This plan has been prepared to ensure the safety of students, staff and visitors to Waitara High School in case of an emergency.

Teachers are reminded that they have ‘duty of care’ for all students in their care.

Please ensure that you are familiar with this emergency plan.

Introduction and Audit

Purpose The purpose of this plan is to ensure the safety of students, staff and visitors to the school in case of an emergency.

The first priority in an emergency is the protection of life and the prevention of injury. The second priority in an emergency is the protection of property.

The Waitara High School Emergency Plan is regularly reviewed and was last amended in February 2016.

The plan was reviewed by the Board of Trustees in February 2017.

Procedure for Trial Evacuation Once the Senior Management Team have decided upon a suitable time/date for a trial evacuation of the school, they must complete and forward to the Taranaki Fire Safety Officer, a copy of the Notification of Upcoming Trial Evacuation form on page 4 of this Emergency Plan.

Emergency Planning

Before an emergency occurs

Having met with the local Civil Defence/Emergency Management Officer, Fire and Police representatives we have determined threats likely to confront the school. These have been included in this Plan to ensure we respond accordingly.

The school Emergency Manager (identified by high visual vest in an emergency) is responsible for:

ensuring that this emergency plan is maintained and up to date managing the response to any emergency the establishment of a command post at assembly point liaising with emergency services

When an emergency occurs, staff and emergency services may require:

Copies of this plan will be kept in the STAFF ROOM and MAIN OFFICE and a copy is also available on the RESOURCES drive.

PART TIME STAFF – sign in on whiteboard in main office if you are here unscheduled. (This is also noted at staff meeting at beginning of each day)

VISITORS – all visitors must report to the School Office and sign in. The visitor tags have the evacuation instructions on the back and the person they are visiting is responsible for ensuring their safe evacuation.

An emergency exercise (drill) will be conducted at least once per term. Drills will include personal protection for earthquake or fire evacuation.

During an emergency Ensure your personal safety and the safety of others. The school Emergency Manager, or their representative, must assume responsibility for co-ordinating the initial response. They determine whether water, gas and electricity need to be shut off and then instruct the appropriate people to do so.

Check for injuries to people and administer first aid as appropriate. Seek assistance, if required, through either the emergency services or others depending on the need.

The Emergency Manager should appoint someone to keep an accurate log of information and response for debriefing purposes.

After an emergency After the initial impact of an emergency, the recovery may take some time. During this time the staff are still responsible for the care of students and visitors. Until ‘normality’ can be achieved, staff should:

Be prepared for secondary events, e.g. earthquake aftershocks, tsunami, fire or chemical fumes.

Be prepared for parents, neighbours and friends who may arrive to assist.

Administer first aid and comfort until help arrives. In a major emergency, this may take some time.

Continue to log all events, decisions and messages.

Listen to a local radio station for emergency information.

Restrict the telephone for emergency calls.

Send a situation report to the nearest Police Station and Civil Defence Headquarters (45 Robe Street New Plymouth, Phone 758 1110). Include details about the number of people, injures, damage to services and buildings and help required. Clearly specify the type of help required.

Evacuate only if it is impossible to remain on site. If evacuation is required, go to the prearranged evacuation centre or Civil Defence Centre.

Advise the Police or Civil Defence Headquarters if evacuation is necessary. Leave notice at the site (Fire Alarm Control Panel) advising your destination.

Take medication, the roll, parent contact details and a cellular telephone (if available).

Ensure the group is registered at the evacuation centre.

Consider security measures for the school.

Be prepared for news media.

Consider advising the schools insurance company (if appropriate)

Emergency procedures

FIRE Procedures to be followed when a fire cannot be easily extinguished.

Staff should: activate the nearest fire alarm call point. Ring 111 and ask for Fire Service. reassure and evacuate students. check that all rooms they are responsible for have been evacuated. turn off all appliances and services and close all doors and windows, if it is safe to

do so. retrieve the class roll. supervise the evacuation to the assembly area. take the roll to account for all students. advise the School Emergency Manager of any missing students, staff or known

visitors.

All visitors must: evacuate to the assembly area on hearing the fire alarm.

The Emergency Manager must:

take the school roll and emergency plan to the assembly area. ensure that the school has been evacuated and that everyone is safe. initiate first aid as necessary. ensure that the Fire Service has been advised. liaise with the Senior Fire Officer.

EARTHQUAKE Procedures to be followed during an earthquake.

All occupants should: take shelter in a safe part of the building stay indoors until the shaking stops evacuate if instructed to do so, or it is unsafe to remain inside if outdoors move clear of buildings, large trees, high banks, power poles,

overhead power lines and other potential hazards In heavy rain evacuate to alternative assembly area (under shelter) leaving notice

Staff should: if inside instruct students and visitors to take cover (by calling earthquake) reassure students and occupants

evacuate the building as for fire, if instructed to do so, or it is unsafe to remain inside

if evacuating ensure students have a safe passage to the assembly area. ensure that students have safe footwear and warm clothes (if necessary) ensure that all rooms have been evacuated turn off all appliance and services supervise the evacuation to the assembly area take the roll advise the Emergency Manager of any missing students, staff or known visitors.

if outside instruct students to move clear of buildings, large trees, high banks,

power poles, overhead power lines and other potential hazards.

The Emergency Manager should: undertake the activities associated with fire evacuation listen to a local radio station for reports advise staff and students to be prepared for after shocks

Lock Down In the event of an incident which may affect the safety of all students, a lock down will be

enforced. This will involve all students moving to the nearest classroom and remaining

there until staff are notified that the lock down is over either by Senior Leadership Team

OR the Police.

Notification of a lock down will be a continuous ringing of the school bell.

Staff are to move carefully to classrooms and lock themselves and the students in and

preferably seat the students at the back of the class well away from the windows.

Even if the bell stops, remain in the classrooms until notified to move by senior leadership

staff or the Police. Please record the names of the students who are with you as Office

staff may ring your classroom for the list.

Other Emergencies

Other potential emergencies have been identified under Threat Assessment in this

Emergency Plan. The procedures described for fire and earthquake will generally cover

the types of response required for other types of emergency.

If an emergency should occur while off school property, the escorting teachers, parents,

bus driver or taxi driver is responsible for the safety of the students. The School

Emergency Manager should be advised of any emergency as soon as possible.

Legislation requires Waitara High School to notify OSH when staff, students or visitors suffer an accident or serious harm (as defined by the Health and Safety in Employment Act 1992). The accident scene should be preserved until inspected by OSH staff.

Special Needs and Disabilities Register

Waitara High School is required to maintain a list of people, under its care, who have special needs and disabilities. The teachers whose room these people are in, at the time of an emergency, are responsible for their safety. During breaks, their Form Teacher is responsible.

Accident Registers

Waitara High School holds two accident registers. One register is for students, the other for

staff and visitors.

The student register is kept in the school office and should be completed by the attending

staff member. The staff and visitors register is kept in the office and filled in as appropriate

by the Emergency Manager or their representative.

Student Release Policy

When an emergency occurs, the school remains responsible for students until one of the following occurs:

the children (including visiting school exchange students) are returned to, or collected by, their parents or authorised carer

the emergency services assume responsibility e.g. taking a person to hospital

Should the emergency services advise the school to relocate, to a Civil Defence Centre or other evacuation centre, the students remain the responsibility of the school. The school will be treated as a single group by emergency services.

In circumstances where it is not possible to return students to their home, alternative arrangements must be made URGENTLY. Emergency services may be able to assist with overnight care facilities however this still remains the responsibility of the school.

Steps should be taken to advise parents of the location and condition of their children as soon as possible.

Staff MUST NOT release children unaccompanied until it is confirmed that it is safe to do so and those parents and carers are able to receive them. Check with the Police. For example, flooding may have prevented parents from returning home, as they would normally have done.
