message from the chair

ACE 17 was a fantastic beginning to the new Section year

Good day to each and everyone in the Section. I hope you are all enjoying the somewhat warmer weather. First of all I would like to thank Dan Preston for the leadership he provided to the Section over the past year. I will strive to keep the Section moving in the right direction. This will be a challenge to say the least with all that is scheduled for the year. I also want to thank Mike Brown for all of his contributions to the Section as he moves completely off of the board. I hope he will

still stay involved to some extent.The 69th Annual Conference in Hershey went very well.

My position as Chair of the Conference Planning Committee last year made me realize the dedication and commitment that the committee members have towards the Section. Thank you again to all of the individuals that worked diligently to make the Conference very successful. I especially wanted to thank Tim Trout, Bob McIntyre, Peter Lusardi, Don Hershey and Patty Chila for all the time and effort they put into the conference. I know there are others that put forth a tremendous effort in preparation for the conference and even though I did not mention you individually, I am forever grateful for all that you did. Attendance at the conference was outstanding this year considering that ACE17 was being held in Philadelphia.

The sessions and activities all seemed to go as planned. Many of the sessions were well attended and the activities had very enthusiastic participation. The new Hydrant Hysteria competition was a success. The winner of the competition was Aqua PA. Hopefully, we can have a few more teams compete at next year’s conference. In the Drinking Water Taste Test the best tasting water, as decided by a panel of esteemed judges, was awarded to the Lehigh County Authority. The Poster Contest was won by Kelly Good a student from Carnegie Mellon University.

A special congratulations goes out to the Municipal Authority of Westmoreland County for receiving the People’s Choice Award for the best tasting water. The Tank Building competition was also very exciting this year. There were quite a few participating teams this year and the various designs were unique and interesting to view. The crowd gathered to view the competition was rather large to say the least. The vendor viewing area seemed to be busy most of the time and the Silent Auction had many individuals bidding on items. Thank you to all the individuals who participated in the activities. Without your enthusiasm while participating in the activities, the conference would not be nearly as exciting.

The national ACE17 convention in Philadelphia has now come and gone. I am confident all of you that were able to attend ACE17 were pleased with the information provided at the technical sessions and from the vendors in the exhibit hall. I would like to sincerely thank Mike Brown and Dan Preston for all the time and effort they have provided as co-chairs for the 2017 Pennsylvania Local Host Committee. In addition, the following individuals from our Section also spent a tremendous amount of time planning and preparing for the conference. Participating on various Local Host Committees were Don Hershey, Tim Trout, Keith Johnston, Jeff Bickel, John Muldowney, Charlie Liu, Peter Lusardi, Jason Newhard, Liesel Gross, Laura Copeland, Amy Batdorf, Christine Gunsaullus, and Suzanne Ciavola along with Patty Chila from our PA Section Office. In addition the Local Host Committee received significant contributions from individuals from both the New Jersey and Chesapeake Sections. You need to start planning now for ACE 18 to be held June 11-14, 2018 in Las Vegas, NV. This should be an awesome host city to visit for the national convention next year.

Once our Section recovers from ACE 17 we will begin preparation of the update to the Strategic Plan for the Section. The Strategic Plan needs to be updated due to the fact that the national AWWA Strategic plan was modified in 2016. The current plan is available on the Section website for you to review. This process will require a conscientious group effort for the Strategic Plan update to be completed. If you have any thoughts regarding the future of the Section, please contact me at [email protected] and I will forward your information to the committee. This affects the total membership of the Section and your input is greatly appreciated.

I look forward to this year as Chair of the PA Section and having the ability to meet new people within our Section. I will be enthusiastically involved with many activities within the Section and hope to make it to at least one meeting in each of the Sections. Don’t forget about the joint conference we will be having this fall with PEWA in State College. The topic is Storm Water Management, so put this on your schedule to participate. The Partnership for Safe Water has activities planned throughout the Section during the summer months. Please try to attend one of the functions. Have an enjoyable and relaxing summer. Please be safe in all of your travels and take a minute to enjoy the water wherever your adventures take you!

This column will provide overviews of interesting cases and legal issues affecting water suppliers in Pennsylvania.

The Water Infrastructure Finance and Innovation Act of 2014 (WIFIA)1 established the WIFIA program, a federal credit program administered by US Environmental Protection Agency (EPA) for eligible water and wastewater infrastructure projects. The WIFIA program’s mission is to accelerate investment in our nation’s water and wastewater infrastructure by providing long-term, low-cost supplemental credit assistance for water and wastewater projects. WIFIA assistance may be in the form of either a secured loan or loan guarantee.

Under the WIFIA program, eligible borrowers include corporations, partnerships, joint ventures, trusts, Federal, state, or local governmental entities, tribal governments, and state infrastructure financing authorities.2 The list of projects that are eligible for WIFIA assistance is expansive.3 They include any project for flood damage reduction, hurricane and storm damage reduction, environmental restoration, coastal or inland harbor navigation improvement; inland and intracoastal waterways navigation improvement, projects to reduce flood damage, restore aquatic ecosystems, improve the inland and intracoastal waterways navigation system, improve navigation of a coastal or inland harbor, channel deepening and construction of associated general navigation features; Clean Water SRF projects (notwithstanding the public ownership requirement) and Drinking Water SRF projects; projects enhancing energy efficiency in the operation of a public water system or a publicly owned treatment works; projects for repair, rehabilitation, or replacement of a treatment works, community water system, or aging water distribution or waste collection facility; and projects for a brackish or sea water desalination project, a managed aquifer recharge project, or a water recycling project.

For a significant portion of private investor-owned utilities, WIFIA interest rates are expected to be significantly lower than interest rates from other funding sources. The WIFIA program offers fixed-rate credit instruments. The interest rate of the WIFIA loan will be no less than the yield on U.S. Treasury securities of a similar maturity to that of the WIFIA credit assistance on the date of execution of the credit agreement.4 To establish the interest rate on the date of the loan closing, the WIFIA program will identify the Treasury rates through use of the daily rate tables published by the Bureau of the Public Debt for State and Local Government Series (SLGS) investments. The WIFIA program will estimate the yield on comparable Treasury securities by adding one basis point to the SLGS daily rate with

a maturity that is closest to the weighted average loan life of the WIFIA loan, measured from first disbursement.

To be eligible for such funding, WIFIA has established a two-step application process for borrowers: The letter of intent and the application.5 For each fiscal year for which credit assistance is made available by Congress, EPA will publish a Notice of Funding Availability (NOFA) in the Federal Register to solicit letters of interest for credit assistance and on its website. The notice will provide detailed instructions for submitting letters of interest and applications, as well as the respective due dates for submissions. It will advise prospective borrowers of the estimated amount of funding available to support WIFIA

credit instruments and information required in a letter of interest and application. For the 2017 Federal fiscal year, $1.5 billion in funding has been made available under the first ever NOFA. The first step requires the submission of a letter of interest prior to the deadline set out in the NOFA. For the 2017 Federal fiscal year, the NOFA was issued on January 10, 2017, and the EPA received 43 letters of interest by the submission deadline of April 10, 2017.

Projects selected by EPA to continue in the application process will be invited to submit an application. This selection process is currently underway for the 2017 Federal fiscal year. EPA will only select those projects that it expects might reasonably proceed to closing. The purpose of the application is to provide EPA with materials necessary to underwrite the proposed WIFIA loan. The application will require detailed items such as applicant information, project information, an operations and maintenance plan, and a comprehensive financing plan. This two-step process limits the time, cost and effort required by prospective borrowers prior to having a reasonable expectation of potential WIFIA funding.

In order to be eligible for a WIFIA loan, there are certain loan eligibility criteria that must be satisfied by the borrower.6 These criteria include creditworthiness with factors such as financial structure, dedicated revenue sources, financial assumptions, financial soundness and credit history of the borrower; loan security features such as a rate covenant; and preliminary and final rating opinion letters. Loans shall be selected based on criteria including national or regional sig-nificance of the project, a project financing plan that includes public or private financing in addition to a WIFIA loan, whether WIFIA accelerates the project commencement date, use of project innovation, amount of budgetary authority utilized, the extent to which the project addresses climate change, projects

in energy regions, and projects in water resource challenged regions.7

Eligible projects carried out by private entities must be publicly sponsored. The minimum project size is $20 million for large communities. The maximum loan amount cannot exceed 49% of the project costs and must be secured by a dedicated revenue source.

The fees associated with the WIFIA loan are substantial. For the 2017 Federal fiscal year, EPA is proposing an application fee of $100,000.8 The application fee will be used as a credit towards the credit processing fee in the range of approximately $350,000-$700,000 per project, broken down as follows:

(a) Financial advisor: $100,000 to $250,000 per project;(b) Law firm: $200,000 to $350,000 per project; and(c) Engineering firm: $50,000 to $100,000 per project.EPA also estimates a rating agency fee of approximately

$200,000 for the cost of preliminary and final rating letters from two rating agencies.

In addition, NEPA, Davis-Bacon, American Iron and Steel, and all other federal cross-cutter provisions apply to WIFIA loan.

Schuylkill County Municipal Authority unveils new training center

The Schuylkill County Municipal Authority recently completed renovations to the 3rd Floor of the SCMA Main Office Building located at 221 South Centre Street in Pottsville.  The renovations included the creation of a state-of-the-art training facility, which has a maximum seating capacity of 70.  The facility is available for internal use by SCMA staff and external use by the community, including various industry specific training vendors. 

The facility includes a registration area, kitchenette for use during catered events, fully outfitted training room, equipped with audio/video/PC capabilities for presenting, and a specialized equipment demo area.Shown in the new training center are (left to right) Amy Batdorf,

The training center features flexible seating that can be arranged according to the presentation being given. Three large TV monitors allow for multi-media projections.

Since cell phones are vital to keeping in touch with utility operations during a training session, the training center includes a phone charging station.

The state of the art podium allows speakers to switch between media outlets so that a video clip can be shown on one screen while a power point presentation remains on the other screen.

In keeping with the historical theme of the training center, the registration area includes a desk from an old railroad station.

The National Association of Water Companies, PA Chapter recently recognized Patti Kay Wisniewski, Drinking Water Security Coordinator in Region III of the U.S. Environmental Protection Agency, with its James McGirr Kelly Award for Excellence.

The organization honored Mrs. Wisniewski during its awards luncheon at the NAWC PA Chapter’s Annual Meeting in Harrisburg.

The James McGirr Kelly Award for Excellence is the highest honor bestowed by NAWC’s PA Chapter. The industry association presents the award each year to a resident of Pennsylvania who most exemplifies dedication to promoting the availability of safe drinking water in the Commonwealth.

“This award reflects our industry’s sincere gratitude to Patti Kay for her years of dedicated public service and advocacy for policies that promote a healthy environment and reinvestment in infrastructure to ensure safe and reliable water service for all Pennsylvanians,” said NAWC PA Chapter Chairman David Kaufman.

For many years, Patti Kay served as a Team Leader to state program managers while also overseeing the Pennsylvania drinking water program.

She has served as the Regulatory Development and

Implementation Specialist in the drinking water program and as the Drinking Water Security and Counter-Terrorism Coordinator involved in agency initiatives surrounding security, preparedness, emergency response and counter-terrorism, most recently expanding into climate resiliency.

Patti Kay has provided timely information to the water industry about new federal drinking water regulations and the availability of numerous tools and resources available to utilities for planning, preparing and

responding to emergencies and extreme weather.“I’ve dedicated my 31-year career at EPA to helping others,

internal and external to the agency,” said Mrs. Wisniewski. “I’m honored to be recognized by the drinking water industry in Pennsylvania and to join the distinguished list of recipients of this award, including my colleague at EPA, Rick Rogers.”

The NAWC PA Chapter’s Annual Meeting coincided with “Drinking Water Week” in Pennsylvania and featured presenta-tions by Public Utility Commissioner David Sweet; Kelly Means, Executive Deputy Secretary for Programs at the Department of Environmental Protection; Rick Rogers, Acting Deputy Director of the Water Protection Division at EPA Region III; and an executive forum featuring utility executives from the member companies of the NAWC PA Chapter.

Water for People Silent Auction raises $5,555 benefitting Water For People

The Pennsylvania Section’s Water For People (WFP) Silent Auction raised slightly more than $5,555 during the 2017 Annual Conference held recently at the Hershey Lodge and Convention Center.

The Pennsylvania Section and the Design-Build Institute of America also joined forces to donate an additional $5,000 to WFP.

These funds will be combined with funds raised this year through the Second Annual Designer Bag Bingo which was held in April, the PA-AWWA Night at PNC Park on August 3, the 11th Annual Water For People Charity Golf Outing on September 22 and the PA-AWWA Water For People Gala being held November 2nd.

WFP encourages everyone to get involved in Water For People by making a contribution. Visit the website www.waterforpeople.org and learn more about the projects Water For People sponsors. Young Professionals tour East Park Reservoir By PA-AWWA YP Committee Chair Benjamin Deatrich

The young professionals committee of Pennsylvania AWWA recently hosted a construction tour of the Philadelphia Water Department’s East Park Reservoir project in Fairmount Park. Fourteen young professionals were given an up-close view of the construction of two new 32 million gallon AWWA D110 prestressed concrete water tanks. The new tanks are intended to replace the existing East Park Reservoir, and will serve as a critical stop in the drinking water’s journey to the taps of almost half of the city residents.

The tour began on Diamond Avenue, where several large pipelines will be installed to connect the new tanks to the Water Department’s transmission lines. A detailed explanation of the project was provided as well as the chance to see photographs of the inside of the tank during construction. In one series of photos, a large overflow funnel taller than a truck was expertly positioned into place by advanced methods and acute foresight.

The tour continued to the top of a berm surrounding the new tank. To the left, the group could see the existing reservoir, a huge basin with earthen berm walls, covered by a flexible floating cover. The existing reservoir has reached the end of its lifespan and is due for replacement. To the right, the group observed the almost-complete construction of the first of two 32 million gallon tanks, the scale of which one can only truly behold when standing right in front. Members of the construction team provided a great deal of insight about the construction of the tank, including detailed explanations of individual components of the tank. Every now and then during the tour, a large winding machine whizzed around the tank applying additional coats of shotcrete onto the recently tensioned reinforcing wires and anchoring them into place.

The final stop of the tour was on the southern side of the site where the group saw the future location of the second tank, which has yet to be started. Details of the western basin, no longer used for drinking water, were also discussed, which includes opening the waterbody to recreational activities. While the scale of the tanks is impressive, the tour was made more informative by impressive knowledge and expertise offered by the construction team.

Following the tour, the Young Professionals convened at the Flying Fish Crafthouse in local Brewerytown section of Philadelphia for a happy hour networking event hosted by the YP committee.

Chris Evans named Vice-Chair of PA Section

Christopher Evans, P.E. works for KET as a municipal market sales engineer. He formerly worked for Greely & Hansen, Black & Veatch and most recently Hatch Mott MacDonald where he practiced as an Associate Engineer specializing in water and wastewater engineering.

Chris graduated Drexel University with a Bachelor’s Degree in Civil Engineering and then received his Masters Degree in Environmental Engineering & Chemistry from Johns Hopkins University. Chris has gained substantial experience in the fields of water and wastewater treatment engineering.

His experience includes all phases of project implementation, from planning, feasibility studies, and design through construction phase services on traditional design-bid-build and design-build projects. With over 20 years of experience in his field, Chris works in municipal market sales for KET in Eastern Pennsylvania, Northern Delaware and Southern New Jersey territories!

Utilities honored for achievements in the Partnership programSeveral systems were recognized at the Partnership Mixer held at the State AWWA Annual Conference in Hershey on April 26,

2017. The following utilities were honored for their continued dedication to the Treatment and Distribution programs.

Schuylkill County Municipal Authority – The Authority was awarded the Phase III Treatment Directors Award in March, 2017, for their Indian Run Water Treatment Plant. SCMA serves over 30,000 customers in 25 municipalities and is the largest water purveyor in Schuylkill County. Indian Run is the second of their three WTPs to complete Phase 3. Kittanning Suburban Joint Water Authority – The system achieved the Phase III Treatment Directors Award in November, 2016, for their Tarrtown Water Treatment Plant. This facility serves 2,774 residential and commercial accounts in six townships with interconnects to two more that are used on an as needed basis. Chester Water Authority – The Octoraro water treatment plant reached the milestone of 5 continual years of meeting the voluntary goals of the Presidents Treatment program. CWA distributes an average of 30 million gallons of water per day to over 43,000 direct customers residing in southwestern Delaware County, southern Chester County, and the City of Chester. The Authority also supplies water to thousands of additional people through the resale of water to neighboring water utilities in Pennsylvania and Delaware.

Aqua Pennsylvania, Inc. – The Roaring Creek Water Treatment Plant was recognized for its achievement in October, 2016, of the Presidents Award under the Treatment Program. The Plant distributes water to Elysburg and the surrounding area. Pennsylvania American Water – The West Shore Regional Water Treatment Plant was recognized for its 5 year longevity award as a Phase III Directors Award Plant under the Treatment program. This facility, combined with the Silver Spring Plant, can deliver up to 20 million gallons per day of potable water to residential, commercial and industrial customers on the West Shore of Harrisburg. Downingtown Municipal Water Authority – The Vincent DiEuliis Water Treatment Plant was honored by maintaining its Phase III Directors Award status for 15 consecutive years. The facility routinely delivers an average of 1.5 million gallons per day to its 3,500 customers in Eastern Pa. Lehigh County Authority – Allentown Division – For continually meeting Partnership for Safe Water program goals for the 10 year Directors Award. Don’t Fall team lived up to its name – finished first!Ten teams competed

in this year’s 3rd Annual Tank Building Contest, proudly sponsored by Entech Engineering. As in past years, teams of four had 30 minutes to build the tallest free-standing elevated tank out of random office supplies, like paperclips, rubber bands, straws, and popsicle sticks, that could hold 8 oz of water for 30 seconds. Unlike in past years, there was no cup.

No cup?? Right, no red plastic cup to hold the water this year, so teams used inspiration, origami, and ingenuity to construct water-holding devices out of paper and tape. “I didn’t know if this would even work,” confessed Event Organizer Christine Gunsaullus, “But I knew if anyone could make it happen, it would be water professionals from PA-AWWA!”

The YPs jumped to a lead in height with a strong box-frame design, but ultimately crashed and splashed. The High Turnover Team developed a brilliant dual-tank design, allowing one half to be drained for painting while the other remained in service. Great design, but not tall enough to win at 18.75”. The returning two-time champs, We Are Tanked, went

with a cone design for storage, but added one too many rubber bands at the end, and crashed d o w n d u r i n g testing.

We’re Here for Beer (Tom Dieba l l , Ryan Zanini, Shannon Vid ika , S teve Riley) had a rule-bending design, but ultimately only got a prize for Best Team Name. The Late & Over Budget team showed a lot of promise, and came in 2nd place topping out at 24”.

The Potable Princesses (Erin Threet, Staci Hartz, Augie Koloras, Charles Stover) reached for the sky, but ultimately ran short on materials for stability. They crashed the tallest tank at 31.25”, but did win the Biggest Splash. Finally, the Don’t Fall team (Tim Carlson, Tom Caulfield, Micah Blate, Matt Manchisi) had a very slow leak. But the tank didn’t fall, and at 25.25” made them the 2017 Champs. They generously donated their $100 prize to Water for People, and their tank was still holding water the next day!

We look forward to seeing you at next year’s contest, where who knows what will happen!

The nine participants for this year’s Best of Pennsylvania Taste Test were: Aqua Pennsylvania, Elizabethtown Area Water Authority, Municipal Authority of Westmoreland County George Sweeney Plant, Lehigh County Authority: Allentown System, Capital Region Water, Chester Water Authority, Municipal Authority of Westmoreland County George Sweeney Plant, Pennsylvania American Water and North Penn Water Authority.

The People’s Choice for Pennsylvania’s Best Tasting Water was: Municipal Authority of Westmoreland County George Sweeney Plant. The overall winner for the 2017 PA-AWWA Best Tasting Water Award went to Lehigh County Authority: Allentown System.

The Lehigh County Authority will be representing Pennsyl-vania in the national taste test at ACE17 in Philadelphia.

The poor weather earlier in the week didn’t keep more than 150 water professionals away from the Spring Joint Conference for the Southeast Sections of PA-AWWA and WWOAP held on March 16th. The theme of “Hot Topics in the Water Industry” drew speakers from across the state, giving updates on the Revised Total Coliform Rule, PENNVEST funding, Lead, and PFC removal. In addition, the PA -AWWA SE Section held elections, and elected Preston Luitweiler, P.E. as Chair, Kristen Bowman-Kavanagh, P.E. as Chair-Elect, and Lijie Li as Secretary/Treasurer.

Students from Drexel University’s Chapter of Engineers Without Borders presented on their work to provide clean drinking water to a small community near the town of Miramar in El Salvador. They traveled there later in March and were very appreciative of the check for $750 that the SE District organizations presented to them.

In lieu of recent events where water system professionals are facing criminal charges, the PA Section sponsored a Crisis Communications training course aimed at teaching participants how to properly prepare for and manage a crisis situation. Course instructors included: Michael Klein of Cozen O’Connor (law firm), Mandy Arnold of Gavin (public relations), Terry Maenza of PA American Water (com-munications), Jeff Kile of The Glatfelter Agency (insurance) and Mike Snyder, of PA-AWWA and PaWARN (emergency preparedness). The Warwick Township Water and Sewer Authority was incorporated in 1969 under the Municipalities Authorities Act of 1945. The five-member board of directors is appointed to the Authority by the Warwick Township supervisors.

The Authority is committed to providing the community with the highest level of cost effective services performed by our State licensed operators and a safe, dependable supply of water into the future.

The offices are located on the third floor of the Warwick Township municipal building at 1733 Township Greene in Jamison. To learn more about WTWSA, attend any of the regularly scheduled meetings usually the fourth Monday of the month at 7:00 pm in the Warwick Township Water and Sewer Authority Meeting Room.

The building is open from 8:00 am to 4:00 pm Monday through Thursday and 7:00 am to 3:00 pm on Friday. For

your convenience, a drop box is located at the parking lot end of the walkway to the side entrance of the building. For any questions or concerns please call 215-343-3584 during business hours. For a water or sewer emergency after business hours, please dial the same number 215-343-3584, 24 hours 7 days a week and follow the instructions.
