Methodological Expertise
Process and outcome evaluations, systemic impact assessment. Quantitative methods:
management of large data sets, ANOVA. Qualitative methods: ethnography, multiple case
study designs. Research design: needs assessment, measurement, and development of
quantitative and qualitative instruments, sampling.
Substantive Expertise
Public policy within the intergovernmental context as it influences program/technology
change. Maternal and Child Health programs in the public sector. Substance abuse
prevention programming, evaluation and policy. The dissemination of new technologies in
public health; technology transfer; organizational change, particularly as it applies to the

III. CURRENT AND PREVIOUS POSITIONS
2013-present Dean, School of Public Health and Information Sciences, University of
Louisville. Oversee complete operations of the school. Provide strategic
leadership, ensure fiscal integrity, engage in development activities on behalf of
the school and provide a suitable environment for faculty research, staff support
and student learning.
2009-2013 Dean, School of Rural Public Health, Texas A&M Health Science Center.
Responsible for array of academic, research and practice operations of the school.
Primary interface with university administration and legislative affairs leaders.
2007-2009 Associate Dean for Academic Affairs, School of Rural Public Health, Texas
A&M Health Science Center. Oversee academic components of school programs
including curriculum, degrees, faculty governance and promotion, admissions and
student affairs.
2001-2009 Associate Dean for Research, School of Rural Public Health, Texas A&M Health
Science Center. Oversee school’s research engine, assist with proposal budgeting
and preparations and provide research administrative oversight.
1998-2007 Professor and Head, Department of Health Policy and Management, School of
Rural Public Health, Texas A&M Health Science Center. Develop curriculum,
recruit and hire faculty and perform necessary administrative functions, recruit
students, teach, maintain active research program.
1987-2005 Associate Director, Public Policy Research Institute, Texas A&M University.
Primary responsibilities include securing extramural research support for new
and/or continuing projects, performance of various administrative functions at the
Institute, oversight of staff and supervision of graduate and undergraduate
students. Currently involved in several policy-relevant research projects in the
public health and technology arenas.
1994-1996 Special Assistant to the Director of the Division of Demonstrations for High-Risk
Populations, Center for Substance Abuse Prevention. Intergovernmental
Personnel Act 18-month transfer. Provision of technical assistance and guidance
in the development and implementation of new initiative to replicate successfully
validated model prevention programs. Involved in establishment of
identification/selection mechanism; creation of grant announcement; development
of technical assistance plan; and construction of national assessment plan. Also
established new Division-wide project evaluation expectations and developed
mechanism to assist project officers with the identification of weak evaluation
plans and provision of guidance for revision.
1987-1998 Adjunct Professor, Department of Psychology, Texas A&M University. Graduate
and undergraduate teaching responsibilities in research methods, statistics, and
community psychology. Graduate committee work.
1984-1987 Senior Policy Analyst, SRI International. Primary responsibilities included the
development of sampling plans, data management, analysis and marketing.
Directed or Co-directed several national research projects or project-tasks in
education, most notably Congressionally-mandated national studies of Chapters 1
and 2 of the Education Consolidation and Improvement Act.
1983-1984 Research Director, University Associates, Lansing, MI. Provided statewide
administrative and technical assistance and evaluation for several health-related
projects through the Michigan Department of Public Health, the Michigan
Community Action Agency Association, and Blue Cross and Blue Shield of
Michigan.
1981-1984 Research Assistant Professor, Department of Psychology, Michigan State
University. Principal Investigator on NSF grant investigating the salient factors in
the dissemination/adoption of social technologies. Extensive measurement
development and content analysis. Tracked eight nationally disseminated criminal
justice and educational innovations.
1980-1981 Consultant working with the Blue Ribbon Committee in the state that prepared
recommendation and legislation that established prenatal care as a basic health
service in the state.
1977-1980 Research Associate on NIMH grant investigating the diversion of juvenile
offenders. Supervision and training of undergraduate direct service providers as
well as supervision and training of graduate and undergraduate research efforts.
Developed extensive process interview data set that allowed for the monitoring of
how interventions impacted on juveniles’ lives.
1977-1978 Research Technical Advisor, Office of Research Consultation, College of
Education, Michigan State University. Consultation included research design and
methodology as well as statistical analysis, programming, and assistance in
interpretation. Served graduate students and faculty in the College of Education.
1976-1977 Teaching Assistant, Michigan State University. Courses included graduate social
learning theory, undergraduate lab in psychology of learning, and undergraduate
statistics.

on-site data collection efforts and analysis, and report preparation.
1987 Subcontract director on Policy Studies Associates Case Studies of the Migrant
Education Program. Assisted with sample selection, conducted site visits,
prepared state and local level site reports, and consulted on final report
preparation and revisions.
1987 Consultant with the Office of Technology Assessment on study of ECIA Chapter
2 computer use in the schools. Provided initial planning assistance and reviewed
drafts of the final report for the congressionally mandated study.
1983-1984 Member, Need Projections Sub-Committee, Special Task Force on Prenatal Care,
Department of Public Health, Maternal and Child Health Division, State of
Michigan. Committee members advised state staff about the projected need for
prenatal care services in the state and had input on program design based on pilot
evaluation efforts as the state developed legislation to make prenatal care a basic
health service.
