Introduction National Occupational Standards (NOS)

The VTCT Level 3 Award in Health and Safety in the Workplace (QCF) is a theoretical based qualification that will provide you with an in-depth knowledge and understanding of health and safety that you can apply across a range of sectors.

This qualification will develop your knowledge and understanding of the requirements for health, safety and welfare in the workplace, the benefits of using safety managements systems, the principles of risk assessment, the risks and control methods for common workplace hazards and managing the effects of accidents and incidents.

Units in this qualification have been mapped to the relevant NOS (where applicable). This qualification is accredited on the Qualifications and Credit Framework (QCF). This qualification is approved and supported by Proskills UK, the sector skills council for the process and manufacturing sector.

Guidance on assessment

External assessment (any requirements will be shown in the unit)

Externally assessed question papers completed electronically will be set and marked by VTCT.

Externally assessed hard-copy question papers will be set by VTCT, marked by centre staff and sampled by VTCT external verifiers.

This book contains the mandatory units that make up this qualification. Optional units will be provided in additional booklets (if applicable). Where indicated, VTCT will provide assessment materials. Assessments may be internal or external. The method of assessment is indicated in each unit.

Internal assessment (any requirements will be shown in the unit)

Assessment is set, marked and internally verified by the centre to clearly demonstrate achievement of the learning outcomes. Assessment is sampled by VTCT external verifiers.

Assessment explained

VTCT courses are assessed and verified by centre staff. Work will be set to improve your practical skills, knowledge and understanding. For practical elements, you will be observed by your assessor. All your work must be collected in a portfolio of evidence and cross-referenced to requirements listed in this record of assessment book.

Your centre will have an internal verifier whose role is to check that your assessment and evidence is valid and reliable and meets VTCT and regulatory requirements.

An external verifier, appointed by VTCT, will visit your centre to sample and quality-check assessments, the internal verification process and the evidence gathered. You may be asked to attend on a different day from usual if requested by the external verifier.

This record of assessment book is your property and must be in your possession when you are being assessed or verified. It must be kept safe. In some cases your centre will be required to keep it in a secure place. You and your course assessor will together complete this book to show achievement of all learning outcomes, assessment criteria and ranges.

Creating a portfolio of evidence

As part of this qualification you are required to produce a portfolio of evidence. A portfolio will confirm the knowledge, understanding and skills that you have learnt. It may be in electronic or paper format.

Your assessor will provide guidance on how to prepare the portfolio of evidence and how to show practical achievement, and understanding of the knowledge required to successfully complete this qualification. It is this booklet along with the portfolio of evidence that will serve as the prime source of evidence for this qualification.

Evidence in the portfolio may take the following forms:

• Observed work• Witness statements• Audio-visual media • Evidence of prior learning or attainment• Written questions• Oral questions• Assignments• Case studies

All evidence should be documented in the portfolio and cross referenced to unit outcomes. Constructing the portfolio of evidence should not be left to the end of the course.

National Occupational Standards (NOS)

NOS describe the skills, knowledge and understanding needed to undertake a particular task or job to a nationally recognised level of competence.

Level

Level is an indication of the demand of the learning experience, the depth and/or complexity of achievement and independence in achieving the learning outcomes. There are 9 levels of achievement within the Qualifications and Credit Framework (QCF).

Credit valueThis is the number of credits awarded upon successful achievement of all unit outcomes. Credit is a numerical value that represents a means of recognising, measuring, valuing and comparing achievement.

Guided learning hours (GLH)

GLH is an estimate of the time allocated to teach, instruct, assess and support learners throughout a unit. Learner initiated private study, preparation and marking of formative assessment is not taken into account.

Observations This indicates the minimum number of observations required to achieve the unit.

Learning outcomes

Legislation: Legal framework, health and safety at work, reporting of injuries, diseases and dangerous occurrences regulations, personal protective equipment, control of substances hazardous to health, health and safety (first aid) regulations, manual handling operations regulations, management of health and safety at work, provision and use of work equipment regulations, lifting operations and lifting equipment, confined spaces regulations, electricity at work, working time regulations, workplace (health, safety and welfare) regulations, health and safety executive (HSE), relevant codes of practice and ethics.

Welfare provisions: HSE’s guidance for employers on welfare provisions, those necessary for the wellbeing of employees, adequate toilet and washing facilities, minimum number of facilities required, chemical toilets and washing facilities for remote workplaces and temporary worksites, requirement to provide drinking water, meal break arrangements, good hygiene standards, changing areas, rest facilities for pregnant women and nursing mothers.

Incident: ‘Near miss’, any event which under slightly different circumstances may have resulted in injury or ill health of people, damage or loss to property, plant, materials, environment or a loss of business opportunity.

Accident: Any unplanned event that results in injury or ill health of people, damage or loss to property, plant, materials, environment or a loss of business opportunity.

Occupational ill health: An abnormal health condition or disorder (physical or mental) that is caused or aggravated by exposure to environmental factors associated with employment (including chemical, physical, biological and ergonomic factors).

Main causes of injuries and ill health at work: Trips, slips and falls, electrical incidents, manual handling/lifting/carrying, prolonged sitting and standing, handling of hazardous/harmful substances, work related stress.

Costs associated with accidents and ill health: Sick pay, compensation, insurance, administration, recruitment and damage to equipment, goods and materials, costs to society (loss of output, the cost of treatment, investigation costs if applicable, and Department for Work and Pensions administration costs), individual costs (loss of earnings, extra expenditure incurred, such as the cost of prescriptions and hospital travel).

Elements of a safety management system: Formal process to review the safety of a business, statement of health and safety policy, structure and organisation by which the policy is to be achieved, planned approach to implementing the policy, evaluation of performance against the standards which have been set, arrangements for audit and review.

Benefits of using a safety management system:

Reduced costs – reducing liability and risk lowers insurance claims and premiums, ensures regulatory compliance, so that fines and other costs associated with non-compliance are reduced or eliminated.

Reduced risks – a safer workplace is the result of identifying potential hazards and eliminating or reducing risk.

Outcome 3: Understand the principles of risk assessment

Benefits of assessing and controlling risks: To enable safety measures to be put into place to reduce risk of accidents and ill health, protection of employees, reduced insurance premiums, increased workforce efficiency and output, increased staff satisfaction and loyalty, reduced sickness absence.

Types of risk assessments: Qualitative – personal judgement of whether or not the risk is low, medium or high in relation to persons becoming injured.

Quantitative – more detailed and is the preferred format, attempts to quantify the risk level in terms of the likelihood of an incident and its subsequent severity, a higher level of likelihood and severity would lead to a higher risk, likelihood depends on a number of factors such as control measures put in place, frequency of exposure and the type of person exposed to the hazard.

Requirements for specific risk assessments: Groups – special attention to young persons and expectant mothers.

Specific areas – manual handling, chemical and biological agents, radiation, temperature variations, lack of rest room facilities, prolonged sitting or standing and stress and violence to staff.

Situations – lone working.

Occupational hazards: Workstation ergonomics, prolonged sitting and standing, use of equipment and machinery, hazardous substances, cleanliness, manual handling.

Environmental hazards: Ventilation, temperature and humidity, radiation, noise and vibration, air quality (i.e. dust and smoke), pollution, electrical hazards, cleanliness, workspace and gangways.

Human hazards: Infections and viruses, human error, bullying, abuse and harassment, size, age and gender, lack of safety awareness, poor attitude, skylarking, poor training.

Organisational hazards: Stress from job insecurity and job dissatisfaction, reduced level of supervision, overload, fatigue from long work hours, required speed of work, shift work, work design, poor housekeeping.

Injuries and ill health caused by exposure to common workplace hazards:

Injuries – cuts, sprains and strains, head and spinal injuries, repetitive strain, broken bones, electric shock and burns.

Illnesses – asbestosis, stress, depression and anxiety, occupational asthma.

Hierarchy of risk control measures:

1) Total elimination or avoidance of the risk (don’t do it or use it)

2) Reduction of the risk at its source (substitution by something with less risk)

3) Control of the risk by enclosure of some kind, such as a guard

4) Remove the employee from the risk

5) Reduce the employees’ exposure to the risk

6) Produce a safe system of work, which is known and understood by the employees

7) Adequate supervision

8) Train employees in safe techniques

9) Make safety rules, or issue instructions

10) Issue personal protective equipment

Outcome 5: Understand how to manage the effects of accidents and incidents

Actions that need to be taken following an accident or incident: Regulations on accident recording and reporting (i.e. reporting of injuries, diseases and dangerous occurrences regulations), accident book, company procedures, procedures to deal with near misses or dangerous occurrences.

Accident investigation: HSE steps, the gathering of information (injured workers, physical evidence, eyewitness accounts, interviewing, background information), the analysis of information, identifying risk control measures, the action plan and its implementation.
