KATHLEEN SEVERINO$1,000,000 REWARD

The co-operation of the public is sought to establish the identity of the person or persons responsible for the death of Kathleen Severino who was murdered on or around 31 December 1987.

A reward of up to one million dollars ($1,000,000) will be paid at the discretion of the Chief Commissioner of Police, for information leading to the apprehension and subsequent conviction of the person or persons responsible for the death of Kathleen Severino.

In appropriate cases, the Director of the Office of Public Prosecutions may consider, according to established guidelines, the granting of indemnification from prosecution to any person who provides information as to the identity of the principal offender or offenders in this matter.

Any information given will be treated as confidential and may be given at any time to Crime Stoppers on 1800 333 000.

Any payment of a reward will be subject to the applicant signing a deed of confidentiality prior to payment.

NOTICE OF PROPOSED ROAD CLOSUREFarrell Street, New Gisborne

Under section 207A and Schedule 11 Clause 9 of the Local Government Act 1989, Macedon Ranges Shire Council is proposing to permanently close Farrell Street, New Gisborne, at the intersection with Station Road. Vehicle access to Farrell Street via Station Road will no longer be available. Access to Farrell Street will only be available via the service road adjacent to Station Road or via Saunders Road, New Gisborne.

Public submissions regarding the proposed road closure are invited in accordance with section 223 of the Local Government Act 1989. Public submissions will be received up until 1.00 pm, 14 August 2019. Submissions can be lodged via email to [email protected] or in writing to PO Box 151, Kyneton, Victoria 3444. Submittors should indicate in their submission whether they wish to be heard at a section 223 meeting scheduled for Wednesday 21 August 2019.

WHITEHORSE CITY COUNCILRoad Discontinuance

Pursuant to section 206 and Schedule 10, Clause 3 of the Local Government Act 1989, the Whitehorse City Council, at its meeting held on 24 June 2019, resolved to discontinue the road adjoining 28 to 46A Medway Street and 33 and 35 Tyne Street and within Halligan Park, Box Hill North, shown by hatching and cross-hatching on the plan below.

Furthermore Council resolved to sell the land from the road adjoining 44 and 46 Medway Street and 33 and 35 Tyne Street, Box Hill North, shown hatched on the plan below, by private treaty to the abutting property owners, and to retain the land from the road adjoining 28 to 42 Medway Street and within Halligan Park, shown cross-hatched on the plan below, for municipal purposes.

2. Dogs must be under effective controlThe Owner of any dog must keep the dog in effective control by means of a chain, cord or leash, not exceeding 1.5 metres in length, attached to the dog and either:(a) held by the Owner who must be capable of restraining the dog; or(b) fixed securely to a post or other fixturewhile the dog is in any public area of the municipal district of the Council, except where Clause 3 of this Order applies.

3. Owner’s obligationsA dog may be exercised off a chain, cord or leash in a Leash Free Area designated by the Council, if the Owner:(a) carries a chain, cord or leash not exceeding 1.5 metres in length, sufficient to bring the

dog under effective control;(b) remains in effective voice or hand control of the dog so as to be able to promptly

bring the dog under effective control by placing the dog on a chain, cord or leash not exceeding 1.5 metres in length, if that becomes necessary whether to comply with the provisions of this order or for any other reason; and

(c) if a dog is off a chain, cord or leash in a Leash Free Area designated by the Council, the dog must be brought under the effective control of the Owner by means of chain, cord or leash not exceeding 1.5 metres in length if the dog roams, or is likely to roam, to within 20 metres of:(i) the principal location of an organised sporting event;(ii) a children’s play equipment area (unless the children’s play equipment area is

fenced off such that access to that area by the dog is prevented);(iii) the entrance of a school during school hours and 15 minutes prior to and after

school hours;(iv) the principal location of an organised public meeting;(v) a permanent barbecue or picnic area (unless the permanent barbeque or picnic

area is fenced off such that access to that area by the dog is prevented); or (vi) if the dog does or is likely to worry, threaten, rush or attack any person or other

animal.4. Areas to which Clause 3 does not apply

Clause 3 does not apply to the following areas:(a) The shared pathway which surrounds Caulfield Park, Caulfield North;(b) The car park and shared pathway at the northern end of EE Gunn Reserve Ormond;(c) Oval 1 and the shared pathway between Oval 1 and Oval 4 at Princes Park, Caulfield

South.5. Time limits in Certain Leash Free Areas
