    About Ascentis

     Ascentis was originally established in 1975 as OCNW, a co-operative scheme between Universities andColleges of Further Education. OCNW was the first „Open College‟ in the UK and served the needs of itsmembers for over 34 years. Throughout this period, OCNW grew yet maintained its independence in orderthat it could continue to respond to the requirements of its customers and provide a consistently highstandard of service to all centres across the country and in recent years to its increasing cohorts of overseaslearners.

    SPECIFICATION SUMMARY

    Introduction

    The Ascentis Level 2 Certificate in Health and Safety in the Workplace is a vocationally relatedqualification (VRQ) that is designed to give the learner an understanding of the basic principles of health and

    safety awareness and regulations, related to the learner‟s place of work. 

    The intention of the qualification is to:

      Widen understanding and practice of appropriate personal health and safety standards in a range ofoccupational contexts;

      Provide a basis for potential career progression towards health and safety as a career, as aresponsibility within a job role or as a union representative;

      Directly assist in a reduction of accidents in the workplace.

    For the full qualification the learner must complete a portfolio of evidence for all four units and the multiple-choice external assessment. Unit certification is available.

    Assessment and Moderation Arrangements

    There are two types of assessment within this qualification:

    Internal Assessment: Learners must complete a portfolio of evidence that demonstrates that the assessmentcriteria as described within the „What you need to do‟ section of the units have been achieved. This must becompleted for each unit of the qualification.

    External Assessment: This is a multiple-choice test that must be completed under supervised conditions. It

    is a synoptic assessment testing knowledge and understanding across all four units of the qualification. Themultiple-choice tests are provided by Ascentis on request and must be stored in centres under secureconditions. They are marked by Ascentis.

    Internal and external moderation are a requirement for the internal assessment.

    BACKGROUND INFORMATION

    Aims

      To provide learners with practical support skills so that they become actively and positively involved in

    the safety culture of their workplace.  To reduce accidents in the workplace.

      To provide a basis and opportunities for vocational progression for adult returners.

    Objectives

      To promote awareness of the nature and need for the application of health and safety legislation and

    practices in the workplace.

      To improve knowledge and understanding of safety issues in the workplace.

      To provide opportunities for learners to develop transferable skills.

      To increase employability prospects for those learners who are studying vocational subjects within afurther education institution.

    Target Group

    This qualification is aimed at young people aged 16 and over and adults who are either employed or who arestudying vocational subjects within a further education institute.

    Award of the Qualification

    This qualification is offered at Level 2. To achieve the full award a learner must complete all four units. Thecertificate will state:

    Recommended Guided Learning Hours

    The recommended guided learning hours for this qualification is 90.

    Restriction on Learner Entries

    There are no restrictions on learner entries.

    Recommended Prior Learning

    No prior knowledge, attainment or experience is required. Tutors are advised that the learner‟s literacy skillsshould be sufficient in order to be able to cope with the demands of the course and the assessmentrequirements.

    Opportunities for Progression 

    This certificate supports progression by:

    1 Preparing learners for employment in a wide range of occupational areas.

    2 Preparing learners for NVQ or other nationally recognised qualifications at Level 2 or above in a wide

    rage of occupational areas.

    Centre Approval and Registration

    Centres must be approved to run this qualification. Details of the centre approval process are availablefrom the Ascentis office.

     All learners must be registered within fifteen days of the course commencing, using the StudentInformation Record Sheet (SIRS).

    Social, Moral, Ethical, Environmental and Cultural Issues

     A range of moral, ethical, social and cultural issues may be relevant to the health and safety requirementsoperating in a range of workplace contexts. The context in which the health and safety requirements occurshould therefore be specified in the evidence, so that the above issues, related common hazards andappropriate practices can be identified from the context description. For example learning outcome 1 of unit1 specifies that the learner should identify the different hazards in the workplace and this may possibly relateappropriately to issues such as ethnic dress and hairstyle preferences in the presence of machinery.

    Mapping to National Standards

    This qualification is mapped to the following ENTO National Occupational Standards for Health and Safety:Standalone Unit HSS1: Make Sure Your Actions Reduce Risks to Health & Safety.

     AndStandalone Knowledge Unit HSK1 Basic Hazard Awareness

     Appendix 3 shows how units are mapped to specific parts of the standards.

    Key Skills Opportunities

     Ascentis has procedures in accordance with the Statutory Regulations of External Qualifications 2004 (QCA)to ensure this qualification is accessible and does not disadvantage a learner with a particular need.      Ascentis office. Learners need to be made aware of this procedure.

    Appeals Procedure

     Ascentis has an appeals procedure in accordance with the Statutory Regulations of External Qualifications2004 (QCA).     Overview

    To achieve a unit all the assessment criteria must be achieved as detailed within the „What you need to do‟section of each unit. For the full qualification the learner must complete a portfolio of evidence for all fourunits to demonstrate that all the assessment criteria have been achieved together with successfully

    completing a multiple-choice test. Unit certification is available.

    The multiple-choice test must be completed under supervised conditions. It is a synoptic assessment testingknowledge and understanding across all four units of the qualification. The multiple-choice tests must bestored in centres under secure conditions. The tests are supplied to centres on request.

    Internal and external moderation are a requirement for the internal assessment. On completion of thelearners‟ evidence the assessor is required to complete a Summary Record of Achievement for each learner(see Appendix 1).

    The centre must retain the portfolio of evidence for 4 weeks after the date of the moderation in case ofappeal.

     All assessment must be conducted in accordance with the Statutory Regulation of External Qualifications2004 (QCA)

    Internal Assessment

    Internal assessment will be through the building up of a portfolio of evidence to demonstrate that all theassessment criteria within the units have been met. It can be helpful to include a front tracking sheet for theportfolio of evidence, particularly if the portfolio is lengthy. Appendix 2 contains sample tracking sheets thatcan be used.

    Examples of evidence that could be included are:

      Observation Records  Product evidence e.g. Learners completed workbooks, worksheets  Photographs  Witness or peer testimony

    External Assessment

    This is a synoptic multiple-choice test assessing knowledge and understanding across all four units of thequalification. The multiple-choice tests must be stored in centres under secure conditions. The test will bemade up of 40 questions and must be taken by the learner under supervised conditions. Learners will have60 minutes to complete the test.

    The multiple-choice tests are available on request; learners must be registered 15 working days prior to therequired test date using the Foundation Information Student Information Record Sheet (SIRS) marked

    FTEST. The SIRS should include the month and date in which the test will be taken. Ascentis will then sendthe test papers and OMR answer sheets to the centre. Once the tests have been completed the test papersand the OMR answer sheets must be returned back to Ascentis within 48 hours for marking. A pass list issubsequently sent to the centre. This must be retained and available for the external moderator when s/hevisits the centre in order that they can verify that the learners have successfully completed the internal andexternal assessments and therefore certification can be given for the full qualification. Further details on theoperation of the external assessment and the conduct of the assessments are provided in Appendix 7 and 8.

     A sample multiple-choice paper is given in Appendix 5, together with the answers in Appendix 6.

    Internal Moderation

    The portfolios of evidence for the internal assessment must be internally moderated.

    Internal moderation is the process of ensuring that everyone who assesses a particular unit in a centre is

    assessing to the same standards. Internal moderation will be co-ordinated by a named Foundation Co-ordinator at each centre, who will liaise with Ascentis. The Foundation Co-ordinator may also act as theInternal Moderator. Internal moderation will be carried out through standardisation activities including theinternal moderation of 10% of portfolio evidence across all the groups of students, to include all theassessors and the full range of units. It is the responsibility of Internal Moderato rs to ensure assessors‟decisions are sampled and monitored to ensure consistency and fairness. Internal Moderators are also

    responsible for supporting assessors by offering advice and guidance.

    The Ascentis Foundation Information File has copies of forms that can be used to record internalmoderation activities, although centre-devised forms can also be used.

     Ascentis External Moderators will confirm the Internal Moderation activities at their visit.

    External Moderation

     Accredited centres will normally be visited up to twice a year for external moderation. The focus of theexternal moderation visits will include:

      Staff development, including guidance and support for all assessors and internal moderators.

      Moderation of a sample of the learners‟ evidence.  Confirmation of coverage of all the assessment criteria and units needed for unit certification or the full

    qualification, including the successful completion of the multiple-choice test.

    Knowledge, Understanding and Skills Required of Assessors and Internal Moderators

     Assessors of this qualification should have knowledge, understanding and skills in Health and Safetytogether with practical experience in the application of these skills. Ideally they should hold a Health andSafety qualification at Level 2 or above.

    Internal Moderators need to be competent assessors with a knowledge of the requirements of the internalmoderation process. Ascentis provides training events for internal moderators and any person new to thisrole would be advised to go on an Ascentis training event.

    Ascentis Co-ordinator

    Each centre must provide a named person to co-ordinate entries, collect fees, and agree moderationarrangements and liaise with Ascentis on behalf of centre tutors and learners.

    This person must also represent the centre in ensuring that action required on the basis of moderationreports is carried out to the satisfaction of Ascentis.

    Introduction

    In this unit you will learn about the recent Health and Safety legislation as applied to the workplace, which isoften known as the „European Legislation Applicable to Health and Safety in the Workplace.‟ You will beable to relate the main features of this regulation to the workplace.

    APPENDIX 7 

    THESE INSTRUCTIONS SHOULD BE HANDED TO CANDIDATES WELL BEFORE THE TEST TAKES PLACE

    1 It is the responsibility of candidates to ascertain the time and place of the examinations they aretaking. Failure to appear for examinations through misreading of the published timetables (which will bedisplayed on the College notice boards) will not be accepted as an excuse.

    2 Candidates who are unable to attend an examination because of illness or any other cause must

    see that this information, supported by a medical certificate, is passed immediately to the Examinations

    Officer.

    3 Candidates will be admitted to the Examination Room not more than fifteen minutes before thetime indicated on the published timetable.

    4 No candidate may leave the Examination Room until the expiration of half an hour from the

    beginning of the examination. (Where College regulations stipulate a longer period, these will apply.) If a

    candidate enters an examination after the first half-hour has passed, it will be at the discretion of the Chief

    Moderator for Foundation to decide whether to take this into account and mark the script.

    5 Candidates should bring to the Examination Room their own Bilingual dictionary, pens, HB

    pencils, clean rubber, slide rules and, where their use is permitted, pocket calculators. Any handbags,

    books, papers and other articles brought into the Examination Room must be deposited with the

    Invigilators.

    PLEASE NOTE: HB pencils must be used to complete the answer sheets. 

    6  At the beginning of the Examination, candidates must read carefully the Regulations set out on

    the Test paper.

    7 Candidates who, for any reason, wish to leave the Examination Room temporarily may only doso if accompanied by an Invigilator or by another authorised person.

    8 Silence must be preserved in the Examination Room.

    9 Candidates are strictly forbidden to copy from another or to communicate with another or with

    any person or persons other than the Invigilators. THE USE OF UNFAIR MEANS B Y STUDENTS IN

    EXAMINATIONS  WILL NORMAL LY RESULT IN THEIR FAILURE TO QUALIFY FOR THE AWARD.  

    10  At the end of the examination period candidates will be instructed to stop writing, directed how to

    tie their answer sheets and test paper together and instructed to leave them on their desks. Candidates

    who leave the Examination Room before the end of the examination must also leave their answer sheets

    and test paper on their desks.

    11  An Appeals process is available within the Ascentis system. Information about this is availablefrom either your Ascentis Co-ordinator or the College Examinations Officer. However, any Application for

     Appeal must be received in the Ascentis office at Lancaster within FOUR   weeks of the official marks

    publication date. In the first instance candidates should approach their Ascentis Co-ordinator.

    APPENDIX 8

    LEVEL 1 AND 2 FOUNDATION TESTSINVIGILATOR’S INSTRUCTIONS 

    A - General

    1  All Invigilators must be present in the Examination Room  AT LEAST 20 MINUTES BEFORE  the

    beginning of the examination.

    2 Invigilators will be provided with an attendance list to be sent with the examination test papers to

    the examinations officer concerned. Ascentis administration shall be notified of any late arrivals or

    unusual circumstances relating to attendance, recording this on the invigilator report form.

    3 One test paper and answer sheet will be issued to each candidate.

    B - Before the examination 

    1 The Invigilator shall be responsible for the preparation of the Examination Room. One TestPaper and one Answer Sheet should be provided on each desk, unless the instructions on the test

    paper indicate otherwise. HB Pencils, erasers and rulers should be made available to candidates who

    do not bring their own.

    C - At the beginning of the examination

    1 Not more than 15 minutes before the examination is due to commence; the Invigilators shall

    admit the candidates. If more than one examination is being held in the same room, particular rows

    will be allocated to particular examinations.

    2 Handbags, books and papers and similar articles (other than special materials prescribed for the

    examination) must be deposited with the Invigilators.3 Invigilators will ask the candidates to read carefully or the invigilator may read the Regulations

    set out on the cover of their Test Paper and Answer Sheet. They will also inform them about the

    availability of additional examination materials if appropriate.

    4 Candidates must be informed that ONLY  HB Pencils must be used to complete the Answer

    sheet. If a wrong answer is completed by mistake the candidate may use an eraser to rub out the

    mark.

    D - During the examination

    1 Invigilators shall check attendance. Absences, late arrivals and any unusual circumstances

    relating to attendance shall be noted on the Invigilator‟s Report Form which should be returned at theend of the examination session with the test papers and answer sheets.

    2 The Invigilators will note the name of any candidate who arrives after the first half-hour of theexamination and the reasons the candidate gives for being late. They shall inform the candidate that itis at the discretion of the Chief Moderator for Foundation to decide whether to take this into accountand mark the test paper.

    The Invigilators shall have discretion in exceptional circumstances to decide whether to allowcandidates who arrive more than half-an-hour late extra time to finish the examination. Extra timeallowed shall not exceed the amount of the examination after the first half-hour which the candidatehas missed. The Invigilators shall make a note of any extension of time allowed to candidates arrivinglate.

    3 No candidate may leave the Examination Room until the expiration of half-an-hour from the

    4 During the examination Invigilators shall ensure that candidates are provided with additional

    requirements (extra paper, etc). Candidates should be directed to raise a hand if they requireanything. Candidates who wish to leave the Examination Room temporarily may do so only if

    accompanied by an Invigilator or (if there is only one Invigilator) by another authorised person.

    5 Should any candidate become ill during an examination, arrangements should be made by an

    Invigilator for the student to receive medical treatment (on which a report should be obtained).

    6  A candidate who contravenes the regulations and instructions governing the examination,

    especially by unfair practice such as copying from or communicating with other candidates, SHALL BE

    REPORTED IMMEDIATELY TO THE COLLEGE EXAMINATIONS OFFICER . The candidate shall be

    informed that (s)he has contravened the regulations and that (s)he has been reported, but (s)he shall

    not be prevented from continuing the examination. A written report must be given to the Examinations

    Officer and to the Chief Moderator for Foundation (including full details of the contravention).

    7 No work done by a candidate should be destroyed.8 It is part of the Invigilators' duty to move about the room as quietly as possible at frequent

    intervals.

    E - At the end of the examination 

    1 Candidates who leave the Examination Room before the end of the examination shall leave their

    test papers and answer sheet(s) on their desks.

    2  At the end of the examination period Invigilators shall instruct the candidates to stop writing and

    to place their Test Paper and Answer Sheet(s) together. Candidates should be instructed to leave their

    Test Papers and Answer Sheet(s) on their desks.

    F - After the examination 

    1 Test Papers and Answer Sheet(s) shall be collected from the candidates' desks.

    2 The Invigilator shall:

    a check each set of Test Papers and Answer Sheets against the corresponding attendance

    list

    b sign the attendance list

    c the Invigilator‟s Report must be completed in all cases  

    d deliver all papers into the safe keeping of the responsible College Officer (usually the

    Examinations Officer). Test Papers should be in sealed envelopes; the contents of each

    envelope should be clearly indicated on the outside and should be signed by one Invigilator.

     All test papers, answer sheets (used or unused) the attendance record and the invigilator

    report should be forwarded to Ascentis within 24 hours, by registered mail.
