The Senate Committee on Privileges and Elections, held a meeting this morning to consider ;be case of the contest between Vance and Abbott for a seat ia the Senate froui North Carolina. The uiain queationa to be decided by the committee are, find, whether Vance, under the Fourteenth Amendment, wavmdigible for election bv the North C&roliua Legislature, and second, whether if this be so Abbott is entitled to a’ seat in the Senate on the ground Jthat he re ceived the next highest number of votes, although not n majority of ail the votes cast. The committee arrived at no conclu sion and will hold another meeting on Fri day next. APPOINTMENTS CONFIRMED. The Senate to-day confirmed the nomina tions of L. A. There was considerable private consulta tion to-day among Republican members of tiie House in regard to the amendments to tlie pending hill to enforce the Fourteenth Amendment. Representative Bingham has prepare a substitute for the bill on the bnsis of that heretofore introduced in the Senate by Mr. Wilson, for the protection of persons resident within the Uuited States against un lawful combination*. SUPREME COURT DECISIONS. The Supreme Court to-day decided that salaries ot state Judg*-s are not subject to in come tax ; that the confiscation act of July, 1S62, is valid; and that a foreigner is cii- titled to sue in the Court of Claims to re cover for illegal and wrongful seizure of his property. THE NEW LOAN. Subscriptions to the new loan to-day were $1,960,00(1. FORTY-SECOND CONGRESS. W ashington , April 8. SENATE Among a number of bills introduced were the following: By Mr. Wilson—A bill to prohibit the re tention of soldiers’ discharge by Claim Agents and Attorneys, MR. STEWART (Itcp., Na.) offered a resolution directing the Secretary of Interi or to inform the Senate under what law.* in dividuals and corporations are allowed to hold large bodies of public lands and clos ing them to settlement. He briefly reviewed the land policy of the government, lie said that out of over 491,000,00<J acres of public lands given away by the government, W.OOu.ooO. or less than one-fifth, had gone into the hands of actual settlers. The resolution of instruction ol M r. Shernfen was taken up, on which Mr. Blair was entitled to the floor. He quoted from the debates in Congress when the Fourteenth Amendment was under consideratiou, to siiow the construc tion placed uLon it by its authors nud sup porters, und held that it was plainly laid down at the time that the only power of legislation which Congress had umW it was to prevent any violition of its provsfi- i ions under eolor of State law. The measure 1 which it was now proposed to pass was an assumption of the. power of Congress to puuisli violations of state laws. M r. Blair continued at length in denunciation of the proposed action, and viewed at length the condition of affairs in North and South Caro lina, alleging that corruptions, fraud ami villanv reigned supreme; that the people were plundered of their substance by an army of carpet baggers; tbat the debt of the State had been enor mously increased, etc., etc. He then read extracts Irom a paper showing the pcrson- nrll of the South Carolina Legislature. Of that whole body but thirteen were white and the remainder all blacks; but nineteen could read and write grammatically. Mr. SHEKMAN Rep., O.) admitted that the Legislature of South Carolina had be haved shamefully, but he would ask the Senator what remedy be proposed for lt. Did he favor universal amnesty, because if he did he (Sherman) would probably agree. Did he propose to take the suffrage from the negroes, because if he did that would be a subject from debate, but if the Senator pro pos'd no remedy he bad certainly no right to bring ttar-e m atters in here. Mr. Blair said he had a right to do it. Ile had the right to arraign thin body for strik ing down the very vita! principle of free government; for destroying local sell gov ernment. N e w H a v e n , Conn., April 3.—A large vote 1* being polled. Kendrick, the Demo­cratic candidate for Congress, i* being badly scratched, and hi* defeat is prophesied by the Republicans. Both parties are confi­dent of success on the State ticket.

In New Haven, Jewell '.Rep.) for Gov­ernor. gains 301 cn tho vote of last year.

Twenty-one towns In New Haven Countv sbow a-gain of «31 for Jew ell over last year. Jewell is probably elected.

Kendrick, (Dem.,) for Congress, from the second district, is probably elected by a small majority.

A. B. Woodward, (Rep.) Is elected State Senator over E. A. Woodward, (Dem.) In the Pith district, by about 100 majority. The figures in the P allad ium offlce give Kellogg (Rep.) for Congress in the 2d dis­trict, al>out 75 majority.
