HaLong Simexco remained exports of fish cake to Japan

In the first six months of 2011, Ha Long Service and Import Export JSC (HaLong Simexco) remained exports of fish cake to Japan.

Up to the end of June 2011, the company shipped 6.12 MT of frozen octopus; 23.7 million of fish cakes; 28.9 MT of frozen squid with the total value of nearly US$1 million in which frozen squid export volume was up remarkably but frozen octopus export volume was down significantly against those of the same period of 2010.

In June 2011, HaLong Simexco exported 2.4 MT of octopus and 4.7 million of fish cakes; worth US$182.5 thousand to Japan.

Like a lot of seafood processors and exporters in the North of Vietnam, HaLong Simexco is facing with the scarcity of raw material to process and export.

NGOPREXCO kept facing short raw material supply

CL-Fish recorded a rise in post-tax profit

Ngo Quyen Processing Export Joint Stock Company (NGOPREXCO) stated that demand for squid and octopus products is currently higher but the company could not purchase enough raw material for processing.

It was difficult for NGOPREXCO to access to raw material due to drop in domestic supply in recent years. The situation was tougher when the company had to deal with cruel competition from Chinese traders who were ready to pay high price for a large volume of raw fish without requirements of quality.

In first six months of 2011, NGOPREXCO produced 880 MT of marine fish of all varieties, of which cephalopods were 600 MT. It shipped abroad 776 MT of finished seafood products, valued US$4.12 million. Total revenue reached more than VND90 billion.

From June, global buyers have increased the import demand to prepare goods for end-of-year holidays. However, domestic raw material supply is still short; and it is expected to be more severe because fishermen could not go offshore fishing due to spike in all input costs.

In Q.II/2011, Cuu Long Fish Joint Stock Company (CL-Fish Corp) gained US$51.16 billion of post-tax profit, up 156 percent from the same period last year because the second quarter coincided with the harvesting time of its farms. Fish harvested from its owned farms accounted for 70 percent of pangasius supply for processing in this quarter, General Director Tran Thi Van Loan said.

The raw fish price offered by local suppliers was up 67 percent from a year ago, but the cost of its owned farmed fish was at VND18,000 per kilogram. In addition, CL-Fish got higher net profit in the second quarter of 2011 because it increased the export price by 33 percent from Q.II/2010.

According to Vietnam Customs, in the first half of 2011, CL-Fish ranked the 8th among the largest pangasius exporters of Vietnam, with 8,855 MT of finished products, worth US$21.15 million.

Coimex to increase labour salary by 30%

Thuan Phuoc Corp faces a lot of difficulties in seafood exports

According to Mr. Le Van Khang, Chairman and General Director of Condao Seaproducts and Import Export Joint Stock Company (Coimex), this year, the company met many advantages when exporting to the EU and Asia which represented high demand of surimi with stable prices. Coimex gained more profit than the previous years.

Up to the end of July 2011, Coimex exported over 9,100 MT of surimi, bringing US$20 million. The EU was the biggest market, accounting for a 70 percent proportion in the company’s total exports. The rest was Asian markets.

Coimex has now traded abroad all of its surimi products. According to the company, sharing benefits with fishermen, respecting payment deadline, and developing a nationwide chain of distributors are key factors to ensure raw material supply for processing until the end of the year.

From the beginning of 2011, to keep its staff, Coimex has increased salary by 30 percent. It was monthly VND5 million per person. “It is the way Coimex shares difficulties with its labours when the living cost is soaring,” Mr. Khang said.

If the global market remains stable, Coimex expects to ship abroad 20 thousand MT of finish products and gain US$45 million this year.

Coimex is one of the rare enterprises in Vietnam recording a stable export volume of surimi in the first half of 2011. Currently, it has been awarded the prize of “2010 Prestige Export Enterprise” by Ministry of Industry and Commerce for its progress in export, prestige and social responsibility.

In the first seven months of 2011, Thuan Phuoc Seafood and Trading Corp (Thuan Phuoc Corp) exported over 4,300 MT of seafood, with export turnover of more than US$36 million, up nearly 60 percent against that of the same period last year. The result was not as satisfactory as expected - Mr. Tran Van Linh - Chairman and General Director of the company said.

In the first seven months this year, among the company’s seafood export items, frozen shrimp made up 4,100 MT, the others are frozen marine finfish and frozen cuttlefish. Until the end of July 2011, EU is still the biggest seafood importer of the company with 2,000 MT, followed by the U.S. and Japan.

In Jan - Jul 2011, despite the company’s export turnover was higher than that of Jan - Jul 2010, its profit was not high due to low average export price and the soaring input costs (raw material, fuel).

Currently, the high price and scarce supply of raw material cause a lot of challenges to the company in meeting demand of customers. The company’s seafood exporting and processing activities in 2011 is even more difficult than those of 2008 - the worst year in the past decade when production cost rose sharply and unstably, Mr. Linh said.

In this context, the loans from banks can not support the company because of complicated procedures and high interest rate.

Minh Phu Seafood Corp to run Minh Phu – Hau Giang plant

In middle July 2011, Minh Phu – Hau Giang shrimp processing plant started working with a production capacity of 40 thousand MT of finished products per year, according to Mr. Le Van Diep, Vice General Director of Minh Phu Seafood Corporation (Minh Phu Seafood Corp). It is expected to reach output of 10.6 thousand MT of shrimp products up to the end of 2011.

Currently, Minh Phu Seafood Corp has three shrimp processing plants in Ca Mau, province in Mekong Delta, representing a total operating capacity of 2,5 – 3 thousand MT per month.

The company continues recruiting and training skilful labours with an aim to boost processing capacity to complete the yearly plan and shrimp orders in the last four months of 2011.

In this time of the year, farmers in Mekong Delta are harvesting a large volume of whiteleg shrimp, so Minh Phu Seafood Corp can assure stable operation of processing plants and balance the proportion between whiteleg shrimp and black tiger shrimp.

To mobilize enough capital for the new plant, Minh Phu Seafood Corp raised capital of Minh Phu – Hau Giang Seafood Processing Company – an affiliate in Hau Giang province which was in charge of realizing the plant construction project – from VND500 billion to VND600 billion. This has changed the proportion of capital hold by the mother company. Minh Phu Seafood Corp accounts for 97.5 percent of its affiliate’s charter capital now.

In first seven months of 2011, Minh Phu Seafood Corp’s exports recorded continuous growth and the company remained the first place in the top seafood exporters in Vietnam.

The Decision No. 1523: Planning to develop marine finfish culture by 2015 and vision 2020

The official letter No. 1330: Guides on checking and granting certificate for fish oil exports to EU

On 8th July 2011, Ministry of Agriculture and Rural Development (MARD) promulgated the Decision No. 1523/QĐ-BNN-TCTS on approving the plan of developing marine finfish culture by 2015 and the orientation towards 2020.

Accordingly, the fisheries industry will develop marine finfish culture in cages in bays, estuaries, and coastal areas with the low investment cost and expand industrial fish cage breeding in offshore bays of Quang Ninh, Phu Yen, Khanh Hoa, Vung Tau, Kien Giang provinces and in the saltwater and brackishwater ponds.

The industry plans to develop multi-species farming, particularly species make high-profit, huge production and ones are used for processing for export such as cobia, bream, American red snapper, grey snapper. The industry will combine marine finfish rearing with other fish species such as mollusks (blue mussel, oyster,

pariwinkle snail), seaweed in order to promote economic efficiency, protect the environment and reduce the risk of diseases.

Cage groups are placed separately with the distance of 500 -1,000 meters. The area of each group of cages does not exceed 1 hectare.

By 2015, the industry targets to reach 61 thousand MT of marine finfish farmed in the saltwater and brackishwater ponds and 98 thousand MT by 2020. The production of marine finfish farmed in small cage systems expects to reach 44 thousand MT by 2015 and 51 thousand MT until 2020. Industrial finfish farming expects to bring the output of 55 thousand MT by 2015 and 111 thousand MT until 2020. Towards 2015, the total production of marine finfish breeding will reach 160 thousand MT, worth US$1.04 billion and 200 - 260 thousand MT, worth US$1.8 billion by 2020.

On 28th July 2011, National Agro-Forestry-Fisheries Quality Assurance Department (NAFIQAD) sent the official letter No. 1330/QLCL-CL1 to Nafiqad branches in 6 regions. The official letter guides on the food safety control for fish oil consignments exported to EU as follow:

- Checking and sampling the consignments pursuant to the Circular No. 78/2009/TT-BNNPTNT (issued on 10th December 2009) and regulations on the inspection and certification of food hygiene and safety of fish products promulgated by the Decision No.118/2008/QĐ-BNN dated 11th December, 2008 by MARD.

- Based on checking the production documents and the quality management of the fish oil consignments, the inspectors will sample for test according to following criteria:

+ Heavy metal residues: Allowable limit of heavy metals (Lead) is 0.10 milligrams per kilogram, maximum limit of other heavy metals (Cadmium, Mercury) on tuna meat must comply with the regulation in the document by EC 1881/2006 and 420/2011 of the European Commission.

+ Organochlorine pesticide residues: Must abide by the regulation of the document EC 396/2005 of the EC.

+ Histamine: Under the regulation of the document EC 1441/2007, the inspectors must inspect the consignments which have the hazard to Histamine.

- Applying the certificate form for fish and fish products consignments exported to EU under the regulation of the document EC 1250/2008 and guiding documents of NAFIQAD.

SHRIMP

Shrimp was among the most prominent items displayed at the 13th Japan International Seafood & Technology Expo, held from July 27 to 29 at Tokyo Big Sight. Vietnamese, Thai, Malaysian, Indian and Chinese booths all featured prawns, with Indonesia the only major producer absent. Yet, each country took a different competitive strategy.

Murkhalis Mokhter, director of integrated Maylasian aquaculture company Amban Wibawa Sdn Bhd., said that while his company has long been a leading tilapia exporter, the company’s vannamei shrimp farm is new. The production sites are located far from other operations to avoid the spread of diseases.

While he is promoting in Japan and elsewhere, exports are strongest to Saudi Arabia and other Gulf Arab countries, due to the company’s Halal certification. Unlike Jewish rules for kosher foods, crustaceans are acceptable in Islam. Though there are no special slaughtering requirements as for beef, producers must take care that no pork offal is used as a feed ingredient.

In the spring, a deadly outbreak of microsporidiosis wiped out approximately 30 percent of annual shrimp production of Vietnam. A manager at one company said that many farmers restocked as late as July, which means newly harvested product may not be available until October, with larger sizes in September or November: “The volume of processed product for Japan should be sufficient for the New Year, but may not be for raw product,” said the manager.

The rep said, “We cannot compete with India and Indonesia for the raw product. For headless black tigers, they can produce cheaper. Thailand can also further process, but they sell vannamei. We can do further processed black tiger.” The company also exhibited at the International Boston Seafood Show in March. “We have many customers in the U.S. Comparing the two, the U.S. is bigger, but processed demand is growing faster in Japan,” she said.

Panita Boonyanandha of the Thai Frozen Foods Association said Thai shrimp production is about 90 percent vannamei because black tigers are more difficult to raise. They displayed just one breaded product: tail-on vannamei. She said they offer fewer processed products than Vietnam because there are not as many processing facilities set up for it. But she expects more emphasis on processed in the future: “We can’t compete with China on raw product, so we will go toward processed. There is more profit in value-added.”

The Indian booth offered both black tigers and vannamei raw but were emphasizing large-sized vannamei, such as 16/20s and 21/30s.

The Chinese exhibitors had a variety of shrimp products, along with a variety of seafood items, but did not appear to have a strong focus on shrimp. While China is emerging as a major vannamei producer, it also consumes much of its own production. According to the latest forecast by the United Nations’ Food and Agriculture Organization, in the first quarter of 2011, exporters in China reduced the export ratio to focus more on the local market.

The Research Institute for Aquaculture No.3 in Khanh Hoa province (a southern province of Vietnam) deployed the project on “Developing whiteleg shrimp farming under GlobalGAP standards”. The project support farmers in commercial shrimp farming, producing safe products and creating high economic efficiency.

The project is implemented according to 3 models in 6 households with the area of 4 hectares . Households are sponsored 100 percent of frying cost, 11 percent of feed cost (less than VND70 million per household). Frying source is imported from Hawaii. Farming density is 120 - 150 pieces per square meter and time for raising is 3 months.

According to GAP standards, farmers must obey techniques in selecting seed and farm location, feed for shrimp, using antibiotics, chemicals and bio-products, caring about farming ponds, health of farmed shrimp, sewage and wastes, shrimp harvesting and product preservation. After farming for test, if the project shows the satisfactory results, this farming model will be applied broadly.

In the first six months of 2011, the U.S. became the largest importer of Vietnam shrimp with the volume of 19,344 MT, worth almost US$217 million, up 28.7 percent in volume and 40.8 percent in value from the same period last year. Vietnam shrimp exports expanded

to 81 markets in the first half of 2011 from 78 ones a year ago. Japan’s proportion in total shrimp export fell sharply from 31.41 percent to 22.11 percent; while the EU’s proportion up from 16 percent to 19 percent.

According to Vietnam Customs, from January 1st to July 15th 2011, Vietnam pangasius exports to Canada reached 7,096 MT, valued at US$22.36 million, up on those of the same period last year (6,165 MT and US$16.24 million) with an average export price of US$3.15 per kilogram, higher than that to other markets in the same period (US$2.61 per kilogram) and that of the same period last year (US$2.63 per kilogram).

In the first half of July 2011, pangasius exports to Canada were reported at 255 MT, worth US$939.1 thousand, down on those of the same period last year (574 MT and US$1.527 million).

In the first half of 2011, Vietnam pangasius exports to Canada were 6,840 MT, worth US$21.42 million in which fish export volume and value

in June reached the highest level (1,745 MT and US$5.62 million) while exports of the fish in February reached the lowest level (557 MT and US$1.66 million), in January 892 MT and US$2.62 million, in March 1,159 MT and US$3.4 million and in April: 1,054 MT and US$3.3 million.

Pangasius export value and volume to Canada in June 2011 reached the highest in the first half of 2011; average export price in May reached the highest level (US$3.32 per kilogram), followed by prices in June (US$3.23 per kilogram).

Regarding monthly data, pangasius exports to Canada in February reached the lowest but the average price was higher than that of January and March. Specifically, the average price in Feb was US$2.98 per kilogram, higher than that of January (US$2.95 per kilogram) and March

(US$2.94 per kilogram). The average price to Canada in March reached the lowest but fish export volume and value reached the third high.

Vinh Hoan Corporation is still the leading Vietnam pangasius exporter among 36 Vietnam pangasius exporters to Canada, followed by Bien Dong Seafood Co., Ltd with pangasius exports of 783 MT, worth US$2.177 million and Docifish with 711 MT, worth US$2.146 million. Amanda Seafood Co., Ltd ranked the twentieth but its average export price (US$4.13 per kilogram) is the highest.

From January to July 15th 2011, there were 224 Vietnam pangasius exporters to markets with 344,308 MT, worth US$897.3 million, up 4.8 percent in volume and 27 percent in value against those of the same period last year.

From 1st January to 15th July 2011, Vietnam pangasius exports to Egypt netted 8,522 MT, worth US$17.8 million, down on those of the same period of 2010 (11,515 MT, worth US$19.1 million). However, average export price to the market reached US$2.1 per kilogram, up on that of the same period of 2010 (US$1.67 per kilogram).

The causes of the drop in Vietnam pangasius exports to Egypt are political instability as well as mass demonstrations in some big cities of Egypt. Besides, the importers steadily limited buying due to higher offer prices from Vietnam.

In June 2011 Vietnam pangasius export volume to Egypt was 2,570 MT, reaching the highest in first 6 months of 2011 but lower than

that of June 2010 (2,848 MT) and the peak of May 2010 (2,929 MT). Egyptian importers have adapted the new offered price from Vietnam.

According to Vietnam Customs,

in January and February 2011, the average export pangasius price to Egypt recorded US$1.7 per kilogram and US$1.59 per kilogram but increased to US$2 per kilogram in

PANGASIUS

Ministry of Agriculture and Rural Development (MARD) is setting up a draft Decree on the management of production and consumption of pangasius. The draft Decree will be submitted to gain the Government’s approval.

According to the draft Decree, Viet Nam Fisheries Society (VINAFIS) in conjunction with Vietnam Association of Seafood Exporters and Producers (VASEP) and relevant societies will propose and announce an anticipated floor price for purchasing raw pangasius after the approval of the Steering Committee of production and consumption of pangasius in Mekong River Delta.

The anticipated floor price for raw pangasius procurement is calculated

based on input cost (frying, feed, medicine, finished products, labour, duties), other reasonable costs and the minimum 5 percent of profit of farmers.

If the price for raw pangasius procurement on the market is equal or higher than the anticipated floor price, the State will not intervene. However, if the price for raw pangasius procurement is lower than the anticipated floor price, the price for raw pangasius procurement on the market will be regulated by MARD in conjunction with the Ministry of Finance, Vietnam Ministry of Industry and Trade, the State Bank of Vietnam and relevant societies.

The minimum 5 percent of profit

of farmers is not enough for them to re-invest for the next season, especially with the current high bank loan rate of 18 - 20 percent. However, the minimum profit of 5 percent helps prevent farmers from leaving farming ponds uncultivated, Dr Nguyen Viet Thang, Chairman of VINAFISH said.

The draft Decree points out the conditions for pangasius farming. Fish farms must be located in the planning areas approved by provincial People’s Committees; fish farms must comply with Vietnam Good Agricultural Practice (VietGAP) issued by MARD; fish farms are encouraged to apply for certificates (Global GAP, ASC, SQF).

Large-scale farms with the water acreage of more than 1 hectare are required to sign in advance purchasing contracts with processors. Farms with the water acreage of more than 3 hectares must have managers, technical officials, officials specialized in aquaculture.

Fish farms with the water surface of more than 1 hectare must register the production of farmed fish at competent agencies such as Department of Agriculture and Rural Development and Sub-Department of Aquaculture.

The draft Decree on the floor price for raw pangasius procurement

This year, there is a decrease in the number of Vietnam pangasius exporters to Egypt against last year. From the early 2011 up to the first half of July 2011, there are 35 Vietnam pangasius exporters to Egypt, lower than 43 exporters of the same

period of 2010. The leading Vietnam pangasius exporters are Agifish, CL-Fish Corp, Hung Vuong Corp, Godaco and Aquatex Bentre…

In 2011, among top 5 Vietnam pangasius exporters to Egypt, Agifish (the leading one) exported 1,653 MT, worth US$3.04 million. Hung Vuong Corp ranked the third

with the export volume of 832 MT, worth US$1.61 million. Particularly, CL-Fish Corp surpassed Bianfishco to rank the second.

In the first half of July 2011, Vietnam pangasius exporters exported 1,663 MT, worth US$3.66 million, higher than those of previous months, except for June 2011.

VIETNAM TUNA EXPORT, JAN – JUN 2011In June 2011, Vietnam exported 7,232 MT of tuna,

worth nearly US$30 million, up 1 percent in volume and 24.6 in value from the same month last year. Exports to the EU got rapid growth, with 37.7 percent in volume and 52.8 percent in value, in which Germany recorded the highest growth of 237.3 percent in volume and 304.5

percent in value. Germany was the largest European importer of Vietnam tuna in terms of value. Other leading importers in top 3 - Italy and Belgium - reported a drop in import value, with 47.4 percent and 14 percent, respectively.

In the first half of 2011, a total of 44,839 MT of tuna was shipped to 81 markets for US$206.5 million, accounting for 7.9 percent of Vietnam total seafood export value. The proportion in value of three main markets were slightly up compared to the same period of

2010. The U.S. represented over 50 percent against 49.7 percent of 2010; and Japan up from 10 percent to 12.2 percent. ASEAN’s proportion fell from 5.5 percent to 4.3 percent from the same period last year.

According to Vietnam Customs, in the first six months of 2011, Vietnam tuna is exported to 81 countries and territories worldwide, reached nearly 45 thousand MT, worth US$206.5 million, an increase of 9.3 percent in volume and 32.8 percent in value on those of the same period last year. In which Vietnam tuna exports to the U.S. (the biggest consumer) reached over 16 thousand MT, valued at US$103.4 million, making up over 50 percent of the total tuna export turnover of the country.

U.S. reached 1.8 thousand MT, worth US$12.2 million, down significantly due to decreased global demand, but the average export price reached US$6.75 per kilogram, up 18.4 percent on those of the same period of 2010.

In June 2011, tuna export value to the U.S. reported US$11.7 million with the average price at US$5.07 per kilogram, up 11.4 percent on that of June 2010.

According to Vietnam Customs, there are 41 Vietnam tuna exporters to the U.S. in which Hong Ngoc PTE is the leading with export value of US$16.2 million, followed by Thanh Son PTE and Yueh Chyang Co with export value of US$12.4 million and

US$11.7 million, respectively. In the first six months 2011, tuna export value to the U.S. accounted for a remarkable portion of 20.6 percent in Vietnam seafood export to the U.S. The tuna products exported to the market are mainly raw tuna (code HS 03) with US$73.8 million, representing 71.4 percent of total tuna export value to the U.S. in Jan - Jun 2011.

According to the statistics of Global Agricultural Trade System (GATS), in the first five months of 2011, the U.S. imported tuna from 54 countries worldwide with total volume of 122.4 thousand MT, worth almost US$537.2 million. In the ranking table of tuna exporters

to the U.S., Vietnam ranks the fourth after Thailand, Indonesia and the Philippines with the volume of 9.87 thousand MT, worth over US$52 million, accounting for 9.7 percent of total tuna import value of the U.S. Thailand showed the highest tuna export value to the market (US$212.2 million).

In recent years, Vietnam has ranked after Ecuador in tuna export value to the U.S., but in 2011, Vietnam is outstripping Ecuador. Ecuador ranked the second after Thailand but in last 3 years, Ecuador was downgraded to the fifth in 2011. This is an opportunity for Viet Nam tuna sector to promote processing and exporting to the U.S.

Vietnam attends Asia aquaculture meeting

The Mekong River Delta to enhance the quality of 3 key export itemsThe Meeting of Asian Ministers in Charge of Aquaculture

kicked off on July 28 in Sri Lanka, with the participation of many countries, including Vietnam.

The meeting was jointly held by the United Nations’ Food and Agriculture Organization (FAO) and the Network of Aquaculture Centers in Asia-Pacific (NACA) in coordination with the Sri Lanka Ministry of Fisheries and Aquatic Resources.

Delegates to the meeting focused their discussions on sustainable development of aquaculture for food security, nutrition and economic development of Asian countries.

The Vietnamese delegation, led by Deputy Minister of Agriculture and Rural Development Vu Van Tam, confirmed that the Vietnamese Government always attaches important to realising its strong commitment to the Colombo Declaration and Strategy to develop aquaculture in Asian countries.

On the sidelines of the meeting, Mr. Tam had a talk with Sri Lankan Minister of Fisheries and Aquatic Resources Rajitha Senaratne on fostering bilateral cooperation in fisheries following the 2010-2013 working plan signed by the two countries in October 2009.

The two sides agreed to center on farming lobsters, seaweeds, sea cucumbers, and brackishwater prawns. The two sides approved to establish a Vietnam - Sri Lanka joint working group to deploy the implementation of cooperative plans in the coming time.

According to the orientation of Ministry of Industry and Trade (MOIT), in the period of 2011-2015, the provinces in the Mekong River Delta will foster the quality of 3 key export agricultural products (rice, seafood and fruits and vegetables).

Accordingly, the rice item will be produced in cleaner and more economical approach to increase its added value. The local authorities will focus on raising the rice export price to reach US$3.5-4 billion of rice export turnover by 2015.

In the upcoming years, the total rice production is expected to rise by 3 percent per year and reach 46 million MT until 2015, in which 36-37 million MT will serve for domestic demand and reserves, the rest of 9-10 million MT will be used for processing and exporting.

In term of seafood items, the local authorities will develop new and high quality products, create and protect the brand name. It is estimated that Vietnam will rise 6-7 percent of seafood production per year and reach 1.6-1.7 million MT of seafood export volume with US$7.5 billion of export turnover by 2015.

Zero percent tax for raw fish import to boost seafood export

Offshore fishing vessels in Tra Vinh will be equipped with satellite receivers

Vietnam seafood processors are facing with a huge pressure on scarce raw material supply, particularly shrimp, tuna, mollusks (code HS 0306 and 0307) because domestic raw material production is not sufficient. With high import duty (12-18 percent) on raw fish, local seafood processors can not afford to import raw material for processing and exporting.

In term of value, Vietnam is one of the world’s ten leading seafood exporters. However, in recent times, Vietnam seafood sector has encountered lack of raw materials such as raw shrimp, marine fish and unstable supply of pangasius.

The cause of the shortage is the reduction of catch landing because the East Sea insecurity has prevented fishermen from going offshore fishing. Besides, Chinese fish dealers competed with local businesses in purchasing raw fish on boats or at fishing ports in Vietnam with high price.

In the Mekong Delta, despite the shrimp farming area is 600,000

hectares, bringing over 1 million MT of shrimp annually, local shrimp processors can not find enough raw material for operating, especially in the early or the end of the year.

Even in the shrimp harvest, many local shrimp businesses still have to reduce the processing capacity because raw material price increases faster than export price. Moreover, in 2011, the problem of lacking of raw materials becomes worse due to bad weather conditions and widespread epidemic on shrimp, leading lower production.

In the recent years, because of lacking domestic raw material, many Vietnam seafood enterprises have imported raw materials to meet the orders signed, ensure plants’ operation as well as create stable income for their workers.

Local seafood enterprises surveyed by Vietnam Association of Seafood Exporters and Producers (VASEP) said that they were in need of importing raw material for processing and they propose to be exempted from import tax on raw fish.

According to Vietnam Customs, up to now, the country has imported raw materials of fish from over 70 countries and territories. In the period of 2001 - 2004, Vietnam’s raw fish import value reached about US$90 - 100 million per year. In the period of 2005 - 2008, import value rose to US$200 - 300 million per year. Until 2010, raw fish import volume reached 130.2 thousand MT, worth over US$325 million. The main suppliers of raw fish for Vietnam are Japan, ASEAN, Taiwan, South Korea, the U.S. The import portion surely has no impact to local fish production.

Thus, Vietnamese seafood enterprises request relevant authorities to consider import tax exemption on the black tiger shrimp, whiteleg shrimp, cephalopods in order that they can hold initiative in raw material supply for processing and exporting to reach the target of US$6.5 - 6.7 billion by 2015 and US$8 billion by 2020 planned by the Government.

According to Tra Vinh province’s Department of Agriculture and Rural Development, the province has been directed to implement the project “Observation system for fishing vessels, fishing grounds and fisheries resources using Movimar satellite technologies”.

Offshore fishing boats in Tra Vinh (a Mekong Delta province) and other 27 coastal cities and provinces nationwide will be connected with the Movimar satellite system under a French-funded project worth

EUR14.3 million. Of the total funding, the French

side contributes EUR13.9 million and the Vietnamese government VND10.2 billion (roughly EUR56 thousand).

The three-year project, starting from this year, will equip 20 offshore fishing boats in Tra Vinh province with satellite receivers. The capacity of each offshore fishing boat must be 90 HP or more.

The installation of satellite receivers helps the localities perfect

their managerial system for fishing boats as part of efforts to realize modernization and industrialization of the fisheries sector, ensure the safety of vessels and the sovereignty of Vietnam waters.

The satellite receivers enable fishermen to define rich fishing grounds, save fuel, update weather forecast (the information about the approaching storms, low tropical pressure) and contact with other boats.

Tafishco inaugurated aquaculture materials supply center

FAO to help Vietnam control aquatic diseases

The center has a total area of 1,000 m2. It consists of 01 office serving for the management and administration of the link chain management, 01 laboratory about fish diseases and management of water in ponds, some showrooms for aquatic breeds, aquatic medicine and aquatic food and 01 hall to serve for meeting, symposium on the aquaculture field.

From the position of the pioneer in linking chain, Thuan An Company meets a lot of difficulties from the stage of campaigning participants to proposing implementation policy from management agencies of the state. However, the name “ Pangasius link chain – Tafishco” is known by Seafood industry and everyone through the media as well as local press offices and national media agency introduce and report about this pilot model.

Therefore, with recognizing the importance of pilot model and to help this pilot chain bring to durable effect, it is necessary to establish “Aquaculture materials supply center”. This center operates according to motto and purpose which are set by leaders of Thuan An Company such as:

- The center brings to excellent service for fishermen in controlling the quality of fingerlings, medicine, food and used materials. Besides,

the fishermen can access to materials with manufactory’s original price in condition of market price rising abnormally, affecting on production, calculating materials of input to ensure profitable harvest.

- Tafishco is proactive about raw materials for factories’ production, maintains stable production, supplies employment and income for officers and employees. Moreover, traceability can be operated clearly. This helps us enhance the brand to compete on export market.

- The center is a strong link between all the members for stable and mutual development. It is a bridge to combine Breeding facilities – Fish for meat – Food suppliers – Seafood medicine suppliers and processing factories. They can frequently meet and exchange information, share risks, difficulties, advantages in the process of aquaculture, process and export to aim to stable, developed and sustainable aquaculture industry.

The center is a place where mobilizes many units providing food, seafood medicine to exhibit, delivery and post price openly so that fishermen can have their own choosing. On the other hand, the center is also prepared some equipments in laboratory and a team of technicians who can advice and support for fishermen

A distinct feature of this center is in charge of product consumption after harvest (the center will link with 02 processing factories-AFIEX and CADOVIMEX to consume fish from fishermen). If fishermen request to sign product underwriting contract, center will sign this contract at the beginning of fish nourishing and ensure the output according to market price for each period. Main operation of center is service. It is like a aquatic club, so every fisherman can come here to learn about export situation, fingerling situation, price of raw material, price of food and epidemics...Generally, they can know about aquaculture production process, export pangasius...This center will often associate with An Giang Agriculture & Rural Development Department (DARD) and An Giang Fisheries Association (AFA) updating the latest and hottest of pangasius field to convey to fishermen. Thus, fishermen can come here to drink tea and talk about pangasius. It is not necessary to buy any product when coming this center.

Deputy Minister of Agriculture and Rural Development Vu Van Tam on July 29 met with FAO Assistant Director General for Fisheries and Aquaculture Arni M. Mathiesen and Deputy Director General of FAO Fisheries Department Rohana Subasinghe.

During the meeting, the two sides discussed FAO assistance for building a network to prevent and control aquatic diseases in Viet Nam. The meeting took place on the sidelines of the Meeting of Asian Ministers in Charge of Aquaculture to which the officials

attended. The FAO officials pledged to

discuss specific measures to control aquatic diseases as soon as they receive FAO experts’ final report on aquatic diseases, especially on shrimp and oysters in the country.
