Agriculture and Forestry Commissioner Mike Strain, D.V.M., addressed the group during convention, and said farms like the Smith’s were a testament to the endurance of farmers as a whole.

“We honor you today,” Strain. “I know tomor-row will bring great challenges, we’ve faced them before, but we remain strong and resilient.”

Stephen Aus-tin, president and CEO of Louisi-ana Land Bank, agreed. The bank was also a sponsor of the event.

“It’s been said that everyone is from somewhere and I’ve always been glad to be from the farm,” added Austin said. “We grow up fast on the farm. We value

hard work, patience and persistence.” The Smith farm has seen many changes

over the years from manual to mechanized labor.

“You have to be dedicated even when times are bad,” Smith said. “You get to enjoy all of the elements of cold, rain and heat, but then you get to enjoy the beautiful sunrises, sun-sets and even the animals.”

For Smith’s daughter, Ellen Smith Donald-son, she is excited her 12-year-old son, Hen-ry, is getting to spend the summer on the farm with his grandfather.

“I live in the city now, but having this op-portunity to expose Henry to the farm will open his eyes to something bigger than him-self,” Donaldson said. “He’ll learn work ethic, commitment to his family and he will get to experience a permanent home base. No matter where we go, that farm will always be home.”

Meanwhile, Donaldson joked that her dad is also testing his own patience by teaching Henry how to drive a tractor.

Baton Rouge, La., (June 30, 2015) – It’s that time of year when the “browning” of pine trees begins as a result of Pine Colapsis beetles feeding on the trees. Forestry of-ficials with the Louisiana Depart-ment of Agriculture and Forestry (LDAF) say if landowners who have pine trees growing on their property notice the needles turning a reddish brown, it may not be any-thing of concern.

“Before you remove the tree, take a close look at the foliage or pine needles. It may very well be temporary damage caused by the

Pine Colaspis beetle (Colaspis pini Barber). They are found through-out the Southeast and are common along the gulf states,” said LDAF Commissioner of Agriculture and Forestry Mike Strain, D.V.MForestryofficialssaytheyarenot

considered a serious pest, but can produce a browning effect when feeding in large numbers. It is very common to see foliage dam-age from the Pine Colaspis beetle during the months of June through August.

Emerging adult beetles will feed along the edges of the needles,

causing temporary damage. When high concentrations of the beetles are feeding, the host trees’ foliage will take on a “red to brown” color. Trees that are attacked rarely die and suffer very little, if any, growth loss. Attacked trees will usually “green up” by the end of the sum-mer.

Visual Indicators of Pine Colas-pis Infestations

Pines needles begin to turn “brown or red” during late-spring/early summer months.

Pine needles have “sawlike” edg-es as a result of the beetles feeding

on the foliage.Identification of Beetles: 1/4

inch long, elongated-oval, rusty yellow or brown beetle with green reflections.

Under forest conditions, no con-trol measures are recommended. Residential trees may be sprayed with an approved insecticide to prevent the unsightly damage, if desired.ContacttheLDAFOfficeofFor-

2016 Dairy Margin Protection Program enrollment now openAgriculture Deputy Secretary Krysta

Harden announced that dairy farmers can now enroll in the U.S. Department of Ag-riculture's (USDA) Margin Protection Pro-gram for coverage in 2016. The voluntary program,establishedbythe2014FarmBill,provides financial assistance to participat-ing dairy operations when the margin – the difference between the price of milk and feed costs – falls below the coverage level selected by the farmer. Harden made the announcement while visiting Wolfe's Neck Farm and dairy school in Freeport, Maine.

"More than half of our nation's dairy pro-ducers enrolled in the 2015 program, which exceededourexpectationsforthefirstyearof the program," said Harden. "We are con-fidentthatdairyfarmersacrossthecountrywill again take advantage of this safety net program for 2016. USDA will continue outreach efforts, including partnering with cooperative extension services, to ensure dairy producers are fully informed about the protections that this safety net program can provide during periods of market down-turns."

The Margin Protection Program gives participating dairy producers the flexibil-ity to select coverage levels best suited for

their operation. Enrollment begins July 1 and ends on Sept. 30, 2015, for coverage in 2016. Participating farmers will remain in the program through 2018 and pay a $100 administrative fee each year. Producers also have the option of selecting a different coverage level during open enrollment each year. Margin Protection Program payments are based on an operation's historical pro-duction. An operation's historical produc-tion will increase by 2.61 percent in 2016 if the operation participated in 2015, provid-ing a stronger safety net.

USDA also has an online resource avail-able to help dairy producers decide which level of coverage will provide them with the strongest safety net under a variety of conditions. The enhanced Web tool, avail-able at www.fsa.usda.gov/mpptool, allows dairy farmers to quickly and easily com-bine their unique operation data and other key variables to calculate their coverage needs based on price projections. Producers can also review historical data or estimate future coverage based on data projections. The secure site can be accessed via comput-er,mobilephone,ortablet,24hoursaday,seven days a week.

If electing highercoverage for 2016, dairy producers can ei-ther pay the premium in full at the time of enrollment or pay a minimum of 25 percent of the premium by Feb. 1, 2016.

NEW ORLEANS – In a sea of glitz and glamour, one dia-mond rose to the top and was crowned the 2015 Louisiana Farm Bureau Federation queen here Saturday night.

Following a tight contest between 28 beautiful women, Bailey Nicole Fournier, 18, of Washington Parish was named queen during the Louisiana Farm Bureau 93rd Annual Con-vention.

For Saturday night’s contest, Fournier wore an ivory, chif-fon gownwith a flowing skirt and a beaded top. She is adaughter of Sheryl Sicard and Philip Fournier. Fournier is a graduate of Franklinton High School, where she was an All-District First Soccer Team selection and captain of the school’s girls varsity soccer team. In addition, she was an Area IV officer for Louisiana FFA. Fournier recently re-turned from a mission trip to the Dominican Republic. She will attend Louisiana Tech University in Ruston to pursue a degree in agricultural business beginning this fall.

As queen, Fournier will represent the Louisiana Farm Bu-reau Federation at major state festivals and other events. She also will participate in next year’s convention activities, as well as other activities. Outgoing Queen Allie Nicole Doise saidshelearnedalotfromherreignfrom2014to2015.

“This was one of the best years of my life,” Doise said in a tearful farewell address. “I learned a lot about Louisiana agriculture and I met a lot of amazing people.”

First runner-up was Camila Carrera, 17, of Pointe Coupee Parish. Carrera wore a black, off-the-shoulder fitted gownwith a peek-a-boo split, edged in crystals. Carrera is a junior atLivoniaHighSchoolwhereshehasmaintaineda4.0grade

point average. She is an avid dancer who said she learned dis-cipline, poise and grace, as well developed a sense of perse-verance, persistence and determination from the art of dance. After graduating from high school, Carrera, a daughter of Jaime and Reina Carrera, plans to attend college and pursue a career in medicine.

Rebekah Leanne Aultman, 18, of Franklin Parish was sec-ond runner-up. Aultman, a daughter of Rick and Jean Ault-man, is a 2015 high school graduate. She received an out-standing student scholarship to Northwestern State Universi-ty where she will attend this fall and serve on the President’s Leadership Team. Aultman is a two-time state champion volleyball player and a member of the All-State team. She has been a leader in her church youth group and participated in mission trips. Saturday night, Aultman wore a royal blue chiffon gown, accented with a splash of crystals across the bodice.

Kristen Ashford was named Miss Congeniality. A 19-year-old from West Baton Rouge Parish, Ashford is a daughter of Mike and Laynea Ashford. She is a graduate of Redemptor-ist High School and attends the University of Louisiana at Lafayette where she maintains a 3.8 grade point average as a student in the nursing program. Ashford was a member of the university’s homecoming court and a Phi Mu sorority Butterfly.Her futureplans are to becomeapediatric nursepractitioner and join the Louisiana Farm Bureau Federation’s Young Famers and Ranchers program. For Saturday night’s contest, Ashford wore a white chiffon gown with a pearl and crystal-encrusted bodice.

BATON ROUGE, La. – The kudzu bug, an invasive pest from Asia, continues its trek into Louisiana.

LSU AgCenter scientists have been monitoring the movement of the insect sinceitwasdiscoveredin2014inLouisianaafter moving in from Mississippi.

Pointe Coupee, Lafayette and Webster are the latest parishes to be added to the list, according to LSU AgCenter entomologist Jeff Davis.“In 2014, the bug was first seen in the

following parishes: Concordia, West Carroll, Tangipahoa, Washington, West Feliciana and East Baton Rouge,” Davis said.

Before being found in East Baton Rouge Parish, the insect was not known to reproduce in soybeans, Davis said.

“We know that it overwinters as adults. Then they go on to kudzu because it’s about the first thing to green up in the spring,”Davis said. “It then moves on to soybeans in the warmer months and then back to kudzu in fall.”

This pest has been on a westward course acrosstheU.S.sinceitwasfirstspottedinGeorgia in 2009.Davis said the first sighting of the pest

was nearAtlanta’s Hartfield InternationalAirport, which leads him to believe the pest entered this country on shipping containers or luggage.

It is believed that humans are the main transport vehicle for this invasive species, either on vehicles or on clothing.

“The pest is known for catching rides, even though it canfly,”David said. “It isattracted to white objects, so white or other light-colored vehicles would probably be their selection for hitchhiking.”

The name of the insect may be a bit deceiving because it is also known to feed on the stems of soybean plants and other legumes.

This is not a pest that farmers will want around their fields because it is capableof reducing yields by about 20 percent, he said. “That’s compared to up to an 80 percent reduction in yields by stink bugs.”

Kudzu bugs are not pod-feeders like a stink bug. Instead, they feed on the stem and leaves of plants.

On the positive side, the kudzu bug is not hard to control. The same chemicals used to control stink bugs will control the kudzu bug, Davis said.

A negative is kudzu bugs are about the same size as ladybeetles and are known to overwinter in homes as well as in tree bark and under leaves.

Because using powerful insecticides in the home is not an option, Davis recommends using a shop vacuum to collect the insects, then place them in a plastic bag and put it in the freezer for a few weeks to kill them.

It’s not known what the coldest temperatures are that this pest can survive in, but the kudzu plant is known to be in areas as far north as Ontario, Canada.

“In areas with really cold winters last year like Georgia, North Carolina and South Carolina, they aren’t having much of a problem with the pest,” Davis said. “We, on the other hand, have had relatively mild winters since 2010.”

The kudzu bug is now known to be in Missouri, Kentucky, Tennessee, Arkansas, Florida, Virginia, North and South Carolina, Alabama, Mississippi, Louisiana and Georgia.
