WE PUBLISH LOCAL AND WORLD’S LATEST HAPPENINGS ffiawan Hlaintrlft VOL. XXXV HILO, HAWAII, T. H., THURSDAY, DECEMBER 4, 1941 NO. 9119. STRICT ANTI- STRIKE BILL IS PROPOSE!) STIFF OPPOSITION EXPECT- ED; SENATORS CLAIM BILL THREATENS LABOR WASHINGTON, Dec, 3 — In view of the increasing number of strikes which is threatening the United States defense program, the House of Representatives pass- eed a stringent anti-strike bill, which immediately was forwarded to the Senate for approval. The proposed bill will, firstly, forbid strikes unless approved by majority of the workers by sec- ret ballot; secondly require a six- ty-day cooling off period between the time of strike ordered and time it becomes effective; thirdly, forbid strike violence, boycotts, sympathy, as well as jurisdictional strikes; fourthly, require thati wherever closed shop or open shop is in force in defense plants, it shall continue during the national emergency. Stiff opposition to the bill is ex- pected in the Senate where sever- al Senators already describeed the bill as anti-labor threatening to take away all gains of labor made during the past decade. TDBEKCULOSIS REC EIVES A CHALLENGE Encouraged by steady advances being made against The Great White Plague, tuberculosis workers throughout the country have set up for themselves a specific goal, one that captures the imagination of all who concern themselves with the state of the public health. The slogan for that goal is: “Eradicate tuberculosis by 1960!” The challenge might at once seem too ambitious a one to us of a generation which has lived so close to the ravages • caused by v,his disease. But tuberculsis work- ers are well aware of what has oeen done and it is upon the pro- gress already made that they bate their breath-taking prediction. Here in Hawaii, where tubercu- Losis has been a scourge heavier and deeper than in almost any of the Mainland communities, we are prepared to accept he challenge. NEWS lETIEE HAS BAWAD’S REH)ET ON STAMPS, BONCS Statistics show that past pro- gress against tuberculosis in the islands has set an inspiring exam- ple for the attempt to realize a complete conquest of the disease within another generation. For 1910 Hawaii records showed a death rate from tuberculosis of 200.00 per 100,000 population. By 1930 that rate had been halved, re- i duced that year to 108.8 per 100,- 000 population. During the fiscal year 1941, the rate had been cut from 1930’s 106.8 to 53.25. On July 1 , as the present fiscal year be- gan, there were 1469 cases of tu- berculosis registered by the Board of eHalth’s Bureau of Tuberculo- sis for the entire Territory. This segment of our population and others who in the future may contract the disease will be the subject of much of the effort to be made in Hawaii toward eradica- tion of tuberculosis. Warfare with them and in areas of population where the disease may be further found will be carried on offensive- ly and it will be defensively wag- ed for the protection of all who are now free of the disease. There are seven essentials in the conduct of the campaign against tuberculosis: 1. Complete reporting and reg- gistration of all cases and deaths. 2. Intensive case finding thro- ugh examination of contacts and other means. 3. Hospitalization of all cases adyisable. 4. Good domiciliary service for care and contact followup, 5. A program of welfare serv- ice that will meet the challen- ge of poverty, the “Trojan hor- se” of tuberculosis. 6. Health education. 7. Rehabilitation of ex-patients. In Hawaii there are many hands —medical men, nurses, sanitoria, tuberculosis associations, welfare agencies, schools, and others with which the Bureau of Tuber- culosis joins in carrying out these essentials. Now, with world events so blackly clouding the future, is no time for predictions which may be only overconfidence, but these for- ces in Hawaii which have so suc- cessfully been striving against tu- berculosis do not hesitate in at least accepting the challenge to eradicate the disease from these islands—whether before, during or after 1960. — From The Hawaii Health Messenger. Whirlaway Likely Santa Anita Starter LOS ANGELES, Dec. 2 — En- tries of the $100,000 Santa Anita handicap closed last midnight, but the list was withheld to allow time for mailed entries to arrive. FARMING IS A DIGNIFIED OCCUPATION The second generations should engage more extensively in farming. Forming is a dignified occupation. It is the back- bone of the national industry, and as such it has been always protected by the state. Confucius gave the highest dignity to the farmers. His classification of mankind by occupation was farmer, manu- facturer, merchant. John Stuart Mills, too, stated that the farmers are the only ones that produce something new in this world. According to Adam Smith, the classes of artifi- cers, manufacturers and merchants are not entirely unpro- ductive for this class reproduces the value of consumption and continues, at least, the existence of the stock or capital which maintains and employ it.” He states that this class gives equipment and time to the farmers to continue their work. He seems to classify them as a productive class. Only the menial servants are classified as an unproductive and barren class. The farmer who sow the seed, dig the soil and nurse the plant, actually produces into this world entirely a new life which has essential utility to human life. Farming, therefore, is a dignified occupation. It should be encouraged among the second generation Japanese. To own a farm and cultivate coffee, cotton, sugar canee, or vegetable is something more than laboring and receiving wages. There is enjoyment in ownership, happiness in accomplishment and pleasure in life. We think the young boys and girls should settle down and do farming. KALS PTA SENDS PETITION ASKING AUDITORIUM-GYM Follow’ing its move to ask the board of supervisors for a recon- sideration on the school auditori- um-gym project, the Kalanianaole School PTA yesterday petitioned the board to construct as soon as possible on the grunds of Kalani- anaole Elementary and Intermedi- ate school an auditorium-gymna- sium which is considered indispen- sable. The school has a total enroll-; ment of 692 stldents and is the se- cond largest school in East Ha- waii. The present basement which is utilized as an assembly hall is much too small and cannot ac- commodate the enti,i’e student body at one time. Furthermore, this school is the only institution with an intermedi- ate division without an auditori- um-gymnasium. The petitioners further pointed out that it has been the trend to furnish a school of intermediate and high school capacity with au- ditorium-gymnasium facilities for the purpose of adjusting the many boys and girls who drop out of school before completion of these levels and take places in the com- munity. Views Concermng Basic Issues Involved WASHINGTON, Dec. 3 In the first lengthy statement regarding the Japanese-American conversations, Secret.ary of State Hull at the press conference revealed the purpose of the document handed to the Japanese envoys last week was to clarify the basic issues involved in the talks as well as the end of the confusion regarding from actions and utterances of other governments. BIG ISLAND WILL LOSE TWO OUTSTANDING MEN The Big Island will lose two important men who have accepted positions in Honolulu. They are Leslie W. Wishard, manager of the Kaiwiki Sugar Co., and William H. Chun’ chief of the 7th section of the U. S. engineers. Mr. Wishard will become an executive officer of the Hawaii Pineapple Co while Mr. Chun will be connected with the district office of Honolulu. Both men are outstanding in the community and had made a distinct contribution to this island. The Theo. H. Davies & Co., to which firm Mr. Wishard was connected with, made the following announcement: “Mr. Wishard has been connected with the Davies & Co. plantations for the past 22 years. During his administration of Kaiwiki Sugar Co., Ltd., and largely through his personal efforts, this plantation has developed into one of the most up to date and modern plantations in the islands, both in mat- ters of economical operation and in the way of facilities for modern living conditions.” Mr. Chun had contributed to the improvement of the lo- cal roads and other engineering works. I Resume of Conversations Given by Hull I Stressing* U. S. Views Concermng

Basic Issues Involved

WASHINGTON, Dec. 3 In the first lengthy statementregarding the Japanese-American conversations, Secret.ary of State Hull at the press conference revealed the purpose of the document handed to the Japanese envoys last week was to clarify the basic issues involved in the talks as well as the end of the confusion regarding from actions and utterances of other governments.

Hull abondoned the usual reticence and replied freely to the queries of the reports.

When questioned whether the document presented to the Japanese envoys represented American reply to some communication submitted from the Japanese side. Secretary Hull without giving a direct answer to the query delivered a lengthy resume of the whole conversations laying particular stress in the United States views concerning the basic issues involved.

BIG ISLAND WILL LOSE TWO OUTSTANDING MENThe Big Island will lose two important men who have

accepted positions in Honolulu.

Wishard was connected with, made the following announcement:

“Mr. Wishard has been connected with the Davies & Co. plantations for the past 22 years. During his administration of Kaiwiki Sugar Co., Ltd., and largely through his personal efforts, this plantation has developed into one of the most up to date and modern plantations in the islands, both in matters of economical operation and in the way of facilities for modern living conditions.”

Mr. Chun had contributed to the improvement of the local roads and other engineering works. He was the flood control project engineer for the county.

We regret that these two men of outstanding personality and ability are leaving the big island. In the meantime, however, we wish them success, and we wish to bid Aloha to them.

N early every lam ily has certa in habits th a t a re w asteful and expensive. More than likely no one is aw are of them bu t if they were recognized and corrected a w orthwhile saving would be effected in the household budget and the house and its furnishings would re ta in a fresh new look.

Towels come in for abuse in m any hom es. Menfolk a re prone to wipe the ir razo rs on w hatever »owel m ay be a t hand. And if we ^ail to provide som e other m eans for them to wipe the ir razo r blades ■ve can ’t b lam e them too much, Seep a box of cleansing tissues in the bathroom w here all m em bers of the fam ily can use them .

Shoe cloths m ade of heavy canton flannel will overcom e the tem ptation to use a towel to dust up rhoes. You can get these shoe floths a t m any shoe rep a ir shops, if these shops don’t keep them for sale the p roprie to r can tell you where you can find them .

Men a ren ’t the only offenders because women stain towels with lipstick. L ipstick tissues kept in a convenient place in the bathroom will p reven t this.

Dish towels, too, a re used for tasks never intended for them . Sharp knives a re wiped w ith the edge tow ard the fold of the cloth. Dish tow els th a t have becom e too soiled for dish wiping a re used for a general wiping up.

These p rac tices shorten the life of fab rics to a g rea te r degree than m any people realize. Badly soiled and stained pieces requ ire harder washing than do artic les only m oderately soiled so th a t they can ’1 rem ain in good condition as long as sim ila r pieces th a t get lighter trea tm en t.

Sm all cuts a re likely to become la rg e r during ^washing unless the j a re m ended before laundering.

The hab it of throwing dam p towels and wash cloths into the lauu dry bag or ham per is responsible for mildew. M oist artic les musi be d ried before they a re pu t away,

OOKALA 4-H INFORMAL ENTERTAINMENT

Cornmeal muffins were demonstrated by Mrs. Elsie H. Hara, assistant home demonstration agent at the regular meeting of the Ookala 4-H Informal Entertainment Club which met on Wednesday afternoon. Assistants were Irene Ito and Fusae Fujiyoshi. The muffin batter was divided into two portions. One was done exactly like the recipe and the other was beaten thoroughly. The finished products were judged. It showed that the unbeaten portion was of fine texture and even grained whereas the latter was of uneven texture and fuh of tunnels.

Since the assistant agent was requested to repeat the demonstration on bottling guava juice and pulp, this was done for the few visitors present.

Mieko Machida conducted the business meeting at which plans for their Christmas party to be held on December 14 were made. Clara Kintana was appointed by the president as program chairman and Irene Ito as refreshment chairman.

Yoshiko Hiramoto was appointed to head the scrapbook committee.

The girls unanimously decided to assist with the Red Cross as part of the National Defense and community project. Mrs. Lucy Souiera, club leader and also an active member of the Red Cross Committee in Ookala, has volunteered to teach the girls how to knit different articles.

Violet Kintana, song leader, led the group in peppy 4-H songs.

Visitors present were Mesdames Leslie Wishard, EvelynCorduse and Evelyn Clifford.

DAILY IN THE HAWAII MAINICHI

D U C H E S S . . . . e r m i n eThe duchess of W indsor didn’t do

much shopping when she was in New York. But she did find tim e to buy a few little dress models a t prices ranging from $350 to $650.

When the duchess arrived in New York she told new sm en th a t any shopping she did would be te r the poor children of N assau. B ut the following day, when m odels with dozens of d resses from New Y ork’s m ost exclusive shops w ere seen entering her hotel suite, she adm itted th a t she w as going to p ick up a few things for herself.

I ’m not objecting to the expensive habits of the duchess. I think 99 per cent of A m erican women, if they w ere in her shoes, would develop ju s t as lav ish w ays of spending money. If som eone is going to be the best-dressed, or m ost expensively d ressed w om an in the world—it m igh t as w ell be our jAmerican Cinderella who m ade good in England.; I do think she should be carefu l not to appear too ex trav ag an t w hen in the U nited S tates, how ever, fo r it m ay be h a rd e r to induce a poor A m erican w orking g irl to contribute a dollar to the B ritish W ar R elief when the duchess is giving thousands to A m erican d ressm akers, i B ut I im agine m ost women, who pay from $1.49 to $8.98 for a dress, forgive her her ex travagance. They like to read about the duchess’ e r m ine and m ink coats, h e r $500,000 diam ond earrings, and all th a t goes w ith them . I t m akes good m ate ria l for d ream s.D R E S S E S ......................... $20

A t the tim e th a t the new spapers and m agazines w ere full of stories about the duchess’ clothes, I re ceived a rep o rt on a na tional su rvey of the dress-buying hab its ol A m erican women. T hat brought m e down to ea rth again. F o r I found th a t the average A m erican w om an buys only th ree d resses a y ea r and gets a ll th ree of them for a to tal expenditure of less than $20.

Of the women questioned, in all p a rts of this country, it w as foimd th a t 16 per cent haven’t bought a new dress for a year, 13 p e r cent have bought one dress, 18 p e r cent have bought two, 16 p e r cent bought three, 13 per cent bought four and 24 per cent bought five or m ore.

The m ost su rp ris ing finding, however, w as th a t th e m a jo rity of the women questioned consider ttieir w ardrobe adequate, although a good num ber of younger women w ere not so satisfied w ith the ii w ardrobes as w ere the older women. B ut there w as very little ol th a t “ I haven’t a thing to w ear” a ttitude which h as reputedly driven so m any husbands into fits of tem po rary insanity .

EXPENDITURES . averageHow m uch do your neighbors pay

for the ir dresses? That, of course, depends largely

on the incom e class of your neighborhood, but based on averages fo r women of all classes the survey shows:

H alf of U. S. women pay $2 or less for a house d ress; one-fifth of them $2 to $3; and about one-tenth, $3 to The average am ount paid for house d resses is $2.

About one-fourth pay $2 o r less for a m arke ting dress; about one- fifth, $2 to $3; 15 p e r cent, $3 to $4 and 12 p e r cen t $4 to $5. The average is $3.50.

As for afternoon dresses, 13 p e r cent pay $4 to $5; 11 p e r cent wiH pay $9 to $11 and 10 p e r cen t won’t pay m ore than $4. The av erag e is $6 to $7.

F o r an in form al evening dress, the la rg e s t group of wom en—19 p e r cent—pay $9 to $11; 17 p e r cent wiU pay $13 to $15; and 9 p e r cent a re willing to pay from $20 to $25.

In the fo rm al evening dress class, the average is $19 to $20. N ineteen p e r cent wiU pay up to $25; 13 p e r cent won’t pay over $15 and 14 p e r cen t think $19 to $20 is about righ t.I Two out of th ree of the w om en in terview ed generally w ear the sam e dress from lunchtim e on through (the re s t of the day and evening.

jLABELS . . . . quality! All of these figures w ere gathered together by the New York D ress institute, which hopes to m ake New York the fashion cen te r of the w orld and which hopes to m ake wom en show preference for d resses which a re labeled as having been m ade in New York.' B ut th a t looks like quite a job, for four out of five of th e w om en questioned said th a t they don’t care w here a d ress is m ade—^whether in New York, Hollywood, P a ris , Chicago or St. Louis. "What they a re in terested in is how it fits, how it looks and how m uch it costs.

However, of the wom en who did have a preference for d resses from one style cen te r over another, New York w as found to be the favorite by a vote of 15 to 1. Hollywood w as second, bu t not a close second.

Asked w hat they w ant to know about a d ress before buying it, only 5 p e r cent ca red about w here i t w as designed, but 17 per cent, m ostly of city women, w anted to know w hether it w as union m ade. Only 21 p e r cent ca red about a b rand nam e.

The big in te rests of four-fifths of the women w as the quality of m a te ria l, the fastness of dyes and the ease of cleaning and w ashing. P ro b ably the duchess of ’W indsor takes the quality fo r g ran ted—but no t the A m erican housewife. T ha t’s the ad van tage of spending $500 in s tead of $5 fo r » new dress.

Tentative Card For First Amateur Smoker AnnouncedMainichi Sportorial

Because of the uncertainty of the University of Utah to come to Honolulu for the Pineapple Bowl Classic, official announcenient that the University of Ha-

i waii would be open to bids to’ play in the Orange Bowl game at Miami, Fla., or the Sun Bowl game at El Paso, Tex., was made by Theodore (Pump) Searle,! athletic director.

The Utah team is anxious to show in Ho[nolulu in the Pineapple Bowl, but they are having quite a time in finding transportation to the islands. Hawaii officials moved to seek a mainland invitation after it was announced that the University of Utah is also seeking a bowl bid.

Hawaii’s announcement was made in wires which were sent to the directors of the Sun Bowl and the Orange Bowl. The wires merely stated that the University of Hawaii Rainbows would be in axreceptive mood if invitations were advanced.

The athletic director of the University of Hawaii also wired Harry Grayson, well known sports editor of the Newspaper Enterprise association of New York, asking him to assist Hawaii in trying to land a bowl bid.

Needless to say, the Rainbows sport a well-rounded team and will be a match for any second ranking teams on the mainland. University of Hawaii played two games on the coast this year winning both of them, against University of Portland and College of Pacfic.

Naturally expenses will be higher to call the University of Hawaii team over than to call some other mainland teams for the distance that the Rainbows will have to travel will be far greater.

However, the Rainbows will be a colorful team and the mainland fans will unquestionably come by the droves to witness them in action. The University of Hawaii will be a big gate attraction and the officials of the various bowls should give them a good thought before turning them down.

Three more big name fighters are slated to arrive in Honolulu sometime during this month to seek action in the territorial rings. Those scheduled to come are Lupe Cardoza, Mexican bantamweight; Jackie Jurich, former flyweight champion of the world; and Black Joe, Manila bantamweight who is already familiar to the Honolulu fans.

Black Joe is expected to be matched with Yasu Yasuta- ke, territorial knockout king, in his first fight. The Manila battler has been showing in the coast rings for the past year since leaving the islands. He held David Young to two 10- round decisions.

Jurich, who met Little Dado in the world championship flyweight scrap in Honolulu sometime earlier this year, is returning to meet Dado Marino and possibly Lucas Pasion.

Mexico’s Cardoza is slated to meet in his first fight the winner of the Little Dado vs. Joho Shiroma battle this Friday night which is slated over 10 rounds this Friday night at the Civic Auditorium.

This Friday night’s smolder will be for the Salvation Army Christmas fund and a fine card has been lined up by Promoter Curtis.

Supporting the Little Dado-Joho Shiroma main event will be the 8 round semifinal mix between Yasu Yasutake and Cris Crispin. Crispin who is about thei cleverest fighter hereabouts and will match his boxing skill against the terrific punching Yasutake who has scored 10 consecutive knockouts since turning pro some six months ago.

Eddie Townsend, two-time Territorial AAU featherweight champion, will take on Eddie Salazar in the special 6 round scrap, while Paul Inamine will meet Baby Mamaclay in one of the three preliminaries.
