• The Marine Corps provides support to a Lead Federal Agency (LFA) at the direction of the

President or SECDEF, by using expeditionary warfighting capability to rapidly respond to a

domestic incident in support of civilian authorities. Commanders of Marine forces and

installations are prepared to provide support in the event of a forecasted crisis.

• Marine Corps units can also provide DSCA under immediate response authority when time

does not permit approval from a higher.

• Mutual aid agreements also provide for aid and assistance to local and State governments

through Marine Corps Installation commanders.

• Sourcing of forces follows SECDEF-approved requests from civil authorities.

• During DSCA Operations under the C2 of the Combatant Commander

(NORTHCOM/PACOM)

� The Global Force Mngt (GFM) process produces a USMC force solution

� Forces are sourced to service a Mission Assignment.

� Forces are employed in a way similar to their primary mission. e.g. helicopters and

trucks are used to transport people and cargo, etc.

• Marine Corps forces operate within the military command relationships

USMC Reserve Units (are Title 10 forces)

• USMC Reserve Units cannot:

�Enter into agreements with local authorities to

provide response.

�Be ordered into service by any Title 10 or Title 32

authority in the local area.

• USMC Reserve units can:

�Act within the immediate response authority and

guidelines.

�Be activated under DoDI 12304b to be sourced for a

Title 10 DSCA response, however, this is only under

the direction of CMC and by the authority of the

SecDef.6

• Operational Relevance

– Provides the CCDR an additional option to respond in support of a large

population center in the littoral area that suffers a man-made or natural disaster

– Ground lines of communication are disrupted. Focus: West Coast Earthquake,

East Coast Hurricane.

• Navy and Marine Corps Team

– Combine Navy and Marine Corps resources to offer the CCDR a broader

spectrum of capability and capacity.

• COMREL: USMC forces should remain OPCON to Marine

commanders and TACON to designated Navy commanders.

• It is appropriate for the MARFOR to retain OPCON and delegate

TACON to the employing force commander from another service.

• MAGTFS conducting combat operations ashore should continue to

be OPCON to the 'MARFOR commander and TACON to a JTF

commander (unless a JTF MARFOR is established) or to a

functional component commander for employment.
