Sony, NTT, and several others decide agreeupon unifying technical standards for IPTVservices

Nippon Telegraph and Telephone Corp.(NTT), Sony Corp., and several othercompanies said that they have decided to unifytechnical-based standards for Internet Protocoltelevision (IPTV) services. A forum formed bythree telecommunications companies — KDDICorp., NTT and Softbank BB Corp. — wouldlead this standardization process. Around 15organizations and business, in addition to twoindividuals, have joined this forum. Themembers include the likes of Matsushita ElectricIndustrial Co, Sony, Toshiba Corp., Hitachi Ltd.,and Sharp Corp. and also five commercialtelevision broadcasters in Tokyo and JapanBroadcasting Corp.

On Telecom unveils IPTV in GreeceGreek telecommunications operator On

Telecom has unveiled its ON TV IPTV servicein the country. This service includes a video-on-demand (VoD) service with over 1,200 titleseach month, On Multiplex movies channel, pay-television packages including Discovery(comprising Discovery Science, DiscoveryWorld, and Discovery Travel and Living),National Geographic (NatGeo Wild, NatGeoMusic), Baby TV, adult channel Dorcel TV, andOn sports (NASN, EXPN Classic, ExtremeSports). Users would be able to play eightgames via On TV Games using the remotecontrol.

On Telecom will also provide all thechannels of Greece-based satellite serviceprovider NOVA. The pay-TV packages will costbetween EUR2 ($3.11) and EUR8 ($12.47),whereas the entire On TV package is availablefor EUR15 ($23.38) a month.

South Florida gets AT&T U-verse IPTVAT&T has launched its U-verse TV and

U-verse High Speed Internet in parts of Miami-Dade and Broward counties. AT&T U-verseservices will be launched in Palm Beach Countyon July 28. AT&T U-verse brings together yourTV, broadband, and AT&T wireless services allon one bill, with unique features that provide anew level of integration, convenience andcontrol. AT&T U-verse TV and High SpeedInternet services are delivered over AT&T’sadvanced IP network.

Customers can currently order AT&T U-verse services in parts of dozens of communitiesin Miami-Dade, Broward, and Palm Beachcounties. U-verse services will be installed forPalm Beach County customers beginning July28. AT&T will make U-verse services availableto more homes throughout South Florida on anongoing basis.

ETB to unveil IPTV in Colombia by March2009

Colombia-based telecom operator ETBis intending to commence the trials of its IPTVservice in November 2008 and plans tocommercially launch the service by March 2009.ETB CEO Fernando Panesso said that thetelecom firm plans to put in $51 million to launchthe IPTV service in Colombia in spite ofregulatory ambiguities. Although ETB does notown a pay-TV license (needed by the NationalTelevision Commission), it certainly has alicense for operating IPTV as a VAS (value-added service). Meanwhile, the operator’sbroadband user base is expected to increaseto 800,000 by 2012 from the current 300,000.

Slovenia’s T-2 to launch IPTV in CroatiaSlovenia’s alternative telecom carrier, T-

2, is contemplating entering the Croatian marketto launch an IPTV services in that country.According to media reports, the carrier, which

is owned by Zvon Ena Holding, has alreadyinvested around $0.32 million for its Croatianoperations, which are likely to commence thisautumn. T-2 currently operates a triple-playservice in Slovenia. Unlike Slovenia, Croatia hasa well-structured IPTV market with T-HT’sMAXtv being the No. 1 player.

PTCL to launch IPTV in PakistanPakistan Telecommunication Company

Limited (PTCL) is preparing to launch its InternetProtocol television (IPTV) services in thecountry. Dr. Sadiq Al-Jadir, commercial SEVP,said that the telecom operator would providethis service using advanced technologies. IPTVis a multichannel TV service that is brought tousers’ homes through the Internet Protocol. Thisnew service by PTCL will enable its customersto get many digital-quality television channelsas well as voice telephony and high-speedbroadband over a single connection. PTCL iscurrently the biggest converged servicesprovider in Pakistan. It provides telecomservices like data and basic voice telephony,Internet, and videoconferencing, among others,to residential as well as business customers.

Kingston Park to become the first housingcommunity project in New Zealand to getnext-generation broadband and phoneservice

New Zealand-based firms TelecomWholesale and WorldxChange Communicationsare participating in a joint project to provide next-generation broadband and phone services onfiber-optic cable linked to households in ahousing community project, Kensington Park,located in Orewa, north of Auckland. KensingtonPark would thus become the first housingdevelopment project in the nation to access thisservice. The service would subsequently beexpanded into an additional 13 developmentsand 3,500 homes across New Zealand wherethe deployment of fiber-optic cable takes placeover the next one year. This project forms a

significant part of Telecom’s $1.4 billioninvestment plan towards the development ofnext-generation broadband technology.

Telecom Wholesale chief executive MattCrockett said that the advanced broadbandservices will enable its users to access severalapplications like video calling, HD (high-definition) calling, IPTV, and video-on-demand,among others. Telecom will test two variants ofbroadband-on-fiber, which would be deliveringa voice-only service or broadband capable ofsupporting download speeds of 30Mbps.

OKI develops Audience Rating InformationSystem for IPTV

Oki Electric Industry Co., Ltd. announcedit has developed “Audience Rating InformationSystem” for IPTV, which will be offered to theJapanese market. The system collectsviewership data to enable broadcastingcompanies to improve their services.

“We are pleased to introduce OKI’sAudience Rating Information System using oureVideo technology to efficiently deliver highquality video over IP networks,” said Masa Saito,general manager of IP Systems Division at Oki.“We have been proposing the technology tohandle audience rating information to ASTAP,Asia’s communication standard organizationand FG-IPTV in ITU, the UN’s agency forinformation and communication technologies, aswe believe open standards are important inimproving IPTV service and technologies. Wewill continue our activities within IPTV-GSI, theIPTV standardization initiative, to promoteinternational standardization to enrich IPTVservices.”

IPTV service is expected to grow astelecom carriers in Japan will increase their IPTVservice provisioning with the start of next-generation network (NGN) services, and the ITUworking on setting international standards.Current ground-based broadcasting systems

have functions to collect viewership data suchas user preference and viewer history, as it isimportant for broadcasting companies to collectsuch information. However, with current IPTVservices, there are no equivalent userinformation collection functions.

To respond to such needs, Oki hasdeveloped IPTV Audience Rating InformationSystem to enable service providers, with theauthorization of users, to obtain informationabout when and which channel and programsthe users watched. The system will collect theviewership data in the form of an “audiencerating library” on the user’s device, which willthen be encrypted and sent to and registered inthe database server at the IPTV distributioncenter. This information will then be printed outas viewership reports which service providerscan offer to program producers.

The server offers scalability enablingservice providers to increase the number ofservers as viewership increases. The audiencerating library can be embedded in the set-top-boxes (STB) or in the IPTV. Those who haveSTBs or IPTVs without the embedded librarycan connect a home gateway (HGW) that hasthe audience rating library to collect viewershipdata. This system has already been tested inIPTV applications that utilize multicasting.

While recognizing user concern aboutmaintaining privacy, Oki will include opinionsfrom both IPTV service providers and users asit works towards standardization. Oki will addthe system to its product lineup that includesOki MediaServer, the video distribution serverfor IPTV, home gateways and set-top-boxes.

Telchemy announces over 30 million unitsof VQmon shipped

Telchemy Incorporated, a provider ofvoice-over-IP and IPTV fault- and performance-management technology, announced that over100 equipment manufacturers have successfullyintegrated Telchemy’s VQmon software into awide range of products, such as IP phones, VoIP

gateways, routers, session border controllers,probes, and analyzers. Over 30 million units ofVQmon have been shipped, representing anannual growth rate of over 200 percent. Thisnumber does not include an estimated 100million additional shipments by a number oflarge ISPs who license VQmon on a subscriptionmodel basis.

“Telchemy’s market leading position isbased on solid technology, a deepunderstanding of VoIP and IPTV performanceand an excellent product,” said Olga Yashkova,an industry analyst with Frost & Sullivan. “Theyhave a clear vision of the future of multimediaperformance management and a proven abilityto execute this vision.”

The VQmon product family incorporatesthe following:

TVO launches video player using BrightcoveInternet TV platform

TVO presents its new online video player,created using the Brightcove Internet TVplatform. TVO has initially launched the playeron its Web site for kids, tvokids.com. Kidsopening the tvokids.com video player aregreeted by colorful menus that enable them tochoose channels of full-length curriculum-basedvideo content, broken down by user-friendlycategories like Music Videos, TV Shows, andExtras. Key features include a full-screen videooption, superior video and audio quality, anddirect links to related games and activities.

Using Brightcove’s open API, TVO’sFlash developers were able to create a highlycustomized player experience for tvokids.com,which already features 160 Flash-based gamesand activities and has been nominated in theExcellence in Children’s category for theupcoming 2008 Canadian New Media Awards.

This fall TVO will be rolling outBrightcove’s Video Player technology for itsadult, prime-time audience in a new, centralizedvideo console on tvo.org.

Alcatel-Lucent evolves its Triple-play ServiceDelivery Architecture

Alcatel-Lucent announced several newenhancements to its Triple-play Service DeliveryArchitecture, which pave the way for new,sophisticated, and innovative multimediaservices. Going beyond the initial, mass-market

solution requirements for IPTV, voice, andInternet services, the new architectureenhancements now enable consumers andbusiness partners to choose the quality ofexperience they want, for the content they careabout and at a price they are prepared to pay.As service providers evolve their networkarchitectures to support triple-play consumerbroadband services, their focus is shifting tomaximizing the return on investment. The newfeatures being introduced— including newhardware and software enhancements forAlcatel-Lucent’s Service Router portfolio — willenable service providers to offer theirsubscribers a high quality of experience for anexpanded portfolio of broadband content andapplications.

Telekom Austria selects Alcatel-Lucent toenrich IPTV offering

Alcatel-Lucent announced that it hasbeen selected by Telekom Austria, Austria’smajor service provider, to enrich TelekomAustria’s IPTV offering. The operator islaunching two state-of-the-art features — time-shift TV and high-definition TV (HDTV) —enhancing the service experience of its aonTVsubscribers. One week prior to the start of theEuropean soccer championship (Euro 2008),aonTV customers will be able to stop livebroadcasts, take a break, and then continue towatch the transmission of the program, thanksto Telekom Austria’s time-shift TV capabilities.Additionally, the launch of Telekom Austria’sHDTV service brings to the Austrian householdsthe next level of visual quality and TVexperience.

“From June on, we can offer the aonTVusers the newest Time shift TV functionalitieswithout additional investment. Our customerscan now enjoy a higher degree of convenienceand freedom to watch the programs they want,”said Hannes Ametsreiter, chief marketing officer,

China Telecom selects Alcatel-Lucent for IPmetro area network expansion

China’s biggest landline operator, ChinaTelecom, has inked a multimillion-Euro contractwith French vendor Alcatel-Lucent for expandinga countrywide IP metro area network. Alcatel-Lucent bagged this contract via Alcatel ShanghaiBell, its flagship firm in China. Under the termsof the deal, Alcatel-lucent will be responsible forproviding IP routing solution to China Telecom,which will allow the operator to deliver IPservices to business and residential users.China Telecom would also be providing multipleIP-based services like IPTV, 3G broadbandwireless, and virtual private network (VPN)services on one network infrastructure. AlcatelLucent Shanghai Bell president Olivia Qiu saidthat the deal reflects the confidence shown byChina Telecom in the vendor’s service routingportfolio.

UTStarcom to provide IPTV equipment toSLT

UTStarcom Inc. announced that it hasinked a multimillion-dollar deal for providing itsInternet Protocol television (IPTV) equipment toSri Lanka Telecom Public Ltd. Co. (SLT). Thefirm said that the new deal with SLT’s ally, JustIn Time Holdings Pvt. Ltd., will expedite theprovision of Internet, voice, and TV services toSLT’s 1.3 million customers in the island nation.The initial deployment of the IPTV equipmentfrom UTStarcom is capable of supportingaround 100,000 subscribers in the next coupleof years. The rollout will also allow the SriLankan firm to deliver video services on copperlines over the next three to four years.

Guangxi Telecom selects UTStarcom’sRollingStream IPTV platform

Guangxi Telecom has chosenUTStarcom’s RollingStream IPTV platform todeploy a new interactive advertising system.Guangxi Telecom is the first service provider inChina to deploy IPTV for building-based videoadvertising.

UTStarcom will provide Guangxi Telecomwith 3,600 concurrent IPTV streams for the initialdeployment of the interactive advertising systemin 14 Guangxi cities. In the first phase, set-topboxes will be deployed in supermarkets,department stores, office buildings, and GuangxiTelecom’s facilities in Nanning, Liuzhou, Guiling,Qinzhou, Guigang, Wuzhou, Beihai, and Baise.

UTStarcom’s RollingStream end-to-endIPTV system currently supports more than850,000 live IPTV subscribers globally andmaintains a current total system capacity ofmore than 2.5 million subscribers as a result ofrecent successful deployments in China withChina Netcom and China Telecom; in India withBharti Airtel, MTNL/Aksh and United TelecomsLimited; in Sri Lanka with SLT; in Japan withSoftbank; in Latin America with Brasil Telecom;and in Taiwan with Markwell.

BNS to design HD IPTV platform forIndonesia’s Multi Kontrol Nusantara

BNS has been appointed by Indonesiantelecommunications provider Multi KontrolNusantara to design and procure a turnkey HDand SD IPTV service platform. BNS’s IPTVService Platform design will enable MKN todeliver high- and standard-definition videoservices, including multicast, VoD, network PVR,timeshift TV, e-shopping, games, and others.

Built on a core fiber backbone, metroEthernet, and various broadband accessnetwork technologies, the network’sinfrastructure will enable cost-effective andhighly reliable delivery of multimedia servicesto residences, office buildings, and hotels.

Central to BNS’s IPTV solution is thedesign of an IP-centric IPTV headend that willenable MKN to seamlessly and cost-effectivelymigrate to future-generation IP video systems.

BNS’s vendor-agnostic approach willprovide MKN with best-of-breed equipment fromBNS’s global partners to cover all major IPTVcomponents of the platform, including videoencoder, ingestion system, streaming server,content security, middleware, and IP set-top box.

Through its Content 360 businessdivision, BNS will also provide a content strategyand roadmap that will enable MKN todifferentiate its service with unique content thatis specifically relevant to the Indonesian market.

The service is set to be launched in theRasuna area in Jakarta by the end of 2008before being rolled out nationally within threeyears.

StreamGuys Inc. delivers ABS-CBNbroadcast TV from the Philippines globallythrough IPTV and Internet distribution

StreamGuys Inc., a streaming media andcontent delivery provider based in northernCalifornia, is now handling content delivery forABS-CBN’s IPTV service in Canada, Europe,Japan, and South Korea. ABS-CBNBroadcasting is the largest integrated media andentertainment corporation in the Philippines,with 35 television stations, 19 owned-and-operated AM and FM radio stations, and 10affiliated radio stations throughout thePhilippines. The broadcaster has been usingStreamGuys for content delivery for four years,mainly for on-demand streaming and downloadsof ABS-CBN programming over the publicInternet through its pioneering service, TFCnow!

According to Enrique Olives, director ofbusiness development for ABS-CBN Global,there are approximately 8 million Filipinos livingabroad. To ensure global delivery of itsprogramming, ABS-CBN has employed theInternet to penetrate markets where satellite andcable delivery is cost-prohibitive or unavailable.

StreamGuys recently won the IPTV businessafter four years of providing cost-efficientstreaming broadcasts and backend serverinfrastructure management for the Internetstreaming and download service at now.abs-cbn.com.

“There is a huge market for ABS-CBNprogramming outside of the Philippines, and it’simportant to make our content available on asmany platforms as possible,” said Olives.“Content delivery networks like StreamGuys areideal for IP-based broadcast distributionbecause you are essentially leveraging on theirrelationships with ISPs around the world insteadof just purchasing raw bandwidth. Thisrelationship allows ABS-CBN to focus on its corecompetency of producing content instead ofmanaging the network.”

StreamGuys delivers ABS-CBNprogramming as MPEG-4 standard-definitionvideo for IPTV and Windows Media for Internetstreaming and download services. For thegrowing IPTV service, StreamGuys built out acluster of servers in the United States, Japan,and the Netherlands to ensure plenty of networkcapacity. Sigma media processors power AdvancedCommunications’ IPTV STBs across Japan

Sigma Designs, a provider of digitalmedia processing and wireless system-on-chip(SoC) solutions for consumer electronics, andAdvanced Communications Co. Ltd. Infonetics Research reported that the combinedInternet protocol television (IPTV) and switcheddigital video (SDV) equipment market increased12% sequentially to $1.3 billion worldwide in1Q08.

Infonetics’ report, IPTV and SwitchedDigital Video Equipment, Services, andSubscribers, indicates revenue growth is beingdriven by growing numbers of service providersrolling out new IPTV networks or expandingexisting networks to support more subscribers.The market is also getting a push from cableMSOs introducing switched video capabilitiesinto their digital TV networks to free upbandwidth and offer more high definition (HD)content to their subscribers.

“While most of the segments we track inthe IPTV market are seeing consistent quarterlygrowth, IPTV middleware is going to be anespecially interesting segment to watch. We’reexpecting an IPTV middleware spending spreeover the next few quarters because a lot of theearly IPTV service providers are running intoscaling issues with their off-the-shelfmiddleware.

Facing competition, operators take moreSTB risks, according to ABI Research

Faced with stiff competition in the cablemarket and from telcos vying for TV viewers,traditionally risk-averse cable operators arebecoming increasingly “bipolar,” supporting aroadmap that may require the deployment ofnew STBs with more advanced features andfunctions, while also apparently aiming to drivethe ubiquitous STB to extinction. Meanwhile,STB vendors are offering a variety of newfeatures to entice operators. When it comes toSTBs, operators have traditionally treadedcarefully, and have largely been unwilling to“shop around” much for new technologies.According to ABI Research analyst PaulhwaLee, “Because some operators are facing stiffercompetition, they are now willing to experimenta little more, venturing into offerings such asElectronic Program Guides, wireless support,home networking support for MOCA orHomePlug, and expanded hard drives — all atincreasingly affordable prices.” There is also agrowing trend toward partnerships and

consolidation.
