Willis incloses editorials fiomtho daily papers of Honolulusevorely reflectiug on Clahmd,Greshnm and Blount, and askinginstructions on the subject.
The matter of chief ialrresi inthe corresjondeuce is PresidentBole's letter to "Willis givingspecifications, as to the attitude ofthe United. ,'In view of the above, a replyto your last communication maynot be necessary, noroue be rondoxoept from the desire that my

Continuing, Willis says he isnot at liberty to discuss mattersoccurring before his arrival, ex-
cept to Ray they were not givenunfriendly construction at thetime, Touching tho interviewpublished in a local paper 2sov
ember 16th, quoted from by Doleiu his letter, Willis points ontthat the fact wore that on Novem-
ber loth, Damon, Min'ster ofFinance, came to tho UnitedStates Legation saying there worerumors of an attack that night orthe next morning on the Govern-ment building, and tho guardshad been increased. Willis toldDuinu that the Japanese Consulind British Minister badrapiost-e- d
him to undertake the protect-ion of their people from approbonded mob violence, also friendsof tho Quoen. In view of thisWillis said to Damon: "I do notwish to interfere in any way withyour domestic affairs except withyour approval. If you do notbjoct, however, I will publicly
announce that the United Stateswill to to prevent mobvioleuce." Damon expressedpleasure at Willis attitude in thematter thon and afterward. LutorDole himself expressed approvalaid satisfaction at what occurred.Tt was generally accepted as hav-
ing had nu excellent effect.
Willis adds: "The action wasmount nnd understood at thetime as in the iuterost of ponce, humanity and good order andwill, after this explanation noluger, 1 hope, bo consideredevidence of hostility v
Willis denies that he said any-
thing to tlio delegation of theAmoricau League on Xovomber17th which could bo construed hsunfriendly. Willis refers to therevocation on November 29th bythe Provisional Goverumont ofpermission for the United Statesforces to laud for drill. Ho saysno ieson was given and ho knowsof none, bni the revocation wasrespected and no anned U. S.troops havo landed since for thator any other purpose. Ha remindsDole that under the Constitutionthe United States Congress alnecan declare war, and as the Pre-sident distinctly announced hewould only act within the con-
stitutional limits of the Executivepower, he precluded the idej ofusing force, and affirmed his declaration of November 1st, delivered through Secretary Gresham.not "to do anything which wouldcause injury io life or property ofuv one at the islands."
As to visiting citizens, referredto in Dole's letter, who witnesseddrills and other warlike preparations on board United Statesvessels, tins says: "xaeir ap-
prehensions would hre beenpromptly allayed by the informa-tion thai what they saw thatFriday they could see any thirdFriday in the montb.it being theusual squadron routine drill, vis:Boat drill, fire party, arm andaway, requiring the knapsack, etc,

"You state 'there was almost awell-nig- h nniversal belief in thecity that you were about ioattempt to land the naral forcesof the United Stttes-- to enforcethe execution of the President'spolicy." My answer is, my Gov-

Furthermore, as frankly admittedby yon in this correspondence,'your Government itself did notentertain this apprehension. "
As to the Hawaiian Governmentbeing refused permission to senddispatches by the dispatch boatCorwin, Willis says tho navalofficers nnd the public generdlywore refused such permission, aud no inferencoof unfriendlinessshould be drawn therefrom.
Willis continues: "In para-graph 26 you quoted from myaddress of December 19th,submitting tho viows of tho Pre-
