Gandhiji was arrested before he could unfold the strategy for the movement. He did not anticipate his arrest as pointed out by Maulana Abul Kalam Azad in his autobiography India Wins Freedom and believed that the “British would hesitate to take any drastic steps with the Japanese knocking at India’s doors”. He thought that this would give the Congress time and opportunity to organise an effective movement. In fact Gandhiji envisaged a period of negotiations before launching the struggle and his letter to the Viceroy, Lord Linlithgow (dated 14 August 1942) clearly brings out this fact. He referred to his speeches at the AICC in which he indicated an interval which could have been taken advantage of. The negotiations, according to D. S. Tendulkar (Mahatma Life of Mohandas Karamchand Gandhi) were to cover at least a period of three weeks. Gandhiji was thus not able to finalise his programme due to his sudden arrest. The long drawn-out battle of India’sstruggle for freedom is a saga of

supreme sacrifices made by the Indian people. There were several landmarks in this struggle against the mighty British Empire. It is true that the British ruled our country for over two centuries but it is also a fact thatthe people of our country had never fully accepted their rule. The dissent against Britishrule found expression in one way or the other from the very beginning. By mid 19thcentury sparks of revolt against British domination had become visible and in 1857 theyflared up and took the form of the war of Indian Independence. It is also called a mutiny.It was an armed revolt but it did not succeed. In this freedom struggle great patriots likeRani Lakshmibai of Jhansi, Nana Saheb, Tatya Tope fought under Bahadur ShahZafar's leadership. About half a century later a non-violent movement against Britishrule started under Mahatma Gandhi's leadership. The Indian National Congress playeda prominent role in it. Along with this a parallel resistance movement had also begun.Those who joined it felt that the non-violent movement was not enough. They thoughtit necessary to take up arms against the British. In this movement martyrs such asChandrashekhar Azad, Ram Prasad "Bismil", Ashfaq Ullah Khan, Batukeswar Dutt etc.took an active part and sacrificed their lives for the country. These revolutionaries fromtime to time wrote letters to their parents, brother, sisters, friends and comrades.Publication Division's book titled 'REMEMBER US ONCE IN A WHILE... Letters ofMartyrs' is a collection of their letters which inspire us with their intense feeling.

ROSHAN SINGH050821Thakur Roshan Singh hailed from the village Newada in Shahjahanpur district

in Uttar Pradesh. He was a true follower of Pandit Ram Prasad Bismil. When "Bismil" undertook, a 16-day hunger striker in Lucknow Jail, Roshan Singh also joined him by remaining without food for 16 days.

During the Kakori conspiracy trial no one suspected that Thakur Roshan Singh would also be awarded a death sentence alongwith Ram Prasad 'Bismil'. On December 19, he took the Geeta in his hand and at once walked towards the gallows and after loudly chanting Vandemataram, climbed on to scaffold.

On December 13, six days before he was hanged Roshan Singh wrote a letter to one of his friends. This letter informs us about his patience and courage and also his religious thoughts. The letter is as follows:

"Hanging will be undertaken during this week. I pray god rewards you for the affection you have shown. Please! you must not feel sorry for me. My death will be a matter of happiness. Death is a must for one who is born in this world. In this world a man should not earn ill-reputation by doing vicious deeds and should remember God at the time of his death. One should have these two assets. By the grace of God, I have both. My death, therefore, does not call for sorrow of any manner. I have been away from the children for the last two years. During this period I got ample opportunity for prayer. This removed all my illusion and now there is no desire left in me. I fully believe I am going for a life of comfort after completing my painful journey in this world. It is written in our scriptures that a person who sacrifices his life in a righteous war attains the same position as is acquired by those who devote themselves to penance in the jungle.Last salute,

YATINDRA NATH DASYatindra Nath Das's protest letter addressed to the Magistrate clearly highlights

the facts the about how the proceedings of revolutionaries cases were beingconducted and how British justice was a farce.

This letter was written by Yatindra Nath Das to the Magistrate against the Britishjudicial system.

"Emperor Versus Yatindra Nath Das

July 3, 1929.

Sir, Your applicant very respectfully submits-

(a) that about four-five days ago as identification parade was conducted at the railwaystation police lock up where I was kept under arrest.

(b) that a few shabbily dressed Punjabi sweepers and coolies aged between thirty-forty fiveyears were brought from the railway station. These persons were brought to the lock upthrough an alley close to which in the Magistrate's car was sitting the person who wasto identify. I was made to stand among those six persons although I expressed myresentment to the Magistrate about the absurdity of such an identification parade sincethese Punjabis were not only very stout, anyone looking at their facial features could tellthat they were not Bengalis. But no notice was taken of my objection. Though I repeatedlytold the Magistrate that it would be fair if I was paraded alongwith similarly lookingBengalis since the police had with them my photograph and signature which they couldshow to the person or persons who were to identify me.

(c) that I wanted to ask a few questions to the person who came to identify me about the dateon which he allegedly saw me. But my request was not only conceded, the police officerswho came there dragged away the person who came to identify.

(d) that the entire action was carried out secretly and hurriedly and I am afraid that thereare many irregularities in it that would greatly damage my defence.

The hearing of the Lahore conspiracy case began on July 25, 1929. Before it YatindraNath was arrested and sent to Lahore jail on June 4, 1929 where all the undertrials ofthe Lahore conspiracy case demanded improvements in jail administrations andstarted a hunger strike in support of their demand. The hunger strike continued for along period. Yatindra Nath Das attained martyrdom on September 13, 1929, afterfasting for 63 days.

On August 7, 1905, the SwadeshiAndolan began as a movement to

build national self-reliance. The Swadeshi movement sought to oppose British rule and encourage the ideas of self-help, swadeshi enterprise, national education, and use of Indian languages. To fight for Swaraj, the radicals advocated mass mobilisation and boycott of British institutions and goods. This was seen as a necessary precondition to ultimately and effectively challenging the British rule. The Swadeshi programme developed along two lines - of reviving traditional crafts that had been destroyed by competition from the British goods and of building indigenous industrial enterprise on modern western lines. The boycott of imported textiles, revival of Indian crafts, and a rise in demand created by the Swadeshi movement did provide an important stimulus to handloom-weaving.050821

The National Handloom Day is observed annually on August 7 to honour the handloom weavers in the country and also highlight India's handloom industry. Prime Minister Narendra Modi, in the 79th edition of Mann Ki Baat, talked about nation building by being #VocalForLocal. He said, "Supporting local entrepreneurs, artists, craftsmen, weavers should come naturally to us. The National Handloom Day on the 7th of August is an occasion when we can strive to attempt that." He encouraged the citizens to make it a point to definitely buy handloom products being made in rural areas and share it with #MyHandloomMyPride.

What is National Handloom Day?National Handloom Day was first

celebrated in 2015 when the Hon'ble Prime Minister launched the India Handloom Brand for branding of high quality handloom products to promote production of niche handloom products with high quality, authentic traditional designs with zero defect and zero effect on environment. Since the launch of the Brand, 1590 registrations have been issued under 184 product categories (as on March 31, 2021). India Handloom Brand has partnered with 103 Retail Stores, to showcase and sell the exclusive IHB items from their stores.

National Handloom Day seeks to focus on the contribution of handlooms to the socio-economic development of the country and also increase the income of weavers. The major objective is to generate awareness about the importance of the handloom industry and create a market space which cater especially to the demand for diverse products among the younger generation and export markets with high growth potential. This Day aims to increase awareness about the benefits of handloom, role of weavers, and support the handloom weavers by encouraging everyone to buy handloom products.

Why celebrate handlooms?Handlooms are environmentally

friendly, and a viable way to make a living. The handloom sector provides 4.33 million people with jobs, and is the second largest source of employment in rural

India. Around 95% of the world'shandwoven fabric comes from India.Handloom mainly uses natural fiber likecotton, silk, wool, jute, etc. Therefore, it iseco-friendly. We can make it even moreeco-friendly by using vegetable dyes andother organic products.

Handlooms are important not only foraesthetic and cultural reasons, they arealso essential to political and diplomaticrelations, as they are symbols of theidentity, culture and inclusive growth of acountry. More than 50 per cent of India'stotal weaver population resides in thecountry's eastern and north-easternregion. The sector has the advantage ofbeing less capital intensive. There isminimal use of energy, it is eco-friendly,and allows flexibility of small production,openness to innovations and adaptabilityto market requirements. It is a natural

productive asset and a tradition at thecottage level, which has sustained andgrown by transfer of skill from onegeneration to the other.

How does it help the local artisans?Handloom is a major source of

livelihood for tribal communities inMadhya Pradesh, Chattisgarh,Maharashtra, Odisha, Jharkhand, Gujaratand industrially backward states of NorthEastern Region. Government and Non-Governmental Organisations (NGOs)have taken keen interest in promoting thehandlooms and provide financial supportto help create business ventures. Thishas encouraged the tribal communities tocreate Self-Help Groups andCooperatives, thus building a platform forgenerating income and inculcatingentrepreneurial skills.

The Government has taken severalmeasures to boost the handloom sector.The Handlooms (Reservation ofProduction Articles) Act, 1985, HandloomCensus, Geographical Indication, e-commerce initiatives such as 'e-dhaga',capacity building programs and theoverall revival of handlooms and KhadiGramodyog industries are important stepslaunched by the Government of India toboost the handloom sector in India. Khadiwas mentioned by the Hon'ble PrimeMinister in his last Mann Ki Baat where hesaid that buying Khadi is "service topeople, service to the country". Khadi, afabric that breathes "warm in winter, coolin summer", is a handspun and hand-woven cloth which acquired patrioticstatus during Indian freedom struggle andit gave a Swadeshi spirit. Khadi, derivedfrom khaddar, can be cotton, silk or wool.The difference between khadi and otherhandloom fabrics is apparent in the

texture. The small weaving errors orunevenness give khadi its unique charm.

Apart from khadi, India is home toseveral world famous handloom products.Let us get to know about some of them.

1. Baluchari (West Bengal)This fabric is named after the village

'Baluchar' located on the banks of theBhagirathi River in Murshidabad district,West Bengal. Baluchari weavingflourished during the period of Musid QuliKhan, the Diwan of Bengal, an erstwhile

Hindu Bramin who embraced Islam.These textiles are famous for theirelaborate 'anchal' (palloo). It is a highlydecorative silk fabric having extra weft on'palloo', border, and body. Designs aremade with extra weft using silk yarn. Nozari is used as done in Benarasi or othersilk saree. The motifs are mainly derivedfrom the then social/religious customs,animals, lifestyles of people, etc and areorganised in narrative style in pallooportion. Murshidabad variety of lesstwisted mulberry silk yarn was originallyused in Baluchari sarees. Main feature ofBaluchari Sari is the arrangement ofdesign in palloo by maintaining the cornerand cross border perfectly in boxes. 'Jala'technique was originally followed byBaluchari weavers. The pictorial elementof these sarees retains a degree ofcontinuity and evidence of assimilation ofdiverse cultures giving rise to a distinctiveart form that was accommodative andsecular.

2. Kancheepuram/Kanjeevaram (TamilNadu)

Kancheepuram is the silk city as well astemple city of Tamil Nadu. The traditionalKancheepuram saree is woven in ashuttle pit loom by using adai technique. Itis carried with the help of two weavers formaking solid borders (Korvai) and petnitechnique for making contrast pallu. Thesarees are woven with the traditionaldesigns inspired from the sculptures of

temples in the town. The materials usedfor manufacturing of Kancheepuram silksarees are mulberry silk yarn and goldzari. The original gold zari used a ratio of40% silver, Copper 35.5%, 24% silk and0.5% of gold. Flattened silver wire iscoiled to conceal the core silk thread. Thissilver thread is coated with gold toproduce zari used in the production of silksarees. The speciality of Kancheepuramsilk saree is contrast border with Korvaitechnique and contrast pallu with Petnitechnique.

3. Tussar (Bihar, Chhattisgarh)Tussar is a variety of wild silk, popularly

known as Vanya Silk. The unique featureof the Tussar Silk product lies in its uniquetexture and unevenness. Rough, coarsetexture and weft bars are visible due tounevenness of the yarn. The colour variesfrom yellowish beige to brown in naturalstate. Tussar silk, alternatively known asKosa Silk, is generated by the silkwormAntheraea mylitta which mainly thrives onthe food plants Asan and Arjun.Traditionally, Tussar silk fabrics arewoven using domestic reeled Tussar silkyarn (Kosa) both in warp and weft.Sometimes, cotton and spun silk yarnsare also being used for ornamentationand extra wefted design. Generally, Pitloom is used for weaving with Jala andPatiya technique for making small buttidesigns.

4. Pochampally Ikat (Telangana)Pochampally is a well known cotton and

silk ikat weaving centre in YadadriBhuvanagiri district of Telangana. Thefabric uses simple methods to producebold geometrical designs of flowers, birdsand animal patterns. The Pochampallyfabric is perfectly reversible with the sameappearance of the design on both sides.Intensity of the colours in the design alsoappears the same on both sides of thefabric, whereas if the fabric is printed,then colours in the back side of the fabricwill be lighter. The technique of Ikatweaving is believed to be brought in thetown of Pochampally from Chirala inAndhra Pradesh. The materials used forweaving are different counts of twistedcotton yarns, silk yarns and zari,depending upon the quality of the fabric.Ikat is a weaving style that employs resistdyeing technique to impart colours to theyarns before their interlacement. Thefabric woven in this technique shows afeathered and hazy pattern.

(a) Taking anti-mosquito measures, anti-fly measures, anti-rodent and anti-pestmeasures in accordance with instructions of higher authorities.

(b) Control of various pests of Public Health Importance by use of insecticide spraywith different types of sprayers in use or as is periodically introduced in servicefrom time to time.

(c) Regular cleaning and maintenance of all spraying equipment.(d) Application and preparation of various formulations of disinfectants/insecticides

under instructions and directions of supervisory staff.(e) All sanitary duties deemed essential for the preservation of health of Naval

personnel and their families/ Naval employees may be ordered by the supervisorystaff.

(f) Collection of anti-malaria oil, kerosene oil and other stores from depot, its storageand day to day issue.

(g) Elimination of breeding places of mosquitoes and flies by source reduction andby minor engineering methods such as filling, leveling canalization, straightedging, de-weed etc.

(h) Carry out all duties connected with the setting up, shifting of any static/rovinghealth exhibitions as will be required from time to time.

(i) Any other duty considered essential in the interest of health, sanitation to be doneaccording to the directions of supervisors.

Note. The above list of duties is only illustrative and not exhaustive. Section/Department of the Indian Navy may add in the list, duties of similar nature,ordinarily performed by officials at this level.

large (for posts with Matriculation as Educational qualification) in proportion to thevacancies and it is not convenient or possible for the department to call all thecandidates for the written test, Indian Navy at their discretion may restrict thenumber of eligible candidates, whose applications are registered, by shortlistingas per merit in the ratio 1:25 to the number of vacancies based on the marksobtained in the minimum requisite educational qualification for this recruitment/post i.e. Matriculation or equivalent from a recognized Board. Merely fulfilling thebasic selection criteria does not automatically entitle a person/applicant to becalled for the written test.050821

(b) Scheme of Written Examination. All shortlisted/eligible candidates will have toappear in the written examination consisting of objective type questions based onthe Essential qualifications, as mentioned at para 4 above and bilingual in bothEnglish & Hindi (except for General English) covering aspects as below:-

The test will include questions onanalogies, similarities and differences, space visualization, problems solving,analysis, judgment, decision making, visual memory, discriminating observation,relation concepts, verbal and figure classification, arithmetical number series,non-verbal series etc. The question will be designed to test the ability ofappropriate use of numbers and number sense of the applicant. The scope of thetest will be computation of whole numbers, decimals, fractions and relationshipsbetween numbers, percentage, profit & loss, ratio and proportion, square roots,averages, interest, time & distance, time & work, height and distances, degree &radian measures, basic algebraic identities of school algebra and elementarysurds, bar diagram and pie chart & histogram.

(ii) General English. in addition to the testing of candidates understanding ofEnglish language, its vocabulary, grammar, sentence structure, synonyms,antonyms and its correct usage etc.

(iii) General Awareness. The test will include questions relating to India and itsneighbouring countries especially pertaining to sports, history, culture, geography,economics scene, general policy including Indian Constitution and scientificresearch etc. These questions will be such that they do not require special studyof any discipline.

(iv) Awareness in relevant field. The test will include questions relating to post, asper the essential qualification specified at para 4, above.

(d) Date of Examination. Exact date, time and venue of written examination will becommunicated on the Admit card issued to the shortlisted candidates. IndianNaval websites www.indiannavy.nic.in may also be referred from time to timefor any further instructions/amendments.

It may be noted that only such persons would be eligible for agerelaxation in services/posts who suffer from not less than 40% (per cent) ofrelevant disability. The candidates are to enclose PwBDs certificate indicatingpercentage of disability issued by Competent Medical Authority, if applicable.

(h) The benefit of reservation under EWSs can be availed upon production of anIncome and Asset Certificate issued by a Competent Authority as per the formatpromulgated vide DoP&T OMs F No. 36039/1/2019-Estt (Res) dated 31 Jan 19while submitting the applications.

(i) The Governmentt Servants are to enclose self-attested copy of No ObjectionCertificate from the Employer with the application and produce original ondemand.

(k) A self-addressed envelope of size 23x13 cm with postage stamp of Rs.45/-affixed on it.

(I) All Armed Forces personnel applying for the post should forward undertaking asper DOP&T OM 36034/2/91/Estt.(SC) dated 03 Apr 1981 to avail age relaxation.

(m) The person with disability who want to avail benefit of age relaxation have tosubmit disability certificate issued by the Competent Authority in the format givenin Annexure I of Gol DoP&T OM 36035/1/2012-Estt.(Res) dated 29 Nov 2013.

10. General Instructions/Conditions(a) The applicant must possess the required criteria and educational qualification as

mentioned in the advertisement. Similarly, candidates who have passed from arecognized Board / Institution which has 'Grade Point' system need to get theirgrade point converted into percentage of marks by appropriate authorities beforeapplying.

(b) If the candidates commit any mistake in filling the application form, no change willbe allowed.

(c) The applicants must ensure that while filling their application form, they areproviding their valid and active e-mail IDs and mobile number as Indian Navy mayuse either mode of communication for contacting them at different stages ofrecruitment process. Indian Navy will not be responsible for non-receipt of e-mail/SMS. No change in mobile number and e-mail Ids will be entertained aftersubmission of application form.

(d) Candidates should not submit multiple applications for the same post.(e) Only Indian nationals can apply for the above post.(f) The applicant should ensure that he/she fulfills the eligibility and other norms

(m) In case, the applicants working in Central / State Govt etc. fails to produce theNOC when demanded, his/her candidature will not be considered.

(n) The Persons with Benchmark disabilities, who want to avail benefit of agerelaxation should be in possession of disability certificate issued by theCompetent Authority in the prescribed format given at enclosure of GOI/ DOP&TOM 36035/1/2012- Estt.(Res) dated 29 Nov 2013. The formats of the certificatesare available on www.indiannavy.nic.in.

(o) As per Ministry of Human Resource Development Notification No. F.6-1/ 2013-DLdated 27 Aug 2018 published in Gazette of India dated 01 Sep 2018, all thedegrees awarded through Open and Distance Learning mode of education by theUniversities established by an Act of Parliament or State Legislature, InstitutionsDeemed to be Universities under Section 3 of the University Grants CommissionAct, 1956 and Institutions of National Importance declared under an Act ofParliament stand automatically recognized for the purpose of employment toposts and services under the Central Government, provided they have beenapproved by the University Grants Commission and wherever necessary by AllIndia Council for Technical Education for the programmes for which it is regulatoryauthority.

(p) The vacancies shown above are provisional and may vary. The vacancies maybe reduced/increased or even made nil without assigning any reason thereof. Therecruitment process can be cancelled/ postponed/ suspended/terminated withoutany notice/assigning any reasons, at any stage.

(s) Indian Navy has the right of cancelling the candidature of any applicant foundindulging in any malpractice/Unfair means or hiding any material information,misrepresenting facts or canvassing for candidature. Mobiles and other electronicgadgets are banned within the premises of the examination centres. Possessionof such equipment whether in use or in switch off mode, during the examinationwill be considered as use of unfair means. All such applicants will be liable to bedebarred from this examination as well as future examinations. A criminalproceeding may also be initiated.

11. Important Instructions to the candidates:-(a) Before applying, candidates are advised to go through the instructions given in

the notification very carefully.(b) The Indian Navy will not undertake detailed scrutiny of the applications for the

eligibility and other aspects at the time of written examination and, therefore,candidature will be accepted only 'provisionally'. The candidates are advised togo through the requirements of educational qualifications, age, etc. and satisfythemselves that they are eligible for the post. Supporting documents enclosed bythe candidate will be verified at the time of Document Verification. When scrutinyof application is undertaken, if any claim made in the application is not foundsubstantiated at any stage, the candidature will be cancelled and the IndianNavy's decision shall be final.

(c) Candidates seeking reservation benefits available for OBC/SC/ST/EWS/ESMmust ensure that they are entitled to such reservation as per eligibility prescribedby Government of India and in the Notification. They should also be in possessionof the certificates in the prescribed format by Government of India, in support oftheir claim. The formats of various certificates are also available in the IndianNavy website: www.indiannavy.nic.in.

(d) Candidates with physical disability of 40% and more only would be considered asPersons with Benchmark Disabilities (PwBDs).

(e) Central Government Civilian Employees claiming age relaxation should producea certificate in the prescribed format from their office at the time of documentverification in respect of the length of continuous service which should be for notless than three years during the period immediately preceding the closing date forreceipt of application. They should remain Central Government civilian employeetill the time of appointment in the event of their selection.

(f) Only one application form for a post is allowed to be submitted by a candidate.Therefore, the candidates are advised to exercise due diligence at the time offilling their application forms. If a candidate submits multiple applications andappears in the examination (at any stage) more than once, his/her candidaturewill be cancelled and he/she will be debarred from the future examinations of theIndian Navy.

(g) The candidates must write their name, date of birth, father's name and mother'sname strictly as given in the matriculation certificate otherwise their candidaturemay be cancelled as and when it comes into the notice of the Indian Navy.

(h) Applications with illegible/blurred photograph/signature will be rejectedsummarily.

(i) Request for change/correction in any particulars in the Application form, oncesubmitted, will not be entertained under any circumstances.

(j) Candidates are advised to fill their correct and active e-mail address and mobilenumber in the application form as correspondence may be made by the IndianNavy through e-mail/SMS.

(k) The candidates must carry at least one latest photo bearing identification proofsuch as Aadhaar Card with a photograph/PAN Card/Passport/Driving Licence/Voter's ID Card/Bank Passbook with Photograph in original to the Examinationvenue, failing which they will not be allowed to appear for the same.

(I) Mobiles and other electronic gadgets including Bluetooth devices are bannedwithin the premises of the Examination Centres. Possession of such equipmentwhether in use or in switch off mode, during the examination will be consideredas use of unfair means. Candidature of such candidates will be cancelled. Theywill be liable for further action including initiation of criminal proceedings anddebarment from Indian Navy's examinations, as may be decided by theCompetent Authority.

(m) In case of fake/fabricated application or documents which have been tamperedwith by misusing any dignitary's name/photo, such candidate will be heldresponsible for the same and liable for suitable legal action.

(n) Candidates should check their Admit Card carefully and bring the discrepancies,if any, to the notice of the Invigilator before the examination. No correspondencewill be entertained post examination in this regard.

(o) If a candidate fails to attend on the date and time indicated for examination of theadvertised post, his/her candidature will be treated as cancelled.

(p) Candidates are advised not to bring any valuable/costly items including Mobilephones to the examination as safe keeping of the same cannot be assured. TheIndian Navy will not be responsible for any loss in this regard.

(q) Candidature can be cancelled at any stage of the recruitment on any otherground which the Indian Navy considers to be sufficient cause for cancellation ofcandidature.

(r) Calling for completion of written examination/pre-recruitment formalities does notentitle any individual for appointment for the selected post. Candidature of anyindividual may be cancelled for the said post, if at any stage; it is found that theindividual does not fulfil the eligibility criteria for the advertised post. The decisionof the competent authority regarding issue of appointment order to the individualfor the selected post will be final.

(s) Higher qualification if any, possessed by the candidate is to be disclosed in theapplication form. Future requests for addition of higher qualification, if any,obtained prior to appointment will not be entertained.

(t) The decision of the Indian Navy in all matters relating to eligibility, acceptance orrejection of the applications, penalty for false information, mode of selection,conduct of examination(s), allotment of examination centres and preparation ofmerit list & force allocation, debarment for indulging in malpractices will be finaland binding on the candidates and no enquiry/correspondence will be entertainedin this regard.

12. Action against candidate found guilty of misconductIf candidates are found to indulge at any stage in any of the malpractices listedbelow during the conduct of examination, their candidature for this examinationwill be cancelled and they will be debarred from the examinations of the IndianNavy for the period mentioned below:

This draft of instructions and speechesof Gandhiji and other leaders at the AICChelps to give an idea of the movementcontemplated. This finds furthercorroboration in the programme chalkedout by Dr Rajendra Prasad for theguidance of the people of Bihar which isreferred to in his autobiography. Therewere to be some significant departuresfrom the earlier satyagrahas. “Themovement was not to be confined toCongressmen only”, Sardar Patel made itclear but it was intended to “take in allmen who called themselves Indians”. Itwas to be a mass movement and everyelement of the society, the princes, thepeasants, the soldiers, the civilians, theworkers and the students were calledupon to play their role in this “finalstruggle”. Unlike earlier movementspeople were not to court arrest voluntarilyand if excesses were committed by theGovernment, resistance was to beoffered. There was to be no submission tocoercion or injustice. Soldiers were on theother hand, asked to refuse to shoot downtheir own brethren. Villagers andlabourers were to refuse to vacate theirfarms and homes required for militarypurposes, unless suitable compensationwas offered. “We do not want to hindermilitary activities but neither shall wesubmit to arbitrary highhandedness.”Those employed in Government offices,Government factories, railways, postoffices, were not to go on strike in theinitial stages of the struggle. But theywere expected to inform the authoritiesthat they were with the Congress and itwas “their clear duty to resign if asked toperpetrate excesses.” Students were toboycott schools and colleges and thoseabove 16 years of age were to participatein the struggle. Princes were warned to“read the sign of the times and part withthe responsibilities of administration totheir subjects; otherwise they would haveno quarter in free India”. The movementwas to start with hartals but no one was tobe coerced to close his shop. Processionsand meetings were to be arranged only invillages where there was no fear ofviolence or disturbances. In case of arrestof a leader, another was to take his placeand in the last resort, everyone was to behis own leader. Salt was to bemanufactured wherever possible andthose who had “the courage and areprepared to risk their all should refuse topay even the land tax to the Governmentwe cease to recognize.” It wasemphasised that if anybody had the spiritof communalism or harboured hatred orill-will against Englishmen, he would besthelp the struggle by keeping aloof. Thestruggle was to be carried on ceaselesslyand Gandhiji’s last message to the nationimmediately before his arrest was ‘Do orDie’. “Every man is free to go to the fullestlength under ahimsa by completedeadlock, strikes and all other non-violentmeans. Satyagrahis should go out to dieand not to live. It is only when individualsgo out to seek and face death that the

nation will survive— Karenge Ya Marenge(we shall do or die)”.

Gandhiji thus envisaged a movementwhich was to be more forceful and widerin scope than his earlier satyagrahas. Butnon-violence was to remain the sheet-anchor and secrecy was to be opposed.

The phraseology used by Gandhiji inhis various statements in the monthspreceding his arrest as, “thecontemplated struggle was to be aconflagration....I would not hesitate totake any risk howsoever great; after all itis an open rebellion....My intention is tomake it as short and swift aspossible...Leave India to God. If that is toomuch then leave her to anarchy....”(Harijan, 24 May) and his last messagebefore arrest ‘Do or Die’ had no doubtsimilarity with the war slogans at least tothe western ear, accustomed only tobattles in which both parties are armed,but anyone who had been a carefulfollower of Gandhiji’s speeches andwritings, as pointed out by HoraceAlexander of the Society of Friends,London, or one who had lived in theatmosphere of his mind as the millions inIndia had done, they must appear in quiteanother light. For Gandhiji any systematicbreach of law, howsoever non-violent wasopen rebellion. It may be pointed out herethat extracts from his writings had beentorn from their context and a ‘sinister’meaning put upon them by presentingthem in a false setting.

A careful study of the availablematerials including Gandhiji’scorrespondence with the Governmentand the proceedings of the WorkingCommittee and the All India CongressCommittee and the statements made bythe leaders like Pandit Jawaharlal Nehru,Sardar Vallabhbhai Patel and MaulanaAbul Kalam Azad before and after theirrelease, bring out clearly that “violencewas never contemplated by Gandhiji atany stage.” The main emphasis of theBombay Resolution was that the People“must remember that non-violence is thebasis of this movement.” Even arevolutionary leader like Jaya PrakashNarayan made it clear in his open letter ofinstructions to all Fighters for Freedomthat “Gandhiji is in no event prepared todepart from non-violence. With him it is aquestion of faith and life principle.” Thearrest of Gandhiji and other leaders whoknew the working of his mind, left theresponsibility of chalking out aprogramme of action on the shoulders ofthose who had escaped arrest. Includedin them, were Achyut Patwardhan,Sucheta Kriplani, Ram Manohar Lohia,Gopinath Bardaoli and Sadiq Ali whoprepared a sort of instructions from the AllIndia Congress Committee to allProvincial Congress Committeesregarding the programme of themovement. Later on Aruna Asaf Ali joinedthe group. The movement gainedmomentum after the escape of JayaPrakash Narayan and his colleagues fromHazaribagh Jail in October 1942, whenefforts were made to coordinate theactivities in all the States.

Programmes were framed with somereorientation and in a highly significantdocument entitled The Freedom StruggleFront, the Socialist leaders unfolded theirstrategy. Their plan envisaged “acombination, a joint enterprise, a commonstand where every group, every party,every class, and section and everyindividual can find a place to fill without(losing) their separate identities”, to pushon the upsurge of a whole people.Different social groupings were to beroped in the struggle and “discontent andfrustration in each layer of society was tobe nursed into a disruptive force” to helpthe onward march of revolution. “Thetraining of workers, the issue of leaflets,news sheets, slogans, the organisation ofcontacts, the raising of funds, frequentreviews of progress and issue ofdirections to the fighting line” were to beurgent administrative problems of theFreedom Struggle Front”. The first circularissued under the signature of JayaPrakash Narayan addressed to “AllFighters for Freedom” blamed theCongress for not placing any programmebefore the people when the first phase ofthe movement, i.e., uprooting of theBritish rule in many parts of the countryhad been over. He justified the use ofarms to fight the British in terms of theBombay resolution. His stress was on“intensive propaganda work amongmasses, peasants in villages, workers infactories, mines, railways and elsewhere”.Then there was work to be done in the“Indian army and services in native Statesand on the frontiers of India”, and JayaPrakash’s other appeals were addressedto American officers and soldiers to deterfrom shooting Indians, to students, to thepeasants, and others. Programmefollowed programme and repeatedattempts at re-organising were made inthe hope of imparting new life” to thecause but by February 1943 themovement was practically over. Symbolicdemonstrations however, continued oncertain days of national importance as theIndependence Day, Tilak Anniversary,ninth day of every month, Gandhiji’sBirthday, etc., till Gandhiji’s release inMay 1944. The chief weakness of themovement was lack of coordination.

There was left no central agency afterthe arrests of the leaders to givedirections or coordinate the activities invarious provinces. The lack oforganisation, according to Jaya PrakashNarayan, “was so considerable that evenimportant Congressmen were not awareof the progress of the revolt and till latethe course of rising remained a matter ofdebate in accordance with the Congressprogramme.” Organisation meant secrecywhich had no place in Gandhiji’sconception of non-violent Satyagraha. Noless important was the lack of a clear cutprogramme of action. When the firstphase of the rising was over, there was nofurther programme placed before thepeople. Jaya Prakash cited the instanceof Ballia and some other places where thepeople had seized power but did not knowwhat to do next. A few days later acontingent of soldiers was able to restoreBritish power without much resistance.The people, according to the Socialistleader, should have set up in these areas

their own units of revolutionary Government and created their own police and militia. Lack of funds was another drawback and in this connection Jaya Prakash deplored the role of the wealthy who “have proved to be not only extremely selfish but also exceedingly small men.” The movement was mostly confined to students, peasants and the lower middle classes. Clive Branson, a British soldier, who was in India during the period was misinformed when he wrote that the proletariat and peasantry are almost completely quiet. Though the labour unions under Communist influence had decided against participation in the movement, workers did not lag behind and there were large scale strikes in mills in Kanpur, Jamshedpur and Ahmedabad. Muslims excepting the small group of nationalists followed the advice of the Muslim League leader M.A. Jinnah and kept aloof from the struggle. The Muslim League, in a resolution passed at its Bombay session on 16 August 1942, condemned the Congress in launching the movement for the liberation of the country and called on the Muslim masses to abstain from any participation in the movement initiated by the Congress and to continue to pursue their own normal peaceful life.050821

However, there were no communal clashes anywhere except on a very minor scale in isolated areas. In the earlier stages of the struggle, the Communists supported the Congress and preached violent overthrow of the British rule in India. However, in May 1943 when Russia joined hands with the Allies against the Axis, the Communist Party of India advocated the building of a “national united front of the entire freedom loving people of India for the defence of this country from Fascist oppression and for its liberation from Imperialist enslavement.” Indian Communists henceforward openly opposed the movement which, to quote the General Secretary of the Communist Party, P.C. Joshi, “cuts the nation away from freedom’s battle and divides progressive forces in Britain and India.” According to Maulana Abul Kalam Azad, the Communists “openly joined the war propaganda and did everything to help the British war effort. M.N. Roy accepted funds from Government openly and carried on propaganda in favour of war.” It must, however, be added that in spite of the Party’s directive there were a number of Communists, mostly ex-terrorists and revolutionaries who refused to follow the Party’s no-war policy.

The ‘Quit India’ Movement is a landmark in India’s struggle for freedom. It was the last and, undoubtedly, the bitterest fight for freedom ever waged against the British in India. It surpassed all the earlier movements including the Great Revolt of 1857 in dimensions and intensity. It was spread over almost all the provinces from the Himalayas to Cape Comorin. The violent upsurge of the masses and their readiness to sacrifice everything for the emancipation of the motherland showed their grim

determination to throw off the foreignyoke. It warned the British that they werenot wanted in India and that “their beliefthat any section of Indian people—theMuslims, the depressed classes or theStates’ people—favoured continuance oftheir rule was a delusion.”

The complete breakdown of law andorder in many parts of the country and the

setting up of parallel independentgovernments by the people made themrealise that they could not hold their swayover India for long. Sardar Patel echoedthe new mood of the people when he said“never before had such widespreadupsurge happened in India in the historyof the British raj, as they did during thelast three years. We are proud of the spirit

in which the people reacted... the leaderswere all of a sudden kidnapped from themidst of the people and people acted onthe spur of the moment. Non-violence hadtaken no doubt deep root but one had toface the reality that violence was theorder of the day in the whole world. Itwould be like the Devil quoting thescriptures, if the world outside criticisedIndia if she switched over from non-violentattempt to regain independence”. Theenthusiastic response of the people from

one end of the country to the other, manyinstances of individual and collectiveheroism and bravery in the face of heavyodds and their untold sufferings andsacrifices hastened the British decision toquit India. 5. Kota Doria (Rajasthan)Doria (stripe) fabrics in narrow width for

turban used to be woven in Kota in earlierdays. When Maharaj Kishore Singh, agreat patron of craft, brought weaversfrom Mysore to Kota, these weaversintroduced silk yarn to Doria weavingwhich is now famously known as 'KotaDoria'. The fabric has basic texture incombination of cotton and mulberry silkyarn in the base fabric whereas Gold andSilver Zari (fine metal threads) yarn hasextra warp and extra weft for designing.The cotton yarn provides strength andsuppleness whereas fine raw silk makesthe fabric transparent and delicate. Kotadoria fabric is woven on a traditional throwshuttle pit loom in such a fashion that itcreates a small square check pattern inthe fabric, locally called as Khat. It is alight weight open textured fabric and softto touch.

6. Paithani (Maharashtra)

Named after the Paithan region inMaharashtra, Paithani is woven by handand is made from very fine mulberry silk.More than 2,000 years old, the art wasdeveloped in the then splendid city of

Pratishthan ruled by the legendarySatavahan as ruler Shalivahana, nowPaithan in Marathwada. Main rawmaterial used for weaving Paithani sareeis mulberry silk yarn and zari. Preferably,filature silk is used as warp and charakhasilk is used as weft. Paithani evolved froma cotton base to a silk base. Silk was usedin weft designs and in the borders,whereas cotton was used in the body ofthe fabric. Present day Paithani has notrace of cotton. Paithani is woven in asimple pit or throw shuttle frame loomwithout having any designing devices. Inits weaving, the picks do not move directlyfrom one end to the other end of thesaree, width wise, but the weft yarn ofsmall lengths returns being interlaced orinterlocked with the threads of differentweft colours as per designs. Thisprocedure of returning of threads is called"tapestry" weaving which is the mostlabour intensive and time consuming one.

7. Lepcha (Sikkim)In ancient times, the Lepchas of Sikkim

were said to use yarn spun out of stingingnettle (sisnu) plants to weave clothes.Today, cotton and woollen yarn are usedtogether with vegetable dyes andsynthetic colours. Lepcha weaves or'thara' are woven on a backstrap loin loomand thus results in a shorter width. Cotton,used as a base material, is combined withmulticoloured motifs woven in woollenyarn. The weave frame is made frombamboo or various types of wood, whichis readily available. Traditional designswith different colours are used to maketharas which are used for making

bedspreads, bags, belts, curtains,cushion covers, table mats, tray clothsetc, apart from their traditional dress.

8. Muga (Assam)It was under the patronage of the Ahom

dynasty that muga culture thrived andbecame a part of the social and economiclife of the Assamese people. Muga silkwas granted Geographical Indication (GI)tag in 2007. The heritage product, wovenat Sualkuchi in Kamrup district of Assam,has a natural rich golden colour. Mugasilk, due to its low porosity, is difficult to bebleached or dyed, and hence retains itsnatural beautiful golden tint. As the fabricages its golden luster increases. In factwith every wash the quality of muga getsfiner and softer. To weave this fabricweaver, use a fly shuttle frame loom withtwo head shafts with a drafting order ofwarp, the yarn was sized. And duringweaving the pirn of weft yarn becamedamped with water to get a better texture.

9. Kani Pashmina (Jammu andKashmir)

The weaving of Pashmina is an age-oldtradition of producing Kani and JamawarShawls. Since the Mughal period,Pashmina Kani Shawl and Stoles arefamous for their delicate, intricate andtraditional patterns that are woven intothem. These are composed of threads of

Pashmina wool obtained from theunderbelly of the wild Tibetan and Ladakhmountain goats (Capra hiracus) whichhas a special luster due to its long, finefibres, which are as thin as 12 microns. InKani weaving the design is formed by themanipulation of small wooden stickscalled 'Tojis' which interlock theirrespective colored threads as theycomplete each weft of the shawl.

10. Chanderi (Madhya Pradesh)Situated on the boundary of two cultural

regions of Madhya Pradesh, Malwa andBundelkhand, Chanderi, placed in theVindhyachal ranges is home to a widerange of traditions. Specialising inproducing fine textured Chanderi sareesof silk and cotton embellished with zariwork intricately woven by hand,interspersed with the delicacy of the extraweft motifs, has for times immemorialsatisfied the refined tastes of the royalty.Chanderi silk cotton sarees displayvarious beautifully striking motifs thatinclude 'Dandidar', 'Chatai', 'jangla' etc.Weaving is done on pit as well as frameloom fitted with jala designing technique.Jala are lifted manually either by helper orweaver himself for weaving extra weftdesigns in the body and the palloo of thesaree. Due to un-degummed (raw) silkwarp, the fabric texture is somehow notvery soft. The fabric is not compactlywoven. For now, work on Light House Projects is on at a fast pace at six different locations in the country.Nowadays, apple farming is picking up fast in the Ukhrul district of Manipur. Farmers here are growing apples in their orchards. To learn apple farming these people have taken formal training by going to Himachal. One of these is TS Ringphami Young. By profession he is an aeronautical engineer. He along with his wife TS Angel has grown apples. Similarly, Avungshee Shimre Augasteena too has grown apples in her orchard. Avungshee had a job in Delhi. She returned to her village quitting this and started apple farming. agriculture. A unique initiative has takenplace in LakhimpurKheri, Uttar Pradeshduring the period of COVID itself. Here,the work of training women tomanufacture fibre from the wastebanana stems was started. Bananafibre is prepared by cutting the stem ofa banana with the help of a machineand the fibre is like jute or flax.Handbags, mats, rugs, many otherthings are made from this fibre. Throughthis, the utilisation of crop waste hasstarted. On the other hand women livingin the village have acquired anothersource of income. Delicious dishes like dosa andgulabjamun are also being made frombanana flour. Women in UttaraKannada and Dakshina Kannadadistricts of Karnataka are doing thisunique work. When more people cameto know about the banana flour, itsdemand also increased and so did theincome of these women.In Nilgiri of Tamil Nadu, RadhikaShastriji has started the AmbuRx(Amburex) Project. The purpose of thisproject is to provide easy transport forthe treatment of patients in hilly areas.Today, six AmbuRx are serving in theNilgiri hills and are coming to the aid ofpatients in remote parts during the timeof emergency. An AmbuRx is equippedwith a stretcher, Oxygen cylinder, firstaid box and other things.India recently handed over the HolyRelic or icon of Saint Queen Ketevan tothe Government of Georgia. This singleceremony has not only strengthenedthe relations between the two nationsbut also between Goa and Georgia.This is because these holy relics ofSaint Queen Ketevan were found in2005 from Saint Augustine Church inGoa. This is an incident about four tofive hundred years ago. Queen Ketevanwas the daughter of the royal family ofGeorgia. In 1624, after ten years ofimprisonment, she was martyred.According to an ancient Portuguesedocument, the mortal remains of SaintQueen Ketevan were kept in the SaintAugustine Convent of Old Goa. But fora long time, it was believed that herremains buried in Goa were lost in theearthquake of 1930. After decades oftireless efforts by the IndianGovernment and Georgia's historians,researchers, archaeologists and theGeorgian Church, the relics weresuccessfully discovered in 2005.Keeping in mind their historical,religious and spiritual sentiments, theGovernment of India decided to gift apart of these relics to the people ofGeorgia. Today, I would like to thank thepeople of Goa for preserving this uniqueside of the shared history of India and

Georgia. Goa has been the land ofmany a great spiritual heritage. At the same time, rainsand the Monsoon have always shapedour thoughts, our philosophy and ourcivilization. In ‘Ritusanhar’ and‘Meghdoot’, the great poet Kalidas hasbeautifully described the rains. Thesepoems are still very popular amongliterature lovers. The magnificence ofrains is also beautifully described in the‘Parjanya Suktam’ of Rigveda. Similarly,the relationship between the earth, thesun and the rain has been elaborated ina poetic form in the Srimad Bhagavata.My very best wishes to all of you for theforthcoming festivals. NATIONALPM launches multiple key initiatives in the education sectorOn the first anniversary of National Education Policy, NEP 2020 Prime MinisterNarendra Modi stated that 14 engineering colleges in 8 States are going to startengineering courses in 5 Indian languages. A tool has also been developed fortranslation of engineering courses in 11 Indian languages. He also added that NEP2020 lets students pursue their education in their own mother tongue and they willhave multiple options to choose their medium of instruction. Additionally, the PrimeMinister launched the Academic Bank of Credit that will provide multiple entry andexit options for students along with the guidelines for internationalisation of highereducation. He stated that India's youth will play a crucial role in the vision of Indus-try 4.0 and Digital India Mission.

27% reservation for OBCs, 10% for EWS in medical coursesThe Government has announced 27 per cent reservation for OBCs and 10 per centreservation for Economically Weaker Section in the All India Quota Scheme forundergraduate and postgraduate medical and dental courses from the current aca-demic year 2021-22 onwards. This decision will benefit nearly 1,500 OBC studentsin MBBS and 2,500 OBC students in post graduation. It will also benefit around 550EWS students in MBBS and around 1,000 EWS students in post graduation.During the last six years, MBBS seats in the country have increased by 56 per centfrom 54,348 seats in 2014 to 84,649 seats in 2020. The number of PG seats hasalso increased by 80 per cent from 30,191 seats in 2014 to 54,275 seats in 2020.

Parliament passes Juvenile Justice Amendment Bill 2021Parliament, on July 28, passed the Juvenile Justice (Care and Protection of Chil-dren) Amendment Bill 2021. While the old law stated that adoption of a child is finalon the issuance of an adoption order by the civil court, the amended Bill providesthat instead of the court, the district magistrate (including additional district magis-trate) will issue such adoption orders. Under the 2015 Act offences committed byjuveniles were categorised as heinous offences, serious offences, and pettyoffences. Serious offences included offences with three to seven years of impris-onment. The amended Bill adds that serious offences will also include offences forwhich maximum punishment is imprisonment of more than seven years, andminimum punishment is not prescribed or is less than seven years.

Parliament passes Factoring Regulation (Amendment) Bill,2021Parliament has passed the Factoring Regulation (Amendment) Bill, 2021 wideningthe scope of entities which can engage in factoring business. Factoring business isa business where an entity acquires the receivables of another entity for anamount. The Ministry said the Hague ApostilleConvention, 1961 abolishes the requirement of legalization of foreign documentsfor use in any member country, once a document is apostilled including e-Apostilleby a competent authority of the country where the document originates. It said,therefore, no further attestation or legalization by an Indian Mission or Post of anapostilled document is required for use in India as India is a member of the HagueApostille Convention.

Australia to return 14 artworks to IndiaAustralia will return 14 artworks to India, including at least six believed to havebeen stolen or illegally exported.
