our March 16 general meeting, hasbeen Superintendent of CollierCounty Schools since January, 1980.He came to us with over 20 years ofexperience in education at alllevels and has served and continuesto serve as a consultant in ed­ucational leadership and trainingfor school districts throughoutthe countxry.

Dr. Richey has written for numer­ous publications and is much indemand as a speaker. He presentsworkshops, serves on severaladvisory committees, state com-

a missions, and other Floridaeducational organizations. Hehas received many awards andmuch recognition for his leadershipefforts and management skills.

Dr. Richey maintains the reputationof an outspoken and dynamic ad­vocate for public e~ucation andleadership development.

This meeting will give us anopportunity to get to know Dr.Richey better and gain from hisenergetic and effective leadership.

You should have been there! Where? Dr. Susan Dellinger'sseminar on Communication and Leadership Skills. It was a veryenjoyable day cohosted by the LWV and Zonta. A BIG THANK YOU toDenise Coleman and Dorothy Fitch for efforts which resulted in asellout.

Congratulations to Helen Franke and her committee on HumanServices. Their months of hard work paid off when the Salute toWomen's plaque for Outstanding Project Achievement Award W3S wonby the LWVCC. I personally thank all of the League members whohelped with our booth at the Coastland Mall.

Our committees are working overtime preparing their reportsand 1987-1988 local program suggestions for the April 20 annualmeeting. Mark your calendar now! We will be electing officers,voting on the budget and program.

The County Commission recently appointed the Growth ManagementCommittee. This group of 25 members wasn't given time to get theirfeet wet; they were pushed off the end of the pier and directedto complete a marathon of studies and arrive at some hard andrealistic answers to our problems and how they will be paid for.The meetings are open to the public and I urge you to attend.

STRETCH-IT,. EVERY DROP COUNTS! Stretch what? Water. We inSouthwest Florida must look ahead to' our potable water supply.What we save today will be what we can use tomorrow.

HEUS FROn THE COUHTY CEHTER*** As of this writing, 2/27/87, weheard the good news from Neil Dorrilland the County legal department,that signed copies of a previouslyamended agreement between the BCCand Shawmut/Westinghouse had beenreceived from S!W according toconditions agreed to by a 4 to 0vote of the BCC on February 17.(Saunders not voting--conflict ofinterest). This agreement ex­tends to May 11 the deadline forrenegotiating the existing contractfor construction of a recyclingrefuse-to-energy solid waste dis­posal facility here in CollierCounty. A number of concessionshave been given by Westinghousefor the privilege of this extension

~ period.

New proposals concerning financialarrangements are being discussedand tipping fees charged at theplant are perhaps the center pieceof all this. We also hear fromMr. Dorrill that a mandatorygarbage collection ordinance shouldbe considered, perhaps as early aslate March. This was studied bythe Solid Waste Advisory Committeejust about a year ago, but wastabled due to a franchise extensionconcerning a major hauler. Also,somewhere during the foreseeablefuture, we should hear about thescheduling of hearings concerningthose appeals to the DER's letterof intent to issue an emissionspermit for the s/W plant.

*** On February 27, 1987, the Big

Cypress Basin Board approved aDemonstration Project by CH2M Hillto ascertain the practicability ofstoring fresh water (potable) down adeep well in the environs of the Cityof Naples water treatment plan. Thisproject would take between 60 to 90days and the water stored would bemonitored by monitoring wells. Theprocess known as ASR--Aquifer StorageRecovery--is a system envisaged tost'ore water into underground aquifersduring the rainy season and recoverwhen needed during the dry season.Our tourist season occurs during thedry season and there 1S greater de­mand then when groundwater levelsare lower.

Other discussion at this meeting con­cerned consideration by the BCBB atits next meeting of the broad subjectof pollution controls and/or ground­water protection, particularly con­cerning possible impacts to the loweraquifers. Also discussed was theevaporation problem; environmentalconcerns and size of new surfacereservoirs, as well as existing lakescreated by limerock mining operations.

***BEACH ACCESS FEES. We haven'theard the last of this, but the Beedoes agree that we should not becharged to walk onto a beach. Park­ing fees are still to be consideredsince Commissioner Saunders' motiondirecting the staff to study theparking fee subject was approved on2/24/87 by the Bce. CommissionerGlass has other ideas he is con­sidering and we may be hearing aboutthat soon.

It is must reading foranyone who wants to understandbetter the complexities of thesystem. The Union is "alarmed" atthe large gap in public under­standing. The book, written forlaymen, outlines how proponentsenvision implementation of asystem the authors maintain isinherently flawed, holds littlepromise, and poses great risks.

BOOK REVIEW

BOOKS ON INTERNATIONAL ISSUES --A NEW lWVCC ED. FUND COMMUNITY OUTREACH PROJECT

This season the LWVCC has joined with the Naples Council on World Affairs inan exciting community outreach project. We are providing the Co~lier CountyLibrary with a variety of books covering th~ spectrum of international issuesin the nuclear age.

While the lion's share of the funding is being provided by the Councilthe two groups are cooperating in selecting titles from a comprehensivelist approved by the League of Women Voters of the United States asoffering a broad range of perspectives. Additionally, several titleshave been selected from a list pUblished by the Rand Corporation, amongthem Avoiding Nuclear Wa~ and Conventional Forces and the NATO Strategyof Flexible Response: Issues and Approaches. Other titles which havebeen received by the library to date inClude Soviet Military Power 1986,U.S.Government Dept. of Defense; The Cold and the Dark: World AfterNuclear War; Arms Control and the Arms Race: Readings from ScientificAmerican; The Fallacy of Star Wars, Union of Concerned Scientists.

The two organizations have recently donated two copies of a book re­quested by the librarians, the comprehensively researched A WorldBeyond Healing by N.Y. TIMES science writer NichOlas Wade.

Several of the titles offered to the library by the Naples Counciland the League are already on its shelves. They are also recommendedreading. Hawks, Doves and Owls: An Agenda for Avoiding Nuclear War;Beyond the Hotline: How We Can Prevent a Crisis that Might Bring ona Nuclear War by William Ury; The New Nuclear Nations: The Spreadof Nuclear Weapons, Carnegie Endowment for International Peace.

Six books are on order and we will be making additional suggestions in comingweeks. I hope that Leaguers will ask for these titles and let the libraryknow that our members approve this project. It is an example of Leagueprinciples in action--that only an informed electorate can make intelligentchoices on issues of public policy. Further, the League appreciates theopportunity to cooperate with the Naples Council toward this common goal.

KHOU YOUR COUHTY GOUERHnEHTThe eighth annual "Know Your County Government" program

cosponsored by the Collier County League of Women Voters, the 4-Hyouth program, and Collier County Public School social studiesdepartment will begin Tuesday, March 31, and will continue April2, 7, 9, 14, 16.

The purpose of this program is to introduce selectedhtgh school students to county government--its function, purpose,funding, and how it affects their lives. Participants will spendsixteen hours visiting with various county departments, andlearning about career opportunities in government. There will alsobe a separate session on the workings of the school board. Therewill be two day sessions; the remainder are in the evening. Ahighlight of the program will be lunch with the commissioners onTuesday, April 7.

Although the deadline for applications is March 6, anyinterested high school student should contact Linda Denning at774-8375 promptly. The group chosen will be representative of allgeographic, ethnic, and socio-economic groups in Collier County.

The committee consists of League members Anne Portman,Catharine Motley, George Schnakenberg, Terry Trimble, DorothyGordon, Linda Denning; Mr. Calvin Boggess of Lely High School, andMrs. Ophelia Allen of Immokalee High School.
