Introduction

Barge Co Pty Ltd (Barge Co) proposes to operate a floating entertainment venue (a barge)

in Perth Water and off Coogee and Port Beaches, Western Australia. The entertainment options provided at the venue include bar/restaurant, performing arts events, music

concerts, weddings and corporate events. The barge does not have self-propulsion and will

be moved between moorings via tugboats. Patrons will be ferried from jetties to the barge via transfer (service) vessels. When not moored to a jetty, these transfer vessels will also

service the barge (e.g. provisioning, removal of waste etc).

Solid and liquid waste generated by the barge will be associated with the provision of

entertainment, food and drink services. All wastes are proposed to be removed from the

barge with no direct discharge of waste to the environment. This Waste Management Plan (WMP) has been prepared to detail the waste management strategies and measures for

the barge operations.

Objectives

The objective of this WMP is to ensure the appropriate management and disposal of waste

generated from Barge Co operations, ensuring compliance with legislative, approvals and

permit conditions, whilst protecting the riverine and marine environment.

Scope

The scope of this WMP includes current and future activities associated with the operation

of an entertainment barge by Barge Co within the Swan and Canning Rivers and the Perth metropolitan coastline.

The scope of wastes includes all solid and liquid wastes generated on the barge and by

associated activities (e.g. onshore ticketing booth/embarkation points and transfer vessels).

Roles and Responsibilities

The roles and responsibilities specific to the development, implementation and review of this WMP are outlined in the table below.

Solid Waste Management

Solid Waste Generation

It is estimated that the operation of the barge and associated activities will generate 3 m3

of solid waste per week. Waste is expected to be generated from the following:

Kitchen and Bar

Where possible, food will be prepared by caterers in their off-site kitchens, thus reducing the amount of waste that will need to be handled onboard the barge. Waste expected to

be generated onboard from the kitchen and bar includes:

• Putrescible waste (i.e. food waste);

• Packaging (e.g. cardboard, plastic, glass, tin etc); and

• Brocken crockery and glassware.

Patrons

Patrons are likely to bring onboard small amounts of items and articles that may be

disposed of into the waste bins provided. This may include a range of recyclable (e.g. paper) on non-recyclable (e.g. clothing) items.

Ablutions

It is expected that solid waste from the ablution facilities will include:

• Paper towels; and

• Sanitary napkins (refer to the Hazardous Waste Management section).

Barge / Vessel Maintenance

Throughout the lifetime of the barge and transfer vessels, an array of solid waste associated

with maintaining and repairing the vessels will be produced. This includes:

• Replacement parts;

• Packaging (e.g. cardboard boxes, plastic wrapping, strapping etc); and

• Empty tins and containers.

Management and Disposal of Solid Waste

Recycling and general waste bins will be prepositioned in key areas throughout the barge,

including in staff and patron areas. Waste bins will be designed and secured to prevent windblown waste. All solid waste will be separated into recyclable and general waste sealed

plastic tubs that will be stacked into the hull during operation by electric material hoist, then removed by transfer vessel to approved bins at Elizabeth Quay or to approved bins at

Northport Marine Services while servicing occurs. There is a zero tolerance for any solid

waste leaving the venue not in these containers.

The MRA has indicated that Barge Co can dispose of its solid waste at a bin compound

between Lots 2 and 3 at Elizabeth Quay (refer to figure below). A lease granting permission

to use this location will be sought by Barge Co prior to the commencement of operations. The barge has approximately 80 m3 of storage space for the solid waste tubs. As such, the

removal of this waste will be managed in order to prevent overflow of the storage area and

to minimise the waste residence time of the bins at Elizabeth Quay.

The venue also has design and operational elements to ensure no rubbish is blown

overboard, including wind barriers and catchment systems to collect any refuse that may blow from the deck. A jet ski is available at all times for any item that security sights or

our perimeter system shows as having been dropped into the river.

Liquid Waste Management

Liquid Waste Generation

The activities on the barge will be serviced by a front tank and rear tank system.

Front Tank

The front hull tank will service:

• Ablution area

o Five toilets, three pans, two showers and four basins;

o A floor waste strip drain designed to remove floor waste / wash out from a 28 m2 area.

o One glass washer, one cocktail station (double sink) and one single sink;

o A floor waste strip drain designed to remove floor waste / wash out from a 14 m2 area.

• Front deck strip drains either side of the barge collecting water runoff from a 240 m2 area. The first flush runoff will be collected in the front hull tank during deck

washing.

Rear Tanks

The rear hull tank will service:

• Ablution area

o Thirteen toilets, six pans, nine basins and 2 showers; and

o A floor waste strip drain designed to remove floor waste / wash out from a

28 m2 area.

• Kitchen

o Three sinks, one dishwasher and one ice machine; and

o A floor waste strip drain designed to remove floor waste / wash out from a 28 m2 area.

• Main bar

o Four sinks, two glass washers and once coffee machine;

o A floor waste strip drain designed to remove floor waste / wash out from a

28 m2 area.

• Upstairs bar

o Two sinks; one glass washer and one coffee machine; and

o A floor waste strip drain designed to remove floor waste / wash out from a

14 m2 area.

• Decking strip drain for the rear of barge collecting water runoff from a 56 m2 area. The first flush runoff will be collected in the rear hull tank during deck washing.

The sources of liquid waste for the front and rear tanks will generate two types: black water

and grey water. Black water is the drainage and other wastes from the toilets and pans, including solid human faecal wastes and any water mixed with this. Grey water is water

from the kitchen, bars, sinks, showers and strip drains.

Based on an assumed 205 operating days per year and an average of 610 patrons per day,

Barge Co has calculated that approximately 12,000 L of liquid waste will be produced per

day.

Liquid Waste Treatment System

The barge will contain a waste water treatment plant in the hull to treat black and grey

water so that it is at a suitable quality for the flushing of toilets and for disposal via the marine sullage port. The design of this treatment system is underway, but will include a

treated water holding tank so that water quality can be tested. Disposal of this water will

occur via a marine sullage point at Elizabeth Quay.

Screenings and sludge left over from the treatment process will be stored in respective

holding tanks for later removal.

Disposal of Liquid Waste

The barge is a zero discharge system. All liquid waste will be retained in hull tanks and

treated as described above. Treated liquid waste (i.e. grey water) that is in excess of that

required to flush toilets will be pumped out periodically by a transfer vessel. Of the two transfer vessels intended to service the barge, one will be dedicated to the removal of this

liquid waste via a 10,000 L capacity tank. Removal of liquid waste will only occur between the hours of 12 am to 6 am after the barge has closed.

Barge Co has identified a location within Elizabeth Quay that a marine sullage point can be

installed to accept liquid waste pumped from the transfer vessels. A lease is currently being sought from the MRA to allow the installation and use of this point. Additionally, a Trade

Waste Permit from the Water Corporation will also be obtained, authorising the disposal of the waste into the sewerage system. The MRA has noted that when further development

works occur at Elizabeth Quay, access to the marine sullage point may be interrupted.

Barge Co has identified a public discharge point at Barrack St Jetty that could be used during this period. Liaison with the appropriate authorities will occur prior to this occurring.

Hazardous Waste Management

Other than black water, which will be treated via the liquid waste treatment system,

hazardous waste expected to be produced as a result of the barge operations includes:

• Sanitary napkins;

• Oils, lubricants and other chemicals;

• Grease from grease traps (Waste Code K110); and

• Residue from the liquid waste treatment system (i.e. sludge - (Waste Code N205

and screenings).

Specific receptacles will be located in female ablution areas for the disposal of sanitary

napkins by patrons. These receptacles will be replaced periodically by the cleaners and

given to a waste contractor for final disposal.

All barge maintenance and servicing activities will occur at the Northport Marine Services’

maintenance facility. During such maintenance/servicing, oils, lubricants and other chemicals may be used or replaced. All replaced oils and lubricants drained during or

residue from chemicals from maintenance and servicing will be captured in appropriate

receptacles for disposal, as a controlled waste, at a suitable landfill in accordance with the Environmental Protection (Controlled Waste) Regulations 2004. This maintenance work will

be undertaken by contractors engaged directly by BargeCo and will be completed at Northport Marine Services. All maintenance work within their facilities will be undertaken

in accordance with their Environmental Management Plan.

Grease and residue from the liquid waste treatment system are controlled wastes that will be disposed of via a Controlled Waste Carrier in accordance with Environmental Protection

(Controlled Waste) Regulations 2004. Removal of this waste (e.g. via Liquid waste

contractors truck) will occur at the Northport Marine Services facility.

Waste Tracking

All volumes of solid and liquid waste removed from the barge and transfer vessels will be

tracked and recorded in a waste tracking register. It is the responsibility of the Operations Manager to track the volumes of waste removed and to provide it to the Human Resources

and Safety Manager for recording in the register.

Information to be retained is as follows:

• Date and approximate time of removal/disposal;

• Type of waste (i.e. solid – recyclable, solid – non-recyclable; grey water, grease or waste water treatment plant residue);

• Volume of waste removed/disposed;

• Point of disposal (e.g. Elizabeth Quay bins, Northport Marine Services bins or Elizabeth Quay marine sullage point); and

• Disposer (i.e. Barge Co or name of contractor).

Note: for controlled wastes, a Controlled Waste Carrier will record the necessary

information required under the Environmental Protection (Controlled Waste) Regulations

2004.

Incident Reporting

Incidents involving breaches of this WMP must be recorded on an Incident Report Form and

submitted to the Human Resources and Safety Manager within 24 hours of the incident.

The incident is to be recorded on the Incident Register by the Human Resources and Safety Manager and investigated to determine root causes and corrective actions to prevent future

occurrences.

Breaches of this WMP include:

• Waste (solid or liquid) being discharged to the environment;

• Discharge of liquid waste to the marine sullage point outside of acceptance criteria;

• Removal of controlled wastes by a carrier that is not a Controlled Waste Carrier;

• Disposal of waste (solid or liquid) to an unauthorised locations;

• Failure of the liquid waste treatment system;

• Removal of solid waste from the barge that is not in a designated plastic tub; and

• Incorrect sorting of solid waste.

Training and Awareness

All employees and contractors working on the barge or transfer vessels are to receive

training in the requirements outlined in this WMP. The Human Resource and Safety

Manager is to ensure that appropriate training material is available. Training is to be provided at initial induction and periodically during team meetings and training days.

The training must include the following topics:

• Waste management conditions laid out in approvals, licenses, permits and leases;

• The requirement to use a Controlled Waste Carrier for controlled wastes;

• The waste hierarchy;

• Types of waste generated and their disposal locations;

• Waste tracking requirements; and

• Incident reporting.
