specified in the Bidding Documents, notifying Doyon Utilities Authorized Representative of damage, shortages, etc, loading as required, delivery to the jobsite, and unloading at the jobsite. Materials damaged during transportation to the jobsite and/or unloading at the jobsite shall be replaced at Contractor expense.
Any surplus Doyon Utilities’‐provided materials not used on a project shall remain the property of Doyon Utilities, and shall be delivered by the Contractor to the Doyon Utilities storage yard and carefully off‐loaded and stored on Contractor‐provided wooden pallets or other suitable dunnage.
Article1.10OtherDivisionRequirements
Except as specifically stated otherwise in the various Sections of this Division 50, the following other Divisions and Sections of these Standard Specifications are incorporated by reference into all Sections of Division 50:
A. Earthwork and Related Activities
The Contractor shall provide storm water pollution prevention plans and Best Management Practices in accordance with Division 20 –Standard Construction Specifications for Earthwork.
The Contractor shall clear, grub, and strip to the limits shown on the Plans or as directed by Doyon Utilities’ Authorized Representative in accordance with Division 20.
The Contractor shall remove existing Portland cement concrete sidewalk, apron, curb and gutter, and/or concrete similar structures, and asphalt pavement in accordance with Division 20.

The Contractor shall provide all excavation, bedding, classified fill and backfill, backfilling, compaction, and incidentals as necessary to install sanitary sewer lines and appurtenances in accordance with Division 20.
The Contractor shall provide casing pipe as required in accordance with Division 20.
The Contractor shall dispose of excess and unsuitable material as required in accordance with Division 20.
The Contractor shall provide leveling course as required in accordance with Division 20.
B. Surface Restoration
The Contractor shall provide 3,500‐psi design strength Portland cement concrete, if required for surface restoration, in accordance with Division 30 ‐ Standard Construction Specifications for Portland Cement Concrete.
The Contractor shall provide Class E asphalt pavement, if required for surface restoration, in accordance with Division 40 ‐ Standard Construction Specifications for Asphalt Surfacing.
The Contractor shall provide topsoil and hydroseeding, if required for surface restoration, in accordance with Division 75 ‐ Standard Construction Specifications for Landscaping Improvements.
C. Traffic Maintenance
The Contractor is solely responsible to provide all traffic maintenance for vehicular, non‐motorized, and pedestrian traffic. All traffic maintenance shall be in accordance with the Division 70 ‐ Standard Construction Specifications, Miscellaneous, and the Manual of Uniform Traffic Control Devices, latest edition adopted by State of Alaska, and current local amendments. For any operations involving disruption of normal traffic flow, the Contractor shall provide Traffic Control Plans for review and acceptance by Doyon Utilities’ Authorized Representative. Traffic Control Plans shall be provided at least fourteen (14) calendar days prior to beginning any operations involving disruption of normal traffic flow. Acceptance of Traffic Control Plans by Doyon Utilities’ Authorized Representative is required prior to any operations involving disruption of normal traffic flow.
D. As‐Built Drawings
The Contractor shall maintain as‐built drawings in accordance with Division 65 ‐ Standard Construction Specifications for JBER Construction Surveys. The as‐built drawings shall be up‐dated weekly by the Contractor to the satisfaction of Doyon Utilities’ Authorized Representative. As‐built drawings shall include;
1. GPS coordinates and invert and rim elevations for all manholes and cleanouts.

2. GPS coordinates and invert elevations for all buried stub‐out and service ends.
3. GPS coordinates and invert elevations for all service line alignment changes, service line clean‐outs, and points at which service lines enter buildings.
4. GPS coordinates and invert elevations for all force main pipe bends, force main points of curvature and tangency and at even 50‐foot and 100‐ foot stations in horizontal curves.
5. GPS coordinates and invert elevations for all tees and crosses for future connection.
6. GPS coordinates, elevations, and sizes for all pipe abandoned in place.
7. Other locations called out in these Specifications or in Section 65.02, or requested by Doyon Utilities’ Authorized Representative.
GPS coordinates shall be to the accuracy specified in the Request for Proposal and/or Contract.

SECTION50.02GRAVITYSEWERLINESANDFORCEMAINS
Article2.1General
The Work under this Section includes construction of gravity sewer mains, gravity sewer
services, and force mains for wastewater collection systems.
Refer to Section 50.01 for additional general requirements.
Article2.2Material
A. Line Sizes and Materials
Gravity sewer mains shall be minimum 8‐inch nominal diameter and shall be constructed of ductile iron pipe.
Gravity sewer services shall be minimum 4‐inch nominal diameter and shall be constructed of ductile iron pipe.
Sanitary sewer force mains 3‐inch nominal diameter and larger shall be constructed of ductile iron pipe or HDPE pipe.
Sanitary sewer force mains 2‐inch nominal diameter and smaller shall be constructed of copper tubing.
B. Ductile Iron Pipe for Gravity Sewer Mains and Services
Ductile iron pipe shall conform to the requirements of AWWA C151, Class 50, with cement mortar lining conforming to the requirements of AWWA C104/ANSI A24.1.
C. Ductile Iron Pipe for Sanitary Sewer Force Mains
Ductile iron pipe shall conform to the requirements of AWWA C151, Class 52, with cement mortar lining conforming to the requirements of AWWA C104/ANSI A24.1.
D. Ductile Iron Pipe Fittings, Gaskets, Joint Restraints, and Bolting Materials
Fittings shall be a minimum of 250 pounds pressure rating, mechanical joint, cement lined, either cast iron or ductile iron. All fittings shall conform to the requirements of AWWA C110/ANSI A21.10.
Rubber gasket joints for ductile iron pipe and fittings shall conform to the requirements of AWWA C111/ANSI A21.11.
Mechanical joint restraint shall be provided by “EBAA Iron MEGALUG®” or “Romac Industries RomaGrip” mechanical joint restraining glands, or Doyon Utilities’ Authorized Representative accepted equal. Push‐on joint restraint shall be provided by “U.S. Pipe

Field LOK®” gaskets or Doyon Utilities’ Authorized Representative accepted equal.
All mechanical joint T‐bolts and nuts supplied with fittings and appurtenances shall conform to ASTM A242 weathering steel. All T‐bolts and nuts shall be factory‐coated with a blue fluoropolymer coating for corrosion resistance. T‐bolt lengths shall be of sufficient length that, when a bolt‐up is complete, each bolt extends completely through and at least 1/8‐inch beyond the nut, all around.
E. Transition Couplings for Connection of Existing to New Gravity Sewer Lines
Transition couplings shall be “Romac Style 501” or Doyon Utilities’ Authorized
Representative accepted equal, with gaskets as necessary to match existing and new
piping diameters.
F. Standard Ductile Iron Gravity Sewer Service Connections to Mains
Standard ductile iron gravity sewer service connections to mains (including all gravity
sewer service connections to mains other than deep service riser connections) shall be
made with “Romac Style CB Sewer Saddles” or Doyon Utilities’ Authorized
Representative accepted equals.
G. Deep Service Riser Ductile Iron Gravity Sewer Service Connections to Mains
Deep service riser connections to new gravity sewer mains shall be made with standard reducing tees, main size by 4‐inch or 6‐inch branch, 250‐PSI pressure rating, mechanical joint, cement lined, either cast iron or ductile iron. Reducing tees shall conform to the requirements of AWWA C110/ANSI A21.10.
Deep service riser connections to existing gravity sewer mains shall be made with
tapping sleeve kits for ductile iron main sizes from 8‐inch to 24‐inch nominal diameter
and branch sizes of 4‐inch or 6‐inch nominal diameter. Tapping sleeve kits shall include
a two‐part full encirclement shell, an ANSI B16.5 Class 150 flanged outlet, test plug, and
all necessary bolting and gasket materials for complete installation. The shell, lifter
bars, armors, branch outlet, test plug, and all bolting materials shall be Type 304
stainless steel. The flange shall be ductile iron, ASTM 536‐80, Grade 65‐45‐12. The
wrap‐around shell gasket and flange gasket shall be virgin SBR. Tapping sleeve kits shall
be “Romac Industries Ductile+Plus SST” or Doyon Utilities’ Authorized Representative
approved equal.
Deep service riser pipe flanges for existing gravity sewer mains shall be made with
restrained flange coupling adapters, 4‐inch or 6‐inch nominal diameter, ductile iron
ASTM A563, Grade 65‐45‐12, fusion bonded epoxy coated and lined, ANSI 16.5B Class
150 flange drilling, “Romac RFCA” or Doyon Utilities’ Authorized Representative
accepted equal.

Rubber flange gaskets shall conform to the requirements of AWWA C111/ANSI A21.11.
Flange bolts shall be ASTM A307B heavy hexagonal, and nuts shall be ASTM A563A
heavy hexagonal. All flange bolt diameters shall be 1/8‐inch smaller than flange bolt
hole diameters. All flange bolts shall be of sufficient length that, when a bolt‐up is
complete, each bolt extends completely through and at least 1/8‐inch beyond the nut,
all around. If stud bolts are used for flange bolt‐up, the same length criteria shall apply
to each end of each stud bolt.
H. Ductile Iron Force Main Connections to Manholes
Connections of ductile iron force mains to manholes shall be made with “A‐LOK Z‐LOC”
pipe‐to‐manhole waterstop connectors per Section 50.03 – Sanitary Sewer Manholes.
I. Continuity Straps and Test Leads for Ductile Iron Force Mains
Continuity straps and test leads shall be stranded Number 2 AWG copper wire with HMWPE insulation suitable for direct burial.
J. High Density Polyethylene Pipe (HDPE) and Fittings
High density polyethylene pipe (HDPE) and fittings shall be manufactured in accordance with ASTM D3035. HDPE shall be manufactured from PE4710 polyethylene compounds that meet or exceed ASTM D3350 Cell Classification 445574. HDPE pipe and fitting material compound shall contain color and ultraviolet (UV) stabilizer meeting or exceeding the requirements of Code C per ASTM D3350. Butt fusion fittings shall comply with ASTM D3261. Electro‐fusion couplings and fittings shall comply with ASTM F1055. All fittings shall have pressure class ratings not less than the pressure class rating of the pipe to which they are joined. HDPE pipe and fittings shall be SDR11 or heavier wall.
K. HDPE Force Main Connections to Manholes
Connections of HDPE force mains to manholes shall be made with “A‐LOK Z‐LOC” pipe‐
to‐manhole waterstop connectors per Section 50.03 – Sanitary Sewer Manholes.
L. Trace Wire and Trace Wire Accessories for HDPE Pipe
Trace wire shall be #12 solid copper wire with HMWPE insulation. Trace wire splice connectors shall be copper compression type, “Thomas & Betts C‐Tap, Color Key Red“ or Doyon Utilities’ Authorized Representative accepted equal. Insulation for splices shall be 125‐mil by 3 ½‐inch by 4 ½‐inch “3M Vinyl Mastic Pad 2200”, or Doyon Utilities’ Authorized Representative accepted equal.

P. Detectable Underground Warning Tape
Detectable underground warning tape shall be 5‐mil by 6‐inch wide aluminum backed green tape with the words “Caution Buried Sewer Line Below”. Detectable underground warning tape shall be “Seton” or Doyon Utilities’ Authorized Representative accepted equal.
Article2.3Construction
A. General
B. Materials Delivery, Handling, and Temporary Storage
Pipe and appurtenances shall be handled in such a manner to ensure delivery to the trench in a sound, undamaged condition. Particular care shall be taken not to damage the pipe, pipe coating, or lining. Before installation, the pipe and appurtenances shall be examined for defects and/or damage by the Doyon Utilities’ Authorized Representative.
On‐site storage of pipe and other materials shall be to the satisfaction of Doyon Utilities’ Authorized Representative to avoid inconvenience and/or potential safety hazards.
Rubber gaskets shall be protected from freezing temperatures or direct sunlight.
C. Removal and Off‐Site Disposal Sewage‐Saturated or Contaminated Soil
The Contractor shall remove and dispose of all sewage‐saturated or contaminated soils
encountered within the trench area. Sewage‐saturated soils shall not be re‐used as fill
material anywhere on JBER, but shall be disposed of at a disposal location directed by
Doyon Utilities’ Authorized Representative.

D. General Sewer Line Installation Requirements
All ductile and cast iron pipe and fittings shall be encased in one layer of polyethylene encasement in accordance with Section 50.08 ‐ Polyethylene Encasement.
All pipe shall be bedded per Division 20.
All adjustments to line and grade shall be done by removing undisturbed earth as
required or filling with suitable compacted bedding material under the pipe, but not by
forcing the pipe down or blocking or wedging the pipe up.
Water shall be kept out of the trench by pumping, if necessary, until the jointing is completed.
Pipe and appurtenances shall be carefully lowered into the trench by means of fabric slings, wire rope chokers, rope tag lines, and other suitable lifting and rigging gear. Pipe placement, including on‐site handling, installing in the trench, and backfilling, shall be done to the satisfaction of Doyon Utilities’ Authorized Representative to prevent damage to the pipe as well as ductile iron pipe cement lining and polyethylene encasement.
When work is not in progress, open ends of the pipe, fittings, and valves shall be securely plugged so that no trench water, earth or other substances will enter the pipe or fittings.
Where a new sanitary sewer line ties into an existing in‐service sanitary sewer, actual
tie‐in to the existing system shall be completed after all upstream underground
construction, alignment checking, cleaning, flushing, pressure testing, is complete and
accepted by Doyon Utilities’ Authorized Representative. All tie‐in methods and materials
shall be subject to acceptance by Doyon Utilities’ Authorized Representative. Care shall
be exercised during construction, flushing, and testing operations of a tie‐in section to
assure that no foreign debris is diverted into an existing in‐service sanitary sewer.
All sewer lines shall be marked with detectable underground warning tape. The Contractor shall install detectable underground warning tape directly above and parallel to the axis of the sewer line with no breaks in continuity. The Contractor shall install the locator tape three feet (3’) below finish grade or two feet (2’) deep in the street structural section.
E. Gravity Main and Service Installation Requirements
All gravity mains and services shall be installed with 5‐foot minimum earth cover from
finished grade. All gravity mains and services with less than 6‐feet of cover shall be
insulated with a minimum of 4‐inches of rigid board insulation in conformance with
Division 20.

Gravity main and service pipe laying shall in all cases proceed upgrade with the spigot
ends of the pipe pointing in the direction of the flow. Cutting of pipe shall be done in a
neat and workmanlike manner without damage to the pipe. The interior of the pipe and
accessories shall be thoroughly cleaned of foreign matter prior to installation. Each pipe
shall be laid true to line and grade and in such a manner as to form a close concentric
joint with the adjoining pipe. When completed, the alignment of the installed pipe shall
appear straight to visual observation and shall be such that a full circle of light can be
seen between manholes, etc., when sighting along all points of the pipe circumference.
Each section of pipe shall be handled carefully and placed accurately. Each pipe shall be
joined in accordance with the pipe manufacturer’s recommended standards. Each
section of pipe shall be properly supported to ensure true alignment and an invert
which is smooth and free from roughness or irregularity.
When exposing an existing main or service stub‐out, the Contractor shall insure that the stub‐out has the proper slope and alignment and is free and clear of obstructions prior to connection of the new main or service extension. If the existing main or service stub‐out is found to be either misaligned or plugged, the Contractor shall notify Doyon Utilities’ Authorized Representative immediately or shall be liable for correcting the misalignment or unplugging the line at Contractor expense.
Tie‐in methods and materials for connection of new main or service piping to existing main or service stub‐outs shall be to the satisfaction of Doyon Utilities’ Authorized Representative.
New gravity service and/or force main connections to gravity sewer mains shall be spaced at least 3‐feet apart.
Holes in gravity sewer main side walls at service saddles, for connection of gravity sewer service saddles, shall be drilled with mechanical hole cutters acceptable to Doyon Utilities’ Authorized Representative. Gravity sewer main side wall drilled hole diameters shall be 1/8‐inch larger that the service saddle hole diameters. All gravity sewer main side wall drilled holes shall be completely located in the upper half of the main piping.

Service saddles shall be installed so that service saddle piping connection holes are positioned concentric to gravity sewer main side wall drilled holes.
Deep service risers shall be installed where sanitary sewer mains are in excess of 12‐feet deep and 8‐feet of cover can be maintained over service piping. Deep service riser piping shall be fully restrained from the riser‐main connection to at least three full horizontal piping joints upstream of the riser. No more than two sanitary sewer service connections shall be installed on a single deep service riser.
Supervisory personnel, for hot tapping of deep sewer riser connections to existing mains, shall have a minimum of 5 years of experience in hot tapping of water mains.
The Contractor shall submit procedures and supervisory personnel resume(s) for hot tapping, for review and acceptance by Doyon Utilities’ Authorized Representative. No hot tapping shall commence until Doyon Utilities’ Authorized Representative written acceptance of Contractor procedures and supervisory personnel resume(s) is provided. Hot tapping procedures that have been accepted by Doyon Utilities’ Authorized Representative shall be strictly followed in the field. All hot tapping operations shall at all times be prudently conducted to ensure sanitation and uninterrupted service of “live” sewer lines.
Ends of sewer mains and services stubbed out for future shall be permanently marked with new vertical 4‐inch by 4‐inch pressure treated wood posts set directly over the end of pipes. In non‐traffic areas, the 4‐inch by 4‐inch pressure treated wood posts shall extend at least one foot above finished grade, shall be painted green, and shall be permanently fitted with 3‐inch diameter red plastic reflectors on all four sides. In vehicular and/or pedestrian traffic areas, the 4‐inch by 4‐inch pressure treated wood posts shall be cut off at a depth below grade as directed by Doyon Utilities’ Authorized Representative.
F. Force Main Installation Requirements
All force mains shall be installed with 10‐foot minimum earth cover from finished grade.
Ductile iron pipe thrust joint restraint components for force mains, including mechanical joint restraining glands and field lock gaskets, shall be installed in strict accordance with manufacturers’ recommended procedures and to the satisfaction of Doyon Utilities’ Authorized Representative. Thrust restraint systems shall be installed where the force main terminates or changes alignment, utilizing a tee, cross, bend, or similar fitting. A minimum of 90‐feet of piping shall be completely restrained on both piping legs all bends, on both piping legs at tees and crosses with two piping legs and where piping turns 90o, on branch legs at tees and crosses, and at all piping dead ends. Piping stub‐outs shorter than 90‐feet shall be completely restrained including connections to other mains.
Ductile iron force mains discharging into manholes shall be thrust blocked as necessary
to prevent force main piping from pulling out of manholes, all to the satisfaction of
Doyon Utilities’ Authorized Representative. Thrust blocking shall be in addition to

installation of mechanical joint restraining glands and field lock gaskets as specified above.
Two parallel electrical continuity straps shall be exothermically welded to ductile iron
force main piping on both sides of every joint to provide redundant electrical continuity
paths across the joint.
At intervals on ductile iron force mains not to exceed 500‐feet in length, sets of two parallel electrical continuity test leads shall be installed. Test lead sets shall be located so that the entire force main can be continuity tested. Test leads shall extend from the pipe to 3‐feet minimum above finished grade and shall be permanently housed in valve boxes or in valve box top sections to provide accessibility for future use.
Continuity straps and test leads shall be exothermically welded to a clean, dry, freshly ground bright metal pipe surface. Weld quality shall be subject to acceptance by Doyon Utilities’ Authorized Representative. All welds and bare pipe surfaces are to be coated with coal tar pitch or other suitable coating, all to the satisfaction of Doyon Utilities’ Authorized Representative.
All HDPE pipe and fitting joint butt fusion shall conform to ASTM F2620 and the pipe
manufacturer's recommendations for proper equipment and procedures. The HDPE
pipe supplier shall supply a qualified representative acceptable to Doyon Utilities’
Authorized Representative to instruct the Contractor's personnel on butt fusion, and to
witness the first twenty butt fusion joints.
All HDPE coupling and fitting electrofusion shall conform to the electrofusion coupling
and fitting manufacturer's recommendations for proper equipment and procedures.
The electrofusion coupling and fitting supplier shall supply a qualified representative
acceptable to Doyon Utilities’ Authorized Representative to instruct the Contractor's
personnel on electrofusion, and to witness the first twenty electrofusion joints.

All HDPE pipe shall be spiral wrapped with #12 tracer wire. Full spiral wrap lengths shall
not exceed 2‐feet. Splices in tracer wire shall be insulated with mastic pads, and mastic
pads shall be secured with vinyl electrical tape. All splice details shall be to the
satisfaction of Doyon Utilities’ Authorized Representative. At intervals on HDPE force
mains not to exceed 500‐feet in length, trace wire leads shall be brought to the surface.
Trace wire lead sets shall be located so that the entire HDPE main can be located. Trace
wire leads shall extend from the pipe to 3‐feet minimum above finished grade and shall
be permanently housed in valve boxes or in valve box top sections to provide
accessibility for future use.
For copper tubing force mains, a thaw wires shall be installed from the connections to the gravity main to lift stations. Thaw wires shall extend from the to 3‐feet minimum above finished grade at lift stations and shall be permanently housed in valve boxes or in valve box top sections to provide accessibility for future use. Thaw wire connections at force main piping connections to gravity mains shall be to the satisfaction of Doyon Utilities’ Authorized Representative.
Force main high points shall be vented in accordance with Section 50.07 ‐ Force Main Permanent Vents.
G. Sanitary Sewer Line Separation Requirements from Public Water Systems and Water Lines
All sanitary sewer lines and appurtenances including lift stations, manholes, clean‐outs shall be constructed to meet all separation requirements of 18 AAC 80.020, or the following requirements, whichever are more stringent:
1. Lift stations, force mains, manholes, and clean‐outs shall be constructed at least
200 feet horizontal from Community water systems, and at least 150 feet
horizontal from Class C water systems.
2. Community gravity sewer mains shall be constructed at least 200 feet horizontal
from Community water systems, and at least 100 feet horizontal from Class C
water systems.
3. Gravity sewer services shall be constructed at least 100 feet horizontal from
Community water systems, and at least 75 feet horizontal from Class C water
systems.
4. Sanitary sewer lines shall be installed at least 10‐feet horizontal out‐to‐out from
parallel water lines (mains, fire hydrant assemblies, fire lines, water services,
permanent vent lines, etc).
5. Sanitary sewer pipe at water line crossings shall be installed such that no sanitary sewer line pipe joints are located less than 9‐feet horizontal from the
centerline of the water line at the point of intersection of sewer/water
horizontal alignments.

6. Where sanitary sewer lines cross water lines, the vertical separation between
the sanitary sewer and water lines shall be 18‐inches minimum out‐to‐out
between exterior pipe surfaces.
7. At crossings, sanitary sewer lines within 10‐feet of water line crossings, and existing water lines exposed at sanitary sewer crossings, shall all be bedded
from 6‐inches below to 6‐inches above the line with Class B bedding material in
accordance with Division 20.
H. Alignment and Grade
The Contractor also shall employ qualified persons for controlling alignment and grade, and shall use standard survey instruments such as transits, engineer’s levels, and laser devices, all in good repair and calibration, for controlling line and grade. The Contractor shall record line and grade measurements in standard survey field books for each installed pipe and appurtenance, and shall promptly furnish copies of notes to Doyon Utilities’ Authorized Representative. Line and grade personnel, survey instruments, procedures, and survey notes shall be to the satisfaction of Doyon Utilities’ Authorized Representative.
The Contractor shall lay the gravity main and service pipe in the trench so that after the line is completed, the bottom of the pipe conforms accurately to the grades and alignments shown on the Plans. Variance of individual pipe sections from established line and grade shall not be greater than those listed in the table below, providing that such variance does not result in a level or reverse sloping invert.

The practice of placing backfill over a section of pipe to provide a pad for transit and level alignment and grade observations shall be subject to the approval of Doyon Utilities’ Authorized Representative. If such intermittent backfilling is allowed, backfill shall meet the requirements of Type II classified fill and shall be placed in loose 12‐inch lifts, with each lift shall be compacted to 95% minimum density before placing additional backfill.

At a sufficient distance, prior to encountering a known obstacle or tie‐in to an existing pipe, the Contractor shall expose and verify the exact location of the obstacle or tie‐in point so that proper alignment and/or grade may be determined before the pipe sections are laid in the trench and backfilled.
I. As‐Builting
The Contractor shall obtain accurate GPS coordinates at all manhole centerlines, manhole covers, clean‐out 45o bends, clean‐out covers, buried main stub‐out ends, service lines connections to gravity main piping, buried service stub‐out ends, service alignment changes, service clean‐outs, points where services enter buildings, force main bends, force main points of curvature and tangency, even 50‐foot and 100‐ foot stations in horizontal curves in force main piping, and other locations called out in Division 65 or requested by Doyon Utilities’ Authorized Representative, All GPS coordinates shall be accurately recorded on as‐built drawings.
Article2.4Inspection,Cleaning,Flushing,andTesting
The Contractor shall take precautions to prevent sewage from entering a new sanitary sewer
line until it has been inspected, cleaned, tested, and accepted for operation by Doyon Utilities’
Authorized Representative. The Contractor may request inspection, testing and acceptance of
incremental segments of the work, such as a completed mainline sanitary sewer section with a
completed manhole or cleanout at each end.
A. Alignment and Debris Inspection
After gravity main and gravity service construction, including backfilling and compaction
to finished grade, is complete, gravity mains and services shall be inspected for
straightness of vertical and horizontal alignment and for debris. After force main
construction, including backfilling and compaction to finished grade, is complete, force
mains shall be inspected for debris.
For new gravity mains extending from new manhole to new manhole, horizontal and vertical alignment inspection shall be made by lamping and direct visual inspection of each new section of line. A full circle of light must be seen at the top, bottom, right and left springline of the pipe by Doyon Utilities’ Authorized Representative when a bright light is shined from the next new manhole to the new manhole occupied by Doyon Utilities’ Authorized Representative.

For new gravity mains extending from a new manhole to a new clean‐out, new gravity mains extending from a new manhole to an existing manhole, new gravity service lines, new 3‐inch diameter and larger force mains, and other new sewer lines that can not be inspected by direct visual methods, the Contractor shall provide for closed circuit television inspection acceptable to Doyon Utilities’ Authorized Representative.
During direct visual inspections and/or television inspections of new gravity sanitary sewer mains and services, horizontal and vertical alignments shall be inspected for straightness to the satisfaction of Doyon Utilities’ Authorized Representative. Visually detectable horizontal and/or vertical alignment changes shall be corrected at Contractor expense to the satisfaction of Doyon Utilities’ Authorized Representative.
If significant amounts of debris are discovered in new gravity mains, gravity services, and/or force mains during direct visual inspections and/or television inspections, these lines shall be flushed, cleaned, and re‐inspected at Contractor expense all to the satisfaction of Doyon Utilities’ Authorized Representative.
B. Cleaning and Flushing
The Contractor shall clean and flush all sanitary sewer lines to the satisfaction of Doyon
Utilities’ Authorized Representative to remove all detectable debris from lines. Debris
shall not be allowed to flow into existing in‐service sanitary sewer systems.
C. Gravity Main and Service Air Testing
The Contractor shall furnish all equipment and personnel for air testing. Air tests for acceptance by Doyon Utilities’ Authorized Representative shall be made after mains and services have been completely constructed, including backfill and compaction to finished grade.
All main and service pipe openings in a main section to be tested shall be suitably capped or plugged for testing. Safety braces shall be required to hold caps and/or plugs in place to prevent the sudden release of plugs and/or caps. For safety reasons, workers shall not be allowed in areas where caps or plugs have been placed while lines are under air pressure. The Contractor's testing equipment shall be arranged in such a manner that a pressure relief device will prohibit the pressure in the pipeline from exceeding 10 PSI.
Air shall be slowly supplied to the plugged pipe section until the internal air pressure reaches the test pressure of 4‐pounds per square inch over and above the largest back pressure of any ground water in contact with the pipe, as determined by Doyon Utilities’ Authorized Representative. At least two (2) minutes shall be allowed for temperature stabilization before proceeding with the actual test. The test shall be maintained for ten (10) minutes, during which time the pressure drop shall not exceed the values shown in the table below for various pipe diameters.

Pressure gauges shall be incremented 0.1‐PSI increments for accurate testing.
D. Force Main Pressure Testing
Force mains shall be hydrostatically tested at a constant pressure of one hundred fifty (150) psi minimum with no detectable pressure drop for a duration of 30 minutes. If necessary because of topography, force main profile, and test pump location, the hydrostatic test pressure shall be increased as directed by Doyon Utilities’ Authorized Representative to assure that the entire force main is exposed to a test pressure of at least 150 psi. After the required test pressure has been reached, pumping will be terminated. If the pressure remains constant for 30 minutes without additional pumping, the test shall be considered satisfactory by Doyon Utilities' Authorized Representative.
At the end of a successful hydrostatic test, pressure shall be released at a force main location remote from the test pump connection to prove the integrity of the hydrostatic test.
E. Leak Repair and Retesting
For any gravity sewer main, gravity sewer service, or force main failing its pressure test,
the line shall be repaired and testing shall be repeated, all at Contractor expense and to
the satisfaction of Doyon Utilities’ Authorized Representative, until satisfactory test
results are obtained. All leak repair methods shall be to the satisfaction of Doyon
Utilities’ Authorized Representative. Use of devices such as repair clamps shall not be
permitted.
F. Ductile Iron Force Main Continuity Tests
Continuity tests shall not be performed until all construction, including backfill and
compaction to finished grade, has been completed to the satisfaction of Doyon Utilities'
Authorized Representative.
A sufficient number of continuity tests shall be conducted so that all new ductile iron force main is continuity tested. All continuity tests shall be through continuity test leads.

During each continuity test, the Contractor shall maintain a circuit of six hundred (600)
amperes DC current for a period of fifteen (15) minutes. Return current shall be at least
ninety percent (90%) of the input circuit. All equipment necessary to maintain the
circuit shall be supplied by the Contractor.
G. HDPE Force Main Trace Wire Continuity Tests
The Contractor shall demonstrate continuity of all HDPE force main trace wires to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION50.03SANITARYSEWERMANHOLES
Article3.1General
The Work under this Section includes construction of new sanitary sewer manholes.
Refer to Section 50.01 for additional general requirements.
Article3.2Material
A. Bases, Barrel Sections, Reducing Slabs, Eccentric Cones, Top Slabs, and Grade Rings
Portland cement concrete manhole bases, barrel sections, reducing slabs, eccentric
cones, top slabs, and grade rings shall conform to the requirements of ASTM C478 and
the Standard Details. Reinforcement steel shall conform to the requirements of ASTM
A185 and ASTM A615, Grade 60 steel, and the Standard Details.
B. Pipe‐to‐Manhole Waterstop Connectors
Pipe‐to‐manhole waterstop connectors shall be elastomer sleeves that are cast into
concrete manhole walls at penetrations, and shall fit snugly around the pipe perimeters
to form water‐tight connections. Pipe‐to‐manhole waterstop connectors shall conform
to applicable provisions of ASTM C923. Pipe‐to‐manhole waterstop connectors shall be
“A‐LOK Z‐LOK” or Doyon Utilities’ Authorized Representative accepted equal for pipe
outside diameters up to 18.25‐inches and “A‐LOK Premium” for pipe outside diameters
larger than 18.25‐inches.
C. Manhole Steps
Manhole steps shall conform to the Standard Details.
D. Standard Manhole Frames, Covers, and Dust Pans
Standard manhole frames, covers, and dust pans shall be gray iron with a minimum 30,000‐pound tensile strength in accordance with ASTM A48, shall have appropriate certifications and be individually marked in accordance with the requirements of AASHTO M306. Standard manhole frames and covers shall be in conformance with the Standard Details and shall be “East Jordan Iron Works IFCO #740” or Doyon Utilities’ Authorized Representative accepted equal. Dust pans shall be “East Jordan Iron Works #2640” or Doyon Utilities Authorized Representative accepted equal.

E. Watertight Manhole Frames and Covers
Watertight manhole frames and covers shall be gray iron with a minimum 30,000‐pound tensile strength in accordance with ASTM A48, shall have appropriate certifications and be individually marked in accordance with the requirements of AASHTO M‐306. Water tight manhole frames and covers shall be in conformance with the Standard Details and shall be “East Jordan Iron Works #2615” or Doyon Utilities Authorized Representative accepted equal.
F. Plastic Gasket Joint Sealer
Gasket material for concrete‐to‐concrete bell‐and‐spigot joints in manhole sections shall be “Henry Ram‐Nek” or Doyon Utilities’ Authorized Representative accepted equal.
G. Manhole Exterior Surface Waterproofing
Manhole exterior surface waterproofing shall be shop‐applied “Koch Materials TUFF‐N‐
DRI” or Doyon Utilities’ Authorized Representative accepted equal, applied in strict
accordance with waterproofing manufacturers’ recommendations.
H. Manhole External Joint Sealant
External joint sealant for joints in manhole sections shall be “Marathon Materials
MacWrap” or Doyon Utilities’ Authorized Representative accepted equal.
I. Miscellaneous Concrete
Miscellaneous concrete for on‐site construction of manhole channels, etc, shall be 3000‐
PSI minimum design strength, Class A‐3, per Division 30.
J. Mortar
Cement for mortar used in the construction of manholes shall conform with the requirements of ASTM C150, Type II. Sand shall conform with the requirements of AASHTO M45. The mortar shall be composed of one (1) part cement and three (3) parts sand. The addition of lime is not permitted. The use of five (5) minute or fast‐cure mortar is prohibited.
Article3.3Construction
A. General
Manhole bases shall be installed such that primary sewer lines enter or leave radially at
the invert elevations shown on the Plans. The base section shall be set plumb on a
prepared surface.

Plastic gasket joint sealer shall be installed in strict accordance with the manufacturer's
recommendations and to the satisfaction of Doyon Utilities’ Authorized Representative.
Gaskets shall be trimmed on the inside of the manhole to prevent the excess gasket
material from entering the sanitary sewer lines.
Manholes shall have a minimum of 6‐inches minimum to 18‐inches maximum of precast
concrete grade rings. In non‐traffic areas, grade rings shall be set in and made secure by
use of plastic gasket joint sealer. In traffic areas, manhole grade rings and frames shall
be placed on full beds of mortar to prevent settlement.
Watertight manhole frames and covers shall be installed where called out on the Plans
or where directed by Doyon Utilities’ Authorized Representative.
Standard manhole frames and covers shall be installed with dust pans.
The manhole frames and covers shall be set at the rim elevations shown on the Plans,
and shall be located relative to finished grade in accordance with the Standard Details
except in follows. In non‐traveled‐way easement installations, manhole frames and
covers shall be set approximately 6‐inches above finished grade.
Prior to backfilling, the Contractor shall apply exterior joint sealant at all manhole joints.
Exterior joint sealant shall be installed in strict accordance with manufacturers’
recommendations and to the satisfaction of Doyon Utilities’ Authorized Representative.
After application of exterior joint sealant, the manhole exterior shall be wrapped with
three full layers of 8‐mil polyethylene sheeting and secured with duct tape to the
satisfaction of Doyon Utilities’ Authorized Representative.
Care shall be taken during backfilling to protect manhole exterior surface waterproofing,
exterior joint sealant, and polyethylene sheeting wrap to the satisfaction of Doyon
Utilities’ Authorized Representative.
Any visually detectable leakage paths into completed manholes shall be sealed to the satisfaction of Doyon Utilities’ Authorized Representative.
B. Sanitary Sewer Manhole Invert Construction
The invert channels shall be smooth and semicircular in shape conforming to the inside
of the connecting sanitary sewer section. Changes in directions of flow shall be made by
forming a smooth radius sized to allow adequate access of a television camera and/or
maintenance equipment into the served sanitary sewer pipe. Changes in size and
grades of the channels shall be made gradually and evenly. The invert channels shall be
formed and poured in place. The floors of manholes outside of the channels shall be
smooth and shall slope toward the channels at a grade of one inch per foot. No surfaces
shall be permitted in finished manhole bases that would allow wastewater solids to
accumulate in the event of wastewater backup.

Beaver slide inverts shall be required where inverts of the connecting sanitary sewers are above the crowns of the receiving sewers and invert drops in manholes do not exceed 24‐inches. Beaver slides shall be constructed to provide smooth and continuous channels directed into and with the flow of the receiving sanitary sewers and in accordance with the Standard Details.
C. As‐Builting
The Contractor shall obtain accurate GPS coordinates on all manhole structure centerlines and covers, and record these coordinates on as‐built drawings.

Article5.3Construction
A. General
All sanitary sewer cleanouts shall be constructed in accordance with the Standard Details.
All buried cleanout piping shall be encased in one layer of polyethylene encasement in accordance with Section 50.08 ‐ Polyethylene Encasement.
B. Gravity Main Cleanouts
Main sewer and cleanout riser piping at cleanout 45‐degree mechanical joint bends shall be restrained with restraining mechanical joint glands.
The first push‐on joint downstream of a main cleanout 45‐degree bend, and any push‐on joints in cleanout riser piping shall be restrained with field lock gaskets.

C. Gravity Service Line Cleanouts
Standard service line cleanout riser piping at cleanout mechanical joint wyes, 45‐degree bends, and access caps shall be restrained with restraining mechanical joint glands.
Sanitary service cleanouts shall be installed within five feet of buildings served, immediately upstream of all horizontal and/or vertical bends, and at 300‐feet maximum on centerline in straight sections of service piping.
D. Special Cleanouts
Special cleanouts, located inside protective water well radiuses, shall be constructed in accordance with the Standard Details.
E. As‐Builting
The Contractor shall obtain accurate GPS coordinates on all buried cleanout wyes and/or 45o bends, frames and covers, access caps, and special cleanout manhole centerlines and covers, and record these coordinates on as‐built drawings.

SECTION50.08POLYETHYLENEENCASEMENT
Article8.1General
The Work under this Section includes providing polyethylene encasement on all ductile iron pipe
and fittings.
Refer to Section 50.01 for additional general requirements.
Article8.2Material
The polyethylene encasement material for pipe shall conform to the most current edition of
AWWA C105/ANSI A21.5.
Article8.3Construction
Polyethylene encasement shall be installed on all ductile iron gravity sewer mains and services,
force mains, drop connections, and cleanouts.
The polyethylene encasement shall be installed in strict conformance to the methods described
in the most current editions of AWWA C105/ANSI A21.5 and the Ductile Iron Pipe Research
Association's "A Guide for the Installation of Ductile Iron Pipe." The Contractor shall use
Method A of ANSI/AWWA C105/A21.5 to install polyethylene encasement.
Bedding and backfill material around pipelines with polyethylene encasement shall be placed
using protective measures such as shields, guards, coating systems, and/or other methods as
needed to protect the polyethylene encasement from becoming torn, punctured or otherwise
damaged during the Work. Damage to the integrity of the polyethylene encasement shall be
either repaired or the pipeline removed and the polyethylene encasement replaced as directed
by Doyon Utilities’ Authorized Representative. Repair and/or replacement of damaged
polyethylene encasement shall be at Contractor expense.

SECTION50.09SANITARYSEWAGEBYPASSPUMPING
Article9.1General
The Work under this Section includes all planning, coordination, and operations pertaining to
the bypass pumping of sewage flows around those portions of the sanitary sewer facilities to be
rehabilitated. This work shall also include the installation, stocking, cleaning, and maintenance
of portable toilets for exclusive use by building occupants affected by shutdown of sanitary
sewer facilities to be rehabilitated.
Refer to Section 50.01 for additional general requirements.
Article9.2Construction
The sewage flows shall be bypassed around sections of sanitary sewer system designated for
rehabilitation.
Under no circumstances shall the Contractor allow the discharge of sanitary sewage anywhere
other than an existing operational sanitary wastewater collection system or a holding tank or
tank truck acceptable to Doyon Utilities’ Authorized Representative. No excavation will be
permitted to facilitate this Work, except as indicated on the Plans.
Sanitary sewer service to any building shall not be interrupted more than six consecutive hours,
or more than once in a twenty‐four hour period.
The number and location of portable toilets shall be as directed by Doyon Utilities’ Authorized
Representative. These portable toilets shall be for the exclusive use of affected building
occupants. Portable toilets shall have toilet paper and hand sanitizer dispensers, shall be well
venting, and shall be cleaned, maintained, and stocked just prior to installation and daily
thereafter, all to the satisfaction of Doyon Utilities’ Authorized Representative.
At least fourteen calendar days prior to construction, the Contractor shall submit a written plan,
for acceptance by Doyon Utilities’ Authorized Representative, addressing the following issues:
1. An estimate of the minimum and maximum sewage flow rates expected to be bypassed,
including an allowance for larger‐than‐normal sewage flows due to heavy rainfall or
other causes.
2. A pictorial plan layout and written description of the bypass pumping system showing
and/or describing primary bypass pumps, locations, capacities, spare pumps, suction
and discharge line types, diameters, lengths, and routings, and other relevant
information.
3. Head‐discharge curves for proposed primary bypass pumps and spare pumps. Primary
bypass pumps shall have capacities equal to the expected maximum sewage flow rates.
Spare bypass pumps shall have capacities equal to primary bypass pumps and equal to
the expected maximum sewage flow rates.

4. A description of pumping system control such that the sewage level both upstream and
downstream of the bypass will not reach elevations that will cause backup and damage
to the properties being served, including a discussion of the elevation of the upstream
sewage level needed to actuate the pumping cycle.
5. A discussion of noise and odors generated by bypass pumping and other possible
nuisance conditions, and how these conditions will be mitigated.
6. An operations and maintenance manpower plan for bypass pumping.
7. A schedule of the planned dates and hours of operation of bypass pumping.
8. A pictorial plan layout of portable toilets for exclusive use by personnel affected by
shutdown of sanitary sewer facilities.
9. Any other relevant information needed to assess the Contractor’s plan for providing
bypass pumping and portable toilets.
The Contractor shall install, operate, and maintain the bypass pumping system in substantial
conformance with the bypass pumping plan accepted by Doyon Utilities’ Authorized
Representative. The Contractor shall only deviate from the accepted plan as necessary to
accommodate emergencies and potentially detrimental conditions not anticipated or addressed
in the accepted plan.
Spare bypass pumps shall be on site and operational for the entire duration of sewage bypass
pumping.
The Contractor shall be liable for all damages which result from sewage flows not properly
bypassed during the progress of bypass pumping. The Contractor is reminded that after‐hours
pumping may require a permit to exceed the allowable noise levels. Should such permit not be
available for certain locations, such lack of availability shall not cause for claim for additional
compensation or time extension.

SECTION 50.10 NEW CONNECTIONS TO EXISTING SANITARYSEWERMANHOLES Article10.1General
The Work under this Section includes new sewer line connections to existing manholes.
Refer to Section 50.01 for additional general requirements.
Article10.2Material
A. Pipe‐to‐Manhole Waterstop Connectors
Pipe‐to‐manhole waterstop connectors shall be elastomer sleeves that are installed in
core drilled manhole penetrations, have expansion devices to seal tightly in cored holes,
and fit snugly around the pipe perimeters, all as required to form water‐tight
connections. Pipe‐to‐manhole connectors shall conform to applicable provisions of
ASTM C923. Pipe‐to‐manhole connectors shall be “A‐LOK G3 Boot System” or Doyon
Utilities’ Authorized Representative accepted equal for pipe outside diameters from 3.5‐
inches to 13.5‐inches. Pipe‐to‐manhole connectors for pipe outside diameters larger
than 13.5‐inches shall be as shown on the Plans and/or as specified in the Special
Provisions.
B. Other Materials
Other materials for new connections to existing manholes shall be in accordance with
Section 50.03 – Sanitary Sewer Manholes
Article10.3Construction
Connections to existing sanitary sewer manholes will be allowed only after all portions of the
Contractor's sewer work upstream of connection points has been inspected, and satisfactorily
flushed, cleaned, and tested.
Demolition and construction debris shall be prevented from escaping from existing manholes where new connections are being made to the satisfaction of Doyon Utilities’ Authorized Representative.
If new connections to existing manholes are in conflict with existing manhole ladder rungs, the Contractor shall remove the existing ladder rungs and install new ladder rungs as necessary to clear of piping penetrations. New ladder rungs shall be in accordance with Standard Details. The Contractor shall rotate existing cone sections and unaltered existing barrel sections as necessary to align with new ladder rungs. As part of rotating existing cone and barrel sections, all existing manhole joint gasketing shall be removed, existing manhole exteriors shall be pressure washed, and new plastic gasket joint sealer and external joint sealant shall be provided in accordance with Section 50.03 – Sanitary Sewer Manholes, all to the satisfaction of Doyon

Utilities’ Authorized Representative.
New sewer piping shall be connected to existing manholes so that inverts enter at elevations
shown on the Plans.
Connections to new sewer piping to existing manholes shall be made by core drilling new
penetrations into manholes and installing pipe‐to‐manhole waterstop connectors to produce
water tight seals. Core drilled hole diameters and details, and pipe‐to‐manhole waterstop
connector installation, shall be in strict accordance with waterstop connector manufacturer’s
instructions.
Existing manhole channels shall be broken out as necessary to form smooth new channels in
accordance with requirements of Section 50.03 – Sanitary Sewer Manholes.
Beaver slide inverts shall be installed where inverts of the connecting sanitary sewers are above the crown of receiving sewers and the new invert drops in manholes do not exceed 24‐inches. Beaver slides shall be constructed to provide smooth and continuous channels in accordance with the Standard Details.
Any visually detectable leakage paths into existing manholes with new piping connections shall be sealed to the satisfaction of Doyon Utilities’ Authorized Representative.
Completed connections to existing manholes shall be water tight and have smooth flow surfaces
and curves, all to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION50.11EXISTINGMANHOLEREHABILITATIONORREMOVALArticle11.1General
The Work under this Section includes the following activities:
1. Removal of existing manhole covers and frames and replacement with new standard manhole covers and frames.
2. Removal of existing manhole covers and frames and replacement with new water‐tight manhole covers and frames.
3. Removal and replacement of grade rings.
4. Removal and replacement of manhole ladder rungs.
5. Removal and replacement of cone sections.
6. Removal and replacement of barrel sections.
7. Removal and replacement of base sections.
8. Removal and replacement of entire manholes.
9. Removal of entire manholes without replacement.
Refer to Section 50.01 for additional general requirements.
Article11.2Material
Replacement piping materials for existing manhole rehabilitation shall be in accordance with
Section 50.02 – Gravity Sewer Lines and Force Mains.
Replacement manhole materials for existing manhole rehabilitation shall be in accordance with
Section 50.03 – Sanitary Sewer Manholes.
Article11.3Construction
The manhole components to be removed and replaced for specific manholes shall be as identified in the Plans. The Contractor shall protect and reuse those manhole components that are not scheduled for replacement in rehabilitated manholes.
Where the work requires disassembly and reuse of components that are assembled with grout
and/or plastic gasket joint sealer, the Contractor shall completely remove these materials from
the components, and replace the existing grout and/or plastic gasket joint sealer with new grout
and/or plastic gasket joint sealer during reassembly of the rehabilitated manhole.
Where the work requires the removal and replacement of all existing ladder rungs in a manhole,
these rungs shall be cut off and ground smooth against the interior wall of manhole. New
ladder rungs shall be in accordance with Standard Details.

Where the work requires the removal and replacement of manhole cone sections, barrel
sections, and/or base sections, exterior joints shall be wrapped with manhole external joint
sealant, and the entire manhole exterior shall be wrapped with three layers of 8‐mil plastic
sheeting, all in accordance with Section 50.03 – Sanitary Sewer Manholes.
New channeling shall be installed as required in new manhole bases in accordance with Section 50.03 – Sanitary Sewer Manholes.
Any visually detectable leakage paths into rehabilitated manholes shall be sealed to the satisfaction of Doyon Utilities’ Authorized Representative.
Piping modifications for manhole rehabilitation or removal without replacement shall be as
shown on the Plans or as directed by Doyon Utilities’ Authorized Representative.
New and existing ductile iron piping impacted by manhole rehabilitation shall be encased in new
polyethylene encasement in accordance with Section 50.06 ‐ Polyethylene Encasement.
The Contractor shall dispose of manhole components not scheduled for reuse in manhole
rehabilitations, and all other unsuitable or waste materials created in the execution of the work,
at a location specified by Doyon Utilities’ Authorized Representative.

SECTION50.12ADJUSTEXISTINGSANITARYSEWERMANHOLEFRAMESANDCOVERSANDEXISTINGMANHOLECONESTOFINISHGRADE Article12.1General
The Work under this Section includes adjustment of existing manhole frames and covers and/or
existing manhole cones to finish grade.
Refer to Section 50.01 for additional general requirements.
Article12.2Material
Manhole materials for adjustment of existing manhole frames and covers and/or manhole cones
to finish grade, including replacement of damaged and/or missing manhole components, shall
be in accordance with Section 50.03 – Sanitary Sewer Manholes.
Article12.3Construction
A. General
All existing manhole frame and cover and/or existing manhole cone adjustment shall be
completed in accordance with Section 50.03 – Sanitary Sewer Manholes.
The final frame elevations of adjusted manholes shall be as shown on the Plans and/or
in accordance with the Standard Details.
B. Manhole Frame and Cover Adjustments
For manhole frame and cover adjustments, the Contractor shall remove and salvage
existing frames and covers, remove existing grade rings or add new grade rings as
required, and reinstall frames and covers to the correct elevations.
C. Manhole Cone Adjustments
For manhole cone adjustments, the Contractor shall remove and salvage existing cones,
grade rings, frames, and covers, remove existing barrel sections if required, add new
barrel sections if required, reinstall cones, reinstall some or all existing grade rings as
required, add new grade rings as required, and reinstall frames and covers to the correct
elevations.

50.13ADJUSTEXISTINGCLEANOUTSTOFINISHGRADE
Article13.1General
The Work under this Section includes adjustment of existing gravity main and standard gravity
service line cleanouts to finish grade.
Refer to Section 50.01 for additional general requirements.
Article13.2Material
Materials for adjustment of existing gravity main and standard gravity service line cleanouts to
finished grade, including replacement of damaged and/or missing cleanouts components, shall
be in accordance with Section 50.02 ‐ Gravity Sewer Lines and Force Mains, and Section 50.05 ‐
Sanitary Sewer Cleanouts.
Article13.3Construction
All existing main cleanout adjustment shall be completed in accordance with Section 50.05 ‐
Sanitary Sewer Cleanouts.
For main cleanout adjustments, the Contractor shall remove and salvage existing frames and covers, cut off and remove existing riser piping if required, add new riser piping if required using new mechanical joint long sleeve fittings and new mechanical joint restraining glands, and reinstall frames and covers to the correct elevations. If new riser piping is added during cleanout adjustment, the new riser piping joint shall be restrained in accordance with Section 50.02 ‐ Gravity Sewer Lines and Force Mains, and new riser piping shall be encased in new polyethylene encasement in accordance with Section 50.08 ‐ Polyethylene Encasement.
The final main cleanout frame elevations of adjusted main cleanouts shall be as shown on the
Plans and/or in accordance with the Standard Details.
For standard service cleanout adjustments, the Contractor shall remove and salvage existing
mechanical joint caps, cut off and remove existing riser piping if required, add new riser piping if
required using new mechanical joint long sleeve fittings and new mechanical joint restraining
glands, and reinstall existing mechanical joint caps with new mechanical joint restraining glands
to the correct elevations. If new riser piping is added during cleanout adjustment, the new riser
piping shall be encased in new polyethylene encasement in accordance with Section 50.08 ‐
Polyethylene Encasement.

SECTION50.14REMOVEANDDISPOSEOFEXISTINGCESSPOOLSORSEPTICTANKSANDCONNECTTONEWSEWERSERVICES Article14.1General
The Work under this Section includes removal and disposing of existing cesspools or septic tanks
and connection of existing building sewer piping to operating sanitary sewer systems. This work
also includes the installation, stocking, cleaning, and maintenance of portable toilets for
exclusive use by building occupants affected by removal of existing cesspools or septic tanks.
Refer to Section 50.01 for additional general requirements.
Article14.2Material
A. Fill Material
Fill material shall be Type II classified fill in accordance with Division 20.
B. New Sewer Service Piping Materials
Piping material shall be in accordance with Section 50.02 ‐ Gravity Sewer Lines and
Force Mains.
C. Transition Couplings for Connection of Existing Building Sewers to New Sewer Service
Piping
Transition couplings shall be “Romac Style 501” or Doyon Utilities’ Authorized
Representative accepted equal, with gaskets as necessary to match existing building
sewer and new sewer service diameters.
Article14.3Construction
Portable toilets shall be provided for exclusive use of affected building occupants during sanitary
sewer service interruption. At least one portable toilet shall be provided for each affected
building, but additional portable toilets shall be provided if directed by Doyon Utilities’
Authorized Representative. Portable toilets shall have toilet paper and hand sanitizer
dispensers, shall be well venting, and shall be cleaned, maintained, and stocked just prior to
installation and daily thereafter, all to the satisfaction of Doyon Utilities’ Authorized
Representative.
Construction work shall be scheduled and coordinated so that sanitary sewer service shall not
be interrupted for more than 6 hours, and so that all construction work occurs on a normal
week day between the hours of 9 AM and 3 PM.
The following general procedures shall apply:

1 The receiving sewer system shall be made complete and operable to the satisfaction of Doyon Utilities’ Authorized Representative in advance of septic system or cesspool removal.
2 The existing building sewer shall be located at least 48 hours in advance and existing piping material and diameter shall be determined by the Contractor, all in coordination with Doyon Utilities’ Authorized Representative. A transition coupling shall be provided in advance of the proper size and configuration to transition from the existing building sewer piping to new sewer service piping.
3 The portable toilet(s) shall be supplied at a convenient location (or locations) for building occupants to the satisfaction of Doyon Utilities’ Authorized Representative.
4 If possible, new sewer service piping shall be constructed and connected to existing building sewer piping in advance of cesspool or septic tank removal. If new sewer service piping cannot be connected to existing building sewer piping in advance of cesspool or septic tank removal, then new sewer service piping shall be constructed as close as possible to existing building sewer piping to the satisfaction of Doyon Utilities’ Authorized Representative.
5 The liquid and sludge from the existing cesspool or septic tank shall be pumped into septic pumper trucks, transported, and disposed of at an approved sewage dump station designated by Doyon Utilities’ Authorized Representative. Care shall be exercised to avoid spillage occurs during transport and disposal.
6 The existing building sewer shall be excavated and neatly cut off. Provisions shall be made to catch and dispose of accidental sewage discharges prior to connection of the new sewer service, all to the satisfaction of Doyon Utilities’ Authorized Representative.
7 The septic tank, cesspool including logs or cribbing, any remaining sludge, and any saturated gravel remaining in the area, shall be removed to the satisfaction of Doyon Utilities’ Authorized Representative, and disposed of at a disposal area designated by Doyon Utilities’ Authorized Representative.
8 If necessary, the excavation created by removal of the cesspool or septic tank shall be backfilled and compacted to 95% in 12‐inch loose lifts to the level needed to complete installation of any remaining new sewer service piping and tie‐in to the existing building sewer.
9 Installation of any remaining new sewer service piping and tie‐in to the existing building sewer shall be completed to the satisfaction of Doyon Utilities’ Authorized Representative.
10 The Contractor shall obtain accurate GPS coordinates at new sewer service alignment changes, clean‐outs, and the point where the new service connects to the existing building sewer. All GPS coordinates shall be accurately recorded on as‐built drawings.
11 The excavation shall then be fully backfilled and compacted in lifts to 95% to finished grade.
12 The portable toilet(s) shall be promptly removed when the work is completed to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION50.15ABANDONMENTOFPIPEINPLACE
Article15.1General
The Work under this Section includes abandonment of existing pipe in place.
Abandonment of existing pipe in place shall only be allowed if specifically called out on the Plans, authorized in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Otherwise, existing pipe that is taken out of service in the course of a Doyon Utilities project must be removed and disposed of offsite at a location directed by Doyon Utilities’ Authorized Representative.

Article15.2Material
A. Pumpable Grout Mix
The Contractor shall provide a pumpable grout mix composed of water, sand, cement,
and admixtures.
B. Pipe Caps and Restraints
Pipe caps and restraints shall meet the requirements of Section 50.02 – Gravity Sewer
Lines and Force Mains.
Article15.3Construction
Wherever existing pipe is to be abandoned in place, the Contractor shall empty the line of all sewage, cap or plug ends of the line, retrain or thrust block pipe ends as necessary to prevent pipe joint separation, and fill the pipe full of pumpable grout, all to the satisfaction of Doyon Utilities’ Authorized Representative.
The Contractor shall demonstrate to Doyon Utilities’ Authorized Representative that the entire pipe to be abandoned has been filled with pumpable grout prior to backfilling of pipe ends.
In the event that exposed pipe to be abandoned is damaged such that it is not fit for abandonment in
place as determined by Doyon Utilities’ Authorized Representative, then the Contractor shall excavate
to undamaged pipe acceptable to Doyon Utilities’ Authorized Representative, neatly cut off and remove
the damaged pipe, and begin abandon‐in‐place operations there. Damaged pipe that cannot be
abandoned in place shall be disposed of off site at Contractor expense.
The Contractor shall obtain accurate GPS coordinates, elevation, and pipe size at the ends of abandoned
pipe, and shall clearly record these coordinates on as‐built drawing.
