egy to boost the agrar-ian economy of theNorth East region. Prof.Rai said this at the inau-gural session of the Na-tional Seminar on Bor-der Haats and EconomicDevelopment ofMeghalaya: Emergingscenarios and benefits,organised by the Politi-cal Science Departmenton March 29 at the OldGuest House.

the economy, Prof. Rai,who was the chief gueston the occasion, added.What farmers requirefrom the governmentagencies is facilitationfor marketing their pro-duce after value additionso that the returns arebetter, Prof. Rai said.“We need small units toprovide value addition toproduce at the locallevel,” he said, addingthat farmers need tomarket produce atplaces nearest to them.That’s where borderhaats come, he in-formed. “Border haatsare very convenient out-
lets for local produce.”
Though borderhaats have their uses,Prof. Rai believed thatthey don’t have a verystable future as they areprone to aberrations likepolitics, differences,etc. Rather, haatsshould be looked uponas local outlets, headded.
Prof. R.Borgohain from PoliticalScience Departmentalso spoke on the occa-sion. She said a criticalstudy of border haatsneed to be done. Prof.Borgohain believed
problems will dog theborder haats till suchtime as all otherinfrastructural facilitiesare not put in place.“While discussing bor-der haats and economicdevelopment, we willlook at all the variousdimensions which areassociated with this andthen come up withsome kind of an under-standing of what kind offuture these borderhaats have especially inthe context ofMeghalaya and whatneeds to be done forthat,” she added.

The retired IASofficer was speaking asthe chief guest at the in-augural function of theInternational Seminar on‘Natural Resources andRural Livelihoodsamong Tribes in HillyAreas’ organised byDepartment of Geogra-phy on March 22. Thethree-day programme
‘Need to Formulate a Policy for Livelihood in NE’aimed to deliberate andunderstand how thetribes in the hilly regionsare utilizing their re-sources.
Mr Srivastavasaid the responsibility inbringing about this rec-onciliation lies on thestudents, academic in-stitutions, NGOs etc.Prosperity withoutsafety is of no use, headded as he cited theregion’s vulnerability toseismic activity. Hegave examples of con-crete buildings whichare being erected allover the city withoutensuring whether theyconform to safetynorms or not.
He further addedthat the North East hasthe best natural re-sources in the countrywhich can be a sourceof livelihood. Self-sustainability is the keyto ridding the region ofpoverty and he hopedthat holding such semi-nars could go a long wayin formulating a policyfor livelihood.
The keynote ad-dress was delivered byDr. H. S. Sharma fromRajasthan Universitywhere he shared his ex-periences of working ontwo projects concerningthe effect of ecology onthe tribals of Rajasthan.He also painted a very
alarming picture of thedegradation of land andvegetation in the NorthEast.
In six decadesthere has been no devel-opment in the NorthEast, he said adding thatthe region is facingchronic poverty. Foodsecurity is still a case ofconcern, he added. Theother problems preva-lent in the region areseasonal migration tourban areas, mining andsmall percentage ofskilled workers.
The function con-cluded with a vote of thanksby Dr. H. J. Syiemlieh,organising secretary.

A 12-day training programme on ‘Moleculartools in Biotechnology Teaching and Research’

programme (March 26-30) on earthquake riskmitigation and manage-ment was held at theDepartment of Environ-mental Studies, NEHU.The programme wasorganised in associationwith the National Instituteof Disaster Manage-ment, Ministry of HomeAffairs, Govt. of India
and Meghalaya Adminis-trative Training Institute,Shillong and Earth Obser-vatory of Singapore,NTU, Singapore.
The main aim ofthe programme was toalert the officers and re-searchers and makethem understand theexisting framework, as-sessing the strengthsand challenges, identify-ing gaps and developing
strategic approaches inmitigation and manage-ment of seismic haz-ards. It also aimed athelping disaster manag-ers, decision makers andcommunities in makingsound disaster manage-ment planning and to putforward a step towardsthe planning and pre-paredness in facing thechallenges in the eventof an earthquake.
