Q How do I keep up with the NYSPHSAA initiatives and changes such as new regulations

and the progress of sport committees?

A Beginning in September, the Association will be making available a monthly NYSPHSAA Offi ce

Report highlighting the most updated information to improve communication. The Offi ce Report will be emailed to all Section Executive Directors for distribution and be available on our web site www.nysphsaa.org.

Q Is it possible to email the NYSPHSAA to ensure that a student athlete is eligible for high school

competition?

A The NYSPHSAA encourages communication via email under most circumstances but not

to assist you in determining the eligibility status of a student. Too often there are extenuating circumstances that are not easily conveyed in an email. Therefore we request you contact the offi ce by phone to discuss the matter.

Q An 18 year old senior at my school is inquiring about their eligibility status. The student is

entering their 5th year of high school and has participated in four years of soccer and basketball. I’ve heard of a “5th year of eligibility.” Can I apply for a waiver of the Duration of Competition Regulation?

A For many years, the term “5th year” has been inappropriately used to describe an “extention

of eligibility.” According to the Regulation, a Chief School Offi cer may request an extension of eligibility beyond the four consecutive years if during that four year period a pupil’s failure to enter competition was caused by accident or illness. The Duration of Competition restricts opportunity/participation to four consecutive years, beginning with entry into the 9th grade. Therefore, a 5th year of “participation” may not be granted. (See pages 45 and 49 of NYSPHSAA Handbook)

During the last fi ve years the association has been involved in numerous projects to elevate the status of interscholastic athletics and improve the service that we provide our member schools.

One of the greatest accomplishments was the development of the Educational Framework for Interscholastic Athletic Programs. This project was a result of a collaborative effort of representatives from NYSPHSAA, NYSAAA, NYSAHPERD, COA, PSAL, NYSAISAA and NYSFSSAA. Endorsed by the State Education Department, the program provided a tool for athletic administrators across the state to begin to evaluate the effectiveness of interscholastic programs by utilizing the four “C’s” of citizenship, character, civility and competence.

It is my belief that we should have included a fi fth “C”, maybe the most important “C” – COMMITMENT.

Today, student-athletes are struggling with their commitment to their high school athletic program. This past year, too often, stories were shared about student athletes opting to not attend Sectional and State Championship events or forgoing participation in high school competition all together because of their involvement with outside activities. All these programs, such as ODP and AAU, have some level of merit but interscholastic programs are educationally based and committed to teach very different lessons. School based athletic programs teach respect, fair play, self control, accountability, team work, pride, healthy lifestyles and foster a sense of community. Athletic administrators need to stress the concept of commitment to their student-athletes and in turn articulate that same message to coaches, school administrators, school boards and school communities. All those involved in interscholastic athletics need to be committed to our educational mission of keeping our student athletes focused on what truly is important.

The membership of the association showed its commitment to our process for change in their opposition to Assemblyman Morelle’s “Fairness in Competition” Act. Many felt the proposed legislation was an unnecessary intrusion into their interscholastic athletic programs. As with all bad things, good things come. The letter writing efforts by many demonstrated commitment to the process we utilize to implement change in our athletic programs. It should not be misunderstood. We will change. We will evolve. We are committed to provide quality opportunities for student-athletes with an educational perspective.

Now that the new school year is upon us and you are being faced with new obstacles and challenges, I encourage you to maintain your passionate commitment to interscholastic athletics – the student-athletes deserve that committment.

NYSPHSAA ATTORNEY RON SHAW RETIRES

AFTER 32 YEARS OF SERVICE

Ron Shaw, the Association’s legal counsel, has retired after 32 years of service to NYSPHSAA.

Shaw, who joined the Association in 1972 as an

up-and-coming lawyer with a young family, was a leader to the Association when it came to legal issues. In his 32 years, he never lost a case for the Association

while also offering wisdom and guidance to various committees including the Handbook and Pension committees.

“Ron provided the Association exceptional guidance for over three decades,”

said NYSPHSAA Executive Director Nina Van Erk. “He was even-tempered and worked hard when it came to fi ghting litigation or simply responding to our inquiries. We will miss Ron and wish him well in his retirement.”

A varsity letterman in football and basketball at Scotia High School, Shaw

received an engineering degree at Clarkson and earned his doctorate at Albany Law where he formed a school rugby team during his leisure time. Soon after earning his doctorate, Ron served two years as Judge Advocate for the United States Air Force and eventually embarked on responsibilities with the Association.

With a love for books and horses, Ron has already taken on a retirement “job”

as a “hot walker” at the Saratoga Race Course.

SUNY CORTLANDA PARENTS FOR GOOD SPORTS TRAINING CENTER

SCHOOL INVITED TO ATTEND INFORMATIONAL MEETING SEPTEMBER 15, 2005

HOLIDAY INN, NYSPHSAA AGREE TO NEW 3-YEAR DEAL

The Association and the Upstate Holiday Inn/Hotel Management Association (HMA) have renewed a sponsorship agreement that extends the partnership three more years beginning this September and ending in August 2008.

The new agreement mirrors many of the terms set forth in the previous three-year agreement in which Holiday Inn provided discounted rooms to the NYSPHSAA and its schools competing in State Championships or conducting meetings at upstate Holiday Inn properties. This agreement will also extend to school communities attending championships. Schools can now provide discounted rates to friends and families traveling to NYSPHSAA Championships, especially in Binghamton and Syracuse where several Holiday Inn properties house tournament participants.

Furthermore, Holiday Inn will provide an annual fi nancial contribution to NYSPHSAA for its championships while also receiving numerous marketing benefi ts including signage at tournaments, display advertising, public address announcements, media announcements and assisting in the distribution of awards at tournaments.

Sections and schools are encouraged to take advantage of the NYSPHSAA/Holiday Inn partnership. Contact Assistant Director Joe Altieri (518-439-8872) for assistance in setting up your group/school’s travel plans with the discounted rates.

The National Federation of State High School Associations has endorsed a program developed to encourage parents of high school athletes to become positive leaders, helping all of the parents of high school athletes to be actively involved in supporting their athletes, coaches and teams in healthy, positive ways. George Selleck and Dave Epperson, both former college athletes and successful sport psychologists, founded Parents for Good Sports to create mutually supportive team communities and to promote positive parental participation in the life of their children’s teams. Today we hear too often of negative actions by parents and spectators. George and Dave believe selected parents can be proactive leaders in helping others to understand their roles as people who support their athletic programs and who become involved in activities that result in healthy and enjoyable participation experiences for all. Parents for Good Sports (PGS) is a program in which parent leaders are introduced to methods and approaches that enlist other parents to become proud of the appropriate activities and outcomes which are realized when a mutually supportive team community is developed.

SUNY Cortland has cooperated with PGS in training staff members to introduce the PGS concepts and activities to school administrators, coaches and parents. Cortland has become a Leadership Training Center which will introduce PGS to Central NY schools and help each school to implement PGS in their school communities. Cortland is the fi rst college in the

United States to develop this Leadership Training Center model. The NYSPHSAA Sportsmanship Committee has endorsed and promoted participation in PGS by member schools. Penfi eld HS, Arlington HS and Kingston HS have been involved recently in PGS and will be reporting the benefi ts at some of the Cortland presentations. One of the reactions expressed

by some parents and school administrators is, “We are so pleased to be observing the differences made in the positive behaviors of our fans. We are so

proud of PGS program outcomes. It becomes positively contagious!”

Schools in the geographical areas around Cortland (Section 3 & 4 schools plus others in nearby sections) are invited to be introduced to PGS on Thursday, September 15, 2005 in the Physical Education Center in Cortland. Schools may register by contacting their section offi ces. Informational fl yers are being sent to area schools.

NY GOOD SPORTS AWARD WINNERS HONORED AT ANNUAL MEETING

The Association honored four schools at its annual August Central Committee meeting in Hauppauge, Long Island. Congratulations to Canandaigua (Section V), Cobleskill-Richmondville (Section II), Penfi eld (Section V), and Scarsdale (Section I) High Schools who all have been named the 2004-05 New York Good Sports award winners. The award marks the second time Scarsdale has been honored for its exemplary sportsmanship programs. They last won the award in 2003.

The award is presented to schools which have developed proactive

approaches in keeping sportsmanship in the forefront with their students, coaches, spectators, and communities. This year marks the 9th year that deserving schools have been recognized by the NYSPHSAA’s New York Good Sports program.

“Our goal each year is to have schools engage in a strategic plan

to promote good sportsmanship at every level of competition,” said NYSPHSAA Assistant Director and NY Good Sports Program administrator, Lloyd Mott. “Congratulations to our recipients this year for their hard work and we hope to see other schools follow in the footsteps of these model institutions.”

Athletic directors from each of the four winning schools were

presented a New York Good Sports award winner banner and certifi cate at the Association’s annual Hall of Fame banquet on August 4th at the Hyatt Regency Windwatch on Long Island.

The Association set another new record for participating schools with 178 submitting assessments.

The following schools were recognized by their Section Sportsmanship Committees for having exemplary, pro-active sportsmanship programs.

COLLECTION OF ENROLLMENT NUMBERS FOR ATHLETIC CLASSIFICATION

The fi rst Wednesday of October is BEDS day for all schools in NYS. The NYSPHSAA uses enrollment numbers submitted to the NYS Education Department to classify its schools for athletic purposes. The October 2005 BEDS numbers will be used to classify our schools for the following school year, 2006-2007.

Each high school building housing students in grades 9, 10, 11 plus secondary ungraded is required to submit a copy of the ACTUAL Basic Educational Data System Public (Non Public) School Data Form, Item 3 Enrollment in This School (Building Report), submitted to the SED to their Section Athletic Council Offi ce by November 30, 2005.

(School representatives must request from their administration a copy of the ACTUAL building report(s) sent to the State Education Department)

The Section Offi ces will then electronically fi le their member schools’ BEDS numbers through the Association website.

The enrollment numbers as taken by the Sections from their member schools’ Building BEDS Report will be approved in January 2006 as the classifi cation numbers for the next school year.

Please look for this request from your Section Offi ces and respond in a timely fashion.

SANCTIONING

DO YOU HAVE A TEAM TRAVELING OUT-OF-STATE?

If your high school teams compete in interscholastic athletic contests with teams from other states, please review Eligibility Standard 13 INTERSTATE CONTESTS (2004-2006 NYSPHSAA HANDBOOK p. 63).

It is important to remember that “no member school will engage in athletic competition with an out-of-state school which is not a member in good standing of its respective state high school athletic association nor has not been approved by the respective state association if the school is ineligible to join. Furthermore, member schools will not compete in any interstate contest sponsored solely by an outside agency. For dual contests it is the school’s responsibility to determine that these criteria are satisfi ed.”

Interstate contests involving four or more schools or three or more states require sanctioning by the states involved, originating with the host school. Timeline, application fee and application form information is available on the NYSPHSAA web site: www.nysphsaa.org.

All schools planning to participate in an interstate contest involving four or more schools, or any interstate contest which is co-sponsored by an organization other than a member high school, must give notice of entry to the NYSPHSAA so that the school may receive verifi cation that the contest has been sanctioned. Failure to do so may cause a team or individual to be ineligible.

ASSOCIATION SECURES CSEA FOR SPONSORSHIP FOR THIRD

STRAIGHT YEAR!

The Association and CSEA have come to terms on a one-year sponsorship agreement for the 2005-06 school year.

CSEA, New York’s leading union, will once again make a fi nancial contribution to the Athletic Association and its championships and partner with NYSPHSAA for a collaborative radio campaign to help promote championships. Radio campaigns will be conducted in all upstate New York championship communities and will advertise championship information as well as include the voice of CSEA President Danny Donahue to promote the labor union based in Albany and covering 40,000 members across the state.

CSEA, which consists of members in education support services, will also enjoy several marketing opportunities during the sponsorship term. This will mark the third consecutive year CSEA and the NYSPHSAA have partnered to sponsor State Championships.

COACHING COURSES BEING UPDATED

Certifi cation of coaches has been mandated by the New York State Education Department since the early 1970’s when there was a complete revision of the Regulations of the Commissioner for Physical Education and Interscholastic Athletics. New York was one of the fi rst, if not the fi rst, state in the nation to implement a licensing and certifi cation program for school coaches. To date, New York has the most comprehensive curriculum and requires the most class time hours when compared to the coaching certifi cation requirements of other states.

Fortunately, many organizations (colleges, BOCES Centers, sections, leagues) along with dedicated professionals have gained SED approval to offer the coaching courses. Some online courses have been developed recently. A concern was brought to the NYSPHSAA relative to the consistency and quality of instruction along with the quality of resources utilized by the many people and organizations certifying our coaches. Also, many asked if the present course outlines need to be updated to include the latest in related sports science research and methods for meeting present challenges faced by coaches. The following people representing SED, NYSPHSAA, NYSAAA along with section leaders who also are course instructors have volunteered to work as a committee to review course curricula, update course outlines and recommend resources that should be utilized by all instructors:

A new outline for “Philosophy, Principles, and Organization of Athletics in Education” will be distributed to all instructors by January 2006. An updated resource list will accompany the course outline with the recommendation that the American Sports Education’s (Human Kinetics) Successful Coaching, third edition authored by Rainer Martens and the latest NYSPHSAA Handbook be the texts each instructor should utilize and each student/coach should possess. The NYSPHSAA is in communication with ASEP to develop a process which will allow people to purchase the Successful Coaching text as well as the Association’s Handbook directly from the Association offi ce.

The committee members will be updating the “Theory and Techniques of Coaching” and the “Health Sciences Applied to Coaching” course outlines and resource lists in 2006. The goals are to improve the consistency and quality of instruction along with the quality and relevancy of resources as we educate future coaches of New York State athletes.

The NYSPHSAA recognizes member schools whose varsity teams all qualifi ed for and received the Scholar/Athlete Team Award in the same academic year. To receive the award, each team must achieve a minimum GPA of 90% during their sports season of participation.

CELEBRATING ACADEMIC SUCCESS

The 14th edition of the NYSPHSAA Scholar/Athlete Team Award Program concluded with awards presented to 2005 Spring season sports teams celebrating another record setting year of academic achievement by varsity athletes. A grand total of 5,838 teams from 601 member schools earned the S/A award for 67,958 athletes through 2004-05. Over 80% of NYSPHSAA member schools participated in this past year’s program.

Spring 2005 results alone accounted for 1,755 teams from 479 schools with 23,055 athletes of the year’s total participation.

The NAGWS Pathfi nder Awards were established in 1991 to provide national recognition to women who have demonstrated continuous dedication to the advocacy, recruitment and enhancement of girls and women in sports and sport leadership in their states. Each state association represented in the American Alliance for Health, Physical Education, Recreation and Dance has the opportunity to select a recipient to be recognized nationally as a Pathfi nder.

Since the inception of the award, 385 women have been named NAGWS pathfi nders. This auspicious award continues to honor women who have dedicated their lives to girls and women in sport. These founding mothers have created change and have witnessed the fruition of their efforts in the continuing growth of opportunities for women in sport.

Criteria for Consideration

1. Must be someone who has made a signifi cant contribution to girls and women in sport in her state.

Presentation of the Award

UPDATED HANDBOOKS TO BE DISTRIBUTED

Each member school involved in wrestling will receive an updated minimum weight certifi cation handbook in September. Minimum Weight Certifi cation Assessors have received the new assessors’ handbook. Changes are highlighted in the handbooks.

ASSESSORS WORKSHOPS

The NYSPHSAA is holding its ninth round of regional assessor certifi cation workshops this Fall. Any person with a health care background and experience with skinfold measurements can participate in the training program. Wrestling coaches are not eligible for certifi cation.

* Updated lists of all currently certifi ed assessors will be posted on the Association’s web site (www.nysphsaa.org) by October 20. * Schools are to validate the certifi cation of their assessor by checking this list prior to the wrestling season.* Assessors whose recertifi cation is due were mailed directions and materials in August. Assessors who have changed addresses and have not received their materials should immediately contact Roz at (518)439-8872.

NYSPHSAA CENTRAL COMMITTEE APPROVES CHANGES

The following proposals, made by the Wrestling Advisory Committee, were approved by the NYSPHSAA Central Committee on August 4, 2005. The changes will improve the reliability and validity of each wrestler’s minimum weight assessment.

1. Centralized sites for minimum weight certifi cation and body composition analyzer usage for establishing % body fat.

The following timeline will be utilized in moving to centralized testing sites and the use of a body composition analyzer (replacing hand calipers) for establishing wrestling minimum weight certifi cation.

2005-2006: Each Section will be encouraged to conduct pilots by utilizing central sites. The Section Wrestling Coordinator will work with the Regional Advisor and the Section Executive Director to develop a plan, sites and dates. The certifi ed assessors in each region will be requested to work at a central site. The Regional Advisor will be the assessment administrator, organizing the assessments, delegating responsibilities for the assessors and establishing the schedule for each school. An appeal process will follow the policy as found in the Assessment Manuals.

2006 – 2007: Centralized Assessment Sites will be mandated for the minimum weight assessment of all wrestlers (other than those utilizing hydrostatic testing).

2007 – 2008: A Body Composition Analyzer (such as the Tanita) will be utilized instead of the skin fold calipers in establishing the % of Body Fat and the Minimum Weight. Refractometers will be utilized for establishing each wrestler’s hydration status.

2. Reintroduce the 50% rule by mandating that in the 2005-06 season each wrestler is required to have at least one-third of his/her weigh-ins during the season at the minimum weight he/she will wrestle during the state tournament series. In 2006 – 07 and after, 50% of the weigh-ins during the season must be at the minimum weight he/she will wrestle during the state tournament series. (Before voting on this proposal, consideration should be given to the new NFHS Rules below.)

New NFHS Wrestling Rules were reviewed by the Central Committee.

Rule 1-3: Beginning in 2006-07, each state association shall develop and utilize a weight-management program that includes a specifi c gravity not to exceed 1.025; a body fat assessment no lower than seven percent for males/12 percent for females and a monitored weekly weight loss plan not to exceed 1.5 percent a week.

Rule 4-5-5: Competitors are now restricted to a maximum of two pounds for consecutive days of competition. (Effective 2005–06)

NYSPHSAA ANNOUNCES 2005 HALL OF FAME INDUCTEES;

CLASS HONORED AND INDUCTED AT ANNUAL BANQUET

IN HAUPPAUGE, LONG ISLAND

On Thursday, August 4th, the Athletic Association inducted its third class of individuals into the NYSPHSAA Hall of Fame at its annual Central Committee Meeting and Banquet at the Hyatt Regency Windwatch in Hauppauge, Long Island. The Hall of Fame, sponsored by Pupil Benefi ts, is mirrored after the National Federation of State High School Associations (NFHS) program which recognizes individuals in the categories of athlete, coach, offi cial, administrator and related contributor.

Halloran (coach-Section IV), Arthur R. Jessup (coach-Section IX), Michaela L. Kasner (administrator-Section III), Bernard “Putt” LaMay (administrator-Section II), Edward J. Leibinger (offi cial-Section VI), Anthony C. Sabella (administrator-Section I), John L. Trautmann (athlete-Section IX), and John Trembley (athlete-Section II) were chosen through a two-level selection process involving a screening committee and selection committee. Nominations were endorsed by each member

Section of the Association, a preliminary step in the nomination process required since the launching of the Hall was announced in September 2002. Sections are permitted to receive nominations from any individual in their Section before forwarding it on to the NYSPHSAA for consideration.

At the banquet, NYSPHSAA Executive Director Nina Van Erk recognized each individual for their contributions in high school athletics in New York State, then introduced each inductee and presented them with a handsome remembrance of their achievement.

Nominations for the 2006 Hall of Fame may be submitted to your Section offi ce who will then forward them on to the NYSPHSAA offi ce for review by the screening and selection committees. Deadline to submit nominations to the State Offi ce is December 14th.
