The APWA Hawaii Chapter held its first Meetand Greet Event of the year on June 16th atTiki’s Grill and Bar. The social event was a suc-cess with representatives from several City andState agencies present including GovernorAbercrombie himself. Also in attendance fromKansas City was Brian Van Norman, NationalAPWA Director of Chapter Relations, whoshared an informative presentation on themany benefits of APWA membership. The deli-cious pupus and friendly camaraderie madethe evening pass by quickly and we arealready looking forward to our next event at theend of the year.
On May 19th both Kalani and Moanalua HighSchools held their annual awards banquet.Both schools honored their graduating seniorsby recognizing outstanding students whoreceived scholarship awards. APWA PresidentJason Lau and Education Committee ChairRod Haraga presented a total of six $1,000scholarships to some very impressive anddeserving students. The award winners thisyear were Catherine Kim, Paul Kang, and

The HSPE Educational Foundation golf tour-nament is the primary fund raising event for theHawaii Chapter and State Mathcounts compe-titions, held in February and March, respective-ly, each year. The money raised from the tour-nament is used to help put on the Chapter andState competitions, and to help fund the travelexpenses for the Neighbor Island students tothe State competition.

BOARD MEETINGS – Thanks to Jeoffrey forhaving FALEA meet at his Pearl City StructuralHawaii, Inc.’s Office to give the organization anadditional venue in addition to Elvi’s Kalihioffice facilities.
SCHOLARSHIP COMMITTEE – One of ourscholars, Elvine Pineda graduated from MITwith a degree in Mechanical Engineering thispast June, another feather in the cap of theorganization’s hard-working committee with itsongoing search for deserving students tobestow the result of our annual scholarshipfundraisers on. Elvine’s mom Elvi, currentFALEA President, attended her son’s gradua-tion on the mainland. Congratulations to both!
PROFESSIONAL DEVELOPMENT –Congratulations to John Cabulisan, RoryElefano, and Riza Gatdula, for passing theirFundamentals of Engineering Exam held thispast April. These individuals attended the FEReview Classes sponsored by the organizationfor about three months prior to the examinationdate. Based on feedback, additional subjectslike Computers and Ethics should be includedin future FE Review curriculum. The possibilityof a separate review class or seminar on LEED(Leadership in Energy & EnvironmentalDesign) for interested FALEA Members (andnon-members) in preparing for the LEED certi-fication exams is also being discussed.
MEMBERSHIP – Three new members wereapproved by the Board recently. These areRufino Bautista, Jose Alterson Flores Ibe, andMichael Franz R. Sibayan. Welcome aboard!The committee also has initiated discussionson possibly restructuring the membership duesincluding the establishment of a LifetimeMembership category.
SUMMER FUN – An overnightSaturday/Sunday picnic & camp-out at BellowsBeach was the overwhelming consensus overseveral other options for FALEA’s annual “sum-mer fun” activity. This family affair drew close toa hundred participants including keikis. Thanksto good logistics planning and cooperation,just about everything went smoothly. One cabinand four adjoining campsites were reserved byOscar and John. The large FALEA tent wasused as the assembly tent. Individual tentswere each person’s or family’s responsibility to
set up in the designated campsites. Threegroups or sub-committees each were assignedto handle or coordinate “Dinner Under theStars” Saturday evening, “Breakfast by theBeach,” and “Espesyal Lunch” on Sunday,respectively. Sports Fest was handled byEugene, Nic and Ramon which involved adultactivities, and kids games as well. FALEA T-shirts were provided. The “Art of Cooking” han-dled by Angie, Elvi, Steven and Tez precededthe Sunday lunch. And guess what? Theespesyal menu included delicacies discussedin their presentations. A “Stroll on the Beach”was led by Joey and John. There was also the“Zumba” group activity which included justabout everybody. Awards and Prizes were pro-vided by FALEA. Like most of the organization’ssummer activities, this one was another for thesouvenir book, and memories will be relived ata future function when the photos and videoswill be shown by Joey, our photo & videoexpert, as part of the program.CHRISTMAS PARTY 2011 – This will be held onSunday, December 4, 2011 at the PacificBeach Hotel Makai Ballroom. The ScholarshipCommittee will now again be put to work, asour 2011 scholars will be selected and award-ed scholarships, as part of the evening’s activ-ities. ANNUAL FALEA SCHOLARSHIP GOLFTOURNAMENT FUNDRAISER – Mark your cal-endars for Friday, May 25, 2012! We’ll keep youposted.

Scholarship Program. Each recipient receiveda $2,500 scholarship along with a free one-yearSAME Student Membership. The bridge was redesigned andreconstructed 10 years later. In 2002, a newbridge was built parallel to the reconstructedbridge. Mr. Buechel and his team at Shannon& Wilson were responsible for the geotechnicaland earthquake engineering studies for prelim-inary and final design of the new bridge andapproach structures. On the afternoon of Saturday, May 14, 2011,YMF members volunteered at the MapunapunaFoodbank along with various groups fromunions, bank, and other businesses. Workincluded assembling boxes and sorting andpacking the donations collected earlier thatday during the annual Letter Carrier’s FoodDrive. Members organized the donations intothe predefined categories (canned meat,assorted can, dry goods, rice and misc), goingthrough container after container of food gen-erously donated by the people of Hawaii. It wasa good turnout, with everyone giving a hand toprovide food for people going hungry very dayin Hawaii. Thank you to all the volunteers forcoming out to help with this event and to LanceKamada for coordinating this event with theYMF.

WISCONSIN TO THE RESCUEAs I explained four months ago (April 2011),
the official inaugural meeting of the HonoluluEngineering Association (later, HawaiianEngineering Association, and now Engineersand Architects of Hawaii), the first professionalsociety of its kind in Hawaii, was announced inthe Evening Bulletin of April 6, 1902. The news-paper story included a sentence (copied in myApril article) that intrigued me: “For the presentthe association will occupy the snug hall overthe Y.M.C.A. gymnasium where, besides hold-ing meetings, will maintain a reading room.”
For years, I have been encountering refer-ences to the YMCA building of those days, butwithout sufficient information to allow me todetermine its exact location in downtownHonolulu. The typical context in which I found itmentioned was as a geographic reference toother places or as a building where significantactivities or events took place. The HonoluluYMCA’s web site offers not a hint about thebuilding or its location.
Many of the people I asked about the originalYMCA building tended to readily recall the“Army & Navy YMCA” building located on HotelStreet across Richard Street from the HawaiiState Capitol. That Spanish Mission Revivalstyle building was constructed in 1928 on thegrounds of the original Royal Hawaiian Hoteland was bought in 1987 to be renovated by adeveloper named Chris Hemmeter (of Waikiki’sHemmeter Center fame) who subsequentlysold it to BIGI Corporation, a Japanese realestate company. After the so called “Japaneconomic bubble” burst, the building was pur-chased by the State of Hawaii in 2000 at a sig-nificant discount and is now occupied by theHawaii State Arts Museum. Despite its memo-rable history and grandeur, that was not theoriginal YMCA building in Honolulu that I’vebeen searching for.
And then, this past May, my travels took meto the shore of Lake Mendota to attend thisyear’s ASCE-sponsored annual meeting of CivilEngineering Academic Chairs and Heads atthe University of Wisconsin in Madison. Themeeting, by the way, was at Pyle Center, a con-ference complex fully staffed and equippedwith modern educational technology as goodas any. It is located next to the castle-like red-brick building featuring towers and turretscalled the Armory and Gymnasium or “RedGym.” Completed in 1894 as a local armory,the Red Gym now houses various student anduniversity extension services. I stayed, by theway, two blocks away at the Dahlann CampusInn, a quaint lodge containing the well-appoint-ed “Chancellor’s Room” where breakfast isserved daily and guests from around the worldget the chance to visit and chat.
Because I could not book a convenient flightto Honolulu at the end of the meeting onWednesday, May 25, I ended up with about halfa day to explore the area around the campus.Just half a block from the inn, runs State Street,a busy pedestrian mall lined up with restau-rants, boutique shops, several religiously affili-ated structures, and specialty shops of variouskinds vending anything imaginable that is relat-ed to the badger, the University’s mascot. Theone-mile long State Street Mall is anchored bythe Library Mall at one end and the StateCapitol at the other.
Believing as always that the best way to get
the “feel” of a town is on foot, I strolled alongthe mall until I reached the State Capitol wherea large and vocal demonstration opposingGovernor Scott Walker’s policies to emaciatepublic employee labor unions was takingplace. Whenever I get the chance, I take thetime to visit state capitol buildings, but this timeI thought better of the idea. After listening to thedemonstrators’ quite melodious chanting froma covered bus stop across the street, I startedback toward the other end of State Street.
The Library Mall with its fountain and unusu-al clock tower appears to be a gathering placefor people and perhaps this is the reason whya bevy of colorful carts nearby were hawkingfoodstuffs from around the globe. Toward thecampus, construction barricades blocked myaccess to that side of the square from whereseveral interesting buildings (including the RedGym) beckoned me. This left me with a choicebetween the Memorial Library to my right andthe State Historical Society building to my left.I chose the latter and approached the magnifi-cent columned building, climbed the front stair-case and was struck by the opulence of thespacious marbled interior. A sign directed meto “Wisconsin in the Civil War” that turned out toconsist merely of several display cases in acorridor containing photographs from that era;the real collection was digital and could beaccessed on-line over the internet from any-where. At some point I noticed several intricatefloor tile designs the meaning of which I couldnot decipher at the time.
Having no predetermined destination orplan, I headed for an elevator nearby anddescended to the basement where I discov-ered an incredibly large collection of flint
arrowheads knapped by thousands of indige-nous inhabitants of the area. Back in the eleva-tor, I asked a custodian for recommendationsas to which part of the building I should visit.“The reading room,” he suggested without hes-itation. I followed his directions and slippedbetween a row of ionic columns into the majes-tic space, my glance focusing on the elabo-rately ornate ceiling panels. Characteristicgreen-shaded library lamps accessorized therows of reading tables that filled the room,except for two or three rows at one end thatwere equipped with desktop computers.
I sat at one of these and, spontaneously,typed “YMCA in Honolulu” in the search box.As if providentially, the search results yielded areference to a book by Gwenfread E. Allentitled “The Y.M.C.A. in Hawaii: 1869-1969,”published by “The Young Men’s ChristianAssociation of Honolulu” and printed byCathay Press, 31, Wong Chuk Road,Aberdeen, Hong Kong.
After purchasing a “University of WisconsinLibrary” charge card that allowed me to printthe information on the computer screen, I rodean old-fashioned cage-type elevator to thesecond floor, darted to the spot designated bythe book’s call number, and laid my hands onthe 250-page volume. Almost by instinct, Ileafed through the book hoping for an image ofthe structure that had eluded me for so long.
Indeed, a grainy picture in a set insertedbetween pages 30 and 31 carried a captionsaying in part, “This photograph of the firstbuilding of the Y.M.C.A of Honolulu was takenbefore the gymnasium addition was built at theright in 1895.”

PVT LANDFILL TOURFor ASME members and guests attending
the 2-1/2 hour presentation and tour onSaturday, June 25, 2011, it was a bit surprisingwhen we first approached and entered theproperty and smelled no foul odor and saw nowhite Egret birds that come with a Hawaii land-fill. The reason became understandable whenwe recognized that the PVT Landfill in Nanakulidoes not accept municipal solid waste (MSW).The landfill is a licensed construction & demo-lition (C&D) material solid waste landfill. It doesnot and cannot accept any municipal solidwaste (MSW) that has to go to the city’sWaimanalo Gulch landfill.
Stephen Joseph, PVT Vice President, gave avery informative presentation and drove thevan showing the visitors the expansive, wellmaintained landfill property and heavy movingand processing equipment. The presentationstarted with an overview of PVT Landfill opera-tions including the PVT Land Reclamation andRecycling System, followed by descriptions ofcell and drainage construction for environmen-tal protection, recycling and LEED implica-tions, and bioconversion feedstock prepara-tion.
ASME member Peter Barba arranged thetour and also spoke about the planned HonuaPower Plant in Campbell Industrial Park, whichis closely connected to the landfill because ofits future use of bioconversion feedstock. Theseparated woody biomass part of the wastewill be the feedstock for the Honua Power PlantGasifier, combining the waste material underhigh pressure and a limited amount of pureoxygen to eventually form a clean gas calledSyngas. Syngas is similar to natural gas andwill be burned to drive generators to produceelectricity.
Joseph’s presentation revealed a solid wastelandfill strictly adhering to all rules and regula-tions as established by the Hawaii Departmentof Health, Office of Solid Waste Management.His presentation showed in detail how the land-fill bottom is sealed with a strong, multi-layer
special liner system. His van tour showedwhere the debris, concrete, asphalt, and metalare unloaded and stored until separated forreuse and recycling, and fuel source waste isleft. The Landfill fact sheet listed that 60 per-cent of debris entering the landfill is processedinto feedstock, 20 percent of debris is recycledand reused, including metal and concrete, andless than 20 percent of debris is now buried inthe landfill.
The landfill property covers about 15.44acres and is well planned with fill and opera-tions areas, roads and drainage system. Afence and a green belt buffer is in place suchthat the actual work is about a half-mile awayfrom the nearest home. The landfill grounds arecontinuously watered down with water truck.Dust particles are monitored to show that theneighbors experience much less dust condi-tions than people in other neighborhoods.
The PVT Landfill tour is highly recommend-ed, even for a Saturday morning.
