Objectives: The board objective of this assignment is to conduct Detailed Feasibility Study and prepare Detailed Feasibility Study Report (DFSR) of Indrawati Khola MHP-35 kW, Dovane, Bhojpur.

Description: More specifically the following objectives need to be addressed by the study.

Field Work - Prequalified human resources of concerning Consulting Firms shall carryout detail field survey of the project area of the MHP.

Office Work, Report Preparation - With the help of the field survey the consulting firm shall prepare a detail design of the MHP.

Project Design - The Consulting firm shall be responsible for all detail study and design of the project based “Guidelines for Detailed Feasibility Studies of Micro-Hydro Projects, 2014” published by AEPC.

Final Report - The Consulting firm shall provide a hard copies and an electronic copy of DFSR. The electronic copy of the final report will be uploaded by the Consulting firm on webpage – cedfs.org of AEPC / CESC, while the hard copy shall be submitted to concerning RSC.

Detailed Feasibility Study of Indrawati Khola MHP

1. Introduction Alternative Energy Promotion Center (AEPC) is the nodal agency for the development and promotion of the renewable energy technologies (RET) in Nepal. Since its establishment in 1996, AEPC has steered the RET promotion through the policy and implementation support. At present AEPC is executing five year National Rural and Renewable Energy Program (NRREP) with funding from the Government of Nepal and the external development partners. Before NRREP, RET promotion programs executed by AEPC largely focused on the rural areas and the focus was given to the technologies to cater the households with the services related to electrical, thermal and/or mechanical energy. Advent of NRREP has widened scope of RET promotion and RET promotion in urban areas is one of its focuses. Apart from that NRREP has kept emphasis on scaling up of the renewable energy technologies at community, institutional, commercial and municipal levels.

2. BackgroundAEPC has been providing technical and financial support to the user's of micro hydropower project for carrying out detailed feasibility study (DFS) and report preparation. RSC facilitates the process through competitive bidding process among AEPC pre qualified consulting companies. Every year AEPC updates the pre qualification list of consulting companies for carrying out survey and design of MHPs.

RSCs create demand of MHPs and conduct pre feasibility study. Maintaining sufficient projects in pipeline is necessary for AEPC to meet committed targets. Despite of sufficient demand, studies are being hampered every year due to different reason. CESC intends to intensify to conduct detail feasibility studies from this year aiming to meet the set target. Therefore, CESC recommends following provision for conducting detail feasibility study of MHPs and DFS payment.

3. ObjectivesThe board objective of this assignment is to conduct Detailed Feasibility Study and prepare Detailed Feasibility Study Report (DFSR) of Indrawati khola MHP-35 kW, Dovane, Bhojpur.

4. Scope of Work The scope of the work is to prepare Detailed Feasibility Study Report (DFSR) of Micro Hydro Project following the “Guidelines for Detailed Feasibility Studies of Micro-Hydro Projects, 2014” published by AEPC. The purpose of this task is, to carry out detailed technical, financial and social and environmental information to proceed with procurement of detail design of engineering works, construction works, supply of electro mechanical equipment, installation works, testing, commissioning and putting into service of the MHP. The detailed scope of the services shall be as described in the following sections.

A complete DFSR will include preparation of a DFSR that shall contain all relevant information. Along with the narrative reports, the Consultant shall submit the required drawings, data, to the Client in the standard formats as per the guideline and requirement of the AEPC. The responsibility and scope of the work of Consultant shall be as follows:

4.1 Field WorkPrequalified human resources of concerning Pre-qualified Consulting Firms shall carryout detail field survey of the project area of the MHP. The feasibility study shall include, but not be limited to, the following:

Review of prefeasibility study report of MHPs prepared by RSC Comprehensive reconnaissance survey around the village and along the existing canal

and stream bank with the villagers. Consult with the VDC Chairperson, local teachers, social workers and senior citizens of

the locality, who were present in the village during the time. Measure the discharge.

Topographic surveys and locate the intake and canal alignment to obtain required discharge.

Take relevant information for designing appropriate structures required to operate the system.

Explore the possibility of land /soil stabilization measures. Identify potential load and collect information required for forecasting present and future

demand. Identify environmental impacts (adverse) and find out issues related to water right and

land use. Identify any other suitable measures for the futures sustainability. Discuss about the technical and socio-economic aspects of the proposed scheme. Identify the groups of vulnerable people and collect related information to prepare

vulnerable community's plans. Collect GESI related information. Identify the present socio-economic condition of the people and collect related

information in this regards

4.2 Office Work, Report Preparation

With the help of the field survey the consulting firm shall prepare a detail design of the MHP. The detail design of the scheme comprises of the following

Analyze data and information carried out in the field. Project layout and civil design Mechanical and electrical design Bill of Quantities (BOQ) Cost Estimates, Financial Analysis Construction planning Feasibility reporting Potential sources of investment plan Complete specification of materials and components to be used for the construction of

civil, mechanical and electrical parts of the project Detail drawings of all component

4.3 Information and Data Analysis

a) Socio Economic StudyThis part is concerned with information pertaining to more general description of the potential beneficiary population. This part is also intended for use as the baseline information, so that the indicators can be compared after the implementation of the hydropower system.

b) IdentificationIdentification of the location of the Scheme and the beneficiary areas, specifically the load center where the DFS is being conducted.

c) Site InformationInformation regarding the distance from the nearest road head and an airport to the load centre.

d) Income LevelThe income level of the households of the load centers has been categorized into High, Medium and Low levels as perceived by the participants of the FGD in the respective load center. This should be taken as the baseline information for comparison in subsequent periodic FGDs

e) Economic ActivitiesActivities related to agriculture, livestock, cottage industry, remittance, agriculture production, industry and craft, business entities etc. should be recorded.

f) InfrastructureThe infrastructure available at the time of the FGD should be recorded under the Public Services heading.

g) Local Level CapacityLocal level capacity implies to the available trained manpower within the beneficiary communities.

h) EducationAccess to education and the annual dropout of students should be filled in.

i) Consumption of EnergyConsumption of different kinds of energy should be filled in.

j) Development activitiesThe development activities expected in the immediate future.

k) Willingness to PayThe willingness to pay for electricity use as reported by the potential beneficiary during the FGD.

l) Local administration including VDC, DDC and other organizationsAn inventory of existing institutions and organizations in the load centers will be made based the responses of VDCs, DDCs and the Focus Group.

m) Commercial establishments (small scale industries, workshops and handicrafts)An inventory of existing commercial units will be prepared based on the responses of the VDCs, DDCs and Focus Group.

4.4 Project DesignThe Consultant shall be responsible for all detail study and design of the project based “Guidelines for Detailed Feasibility Studies of Micro-Hydro Projects, 2014” published by AEPC. The optimization studies shall include the project layout, hydraulic structures (diversion works, intake structures, de-sanding facilities, water conveyance system, powerhouse, etc.) and installed capacity. A complete Feasibility Detailed Feasibility Study Report (DFSR) with necessary conclusions, recommendations, annexes and drawings shall be prepared by the Consultant.

a) Civil worksThe design of civil works shall include the following: Construction facilities (temporary access, camps etc.); Diversion during construction; Intake, diversion weir / spillway and appurtenances; Gravel trap; De-sanding facilities; Waterway system; Fore-bay and its location; Powerhouse and machine foundation; Tailrace and outlet facilities; Permanent access (roads, bridges, culverts etc.); Anchor blocks and support piers;

b) Hydro-Mechanical EquipmentBased on the field study of specific measured head and measured flow design hydro mechanical equipment.

Material, size (diameter), thickness, required length, flange, gasket etc. if headrace pipe is used.

Material, size (diameter), thickness, required length, flange, gasket etc. of penstock pipe.

Expansion joint and accessories

Bell mouth, Air vent Sluice gates, Valves, Stop logs. Trash racks (Coarse and fine). Other required necessary items.

c) Electro-mechanical EquipmentBased on the anticipated operating condition of the hydropower plant and prevailing guidelines the Consultant shall analyze and recommend most suitable type of turbine and other components in the generating system, sub-station, transmission system and interconnection system. The electromechanical works shall include the following:

Turbine and base frame Coupling System Generators: Control systems, AVR, Excitation System etc. Power house, area lighting and services Belt Belt guard Ballest Monitoring, control and protection of generator, transformer and feeder

d) Transmission / Distribution Systems:Transformer, Grounding, Lightning System, High Tension, Low Tension and Composite Lines etc;

e) DrawingsThe design works shall result in the preparation of drawing of the project layout and all project components required at the feasibility level. Drawings shall be produced by the Consultant in AutoCAD in the type and numbers that reflect the scope of the feasibility design. The detail drawings submitted with the draft and final feasibility reports shall be such that all design information is clearly indicated, and they lead to a fair cost estimation of the project. Typical drawing details will include:

General Layout: Showing all the components of the project in plan. Plans and necessary section of Headwork, Intake, Gravel Trap cum Desilting Basin,

Headrace canal / pipe, transition structures, forebay, penstock alignment, anchor block, powerhouse, machine foundation and tailrace canal.

General layout plan of electrical generation, transmission and distribution system networks.

f) Bill of Quantities (BOQ)The Consultant shall calculate a detailed bill of quantity as per the design drawing of each component of the project that is fair enough to calculate actual quantity of the project. The BOQ shall be done on the optimized layout, structure sizes and the construction methodology conceived for the project.

g) Cost EstimatesThe Consultant shall follow Government of Nepal (GoN) norms and district rates published by DDC for detail cost estimation and analysis of the proposed MHP.

Calculate a detailed cost estimate of the project that is fair enough to help in decision making for investment. The estimate shall be done on the optimized layout, structure sizes and the construction methodology conceived for the project. The cost of construction management and engineering shall be included in the estimate as separate items. Appropriate contingencies will be applied to take account of factors that cannot be adequately defined at the feasibility study stage.

For the estimating and the economic analysis of the project, following methodology shall follow-

Collect quotation / current market price of electro- mechanical equipments and the line materials needed for the project from various manufacturers and suppliers for their costing.

Prepare detail estimates of the MHP construction costs and annual operation and management cost based on approved design and updated norms.

Calculate tariff rate for the electricity for uses, including all recommended end uses, so that the tariff comes under affordable range for all the users and the fund generated from the tariff becomes sufficient for the annual O/M costs.

Prepare economic analysis showing economic parameters like IRR, NPV and Payback Period on the basis of cash flows of the MHP.

h) Financial AnalysisFinancial analysis shall be prepared by the Consultant, and an analysis shall be carried out to determine the financial viability of the project taking into account the requirements of the integrated power system. The analysis shall be presented from the perspective of the project being developed by a private investor

4.5 Detail Feasibility Study Report (DFSR) RequirementsThe technical requirements of works / items in the DFSR must be as per the following: “Guidelines for Detailed Feasibility Studies of Micro-Hydro Projects, 2014” published

by AEPC “Reference Micro Hydro Standard”, published by AEPC

a) Draft Report:The contents of reports / drawings / BoQ shall be as per Detailed Feasibility Study Format of AEPC. Incomplete detailed study format shall be rejected. The design parameters shall be according to “Guidelines for Detailed Feasibility Studies of Micro-Hydro Projects, 2014” published by AEPC. These format / guidelines have already been provided to the prequalified consulting companies during their contract agreement with AEPC.

The draft report will be subjected to checks and verification by concerning Regional Service Centers (RSCs). In order for RSCs to make checks and comments, the concerned Consulting Companies should upload the soft copy of the report on the webpage – cedfs.org of AEPC / CESC. This website will be a platform for interaction with DFSR Consulting Companies, RSCs and Community Electrification Sub-Component (CESC).

b) Final Report:After inclusion of comments and suggestion of concerning RSCs and on acceptance of the draft report by CESC, final report shall be prepared.

The Consulting Companies shall provide a hard copies and an electronic copy of DFSR. The electronic copy of the final report will be uploaded by Consulting Companies on webpage – cedfs.org of AEPC / CESC, while the hard copy shall be submitted to concerning RSCs.

5. Inputs from AEPC/NRREP/RSC NRREP budget and relevant documents/materials and information Input from relevant AEPC/NRREP Officers and RSC Mini-grid Engineer

6. Time and BudgetThe consultant is expected to complete all tasks within Three months from the date of contract agreement.

Budget (Payment Modality for DFS):

Payment modality for DFS will be as per Subsidy Delivery Mechanism 2070 and specified in attached "Condition of contract”. The payments shall be done on installment basis and submission of the respective documents to CESC/AEPC as given below.

7. Deliverables (output)The consultant will submit the following to the client in the timeline stipulated below:

8. Qualification of the Consulting Companies and Requirement of Human Resources8.1 Qualification of the Consulting Companies AEPC has a pool of Pre Qualified (PQ) Consulting Companies related to Micro Hydro Project Detailed Feasibility Study. These Consulting Companies are eligible for carry out the DFS are categorized as below –

Greater than 10 kW and up to 50 kW Greater than 50 kW and up to 100 kW

Consulting Companies that are prequalified by AEPC are eligible. However, the job advertised (in kW) should fall in the category that they are prequalified for.

8.2 Requirement of Human Resources Detail feasibility study of micro hydro projects need to be done in the dry seasons and the flow measurement is need to be done between 1st November to end of May as per DFS guidelines and as current subsidy delivery mechanism final report should be submitted within three months time from the date of contract signing, therefore one set qualified technician can only carry few numbers of MHPS. The completion of DFS In many cases, because of this reason DFS is not received in time and project implementation is delayed. Hence, following provision is added with regard to the human resource:

The consulting company can sign contract for DFS with one human resource in maximum of three MHPs at a time.

If the consulting company submits the draft report of any one of three MHPs having same human resource then the human resource can be engaged in another MHP.

Human resource qualified by AEPC shall be considered in the bid evaluation:

-HR Category A, B, C and D equivalent to 50 kW for the project sized up to 50 kW capacity9. The Right to Audit

The National Rural & Renewable Energy Programme’s Compliance Unit shall have the right to audit and inspect all books, records and underlying documentation relating or pertaining to contracts or agreements under NRREP, for delivery of goods or services, kept by or under the control of the Contractor including, but not limited to those kept by the Contractor and its employees, agents, assigns, successors and subcontractors.

The Contractor shall maintain such books and records, together with such supporting or underlying documents and materials, for the duration of the contract or agreement and at least to the end of the following Government of Nepal Fiscal Year from the approved date of the completion of the assignment as per contract or agreement with NRREP.

A clause regarding this facility will be included in the contract document.
