(2)• The background for the consortium partnership are civil law agreements related to concrete targets of the Virtual Region®.•Synergy and added value effect are the main motivations to common activity inside consortium and concurrently within the Virtual Region®.•E-Democracy (Electronic Democracy) is the platform on which the citizens will be provided with an efficient system of democracy with the transparency of administration and the clear access to participation in public decision making.•The Educator system is the way to accelerate and expand the e-marketplace in the arena of Public Administrations by stimulating the formation of an integrated learning environment for the benefit of relevant target users and new jobs.

Aim Of ProjectAim Of Project

At the first step the initiative refers to creations efficient telematic system in Nisko – Tarnobrzeg – Sandomierz – Stalowa Wola region. This system characterized with large capacity at low costs of usage.

Basic aim of this project is:• Easy access to different type of services with possible elimination of the

barriers like distance, disability, bureaucracy, etc.;• Lowering the cost connection to inhabitant in region;• Social communication;• Exchange of information;• Creation of distance learning & skill training system;• Efficient regional management;• Access handicapped to knowledge;• Lifting the level of civilization with special regards of inhabitants in little

towns and country-regions;• Cultural heritage• Electronic democracy;• The integration of local community through the relation easily accessible

virtual exchange forum of information;• The possibility of realization in democratic proceduresThis activity aim to realization of idea of information society in regional and multi-

regional understanding.

Receivers Of ProjectReceivers Of ProjectAt the beginning

First Step:

• Project receivers are mainly SMEs and inhabitants of the region and they have autonomies at the point of junction of three provinces.

• Project has to serve over 1000 SMEs and 300 000 inhabitants and be accessible to other administrative districts and regions. The number of receivers will grow.

• On present stage of development project embraces about 30% receivers.

Next step of implementation:globalization of the circle of receivers.

The realization of the project and its initiation in a region provided for the period of 3-4 years.

• The budget of the Project is 7.5 million euro.

• Financing of the Project requires consolidation of money coming from local, provincial and central budget, and at least half of total budget come from World Bank, Venture Capital and European 5th Framework Program.

• About 10% total sums of budget comes from Consortium Regional sources.

SummarySummary

It is becoming to be clear that a broad understanding of the relevance of Information Society concept and sustainability for human culture at all as well as for all sectors in human society should be supported. Explicit and consensus based definition of sustainability have to be elaborated as an input to future efforts.

This should be stimulated by innovation and research and development programs and pilot project.One of them is the „Virtual Region” project, which will probably play an important role for our better future.Main thesis of the paper will be clearly illustrated during the presentation to the audience.
