Random Audit of Program Websites Reveals Need for

Updates

As part of a project to verify web links and to gather some information, Accreditation Department staff visited several program websites. In several cases, the information on the websites appeared outdated and/or incorrect. For example, lists of faculty included individuals no longer involved with the program, including in some cases the program director. In other cases, websites described DPT programs about which the Accreditation Department has not been informed. You will remember that as a result of the agency’s review by USDE, the Evaluative Criteria were amended to include websites among the communication mechanisms that must be accurate. Programs are advised to review their websites and correct any misinformation.

New On-Line Directory of Accredited Programs Launched

With the able assistance of the staff in the APTA Information Technology Department, specifically Eileen Walsh and Chris Stephens, the on-line directory of accredited physical therapist and physical therapist assistant education programs is now available at the following URL: http://www.apta.org/Education/accreditation/Dir_Acc_PT_ED_Prog. The new Directory was developed, in part, in response to feedback from the community that the previous set of lists and directory information was not user-friendly. Additionally, because the directory information was maintained in a different format than the lists of programs, it was difficult to be sure that the information in both places was accurate. Development of the new directory required moving the directory information (program descriptions, etc.) from a word processing format to a database format. Now, all the information is in one place and is, therefore, easier to maintain. The new Directory, which replaces all of the lists of accredited programs, is based on data in the Accreditation Department database, which is updated whenever programs provide new information. The information used for the Directory is updated at least weekly and can be updated more frequently if needed. Also, in addition to accessing information about individual programs, users can also view comprehensive lists of accredited programs, including contact information; these lists can be downloaded and/or printed. BY WAY OF REMINDER: All programs are expected to provide current contact information to the Accreditation Department. Descriptive information about programs should be updated at least annually, and can be updated more frequently. It is the program’s responsibility to update the descriptive information. While the Accreditation Department will remind programs once a year to update the information, the Accreditation Department does not assume any responsibility for accuracy of the information.

APTA Board of Directors Increases Accreditation Fees

At its November 2002 meeting, the APTA Board of Directors adopted the following motion: That an accreditation fee increase of $450, to $2,700, for the four-year period commencing in 2004, be approved. Adoption of this motion means that the 2004 accreditation fee, which will be billed in September 2003, will be billed in the amount of $2700 per program. Recognizing that this is a significant increase, the Board also asked CAPTE to review its process in an attempt to reduce accreditation expenses. This is a process that CAPTE has begun. Certainly the 10-year cycle, already initiated, will have some attendant cost savings. CAPTE is also attempting to identify a “minimal data set” upon which accreditation decisions can be made; this, too, could result in cost savings. CAPTE will continue to look for ways to keep its costs to a minimum without sacrificing the quality of its activities.

Marsha Melnick Appointed to Central Panel

In August 2002, the APTA Board of Directors appointed Marsha Melnick, PT, PhD to the Commission. Dr. Melnick replaces Dr. Patrick Ford on the Central Panel. Dr Ford resigned when it became apparent that other responsibilities prevented his meaningful participation on CAPTE. The Commission and staff will miss his contributions. Dr. Melnick is now Professor Emeritus at San Francisco State University/University of California at San Francisco. She has served the agency as an on-site visitor since 1986; from 1996-1999, she served on the PT Panel of CAPTE and she was Chair during 1998-1999. Her appointment to the Central Panel was made in time for her to attend the October 2002 meeting. We welcome her back to CAPTE.

Call for Nominations to Fill Public Member Position

On behalf of CAPTE and the APTA Board of Directors, the Accreditation Department is seeking nominations of individuals to fill the position of Public Member on the PT Panel. Joanne Lyons Wooten currently holds the position; her term will expire on June 30, 2004. Identifying qualified public members is not an easy task. So, we are requesting your assistance. CAPTE's Rules of Practice and Procedure define the qualifications of the public members as follows: Public members are defined as individuals who bring the public perspective to CAPTE. A public member may not be

(i) An employee, member of the governing board, owner or shareholder of, or consultant to, an institution or program that either is accredited or preaccredited by CAPTE or has applied for accreditation or preaccreditation; (ii) a member of the APTA or any other trade association or membership organization related to, affiliated with or associated with CAPTE; or (iii) A spouse, parent, child or sibling of an individual identified above.

Past public members have included a state legislative assistant, an attorney, a manager of a social service agency, a public school teacher, an advocate for persons with disabilities, and the executive director of a state licensing agency. Appointment to the position will be made by the APTA Board of Directors at the March 2004 meeting. The term of appointment will be from July 1, 2004 through June 30, 2008. Response to Call for Comment Reveals Need for Revision of PT

Evaluative Criteria In June 2002, CAPTE circulated a call for comment about the Evaluative Criteria for Accreditation of Education Programs for Preparation of Physical Therapists. The call was sent to the program directors, ACCEs, and institutional administrators of all 212 accredited and developing PT programs; all 127 on-site visitors to PT programs; all 50 state boards of higher education; all 50 state licensing boards; other accrediting agencies (6 regional, 40 specialized); and USDE and CHEA. Additionally, the call was posted on APTA's website and was announced in PTBulletin Online, which reaches approximately 48,000 APTA members and 32,000 non-members. Seventy-nine (79) responses were received. Comments were received from nine higher education administrators, two licensing boards, and six occupational therapists. All the other comments came from members of the physical therapy community: PT program directors, PT and PTA faculty, PT clinicians and the APTA Board of Directors. In general, the comments received can be grouped into the following categories: • reduce duplication within the criteria, • improve specificity of expectations (most, but not all,

commentary related to 2.2.4.2.), • eliminate criteria duplicative of those required by

institutional accreditors, • decrease emphasis on process and increase emphasis on

outcomes, • streamline processes, and • editorial changes In light of the comments received, CAPTE determined that the criteria should be revised. In making this decision, CAPTE also considered the existing timeline for revision of the Normative Model of Professional Physical Therapist Education, as well as the implications of the current and future development of DPT programs. (See related stories at right and on page 8.)

At its October 2002 meeting, after reviewing the commentary received about the current PT evaluative criteria, CAPTE determined that the need for revision is significant enough to require the appointment of a Criteria Revision Group (CRG). Members of the CRG will be

This timeline assumes that there will not need to be a third draft. If feedback about the proposed revisions is such that a third draft is necessary, then the process will be altered accordingly and will delay adoption of the criteria to October 2004 and implementation to January 1, 2006. CAPTE Business at Fall 2002 Meeting

Revision of Position Paper on Scholarship Expectations

In response to concerns expressed about the position paper addressing scholarship expectations, in particular those that indicated that the paper was not helpful, CAPTE began the process of revising the paper. The revision was not complete at the conclusion of the meeting in October, so the Commissioners have continued the process since then, with the goal of completing the paper in time for the Combined Sections Meeting February 12-15, 2003. Unfortunately the revision was not complete at the time this newsletter went to press. CAPTE is currently finalizing the paper. When the revision is complete and has been adopted by CAPTE, it will be posted on the web site and provided to all PT program directors via email. Uniform Outcomes Assessment

Project At the Fall 2002 meeting, in anticipation of approval by the APTA Board of Directors of the Department of Accreditation's budget for 2003, CAPTE initiated the development of uniform outcomes assessment processes/tools for PT and PTA programs. This will be a joint project with the Education Section Academic Administrators Special Interest Group. The project begins with a seven-member task force comprised of three PT educators, three PTA educators and a measurement expert. CAPTE appointed two PT educators and two PTA educators; the Education Section will appoint a PT educator and a PTA educator and staff will identify the measurement expert. Members of the task force appointed by CAPTE are Karen Paschal, Tony Delitto, Candace Bahner and Linda Eargle. Once the Education Section appoints its representatives and the measurement expert is identified, the task force will begin its work. The first items on its agenda will be to define the parameters of the project and to set a timeline for accomplishment of the task. The education community will be kept apprised of the work of the task force through reports at Education Section meetings and in future editions of CAPTE Accreditation Update.

Changes in Rules Address the

Disposition of Anonymous Complaints

CAPTE adopted changes in Part 11 of its Rules of Practice and Procedure that added a provision for the handling of anonymous written complaints about programs. The Department of Accreditation receives complaints of this sort on occasion. There have not been any rules about how to handle such information, which often describes situations that appear to be worthy of investigation. Because of the anonymity, however, staff cannot follow up with the complainant, so this type of complaint has historically been noted by staff, but no action has been taken. In the belief that program faculty should be made aware of such information, CAPTE has adopted a rules change that directs staff to forward any anonymous written complaint to the identified program, for information only. The changes were made in §11.1(a) and §11.2(b). The amended rules have been posted online and are available at the following URL: http://www.apta.org/pdfs/accreditation/Part11ProgramComplaintProcedures.pdf Program directors are advised to download this information and replace the current Part 11 in your copy of the CAPTE Accreditation Handbook.

Minimal Data Set Project Part of CAPTE’s Fall 2002 meeting was devoted to a retreat that began to address the issue of identifying a minimal data set upon which accreditation decisions can be made. The retreat began with individual Commissioners identifying the relative importance of the evaluative criteria, using a format that could be viewed in aggregate by all. This exercise formed the basis for discussions about the data needed to assess programs, and the most efficient way of providing the data. The retreat was a beginning step. The information gathered will be used as this project continues. It will also be useful in the criteria revision process and in the uniform outcomes project.

New Position Paper Endorsed At its October 2002 meeting, CAPTE adopted a new position paper that addresses the Doctor of Physical Therapy (DPT) degree as a qualification for physical therapy faculty. This is the ninth in a series of papers designed to provide CAPTE’s communities of interest with more information related to CAPTE, to CAPTE’s processes, and to issues that are raised by programs. All position papers are included in the CAPTE Accreditation Handbook and can be found on the web at the following URL: http://www.apta.org/pdfs/accreditation/AppendixE-POSITION-PAPERS-ADOPTED-BY-CAPTE.pdf. Programs are advised to update their copies of the CAPTE Accreditation Handbook by downloading this information and inserting it in place of the current information.

The Doctor of Physical Therapy (DPT) as a Faculty Credential

(Adopted October 2002)

The qualification of faculty is considered by the Commission from two perspectives; that of the individual qualifications of a faculty member and the collective qualifications of the physical therapy faculty as a whole. With individual members of the faculty, the Commission seeks evidence that faculty members have education and experience in the specific curriculum content areas for which they have teaching responsibility as well as ongoing scholarship to insure thoroughness and currency in teaching in the content area(s). When considering the faculty as a whole, the Commission seeks evidence that the faculty has the collective education and experience to address the many responsibilities the faculty has, including teaching, scholarship, service to the institution and community, development and revision of the curriculum and the evaluation of student learning. When considering the Doctor of Physical Therapy (DPT) as a credential for a member of a physical therapy faculty, the Commission recognizes the DPT as the first professional degree at the doctoral level. Consistent with that, the Commission recognizes the DPT credential as evidence of professional preparation with the capability for independent practice. The Commission does not assume the entry-level DPT to indicate post-professional training in clinical practice or research. The DPT alone, regardless of when in one’s career this was obtained, does not constitute sufficient qualification for physical therapy faculty. This becomes most apparent when one considers the example of a newly licensed practitioner with the DPT. As with all entry-level preparation, individuals with the DPT as a clinical practice credential may be qualified as a member of a physical therapy program faculty when they also demonstrate evidence of additional clinical experience, specialty expertise or advanced training in the content area(s) for which they have teaching responsibilities. The Commission also recognizes that the collective responsibilities of the faculty as described above can be met when the program’s faculty includes members who possess the DPT as their academic credential when accompanied by evidence of other appropriate qualifications.

Number of Accredited Programs Declines Again After a short period of stabilization, the number of physical therapy education programs continues to decline. The chart below notes the number of accredited and developing programs as of January 15, 2003. The decline in the number of programs continues primarily in the physical therapist assistant education community, though during this reporting some of the closures were in the physical therapist education community. The numbers below represent closure of two accredited PT expansion programs and six accredited PTA programs since July 2002. Indeed, since July 1999, 34 PTA programs and 2 PT programs have closed. Additionally, there are currently two PTA programs in temporary closure (which means they have no students enrolled for a maximum of one year) and an additional seven are inactive (which means they have no students, but continue to maintain a relationship with CAPTE for a maximum of four years at which time they must reactivate their status or have it withdrawn.). These nine programs are included in the numbers below.

Number of DPT Programs Continues to Rise

The number of accredited physical therapist education programs that offer the Doctor of Physical Therapy (DPT) degree has risen to 64 as of January 15, 2003. In addition, data from the 2002 Biennial Accreditation Report, as well as contacts from programs since then, indicates that another 84 programs have the stated intention to convert to offering the DPT within the next five years, and there are 5 institutions developing new DPT programs. Should all of these programs convert as intended, 72.5% of the current accredited and developing programs (n=211) could be accredited to offer the DPT in the next five to seven years.

In addition, there are now five institutions that are developing new DPT programs: Chatham College, Langston University, Lebanon Valley College, Seton Hall University, and University of South Carolina. The process by which programs convert to offering the DPT depends on whether the program has been evaluated by CAPTE against the 1998 Evaluative Criteria. If not, the program must submit an Application for Approval of Substantive Change (AASC) for review by CAPTE prior to changing the degree being offered. If the program has been determined to be in substantial compliance with the 1998 criteria, then CAPTE considers the change of degree to be institutional prerogative and requires only a notification of the intended degree change and a description of other changes in the next available reporting mechanism, usually the Interim Accreditation Report. In both cases, however, CAPTE expects that the program will have achieved all necessary approvals to offer the new degree as required by the institution, the state higher education board and the institutional accreditor. In most cases, these processes are quite rigorous. For those programs that do not have to complete an AASC, CAPTE relies on these processes to assure the credibility of the programs being offered, at least until CAPTE’s next review of the program.

Fall 2002 Accreditation Decisions

At its Fall 2002 meeting, held October 24-30, 2002 at APTA Headquarters in Alexandria Virginia, CAPTE met to make accreditation status decisions about education programs for physical therapists and physical therapist assistants. In addition, CAPTE made three decisions by conference call. The range of decisions made by CAPTE includes the following: Programs receiving Candidate for Accreditation status have achieved this preaccreditation status by demonstrating satisfactory progress toward achieving compliance with the Evaluative Criteria and, therefore, may proceed with the accreditation process by preparing a Self-study Report and having an on-site visit prior to graduation of the first class of students. The majority of candidacy decisions are made on a rolling basis by conference call between the two regularly scheduled Commission meetings. Programs reviewed for the first cycle of Accreditation are eligible for a 5-year cycle and receive a 5-year cycle unless stated otherwise. Programs reviewed for continuing Accreditation status are eligible for a 10-year cycle and receive a 10-year cycle unless stated otherwise. CAPTE may elect to shorten a program’s accreditation cycle for cause at any time. Programs granted Probationary Accreditation may have up to a maximum of two (2) years in which to correct identified problems, although accreditation status may be withdrawn at any time during that period if the program does not demonstrate sufficient effort toward coming into compliance or if the situation worsens. Programs receiving adverse decisions of Deny Candidacy, Accreditation Withheld, or Accreditation Withdrawn are eligible for reconsideration and/or appeal of those decisions. Accreditation also is withdrawn at institutional request when a physical therapy program is no longer being offered at the institution. CAPTE may also elect to Defer Action to the next meeting. CAPTE made 237 status decisions about programs since the last edition of this newsletter. The types of decisions made by the Commission are noted below. .

Self-Study Workshop Information

As a service to the physical therapy education community, the Department of Accreditation staff offers workshops for program administrators and faculty of physical therapist and physical therapist assistant education programs. The workshops are designed to assist program administrators and faculty engaged in or preparing for the accreditation process and provide instruction and assistance in how to complete the Self-study Report. The workshops are held three times a year: in February and June in conjunction with the two national meetings of the APTA, and in October in conjunction with the Academic Administrators Special Interest Group (AASIG) meeting. In the past participants have not only had an opportunity to have their questions answered and learn more about the accreditation process, they have also had the opportunity to network with other faculty involved in the process at the same time. All developing programs are encouraged to have faculty attend even though the Application for Candidacy has not been submitted at this time. The information provided and networking will be of significant value in the program’s accreditation process. Indeed, it is the perception of Department of Accreditation staff that attendance at the workshop increases the “success” of the accreditation process for those programs whose faculty attend. June 14-16, 2003 (Registration due May 16, 2003) The Self-study Workshop will be held prior to Physical Therapy ‘03, The Annual Conference and Exposition of the American Physical Therapy Association in Washington, DC. The dates of the workshop are designed so as not to conflict with any activities of PT '03. October 5-7, 2003 (Registration due September 5, 2003.) The Physical Therapist/Physical Therapist Assistant Self-study Workshops will be held following the 2003 AASIG meeting, which will be in San Antonio, Texas. February 2-4, 2004 (Registration due January 2, 2004) The Self-study Workshop will be held prior to the Combined Sections Meeting in Nashville, Tennessee. The dates for the Workshop have been chosen to avoid conflict with CSM activities.
