Dear Friends,

It is difficult to understand what India Post is up to? Stamps of 2017 have not come to many philatelic bureaus. Sheetlet of 2018 are not issued to any account holders of any philatelic bureau, though they were issued in January and in March 2018.

India Post is encashing the sentiments of stamp collectors. In today's time, Gandhi material is being sold as hot cake. Knowing this fact, India Post have issued eleven stamps worth Rs. 80 in 2017 and nine stamps worth RS 180 in 2018 on Gandhi theme. And these stamps are readily available at all philatelic bureaus and counters from day one. India Post has issued circular shaped stamps for the first time and that is on Gandhiji on 2nd October 2018. These seven stamps are worth Rs. 150 only and are readily available in all philatelic bureaus and even in many countries.

In last 71 years India Post has issued 64 stamps on Gandhiji and this theme.

It will be for Indian Philately, if India Post could give some attention on availability of other stamps. Collectors are losing interest in collecting new stamps because they are not available at Philatelic bureaus but are available in open market for a premium.

India Post should look in to this situation.

The erstwhile feudatory state of Junagadh which is also known as Sorath, Soruth or Saurashtra, was a major state in Kathiawar Peninsula. In 1807 it became a British Protectorate. In the map Kathiawar State as in 1925 is shown. The last ruler Mahabat Khan ji – III was from Babi or Babai (Pashtun tribe) dynasty as in the case of Cambay and Balasinor States. He was a kind ruler respected by all communities. He was a great animal lover and an expert breeder. He raised air cows, kathi horses and, above all, a great patron of dogs. His knowledge of these subjects was appreciated in India and abroad. He maintained Gir Forest carefully which is famous for Gir Lions. Area of Gir Forest is shown in the map. The Nawab was granted 13-gun salute by the British authorities.

This article is concerned with the events leading to the independence of Junagadh on 13th November 1947. Given below is a chronology of political and social events leading to the independence of Junagadh State and the postal history between 15th August 1947 and 30th March 1950 when the postal service was incorporated into that of Republic of India.

Around the time of independence, Shahnawaz Bhutto was the Dewan of the State. On 15th August 1947 when India was eager to celebrate independence, Junagadh was in the state of uncertainty.

13th August 1947 – Diwan of Junagadh asked the community to give their decision on whether to join India or Pakistan.15th August 1947 – Diwan ignores people's decision conveyed to him and declared ascension to Pakistan.13th September 1947 – Pakistan accepts Junagadh's ascension.25th September 1947 – Natives of Kathiawar decided to deny powers of Nawab and to establish Interim Government of “Aarzi

Haqumat” or Temporary Government.30th September 1947 – Aarzi Haqumat took over Junagadh House in Rajkot.21st October 1947 – Aarzi Haqumat took over Mangrol and Babariawad.22nd October 1947 – Manavadar taken over.24th October 1947 – Amrapur taken over.7th November 1947 – Nawab with his family

fled to Karachi (Pakistan) from Keshod Airport.2nd – 8th November 1947 – 106 Villages freed.9th November 1947 – Indian troops took over the administration of the State. The administration of Junagadh State was assumed by the Government of India.13th November 1947 – Aarzi Haqumat dissolved.15th February 1948 – United State of Kathiawar was formed, comprising 221 former states and estates of Kathiawar including Jasdan, Morvi, Nawanagar and Wadhwan, but excluding Junagadh.15th April 1948 – Date fixed for the formation of United States of Saurashtra if Junagadh join the Union of India.1st June 1948 – Chief administrator of the state appointed Executive Council formed.November 1948 – United States of Kathiawar is now United States of Saurashtra.20th January 1949 – A referendum was held by the Executive Council of Junagadh to join the United States of Sarurashtra.1st April 1950 – All Junagadh Post Offices taken over by Indian Postal Authority.1st November 1956 – Saurashtra became part of Bombay State.1st April 1960 – Bombay State bifurcated into Maharashtra and Gujarat State. Gujarat State included Saurashtra and Kutch territories.

Postal History 1949 – 50

We will not go before 1947 August for information on the state and its Postal history as number of articles have been published in INDIA POST as well as the book published by Malaviya and reviewed by the author in IND DAK Vol. 24, No. 4 (2000, (Ref. 1)). Junagadh was the first Indian Feudatory State to issue stamps from November 1864 and the last stamp was issued in 1938 which was over printed SARKARI (OFFICIAL).

We are concerned with the Postal History of United States of Saurashtra between January 1949 and 30th March 1950.

It is during this time a very interesting period in the philately of the Saurashtra State is recorded. Prior to 26th January 1950 state's postage stamps and stationery were used and there was Imperial Post Office / Indian Post Office in the state which catered the transmission and receipt of mails from outside the state.

According to Stanley Gibbons, between 20th January 1949 and 2nd March 1950 issued postage stamps were valid only in Junagadh State.

As stated earlier, the las t stamp issued by the Sorath (Soruth) was issued on 1st January 1936, 1 a. denomination (SG57) showing the portrait of the Nawab, inscribed “Postage and Revenue”. Last official stamp was issued in 1938, SG 57 overprinted “SARKARI”.

In Fig. 1 is shown SG 57 on cover cancelled SAURASHTRA POST / 22 JAN. 48 / JUNAGADH.

In Fig. 2 is shown on cover the first stamp issued by the United State of Saurashtra SG 58 surcharge 1 a. POSTATE & REVENUE. Cover is cancelled SAURASHTRA POSTAGE / 12 SEP. 49 / . RY. TRA (Railway Cancellation).

In Fig. 3 is shown on the cover second stamp SG 59, 2 a. surcharge 1 a. showing Kathi Horse. Stamp is cancelled SAURASHTRA POST / 15 NOV. 49 / JUNAGADH and receiving P. O. cancellation SAURASHTRA

In Fig. 4 is shown a third stamp 1 a. SG 60 on cover. This stamp was issued in September 1949 and is a Court Fee stamp of Bhavnagar State overprinted “SAURASHTRA” and further overprinted “USS REVENUE & POSTAGE”. Stamp is cancelled, UNITED STATES / 14 DEC. 49 and the receiving P. O. Cancellation SAURASHTRA POST / 15 DEC. 49 / VERAVAL.

In Fig. 5 is shown the fourth stamp SG 61 1 a. surcharged 3 p. issued on 2nd March 1959. Three Pies stamp of 1929 is over printed POSTAGE & REVENUE / ONE ANNA.

As mentioned earlier, from 1st April 1959 Indian Postal Administration assumed the charge of Saurashtra State Post Offices. However, Postage stamps were valid upto 30th April 1950.

In Fig. 6 is shown a Saurashtra State ½ a. Postcard cancelled JUNAGADH / 13 APR. 50 / 12.30 PM. Side by side there is another cancellation applied on 3 p. stamp of Archeological series of India, B. O. / 13 APR. 50 / KATHIAWAR. Note: “R” if KATHIAWAR is reversed. Since the Postcard rate was revised from 6 p. to 9 p. and additional postage stamp of 3 p. denomination was affixed on the Postcard.

It is to be noted that overprint errors exist in all postage stamps from SG 58 to 61. Also nos. SG 58 to 60 are known with manuscript overprints reading “Service' or “SARKARI” (In English or Gujarati script), usually applied in red. Such provisionals were used at Gadhada and Una between June and December 1949.

At the end of this article let us have a look at the politics in postal history of Junagadh State. Pakistan has issued stamps showing the m a p s o f E a s t a n d W e s t P a k i s t a n encompassing the map of India. On these stamps territories of Jammu Kashmir and Junagadh – Manavadar are shown on white background in the backdrop of Indian territory in dark colour. The stamps were released in four denominations. In an example shown stamp is printed thus: Upper Part – Jammu and Kashmir final status not yet determined,

Once a glorious state of Junagadh – Sorath – Soruth – Saurashtra from 1st April 1960 became a district in the state of Gujarat.

premises has not taken any rent for quite some years. Besides, due to absence of proper coordination between the present owner of the premises and the Department of India Post, the sub post office is suffering from lack of care and maintenance. Once a visitor enters the post office, shadows of darkness engulfs him. One entrance of this post office has gone under the occupation of vagabonds. There is neither any notice board or plaque indicating and informing the glorious cultural heritage and history of this post office. The post office does not figure in the heritage list of Kolkata Municipal Corporation. The irony of a forgetful nation. However according to the report of the journalist when she approached the Chief Post Master General of Kolkata, she assured that once the conclusive documents and supportive papers come in the hands of the postal authorities definitely a notification board or appropriate plaque illustrating the rich historical background of the post office shall be fixed within in the post office. The cost of regular maintenance of the post office will also be provided as per rule -as is done in case of all tenanted post office premises. C.P.M.G asserted that there too there will be no exception in respect of maintenance cost and other necessary items of budget.

After the death of Krishnadas, the founder of this patrika, his two sons, Ranjit and Basudeb took over the responsibility of running and publishing this magazine -ARCHCHANA and this was the time the spelling of ARCHCHANA got changed to ARCHANA. Initially patrika was printed from outside but in the year 1948 approximately Rs. 2200 was spent in acquiring the requisite printing machines which were installed in their own house to start the printing of Magazine ARCHANA under the name and style of ARCHANA printing works and publishers. Annual subscription of this magazine at this time was 1 rupee 25 paisa. The advertisers in this journal were entities to be reckoned with like Tata Steel, Balmer Lawry, Basanta Malati, G.C. Laha Ltd. and these names were more than enough to prove the popularity of the journal.

Will anybody be prepared to believe and accept today that in the Kolkata main city itself there existed and still continues to exist a unique exceptional sub post office named 'ARCHANA' Sub Post Office. Now you may be curious enough to ask about the details of this Sub Post office. For your information its Pin code is 700007. It can be seen from the Chittaranjan Avenue, one of the main arterial roads of the city, facing the legendary THAKURBARI of Jorasanko - the abode and Birthplace of great poet Rabindranath Tagore. Standing on this position and location on C.R. Avenue if you look at your right you see this Sub Post office. Now you will raise several questions. Why it is called ARCHANA sub post office? Why was it and still continues to be unique and extraordinary in nature? For answers we have to browse through the pages of our history.

If we crossover the main road we come across a building owned by Tarini Charan Chandra and the building occupies Ramanath Sadhu lane and Parbati Ghosh lane and in this house the seeds of this unique sub post office were sown. Sri Krishnadas Chandra - son of late Tarini Charan Chandra was a merchant by profession but literature was his passion and obsession. In the year 1904 he started a monthly journal. Rabindranath Tagore gave it the name Archhana. The first editor of this patrika was Gyanendranath Mukhopadhyaya. Stories, poems, dramas, Essays and review and criticism of contemporary writings used to appear in this monthly journal on regular basis and from the moment it was launched it created sensation and roused interest in literary circles of the city of Kolkata. The subscribers were enrolling from all parts of the state of Bengal. Hence it was considered necessary to have a separate post office for better communication and coordination and deliver the journal among all connected with this monthly. This was the point from which trouble began as the Burra bazar post office was then having heavy work pressure, so it declined to come to the rescue of this monthly magazine. Now a different kind of battle started. Founder Krishnadas submitted application for setting up of a sub post office for timely delivery of magazine in the then premier daily of the city The Statesman Patrika of Calcutta . Since this initiative did not yield desired result, Krishnadas submitted suitable petition before then viceroy Lord Curzon. The prayer was answered favourably and a sub post office was established in the year 1906 at 18, Parbati Ghosh lane. In the year 1917 this sub post office was shifted to the premises No.10 Parbati Ghosh lane - owned by the friend of Krishna Das - Sri Jugal Kishore Mukhopadhyaya. At that time only work assigned to this sub post office was distribution the monthly magazine ARCHCHANA. In Next generation the name of the monthly was changed from ARCHCHANA to ARCHANA. The establishment and setting up of a sub post office for exclusive purpose of distribution of a literary monthly magazine in British India by Indian postal Administration was undoubtedly a rare event in the history of India. The only changes that have taken place today are in respect of the ownership of the premises and the amount of rent paid for this sub post office. Right now, at monthly rent of Rs. 800 this post office continues to function with three postal employees. According to information gathered by the journalist for well-known Bengali daily Ananda Bazar Patrika - the owner of the present

publication, Pratap Chandra Chandra, renowned writer, politician and social activist claimed that the main reason for closure of this journal was emergence of numerous film magazines, journals and cine weeklies in the market of the city.

58 years have elapsed since the closure of ARCHANA literary patrika but in the narrow lane of old city of Kolkata even today stands tall and erect the red coloured ARCHANA. BHAVAN. In Bangiya Sahitya Parishad and two three other old libraries copies of ARCHANA have been kept for preservation. Besides, some old but valuable deeds and important documents have been carefully kept by Sri Sourav Chandra for posterity. There practically ends the story of this heritage magazine backed supported and patronised by the top luminaries of Bengal in early 20th century.

But more important than that is the question from the angle of Indian post a History. Has anywhere else under British viceroy's order and authorisation a Sub post office was started to promote, publish and smoothly circulate a unique literary journal patronised by the great literary personalities including Rabindranath Tagore and others of

eminence. It is indeed a golden feather in the cap of India post that the Post office still continues to exist as a functional unit of India post in the city. We exhibit stamps for many different reasons. We might focus on sharing our material or our knowledge with other stamp collectors, having fun, meeting like-minded people, winning awards, increasing our knowledge by learning more about our material, or even mastering a new skill. For some of us we have diffused goals where all of these are involved but for some of us there may be more tightly focused goals. We may have our hearts set on being awarded a gold medal. Some people want lots of medals. And there are others who aim for having the most popular exhibit. And some try to increase the resale value of their collection with a strategic exhibiting strategy that increases the prominence and interest in the material, so it can be sold for more than it might realize had it not been exhibited.

Whatever our exhibiting goals are, having a strategy to achieve them may be more useful than setting out to achieve a goal without a plan in mind. Compounding the difficulty of course is that our goals may – and most likely will – change over time. Before I began to exhibit, the grandest philatelic goal I hoped to achieve (thinking about one day in the far future, of course) was the India Study Circle medal which is awarded to the best Indian exhibit in a show. Now

that I have been awarded this medal about six times it no longer represents the apex of my philatelic goals. Now I have other goals that require more complex strategies than just having the best Indian exhibit in a show.

To the extent you are able to articulate your goals – short term or long term – you may be able to develop a step by step strategy that can help you achieve your goals. If you have more to do than the time available to do it and if you have many options for how you can focus your hobby time, than a strategic assessment of what you want to achieve may help you to identify those things on your to –do list that are directly associated with helping you achieve your goal. As a noted wit said “If you don't know where you are going, any road will get you there”; if you know where you want to end up, you can identify the path to help get you there.

The renowned philatelist Dilip Shah, who hailed from Jabalpur passed away on 27th July, 2018. For his India collection he won the prestigious Grand Prix d' Honneur at world level. He served many times as the Secretary General and later President of the Philatelic Congress of India. He acted as the Regional Representative of the Royal Philatelic Society, London for India. He was the member of Philatelic Advisory Committee. He also served as National Commissioner of India, Jury member and Expe r t Team member a t seve ra l international exhibitions.

The Indian Philatelic Community will always remember him for his dedication.

District Dawk in Bombay Postal Circle Circa 1860-1905

iii. “Such Police Stations and other public offices as may be selected by the local Governments shall be constituted District Post Offices”.

vi. “Any person wishing to post a registered letter at any District Post Office can do so. One anna of the registration fee will be allowed to the person registering the letter, the remaining three annas must be sent with the letter by the same day's dispatch to the nearest Post Offices.

ix. “Fifteen minutes before the hour at which the despatch of the office are usually made up, the letter box will be opened and the letters in it taken out. Those addressed to places to which there is a direct communication through the District Post will be separated from all other letters sorted and packed in covers addressed to the Officers in charge of the District Post Office from which they will be delivered. The remaining letters will be made up into one packet and addressed to the nearest Post Office with which he has communication”.

5. Administrative reforms effected in 1862 brought out the necessity for placing the District Dawk on a more satisfactory footing. It may be noted that, by this time, the District Dawk had become an important auxiliary to the General Post. The District Dawk was utilized by the General Post for the delivery of correspondence to locations in the interior where the Post Office did not have its offices, and for receipt of correspondence from the interior for delivery to addresses outside the District.

6. A proposal was made during 1862-63 for amalgamating the District and General Posts in the Presidency. However, it was decided “that any attempt for the present to amalgamate the District and General Postal service was not expedient; and that the object in view would be more efficiently and appropriately attained by having the District Postal Service placed on an efficient footing by t h e L o c a l G o v e r n m e n t s , w i t h t h e understanding that, as soon as the general correspondence of any station might be found to fulfil the prescribed conditions of self-support, the postal service should be taken over by the General Post”.

Introduction

1. The District Dawk system was a postal arrangement functioning as a local postal system in the administration districts of British India in the 19th century. It was a scheme working parallel to the Indian Postal Service, sometimes in extension of it, and invariably as a pioneer system for the Indian Post Office. Its main role was conveying the official correspondence in the interior of the Districts; subsequently, it assumed the additional role of conveyor of private correspondence on payment of a specified fee. It was variously designated District Post, District Dawk, District Tappal, Talook Tapal and Zamindari Dawk.

2. The District Dawk organisation was manned and operated by District officers and other local subordinates. The expenditure on the service was met by a cess levied on Zamindars, as in Bengal, or on the local people, supplemented by Central grant-in-aid. The Post Office Commission set up in 1850 had recommended that the District Posts be merged with the Indian Posts, but this was not considered desirable. From about 1863, the District Dawk organization came to be managed with technical advice from the Indian Post; this was followed by the gradual merger of the District Post offices with the Indian Posts. The District Dawk as a system was abolished in 1906.

3. The Dawk was a make-shift system, often loosely organized and poorly manned; but it was a system which took communication facilities to the rural areas, probably because it was primarily a conveyor of official correspondence, and the size of private correspondence carries by it was comparatively very small. Its operations ere poorly documented, and the survival percentage of the private mail carried was too small. With the evidence of its functioning remaining rare to very rare, any one trying to study the operational success of the system was to penetrate the veil of oblivion surrounding the system. No wonder, postal historians such as Renouf, Jal Cooper and Martin have only been able to touch the fringes. The author of this article can do no better.

District Post in Bombay Circle: Early Years.

4. The District Dawk was functioning in the Presidency in 1837, probably even earlier. The Post Office Act of 1854 stipulated that 'it shall be lawful for the Governor General of India in Council to frame Rules for the management of all or any Zamindaree, Thannah or other District dawks, and to declare, from time to time, what portions of this Act shall be applicable to such dawks and to persons employed in connection therewith', General Rules relating to the receipt, dispatch and delivery of letters by District Dawk were

thapproved on 12 August 1854.

The following are some extracts from these rules:-i. “Whenever any local establishment may be maintained for the conveyance or delivery of the police, revenue or other official communications, it shall also be made use for the conveyance and delivery of private correspondence, and be designated, a District Dawk”.

Bombay District Posts: 1865 to 1880

7. In the Presidency of Bombay, the management of the District Dawk establishments was transferred to the Post Master General. The PMG's plan was that “a Post Office will exist at every official station, letter boxes will be placed at every large village, rural messengers will be provided and have defined circles to visit periodically twice or thrice a week, and efficient measures will be taken to secure village delivery with regularity and punctuality”.

8. The plan was effective probably by January 1866. As was explained by the Director General of Indian Posts, “this measure was not an incorporation of the district post with the imperial post, but a mere transfer of the management of the former, the Post Master General undertaking to relieve district officers of the control of the establishment”.

9. The Imperial post has a stake in the District Dawk System. “The interest which the imperial post has in these district dawks is a great one for when made available for private correspondence they do the work of pioneers of the Imperial Post. The chief demands for new Imperial offices occur in places where the correspondence has been first developed by the district dawks. Wherever there is such development, the Imperial post steps in and undertakes the cost of the office, leaving the district post funds free for extension elsewhere”. Following this policy, district post offices and links were gradually taken over by the general post. By 1877-78 there were only 2 District Post Offices left in the Presidency, and even these must have been taken over by the imperial post by 1880.

10. With all the district post offices taken over by the imperial post it would be natural to assume that the history of the district dawk in the Bombay Presidency ends in Circa 1880; but it was not so, as we shall see later.

Cancellations / Postmarks of the District Dawks

11. With very few mail articles which went through the post surfacing so far, and with very little or no documentation available on the subject, it is difficult to attempt a compendium of cancellations / postmarks used by the district dawk. Reliance has had to be placed on marks used on stamps (without the back-up covers) and resources has had to be taken to conjecture.

12. It appears that initially the district post office used some dumb cancellers to obliterate the postage stamps affixed on the mail items. The first dumb canceller used is an unframed triangle of dots. The second type is Martin type 29; infact 29a and 29b (not mentioned by Martin). It is also to be noted that Martin has identified only seven district post offices, viz.

13. This was followed by an obliterator which was rectangular in shape, Martin type 30. Jal Cooper, Reynouf and Martin have recorded the extensive usage of this obliterator.

15. There are a few other types of cancellations believed to be those of district post offices. These are Martin type 31 and 8 (D. P.). One example shown is an ornamental diamond cancellation which was assigned by Jal Cooper as 31b to a District Post Office in Bhownuggur, (Kathiawar). Similarly, the is No. 177 in a triangle, Martin type 40 (1873) known only from Viramgaum (Kathiawar). Third, as Martin type 38; no. 33 (1864) for Dholera. Cooper has recorded 2c and 31a (Martin Type 28) and 31b from Bombay, Madras and Central Provinces. In case of Cooper Type 2C, Postmarks are from Madras and Bombay States (Mysore Area). Some of the Postmarks reads; “TANJORE T.T./POODOOCOTTAH”, “TANJORE TALUK TAPPAL/ANTHANGY”, “ T A N J O R E T A L O O K TAPPAL/MANARCOODY”, “TANJORE TALUK TAPPAL/MUNNARGUDY” etc. Let us hope that more mail items of the District Post Office will surface and add to our knowledge of the operations of this system.

16. Students of Indian Postal History have been intrigued by circular date stamp of a numbered offices used in the Bombay Circle during the period 1884-1906. The Cds incorporated a number and two stations name, beside the date line. Given below is a list of numbers of District Post Offices we have recorded. The list is not complete and total number of District Post Offices certainly exceeds 400.

Some examples are shown in this article.

17. Available postal documentation of the period did not give any clue to the significance of the numbered office. One explanation offered was that these postmarks indicated an Experimental P. O.; another was that it was used by an Extra Departmental Sub Office (EDSO); yet another was that it indicated a Village Office.

18. I find it difficult to agree to these suggested solutions. Our difficulty arises from the fact that a standard format for the cds of Experimental Offices existed at the time, and would have been used if these were Experimental Offices of the normal type; the

fact that a cds incorporating two line station names, to indicate EDSO's but without any number, existed at the time; the fact that a standard cds with “VO” incorporated in it, and without any number, existed for indicating a Village Post Office. The view we held earlier was that perhaps these were District Post Offices taken over by the Indian Posts but kept on an experimental basis. I realized soon that this was a faulty explanation, as records indicate that all the District Post Offices in the Bombay Presidency were taken over by the Indian Posts by about 1880.

19. The significant point to note about these postmarks is that they were used at stations in the interior of the districts and that they ceased to be used by 1906, when the District Dawk system came to be abolished. The period coincides with the era when the Indian Posts started extending their network by opening Village Post Offices, EDSOs etc. If they were EDSOs / Village Post Offices / Experimental Offices, why should they discard their numbers by 1906 ? What then could be the source of these numbered postmarks ?

20. The scheme letter management of the district post offices by the Indian Posts envisaged that letter boxes will be placed at every large village, rural messengers will be provided and have defined circles to visit periodically twice or thrice a week and efficient measures will

be taken to secure village delivery with regularity and punctuality. The report for the year 1865-66 records that: “The rural messengers are the chief and almost only instruments of delivery and ……. Numbers starts from, and are in direct considerable communication with, Imperial Post Offices”.

21. I have not been able to get similar statistics for the period after 1877-78; but I do not think we will be far wrong in assuming that the system of rural messengers under the District Dawk aegis continued. The Director General of Posts has reported that the District Dawk establishments in Bombay were transferred to Imperial Post from 1st March 1905. The system of rural messengers or village p o s t m e n u n d e r t h e D i s t r i c t D a w k establishment must have continued till then.

22. Based on these premises, we are of the view that the cds under discussion was the postmark used by the Rural Messengers or Village Postmen borne on the establishment of the district dawk, the number being that of the messenger / postman concerned.

Conclusion

23. The above account of the district dawk system of the Bombay Circle has been based on some documents of the Indian Posts, some mail items processed by the district post offices and certain assumptions. Old Post Office documents of Bombay Presidency in the postal archives may perhaps give a fuller and more accurate account. Question is have these documents survived ?

A Philatelist always loves to collect or possess such philatelic material, which is not easily available, not necessarily, very costly material, eg. to collect a commercial mail with a date cancellation of a Postal Holiday, specially Republic Day, Independence Day & Gandhiji's Birthday, which are also known as National Holidays. If a post office is closed, it will be difficult to collect a cancellation of that particular day. But I never lost hope and always tried to collect, whether I was successful or not.

While searching the history of Postal Holidays, I found DGPO Circular No. 10 dated 26th April 1950, which grants a weekly off to P&T staff. It means that all Post Offices in India would remain closed on Sundays from 7th May 1950 and there would be no clearance of all letter boxes or delivery of mails on Sundays.

The 13A of Section 1 of P&T Guide of 1951 deals with posting of mail on Sundays as follows: “As there will be no clearance of letters from letter boxes on Sundays any unregistered letter, letter card, post card or packet intended for despatch by any mail on that day should either be posted during specified hours in special letter boxes provided for the purpose in the Departmental Telegraph offices, selected combined offices and RMS offices or in the Van letter boxes of the RMS sections fully prepaid with the postage and appropriate late fee.”

On such Postal holidays, the work connected with the receipt and despatch of mails had to remain continued. So the work would be attended to, by certain categories of Postal Employees. During 1950, the working hours of selected post offices in 12 major cities were fixed to serve the public and to give more facilities to them. The Clause 2A of Section 1 of P & T Guide gives the list of such post offices which is as follows:-

The Director-General of Post Offices (DGPO) may extend working hours of such P.O. up to 8:30 PM and keep them open on Sundays

or holidays. These post offices will be termed “Night Post Offices (NPO) and will transact those transact ions which have been authorised by the DGPO , i.e. sell postage stamps and stationery, collect unregistered mail through an ear marked letter box at the office, issue certificate of posting, book registry including VP articles, issue telegraph Money Orders and sell Indian Postal Orders.Mail may be posted in these NPOs without the payment of a late fee, during their working hours.

Slowly, the NPOs were opened in all major cities of India. After a few years, these NPOs remained open on Postal Holidays. Timing and funct ion changed as per publ ic requirement. As per Annual Report of P & T Dept. – 1974-75, 131 NPOs were working in India on 31-3-1975, and 171 NPOs were working on 31-3-1980. After 1980-81, the Annual Reports of P&T Department are silent on the strength of NPOs in the country.

The Annual Report of 1982-83 of Indian P&T Department gives an information on “Closure of Post Offices on Postal Holidays” on Page 9, as follows:

“All Post Offices, except Night Post Offices and Telegraphs Branch of the combined post offices are closed on all Postal Holidays with effect from 1-6-1982 to effect economy.”

It means that hardly a few hundred N.P.Os will remain open, on Sundays & Postal Holidays, out of 1,42,296 post offices in the country as on 31-3-1983.

Now, we can understand, how difficult is to collect a post mark of a Postal Holiday or a Sunday.

I had a fascination of collecting post marks of National Holidays i.e. Republic Day - 26th January, Independence Day - 15th August and Gandhiji Birthday - 2nd October. To collect such post mark, became more difficult when it was announced by India Post that all Night Post Offices will remain close on National Holidays. The exact date is not known to me, but I found in Postal Guide of 1992 Sec.1.133 that “NPOs are closed on January 26, August 15 and October 2.” It means all Post Offices of Postal Department will remain closed on 3 National Holidays since 1992 approximately.

Here, we should not forget that RMS offices are exception to the rule. The RMS post offices remain open 24 hours and 365 days, because the working on railway trains is continued as an ongoing process. Thus, we see that one RMS post office is open day and night, in one city.

Now a days, it is difficult to find a RMS office which is ready to book your Registered / Speed Post Mail. It appears to me that other class of mail are not accepted by the staff of RMS offices.

Till date, I am successful in obtaining the Catchets of all three National Holidays from RMS office, situated at Ahmedabad Railway Station.

Before concluding, I want to record that India Post did not issue the commemorative stamp on “50 years of Republic” on 26th January 2000. They issued it on 27th January 2000, because all post offices remained closed on National Holidays. But I posted a Speed Post letter on 26th January 2000 from S.P.C. (Speed Post Centre), which is housed in RMS post office – Fig. 1. Today, if they are issuing any commemorative stamp on a National Holiday, then the stamp will be available to general public on subsequent day.

If we find a particular post office opened on any National Holiday, it means that a special permission is taken from the head of that Postal Circle, but it is difficult. If a special cancellation is issued on a National Holiday, it does not mean that Post Office is open on that day. Fig. 2 has a special cancellation on Gandhiji dated 2nd October 2005, issued from GPO Ahmedabad, but GPO remained closed on that day. So the said cover was posted from S.P.C. Ahmedabad on that National Holiday.

Fig. 3 shows a date cancellation of 15th August 2016 from RMS office at Ahmedabad.

Kalidasbhai was a Life Member and Librarian of Baroda Philatelic Society. He was also a wel l -known dea le r i n V a d o d a r a . H i s philatelic interests

were Fiscals and Postal History. He had developed good collection of Fiscals of Baroda State.

We the members of Baroda Philatelic Society pray the almighty God to give his family members all the strength to bear the blow and may his noble soul rest in peace.

The Rue Drouot in Paris is an entire market devoted to the sale of "les timbres". At this stamp collector's paradise, nearly two dozen stalls are set up on a permanent basis. The variety of stamps is almost limitless -- some common, some quite rare. The philatelic market is dominated by auction houses and philatelic shops.
