Flagstaff Intermunicipal Partnership Meeting Notes

Regional Broadband Project –a report developed by Battle River Alliance for Economic Development (BRAED) for a potential regional broadband system was reviewed. The intent of this project would be to develop a fiber optics system that would cover the entire Flagstaff region, including all towns and villages. Craig Dobson of Taylor Warwick will be invited to the next FIP meeting to provide further details from the report.

Community Resource Officer – the committee discussed the role of the Community Resource Officer (CRO). This is an enhanced policing position within the Killam/Forestburg RCMP detachment which has historically worked within the Flagstaff schools. Currently the contract for the CRO is held by Flagstaff County. This position is funded through Flagstaff County, the Town of Killam, the Village of Forestburg and the Village of Lougheed as well as some corporations. This position makes it possible for the Killam/Forestburg RCMP detachment to have a sergeant posted to our region, in effect the region is getting two additional RCMP officers for the price of one. The Committee will be discussing the agreement including the job description and mandate of this position at the next FIP meeting.

County Bus – the committee discussed potential opportunities for utilizing the County Bus. Committee members were requested to discuss this issue with their Councils and bring back suggestions for utilizing the bus within our region.

Regional Governance Project – All participating municipalities had previously agreed to move forward with developing a detailed operation and transition plan for a proposed amalgamated municipality. This decision in NO WAY commits any of the participants with moving forward with amalgamation. The public engagement sessions held in December, 2018 and January, 2019 showed that residents wanted more information before they could make an informed decision on amalgamation and the Councils of the participating municipalities are following the wishes of their residents. The Committee will be retaining a consultant to assist with this process and are hoping to have the detailed report ready for review by Councils and the public by the end of 2019.
