Even though both fire fighters have served the base for many years, GTMO Fire Chief Ian Meyers said they had been overlooked for a de- served promotion. Currently, 73 out of 80 per- sonnel that work at the fire de- partment are foreign nationals. “In my books, these men deserve this promotion more than any active serving fire fighter in GTMO,” said Meyers. “The promotion they have earned helps motivate younger firefighters – to show them that there is an avenue for them to move up the lad- der, as long as they work hard. And, they all work very hard.” Both firefighters have been members of GTMO’s fire de- partment since 1969 and have lived through many historical changes here. Rookwood and Stewart re- call the wooden structures that used to be personnel offices and barracks way before the modern structures of GTMO today. More Hospital Patient parkingIn response to patient suggestions to the command-

ing officer of U.S. Naval Hospital, Guantanamo Bay,the Operating Management Department (OPMAN)has installed five double-sided signs that display, “Pa-tient Parking Only.”

The signs are located at the inner parking spotsclosest to the hospital entrance.

Additionally, OPMAN has painted several adjacentparking spots as “Patient Parking Only.” OPMAN hasordered more signs for the outer parking spots andwill install them when delivered.

This will designate 20 parking spots, closest to thehospital entrance, for patient use only.

Master Chief Petty Officer of the Navy(MCPON) (SW/FMF) Joe R. Campa Jr.took the helm of the enlisted force as theNavy’s eleventh MCPON, receiving theceremonial cutlass from MCPON (SS/AW)Terry D. Scott, in a change of office cer-emony at the Washington Navy Yard, July10.

The ceremony marked the conclusion ofa 29-year Navy career for Scott, who heldthe office of MCPON the past four years.

“He led,” said Chief of Naval Operations(CNO) Adm. Mike Mullen. He elaborated,explaining how Scott’s leadership engagedSailors to “bring all manner of people to-gether to solve problems.”

Mullen stressed that many of the newprograms for today’s Sailors were a resultof Scott’s efforts, such as greater educa-tional benefits, redesigned uniforms that aremore attractive and durable, plus incorpo-rating a ”culture of fitness” aimed at im-proving both physical and mental health.

The CNO also recognized that Scott con-tinued to work until his very last day inoffice, giving a recent interview to a majornews station about the problem of preda-tory lenders, businesses targeting Sailorsfor payday or title loans with enormous in-terest rates.

Mullen then congratulated the newestMCPON.

“Master Chief Campa is not just an ex-ceptional corpsman, he’s a terrific leader -a command master chief with an enormouswealth of experience in the fleet that makeshim the right Sailor at the right time to fol-low MCPON Scott,” Mullen said. “MasterChief Campa, you must know how big the

shoes you must fill are, and I have everyconfidence in you. I appreciate your ser-vice and your willingness to step up to thisenormous responsibility.”

Campa thanked Scott and his wife in aspeech after he accepted the office, offer-ing his deep appreciation for their hardwork improving the lives of Sailors andNavy families.

“Together you have made the Navy abetter place,” he said.

Campa then acknowledged his predeces-sors and set the direction for his term in

Giggles spilled out of thechildren’s room at the MWRCommunity Library on Mon-day, as Kenisha Stewart, li-brary aide, used her spiderpuppet to encourage readingand language in a group of in-fant to 2-year-olds.

After singing the ABC’sand puppet play, she went onto read an island-theme bookentitled “How I Became a Pi-rate.” The book title was notaccidental.

This year’s summer readingtheme is “Voyage to Book Is-land.”

This is the second year thatthe GTMO library has partici-pated in the program, spon-sored by Navy General Librar-ies (NGL).

NGL purchases guidebookswith the year’s chosen themefor libraries Navy-wide.

This year’s NGL packageincluded an ‘Island’ book log,games, and a variety of island-theme ideas for program co-ordinators like Stewart to useto create lesson plans, whichcan help encourage children to

read.Children from infant to 15

years of age can show up forone hour on their scheduledday of the week, based ontheir age-group, to enjoy read-ing and a surprise island-theme project.

Stewart admits it’s not al-

ways easy coming up with cre-ative activities for the chil-dren.

“The challenging part iscoming up with new ideas ev-ery day, and deciding how Ishould use the materials in thepacket,” said Stewart, “I try tomake it fun for the kids, so it’snot just reading a book, andthat’s it.”

Maxine Becker, MWRCommunity Librarian, knowsthe value of taking part in pro-grams like these, and hopes toencourage the love of readingin each child.

“My hope is that they willbecome life-long readers, thatthey can enjoy the excitementof other worlds through read-ing,” said Becker.

“We want them to realizethat there are many forms ofentertainment today, not justpassive interaction. We notonly want to encourage read-ing, but to make sure readingis considered fun and an ad-venture.”

“The other day we had somuch fun,” said Stewart."

”We tried to get them in thespirit of being on an island bylooking for a treasure. I madea treasure map for a group of4th-graders, and they followedthe map clues to find a hiddentreasure. They learned aboutmap skills and following di-rections. We then had them dosome group reading and gavethem a list of island-themewords, so they could write ashort story.”

One requirement of the pro-gram has children write thetitles of the books they readin their own book log.

They record every bookthey read at home during theweek, those that are read tothem, and books they read in-dependently during their li-brary visits.

Each child has a goal of 10books per month. At theprogram’s end, the childrenwho read the most books willreceive prizes.

Stewart has been surprisedby the response since theprogram’s start June 30.

“I didn’t think we wouldhave such a good turnout,”said Stewart, “But everydaythe kids show up right on time.I think they are enjoying it be-cause they always ask me‘what are we doing nextweek?’ It’s been great. Some-times they don’t want toleave.”

“I love working with thesekids,” she added. “It feelsgood to know I am enhancingtheir growth and that I taughtthem something. Hearingthem reciting things I taughtthem the week before makesme feel good.”

The summer reading pro-gram continues through July30. Parents interested in en-rolling their children can callKenisha Stewart or MaxineBecker at 4700.

U.S. Naval Hospital Guan-tanamo Bay is equipped to pro-vide health care services to allindividuals residing here at Na-val Station GTMO in both mili-tary and non-military capacities.

The hospital is a fully func-tional facility offering an arrayof inpatient, outpatient, ancillary,and specialty services. A fulltime Pediatrician, Optometrist,Orthopedic Surgeon, InternalMedicine, General Surgeon,OB/GYN Physician, two Den-tists, and several Family Practi-tioners compliment the staff ofnurses, Corpsmen, and admin-istrative support personnel.

The care provided is equiva-lent to any state-side naval medi-cal treatment facility and is fullyaccredited by Joint Commissionon Accreditation of HealthcareOrganizations.

One of the busiest areas of thehospital is the Emergency De-partment (ED). The departmentconsists of a four-bed unit thatoffers acute health care services24 hours a day. Additionally, theED is responsible for supervis-ing and dispatching ambulanceservices on the base to includethe Leeward side.

Individuals who presentthemselves to the ER for care areevaluated. All patient concernsare addressed as expeditiously aspossible using an emergency tri-age system.

Some patients come to the EDwith conditions and symptomsthat do not necessitate an emer-gency room visit, but need medi-cal attention. As professionalhealth care providers, the EDstaff give all clients a thoroughevaluation to determine how thehealth delivery system can bestbe of service. All base residentsshould be reminded that anyemergent condition could neces-sitate an emergency 911 call andtransport via ambulance. Pa-tients are encouraged to use the

telephone appointment line at72110 for illnesses that can betreated at a routine physicianvisit. The Naval Hospital staffworks closely with Joint TaskForce (JTF) health care provid-

ers of the Joint Medical Group(JMG), and those assigned to theJoint Aide Station (JAS) atKittery Beach. Members of theJMG are healthcare providersfrom various state-side naval

medical treatment facilities de-ployed to GTMO to delivermedical services to detainees atCamp Delta. Personnel sta-tioned at the JAS provide firstline medical and dental servicesto JTF personnel.

JTF members are encouragedto seek care at the JAS for initialtreatment for all non-urgent is-sues. The Sick Call hours ofoperation of the Kittery BeachJAS are Monday through Satur-day, 7 – 10 a.m., and Mondays,Tuesdays, Thursdays and Fri-days, 1 – 3 p.m. The JAS can becontacted by telephone at 3395.The large medical contingencyhere at GTMO are available toprovide various levels ofhealthcare. The goal is to en-sure all patients who seek carehave their health care needs met.

Emergency room is a busy place

Guantanamo Bay is anythingbut a sleepy little village by thesea, when you’re splashingaround in the tidal pool atKittery Beach or doing a bit offishing out in the bay. ButGuantanamo Bay is no strangerto history. Guantanamo Baywas born to history when theMarines came ashore to takeCuzco Well during the Spanish-American War in 1898, and inthe eye of the storm again in the1960s when the Cold War wasat it’s peak.

Guantanamo Bay is makinghistory again supporting theJoint Task Force and their mis-sion in the War on Terror. Thethings we do today will be inhistory books tomorrow.

This is why this year’s NavyBall Committee selected the

theme of “Tomorrow’s HistoryToday” for our celebration ofour Navy’s 231st birthday.Guantanamo Bay was the firstU.S. military base on foreignsoil. We’ve been celebratingthe Navy’s birthday here for 106years!

During the month of Octo-ber, our Navy family will be cel-ebrating by coming together atNavy Balls all over the world.Here in Guantanamo Bay, weare planning two events – theformal Navy Ball, which will beheld on Oct. 20 at the Windjam-mer Ballroom, and our morecasual Beach Ball, which willbe the following evening atFerry Landing.

The formal Navy Ball givesus the opportunity to dress inour finest regalia and toast ourNavy’s great traditions. We ac-

knowledge that all of us here inGuantanamo Bay have a role inpreserving these traditions. Wesalute all the men and womenwho have played a part in ourNavy history. We rememberour heroes, especially thosewho have died serving theircountry. We recall how muchwe mean to each other, and howmuch we mean to our nation.

On Sunday, the Navy BallCommittee will be at the NEXwashing cars and selling good-ies to raise the money it takesto keep ticket prices low and puton a great occasion we can allenjoy.

We thank you for your sup-port , and in October, we hopeyou will join us in celebratingour Navy’s birthday. Be proudof our country, proud of ourNavy, and proud of each other!

Saturday, July 8, was anemotional day for the base firedepartment as they promotedseveral of their own, and saidgood-bye to their Fire Chief, IanMeyers, who departed Guan-tanamo Bay on his way to Na-val Air Station, Sigonella, Italy.

The send-off at the FerryLanding was a sight seldomseen at GTMO. Firefighterslined up on both sides of theferry-landing ramp, flanked onboth sides by fire trucks. As hepassed through the honor guard,Meyers said emotional good-byes to each fire fighter and ci-vilian personnel who workedfor the fire department. For thefirefighters, it was their tradi-tional way to pay tribute to agood leader and a friend.

“Fire Chief Meyers willsurely be missed because hemade a huge impact on this de-partment during his stay here,”said Natasha Wills, a civilianwho works in the fire depart-ment’s administration office.“He didn’t just make decisions,he believed strongly in the de-cisions he made. His heart waswith the fire department and he

took this place to a better level.”“His leadership here was

quite remarkable,” said KeionForrest, one of the firefighters.“He impacted our careers in alot of ways. He set strong ex-amples of good work ethic andleadership. He guided us verywell, and the void he leaves be-

hind will be hard to fill.”Meyers was instrumental in

implementing major changeswithin the fire department. Oneof those changes included en-suring that personnel met crite-ria for DoD qualifications forjob promotion. Before his ar-rival in GTMO, internal promo-

tion was based on time-in-ser-vice.

“Sure, the amount of experi-ence a fire fighter has is veryimportant with this job,” saidMeyers.

“However, you should beable to justify your experiencewith specified qualificationsneeded to do this job.”

Meyers said he made it hispriority to recognize those whohave potential for advancement.

“I don’t know if I could evermeet a better set of guys to workwith,” said Meyers. “I had funworking with them, becausethey are hard workers. I havenothing but respect for each andevery one of them. They ac-cepted me like a brother withall due respect. I have the samerespect for them.”

Wills said Meyers, a Hawai-ian native, brought a loving‘aloha’ and made the fire de-partment his ohana (family).

“Thanks a million, Fire ChiefMeyers, we will never forgetyou,” she said.

According to COMNAVBASEGTMOINST 4400.2, allhazardous materials (HAZMAT or HM) purchases are to gothrough HAZMAT Center, Paperclips, Bldg 188, x4608. AllHM items must be on an Authorized Users List (AUL) be-fore it can be purchased.

AUL is required for all employees or residents. To obtainan AUL, a Material Safety Data Sheet (MSDS) can be pro-vided by Paperclips. The HAZMAT facility has "Cost Avoid-ance items" that are left over or partially used HM fromother users that are available at NO COST and can be ob-tained for personal use.

Each HM container has a bar code on it. When finishedwith the material or when the seven days have expired, turnin the container to HAZMAT at Bldg 188.

As soonas you are in receipt of orders,contact your transportation/shipping office and make anappointment to meet with a re-location counselor who canadvise and assist you with yourmove.

Take House Hunting Leaveif Possible - While governmenthousing may be available atone’s next duty station, theneed or option to rent or buy ahome can best be handled byutilizing house hunting leavethat does not affect one’s an-nual leave. Some questionsthat need to be answered earlyin this regard are: Are govern-ment quarters available thatwill meet your needs given thesize of your family and theamount of household goodsyou possess? If you are inter-

ested in buying a home, are thedemographics in the area sup-portive of your needs (e.g.,proximity of good schools,commute distance to yourwork site, employment oppor-tunities for spouse, increasingreal estate values, etc.). If youplan on renting, before contact-ing a realty company, have youvisited the base housing officethat often provides a list ofapartments, townhouses andhomes for rent according toareas and price ranges?

Discard Useless Items -Over the years we all acquireitems that we no longer use orneed. Rather than having themtransported to our new dutystation, it’s best to donate themto charity or hold a “yard sell.”This is particularly important

if one has orders overseas or ismoving into a home smallerthan the one that is being va-cated. Packing and unpackingis hard enough without havingto waste time on unpackingjunk that takes up space andrequires energy to store.

Inform family, friends andbusinesses of your new ad-dress - The US Postal Serviceprovides various forms that canhelp having one’s mail for-warded either to a interim ad-dress, or directly to one’s newaddress. Others maybe upset that they were sent toa particular place instead of acommand that was at the topof their “dreamsheet.” In sofar as happiness stems from anappreciation of who we are andwhat we have received;whereas, unhappiness derivesfrom a preoccupation withwho we are not or what wehave not received; people area lot happier who come to ap-preciate what their new dutystation has to offer. Thinkpositive, explore your new sur-roundings, make new friends,and your new tour of dutymight end up being the bestone of your entire career.

Most Sailors or Marines getinvolved with home repairs orprojects at one time or another.Nothing wrong with doing so,but it takes as much planningas any job done at work. Infact, the risk-management pro-cess at work is just as criticalat home. A simple slip of ascrewdriver, miss with a saw,or stumble from a ladder caninjure or kill.

Falls while working onhome repairs or around thehouse are a big concern. OneNational Safety Council studyshowed that falls alone in thehome led to 15,900 deaths na-tionwide. All age groups arevulnerable, but older adults aremost at risk. In fact, 80 percentof those receiving fatal injuryare over the age of 65. Fallscontinue to be the major rea-son for injury-related death,injury and hospital admissionfor older adults.

Home projects result inthousands of serious injuriesand emergency-room visitseach year, according to theU.S. Consumer Product SafetyCommission. More than157,000 people are seriouslyinjured using ladders in theirhomes, and nearly 100,000 re-ceive treatment for handsawand power-saw injuries. Otherhand tools and equipment in-jure even more.

Here are three cases whereSailors injured themselvesworking or being inattentivearound the house:

In Kingsland, Ga., A PO2had finished cleaning out thegutters on his house and wasclimbing down a ladder whenhe missed a step and fell about10 feet. He landed on his shoul-der and broke his clavicle. Ac-cording to the initial estimate,he would spend 30 days onconvalescent leave.

While talking to a friendthrough the front door of hishouse in Norfolk, Va., a PO2placed his hand on the door-jamb. Everything was fine un-til his 5-year-old son slammedthe door, breaking two of hisdad’s fingers. That Sailor spentseven days on convalescentleave and 30 days on light duty.

The third case involved asimple hand tool that Sailors,Marines, men, and women usea lot: a screwdriver. A chief wasinstalling a flagpole when ascrewdriver slipped off a screwand jammed into the palm ofhis hand. The chief was tough,sucked it up, and cleaned thewound with peroxide and wa-ter. He didn’t seek medical at-tention. The next morning, hehad red streaks up his arm andhad to be hospitalized for threedays while doctors fought aninfection.

These simple tasks had un-expected outcomes. Everyyear, thousands of people getinjured doing simple things.

Planning for any event is agood risk-management step.Think about the project, in-spect the tools, make sure lad-ders or work platforms are safe,use goggles, wear gloves orother safety equipment whenrequired, don’t wear items thatcan get caught in machinery ormoving parts, and do the thingsthat will make any job safer.

As mentioned earlier, slipsand falls are the most commonproblem in the home. Here area few tips from the NationalSafety Council to reduce thesetypes of mishaps:

— Reduce clutter and safelytuck telephone and electricalcords out of walkways.

— Clean up grease, waterand other liquids immediately.Don’t wax floors.

— Use non-skid throw rugsto reduce your chance of slip-ping on linoleum.

— Install handrails in stair-ways. Have grab bars in thebathroom (by toilets and in tub/shower.)

— Make sure living areasare well lit. We can all trip andfall in the dark.

— Be aware that climbingand reaching high places willincrease your chance of a fall.

— Use a sturdy step stoolwith handrails when thesetasks are necessary.

Meyers, who has beenthe station fire chief for about18 months, left GTMO on Sat-urday for a position at NavalAir Station Sigonella, Italy.

“During my stay here, theyhave been the knowledge postthat I run to when I need help,”said Meyers. “I counted onthem because they know theirjobs inside out. They attainedthe qualifications for this ranklong before now, so why notpromote them?”

Four other firemen, RichardRobinson, Raymond Walsh,Anthony Nembhard and De-von Smith, were also pro-moted to the rank of fire Cap-tain during the promotion cer-emony.

“The world is changing

constantly and so is the natureof our job," said Robinson,who has been with theNAVSTA fire department for14 years. “We need to beahead of the curve. The wayto do so is to educate our-selves and be aware of thenecessary qualifications thatare needed for this job.”

Other firefighters took offtheir hats and cheered inhonor of Meyers, Stewart andRookwood – men who havepaved the way for them toachieve more in the fire de-partment.

“Obviously when youachieve something like this,you have to be happy,” saidStewart. “I hope the youngerfirefighters realize that oursuccess is also a result of theirhard work and dedication tothis job.”

“ I’ve always been proud ofbeing a fire fighter and thishonor,” Rookwood added. I

hope this promotion thatwe’ve earned today will be asource of inspiration to theyounger firefighters to work

hard, be professional, andthen they will see the fruit oftheir labor, no matter howlong it takes.”
