Reference: Archives of the International Committee of the Red Cross (AICRC, G59 Title: Jews Dates of creation: 1939-1961 [mainly 1940-1950] Description: Series organized into 13 sub-series, belonging to the general Archives of the ICRC. Physical aspect: 370 bundles, 6,5 ml (53 archival boxes) 1.2 CONTEXT Name of creator: International Committee of the Red Cross, Commission of prisoners, internees and civilians (Commission PIC) Historical Note: Created, or rather reactivated, in June 1942 by the Commission of Coordination, the latter under the direction of the Committee, the Commission for prisoners, Internees and Civilians (Commission PIC) succeeds to the Commission for Prisoners, Internees and the Agency. Through the Division of prisoners, internees and civilians (Division PIC) it is mandated to deal with all questions of general order concerning regulations and treatment of prisoners of war (PG) and interned civilians (including victims of racial persecutions and political prisoners. It is up to the PIC Commission to provide all the ICRC delegates in the world with all the necessary instructions for their work in the area of treatment of PG and civilian internees. It must take the necessary initiatives in the numerous cases where conventional arrangements are nonexistent or prove inoperable. The PIC Division is charged with the organization and practical execution of the directives of the Commission of the same name. During the Second World War, the PIC Division worked closely and collaborated with the Division of special assistance (DAS) and the Mixed Commission for Relief, to give material and moral assistance to prisoners, political prisoners and victims of racial persecution not protected by the Geneva Conventions. In fact, until 1942-1943, questions relative to Jews persecuted in Europe, as well as hostages and political prisoners around the world, are dealt with by various services and units of ICRC: national Services of the central Agency of war prisoners (ACPG), Watson Service, Service for dispersed families, Service for various civilian internees (CID), Division for aid, etc. It is at the start of 1942 that the PIC Division is entrusted, among others, with questions of principle relative to the victims of racial and political persecutions. The services and technical units mentioned by us, continue to deal with individual cases and to arrange name lists. The work of the PIC Division in this area continues until the immediate post-war period (questions connected with the repatriation of deportees, the organization of material aid, etc.). On the other hand, the creation, in 1943, of a Service for parcels to concentration camps (CCC Service), integrated in the Division of special assistance (DAS) in 1944, constitutes an important phase in the preparation of a policy of ICRC aid to persecuted Jews and civilians held in Nazi

concentration camps. The work of the PIC Commission ends in Apr. 1946 (see the Proceedings of the PIC Commission, volume II) while the PIC Division continues its work until the 1950's. History of conservation: The G59 series is part of the dossiers of various Commissions and Divisions of the general Secretariat of the ICRC, responsible for operational affairs. Its dossiers, were given to the central Archives of the ICRC after the Second World War. In 1995, it was decided to make an inventory, recondition, and microfilm the series. 1.3 CONTENTS Presentation: The G59 series may be of interest for both political and diplomatic history. It touches on the material and moral assistance given to Jews, in particular to those Jews imprisoned and deported by the Nazi regime during the Second World War, and includes numerous testimonies and reports on the situation of Jews in Europe from 1939 to 1945. Tri, conservation rules: The conservation of the Series G59 collection has no time limit. Only duplicates of documents have been eliminated. Filing order: The archives of the G59 series are classified according to the original order worked out by its assembler. This series consists of 13 sub-series (see point 2), organized by geographic classifications (assistance to Jews of various countries, etc.), thematic (emigration of Jews to various countries, financial matters, means of transportation, visits to camps, prisons and ghettos, etc.) and by correspondents (Red Crosses, governments, various organizations, individuals, etc.). Multiple additions and later refilings have, doubtlessly modified the original order of the series. Besides, at the time of its detailed inventory, some unexplained gaps were observed in the classification of the dossiers. The dispersed or misfiled items have been re-integrated in the original classification to maintain the initial structure. In such case, and for historical reasons, ad hoc dossiers, deserving notice, have been treated, without modification of the original filing. Additions: The Commission on prisoners, internees and civilians, having terminated its work, the series is closed: no additions are foreseen. 1.4 CONDITIONS OF ACCESS AND USE Access: The G59 series is public and is accessible to researchers. Consultation is on microfilm. However, information from individual dossiers is subject to conditions of special consultation. Conditions for copying: The series is microfilmed. Copying of parts is authorized. Eventual photocopies are made by the personnel of the Archives Division of ICRC, in accordance with the

Réglement of communication of the ICRC Archives. Languages of the documents: French, German, English; some items in Italian, Spanish and Slavic languages. Appearance: The series is entirely reconditioned. The items have been cleaned, unfastened and protected by permanent non acid paper. The documents are, for the most, typed and legible. Research tools: There is a summary inventory of the original boxes dating from the beginning of the 1950's covering Group G, Généralités: operational affairs, 1939-1950. The main research tool consists of the present detailed listing of bundles and dossiers. The dossiers retained their original title. The text within brackets [] indicate additions to the original description of the dossiers. The last names of persons or families which are the subject of a dossier of individual cases appear in capital letters. 1.5 COMPLEMENTARY SOURCES Location of the originals: All originals are conserved by the ICRC Archives. Series G59 also includes copies of documents. Sometimes because of the multiple numbering of items, the original is in another series of the ICRC archives. Complementary sources available to the Archives: Group G, as a whole, includes several series logically attached to the G59 series, namely series G44, Hostages and political prisoners; G3, Missions-Delegations; G8, Delegations; G17, Camps - lists of personnel - mail of delegations; G23, Visits by and to ICRC; G25, Treatment of prisoners of war and civilian internees; G47, Emigration; G48, Civilian population in occupied regions; G68,Refugees; G69, Children; G85, Governments, G86 Dispersed families. Besides, other complementary sources exist outside group G: the CR fonds Généralités du Secretariat and national Societies, 1919-1950, particularly the series CR 123, Expulsion of Jews, 1921 -1939 and CR 225, Protection of civilian populations, the archives of the Division for Relief, of the Mixed Commission for Relief, of the Division of Special Assistance (DAS) and series SG, Relief. Most of the individual cases dealt with during World War II are in the fonds and in the national indexes of the central research agency of the ICRC (formerly the Central Agency for Prisoners of War). Complementary sources outside the Archives: Ichnographic sources are at the Médiathèque of the ICRC. Besides, the ICRC has made available to the International Tracing Service (ITS) in Arolsen, Germany, documentation about those accused of receiving parcels for concentration camps sent during World War II.
