MML Default Value: None

Recommended Value: D1024

Parameter Relationship: None

Service Interrupted After Modification : No (No impact on the UE in idle mode)

Impact on Network Performance: Setting this parameter to a smaller value increases the number of HSPA users and reduces the UE access success rate. Setting this parameter to a greater value increases the difficulty of reportingevent 4A triggered by high-activity downlink data. This increases the probability that an H2F state transition occurred when it should not havebeen.
