1.0 Introduction A Site Waste Management Plan (SWMP) is used to plan, implement, monitor and review waste minimisation and management on construction sites. In April 2008 the Site Waste Management Plans Regulations 2008 came into force in England1 for construction projects costing more than £300,000 excluding VAT2. A Site Waste Management Plan (SWMP) is used to record how waste is reduced, reused, recycled and disposed of on a construction site. This effectively means: Recording decisions taken to prevent waste through concept and design. Forecast waste produced on site. Plan how to reduce, reuse and then recover the forecasted waste. Implement and monitor the planned activity. Review the SWMP and record lessons learnt. The (WRAP) Waste & Resource Action Programme SWMP Template v2.0 has been designed to enable clients, designers and contractors to use SWMPs to go beyond legislative compliance and demonstrate Good and Best Practice in waste minimisation and management in construction. The Template is presented in a series of 6 Stages that cover the construction project cycle from policy and setup to project completion and use:
policy and setup: administration details and setting targets; preparation and concept design: initial concept and design decisions to reduce waste; detailed design: waste forecasts and waste reduction actions; pre-construction: waste carriers, waste destinations, waste management and recovery actions; construction: recording actual waste movements, and; post completion and use: KPIs, reporting, comparing actual quantities with estimates and the declaration. The Template and Guidance are flexible and offer a number of advantages for users: clear demonstration of compliance with the SWMP Regulations 2008 in England; applicable to all sizes of project and all types of construction; enable users to identify and demonstrate a progression from Standard to Good and Best Practice; minimum data entry by automatically pulling through data and using a predetermined list of waste; data can be transferred from WRAP‟s Net Waste Tool to forecast waste arisings sheet; enables calculation of KPIs on waste and materials for projects; and allows for easy identification of areas where you can improve.
The SWMP is a live document recording how waste is managed and is updated regularly during the course of the project. Preparing a SWMP encourages the review of current waste reduction and recovery practice levels, highlighting areas were Good and Best Practice can be achieved. The SWMP facilitates the identification and implementation of waste minimisation at the design stage and reuse and recycling opportunities during on site operations, reducing the quantities of construction waste sent to landfill.
2.0 Background The Template can be used on a range of project types which can be selected from a pre-defined list of projects
(using the Building Research Establishment‟s (BRE) SMARTWaste project classifications and a range of civil
engineering project types agreed with the Civil Engineering Contractors Association).. The Template also allows the user to select the material waste arisings from a pre-defined list of materials. WRAP
have liaised with the BRE to ensure that the pre-defined list of materials users selected in the WRAP SWMP Template v2.0 aligns with BRE‟s SMARTWaste material classifications. The materials are linked to their respective List of Waste (LOW) codes3. This Guidance builds on a wide range of existing material that is available on the construction section of the WRAP web site (www.wrap.org.uk/construction).

3.0 How to use the Template – Project Homepage The Excel based SWMP Template is structured in a straight forward way. The Project Homepage (Figure 1)
functions as the main navigation page. There are three main interactive areas on the Homepage: SWMP Section,
Guidance (Standard Good and Best Practice Matrix) and compliance. The Project Stage identifies the suggested
stage in the project when the SWMP Section should be completed.

3.1 Homepage – SWMP Section This flowchart links the SWMP Sections and allows you to navigate to all worksheets in the Template. The buttons
link to the respective areas in the Template. A description of each SWMP section is given in Figure 2.

SWMP Section Function
1 Enter Basic Details Enter details of the project client, principal contractor, location and value of the project. Select the metrics for the project.
2 Record Waste Prevention Actions
Identify the waste prevention actions taken before the development of the SWMP. This could include decisions taken at the design stage such as using modular units or specifying standard sizes. Record relevant details including the action taken, action owner and
waste impact. This information forms an action log that is built up throughout the development of the SWMP.

Forecast Waste Enter your forecast for each waste material using the included pre-determined list of wastes. The Template will automatically convert your estimate from tonnes m3, or m3 tonnes.
Record Waste Reduction Actions
Update the action log to record any actions identified to reduce the forecasted waste. The information is added to the waste prevention actions, which allows you to build up an action log for the project. Use the template to record the action, action owner and the waste impact.

Specify Waste Carriers
Enter the details of each waste carrier and each waste management facility you intend to use. The Template uses this information later on to enable you to match waste streams with waste facilities and actual
waste movements.
Plan Waste Destinations
The Template consolidates the material types into a predetermined list of waste streams. Select a waste management facility and disposal cost for each waste stream.
Record Waste Management and Recovery
Enter your planned site practices, to record any actions that impact on project waste recovery. This could be actions such as on-site practice or the segregation requirements of the waste contractor. These actions are added to the action log which can be printed out for use on site.
5 Enter Actual Waste Movements
Enter the details of each waste movement (using the pre-determined list of wastes), the waste carrier and waste management facility. The Template pulls data entered in „specify waste carriers‟ earlier in the Template to avoid repetitive data input.

KPIs The Template generates graphs charting progress against metrics selected at Stage 1. Use this sheet to record a snapshot of the performance of the project.
Reporting
The Template produces a pre-formatted printable report detailing your performance based on the data entered, comparing forecast versus actual data. The data is in a format that allows you to easily input waste figures into the WRAP Reporting Portal.
Sign declaration The Template allows you to print off and sign the declaration (that the plan has been monitored and adhered to) at the end of your project.

3.2 Homepage – Guidance Standard, Good and Best Practice There are two Standard, Good and Best Practice (SGBP) areas on the homepage:
„Guidance‟
Links to the relevant section of the Standard Good and Best Practice guidance
sheet. This sheet advises on what Good and Best Practice opportunities are
available at each project stage. You can select your chosen performance level
for each of the items listed.
„Standard Good and
Best Practice Levels‟
This section shows Standard Good and Best Practice performance based on the
selections made in the Guidance sheet. The spider diagram represents the
practice level where 0 is none, 1 is Standard Practice, 2 is Good Practice and 3
is Best Practice.
3.3 Homepage – Compliance This section of the homepage summarises your SWMP performance against the Site Waste Management Plan
Regulations (2008) based on the information you have entered into the Template.
If you have not satisfied any part of the regulatory requirements, follow the links from the Homepage to the
Template „Compliance‟ sheet. The Compliance sheet allows you to review the regulations in England and your
performance against them. Regulatory compliance is shown against project stages – as there are different
requirements depending on the stage of your project.
3.4 Homepage – Help The help page provides information on how to navigate and complete the template. This includes information
such as how to use the navigation bar as shown in Figure 3.

4.0 How to use the Template – Entering Data There are two main methods of entering data:
Free entry – this allows you to type information into the cell
Drop down menu – clicking on the cell will allow you to click the button to select an item and
populate the cell with your selection.
The navigation flow diagram at the top of each page can be used to navigate to the next section of the Template.
Alternatively you can click on the button to go back to the homepage.
All sheets are print friendly.
Note: In each sheet you only need to enter information into cells that are
shaded white, as cells shaded grey show calculated results. A cell shaded red indicates that it must be completed.

5.0 How to use the Template – 1.0 Basic Details Sheet Section 1.0 „Basic Details‟ (Figure 4) allows you to record client, contractor and details of the project, including
recording any project targets and metrics for measurement and KPIs.

5.1 Data entry – what you need to fill in
The sections in this worksheet you will need to complete are detailed in Figure 5.

Basic Details
Enter client name, principal contractor name, owner of the SWMP
document, project title, project reference, location and construction
value in the free entry boxes. The type of construction and activity
can be selected from the dropdown list.
Metrics Use the drop down list to select the metrics4 applicable to your
project. To clear the cell of your selection hit the delete key.
Project targets
Use the drop down list to select targets5 that may apply to your
project (these may have been imposed by your client for example).
To clear the cell of your selection hit the delete key.
Schedule Enter the start and end date for your project.
Persons legally required to
be identified
This section is partly populated based on data you have entered in
Basic Details. Enter data into the other white cells to record relevant
information.
Confirmation
This section is signed at the end of the project to confirm the plan has
been reviewed and updated. The sign declaration button in the
navigation bar and the SWMP section on the homepage links to this
area.

6.0 How to use the Template – Recording Waste Prevention, Reduction and Management and Recovery actions
Waste actions are identified and recorded a different stages through-out the project. This sheet allows you to
record all three waste actions on your project on one sheet as highlighted on in Figure 6.

Waste Action What you need to record
SWMP Section 2
Waste Prevention Actions
Waste Prevention actions are any decisions that were taken before the Site Waste Management Plan was drafted. These waste prevention measures must be recorded to satisfy the SWMP Regulations (2008). Decisions you can record here might be on the nature of the project construction method or materials employed in order to minimise the quantity of waste produced on site.

Waste Reduction Actions
Waste Reduction actions are any actions taken to reduce the anticipated waste arisings from the project. Examples of this include setting up a cutting station to reduce plasterboard waste, or setting up dedicated storage areas for offcuts to encourage their re-use.
SWMP Section 4
Waste Management and
Recovery Actions
Record any decisions that you plan to take that relate to onsite waste management and recovery of waste e.g. establishing a plasterboard take back scheme with your suppliers or segregating waste on site.
The waste actions are recorded in one sheet of the template so they can be easily referenced as shown in
Figure 8.

The action type is colour coded so they can be easily identified and relate to the project stage. A sort function is
available at the top of each column to create tailor action list by type, owner, date for completion, etc.

Most cells are free entry cells. Waste action, waste stream and material type columns use drop down menus.
Simply fill out one row for each waste action. To complete this worksheet follow the steps outlined in Figure 9. If
there were no waste prevention decisions made on your project then leave this sheet of the Template blank,
remembering to answer the question at the top of the sheet by selecting yes or no from the drop down menu.
The question relates to the SWMP regulations in England and is referenced in the compliance sheet.

7.0 How to use the Template – 3 Forecast Waste Sheet Figure 10 is a screenshot of the „Forecast Waste‟ sheet which allows you to forecast the waste arisings for your
project.

Most cells in this sheet use drop down menus from a predetermined list of waste. Free entry cells are used for
entering estimated quantities and recording which project team member provided the forecast. The first line
has been completed in grey as an example. Details on how to complete the sheet are set out in figure 11.

Section What you need to record
C, D or E Activity
Select whether the waste arising comes from construction, excavation or demolition
activity. This information is entered because i) it ties in with industry agreed methods6
and ii) information entered here is pulled through to „Plan Waste Destination‟.
Waste Stream
Select a waste stream from the pre defined list of wastes. The list has been developed
with the BRE and their SMARTWaste list of wastes – providing common reporting
metrics. The selection you make here narrows down the material type options you can
make in the next column „Material Type‟.
Material Type
Select a material type after you have selected a waste stream. The list is specific to the
waste stream selected and has again been developed with BRE.
If you only wish to select a waste stream (and not select the more detailed material
type), delete the information in the material type cell. The Template will then record
your forecast at the waste stream level. The exception to this is if you select
„segregated hazardous waste‟ or „other C&D segregated waste‟. The material type box
will turn red indicating that it must be completed. By selecting these waste streams a
range of specific material types are available to select in material type.
Further Description
of Waste - optional
Entering data is optional and is used to provide a further description of the material.
This can either be to identify a specific waste such as composite units like a bath or to
further categorise waste into specific categories. The waste can be listed under a waste
stream or a specific item under a material type. This is a free entry box and as such
does not change the LOW code which will be taken from the material type and waste
stream respectively.
It is advisable to look through the list under „segregated hazardous waste‟ or „other C&D
segregated waste‟ before using this option.

Suggested LOW7
Code
Based on your selections in the waste stream and material type columns, the Template
suggests which LOW code applies to your selection.
Waste or Re-Use
Select an option from the drop down menu. This selection must be made to meet
regulatory requirements. This allows you to select whether the waste forecasted will
remain on site (reused, recycled or recovered) or go off-site (segregated or mixed).
Data entered here pulls through to the „Plan Waste Destinations Sheet‟.
Forecast Quantities
Enter either a volume (m3) or mass (tonnes) for your forecast. The SWMP Template
then uses industry agreed conversion factors to convert your number from m3 tonnes
or, from tonnes m3. This number should take into account any waste reduction
actions identified and should be the estimated amount of material that will be produced
on site.
Calculated
Quantities
This column reports your total waste forecast. Data is shown in both volume (m3) or
mass (tonnes) using industry agreed conversion factors for each material type.
Forecast Provided by Free text entry to record which project team member provided the forecast.

8.0 How to use the Template – 4 Specify Waste Carriers The „Specify Waste Carriers‟ sheet shown in Figure 12 allows you to record:
The waste carriers you intend to use for your construction project, and;
The waste management facilities you intend to use for your construction project.
This list is used in the „Plan waste destinations‟ and „actual waste movement‟ sheets.

8.1 Data entry – Answering the four questions There are four questions at the top of the page that must be answered using drop down menus to select yes / no
answers. These questions link to the Compliance page that summarises your performance against the Site Waste
Management Plan (2008) Regulations.
8.2 Data entry – Waste carrier Use free text entry in this section to record the name, licence number, expiry date and date checked with the
Environment Agency for every waste carrier you intend to use. Information entered here is pulled through into
drop down menus in Template Sheet 5 „Actual Waste Movements‟. This allows you to quickly match a waste
carrier to a waste stream, avoiding the need for repetitive data entry.
8.3 Data entry – Waste management facility Use free text entry and drop down menus to record the name, type of facility, reuse/recycling/recovery rates
achieved at that destination and waste licensing information for that facility.
If you know the individual reuse/recycling/recovery rates for a facility then enter them in columns J, K and L
respectively. If you only know the recovery rate for the facility as a whole, enter this percentage in column M. If
you do not know recovery rates for your intended facility, leave columns J, K, L and M blank and the Template
will assume a recovery rate for the facility entered in column H. These assumed rates have been developed with
the UK Contractors Group.
Only complete columns R and S if a facility takes more than one waste stream with a different recovery rate or
there are two facilities used for the same waste stream. By completing these fields the construction, demolition or
excavation activity and the waste stream will appear in a bracket next to the facility title in the list of destinations
pulled forward to the „Plan waste destinations‟ and „Actual waste movement‟ sheets.

If the same waste stream is selected then columns T, U and V are displayed as shown in Figure 13.

The red boxes must be completed so that an amount, cost and recovery rate can be calculated for the waste
stream. Enter the percentage of the waste stream expected to be sent to each facility in column T and the £/m3
or £/t in columns U and V respectively.

9.0 How to use the Template – 4 Plan Waste Destinations Stage 4 „Plan Waste Destinations‟ shown in Figure 14 allows you to match up your forecast waste streams
(entered in „Forecast Waste‟) with expected waste management facilities (entered in „Specify Waste Carriers‟).

The tables in this sheet are ordered by Construction, Demolition and Excavation phase. Each table shows the
materials that have been identified in the forecaster and whether the waste is being sent off-site or is being
reused onsite. If a material is not shown from the forecaster check the „Forecast waste‟ sheet to make sure you
have completed it in full.
9.1 Data entry – Expected facility and cost of disposal Use the drop down menu in proposed destinations to select a waste management facility. The waste
management facilities listed are taken from the data entered in „Specify Waste Carriers‟. This speeds up the
specification of which waste streams will be going to which waste management facility, avoiding the need to
repetitively type in the same information. The cost of waste disposal is entered for either £/m3 or £/tonnes in the
free entry boxes. The Template will calculate the cost of waste disposal for your project based on the amount of
waste forecasted and the cost entered in this sheet.

9.2 Data entry – Multiple Destinations If the project has more than one facility for a particular waste stream then firstly following the steps outlined in
section 8.0 „How to use the Template – 4 Specify Waste Carriers‟ for selecting multiple destinations. After this
select multiple destinations in the Proposed Destinations column in „Plan Waste Destinations‟. This will
automatically calculate the recovery rate and cost of the waste stream using the values entered in „Specify waste
carriers‟.
9.3 Data entry – Answering the three questions There are three questions at the top of the page that must be answered using drop down menus to select yes /
no answers. These questions link to the Compliance page which summarises whether the required cells have
been completed to comply with the Site Waste Management Plan (2008) Regulations in England.

10.0 How to use the Template – 5 Actual Waste Movements Stage 5 „Actual Waste Movements‟ shown in Figure 15 is where you can record your actual waste movements
once the construction team has mobilised to site.

10.1 Summary Data – Waste totals Once data has been entered into Sheet 5, this section of Sheet 5 displays a summary. Use the drop down menu
in cell B9 to toggle the display between tonnes and m3.
Note that a full breakdown of all data entered into the SWMP Template, including a comparison of forecast versus

10.2 Data Entry – Actual Waste Movements This is where the actual waste movements are entered. Each waste movement should be recorded as a line in
the sheet. The table is structured as outlined in Figure 16.

Movement number This is a reference for tracking the number of movements
CDE Activity
Select whether the waste arising comes from construction, excavation or demolition
activity. This information must be entered because forecasting along these lines ties
in with industry agreed methods8.
Waste Stream
Select a waste stream from the pre defined list of wastes. The list you select from
has been developed with the BRE and their SMARTWaste list of wastes – meaning
many users will recognise the classifications used. The selection you make here
narrows down the material type options you can make in the next column „specify
further segregation‟.
Material Type
- optional
Entering information here is optional. Select a material type after you have selected
a waste stream. The list you select from has been developed with the BRE and their
SMARTWaste list of wastes to provide a common classification.
If you only wish to select a waste stream (and not select the more detailed material
type), press the „delete‟ key on your keyboard when the material type cell has been
clicked on. The Template will then record your forecast at the waste stream, and not
at the material type level.

Entering information here is optional. Use this free text entry cell to record a further
description of the waste to include a more detailed explanation. This information can
be used as part of the audit trail for your project if you wish.
LOW Code used
Based on your selections in the waste stream and material type columns, the
Template suggests which LOW code applies to your selection. The LOW code can be
overwritten by pressing the „delete‟ key on your keyboard when the LOW Code cell
has been clicked on. You can then enter an alternative LOW code if you wish.
On or Off-site
destination
Select an onsite or off-site destination for your waste arising. If you select an onsite
option, the Template records this and displays this information in the Waste Totals
table and in „Reporting‟. If you select an off-site option, the Template allows you to
complete the following two columns (off-site carrier and off-site destination).
Off-site carrier
You can make a selection here only if an off-site destination is selected in the „on or
off-site destination‟ column. Make a waste carrier selection using the drop down
menu. The options displayed are based on the information you entered in „Specify
Waste Carriers‟.
Off-site destination
You can make a selection here only if an off-site destination is selected in the „on or
off-site destination‟ column. Make a waste management facility selection using the
drop down menu. The options displayed are based on the information you entered in
„Specify Waste Carriers‟ (waste management facility table).
Override facility
recovery rate for
individual skip
This column can be used to override the information recorded in „Specify Waste
Carriers‟ for the recovery rate of the waste management facility (See below). This
may be required if the facility provides a rate for each lift on their transfer note.
Overall diversion

This data is displayed based on the information you entered in „Specify Waste
Carriers‟ (waste management facility table).
Date of movement Use the drop down menu to select the month and year of the waste movement.
Waste totals
(volume, tonnes,

Enter either the volume (m3) or mass (tonnes) waste totals for each waste
movement. This data should be the total waste arising (e.g. before recovery rates
are taken into account). Totals after recovery are shown in the table directly above
„Waste Totals‟.
In the actual cost column enter the total cost for the waste movement. A basic
calculation is then made for the £/m3 or £/t.

11.0 How to use the Template – 6 Key Performance Indicators (KPIs) Figure 17 is a screenshot of Stage 6 „KPIs‟ which shows a simple screen graphing the results for your project. Use
the drop down menu next to the „select metric‟ title to select the data you wish to display. The metrics available
to choose from depend on the metrics you select in „Basic Details‟. The graphs show total waste to landfill and
total waste arisings, against the metric you select.

Irrespective of metrics selected, the Template will always allow you to choose from the following two items:
Total waste – showing total waste arisings for your project
Per £100k of construction value – dividing waste totals by the construction value (entered in „Basic Details‟).
This gives you a relative value that can be compared across projects, irrespective of their size.

12.0 How to use the Template – 6 Reporting Stage 6 „Reporting‟ displays the forecast and actual waste measurements for the project. Figure 18 shows a
screenshot of the combined construction, demolition and excavation report. There are four tables in total on this
worksheet:

Construction related waste arisings (forecast versus actuals).
Demolition related waste arisings (forecast versus actuals).

13.0 How to use the Template – 6 Declaration Stage 6 „Declaration‟ must be completed at the end of the construction project. This section is located at the
bottom of „Basic Details‟ as Figure 19 shows. Complete the free entry cells to confirm the plan has been
monitored. Complete the section below explaining any deviations from the Plan and record any lessons learnt.

The principle behind SGBP is to achieve improvement in resource efficiency through identifying your current level
of practice and taking actions to move to the next level. Figure 22 outlines SGBP in SWMP.

There are two aspects to improving the use of SWMPs; the overall approach and the actions at each stage.
The overall approach involves identifying when to start a SWMP, who implements the plan and when members of
the project team should be involved. Starting the process of planning for waste early on in the project and
involving key team members at the right stage will increase the impact on reducing waste and increasing
recovery. Individual actions such as designing out waste and estimating waste arisings can then be delivered to
higher levels of practice.
The SGBP guidance in the Template suggests actions aimed at encouraging construction clients, principal
contractors and consultants to plan effectively for waste, as an intrinsic and valuable part of the project planning
process. The choice of procurement route for a construction project (traditional, design and build, PFI etc) will
affect which member of the project team is involved at each stage in the project lifecycle. For example, under a
design and build project the contractor will take on a higher level of responsibility and will be engaged in the
earlier stages of the project.
14.1 Data Entry – Recording your level of practice To evaluate how well you are doing on a project select the appropriate level of practice by using the drop down
list in the „Practice level target‟ column then use the free entry „action‟ box to explain how you have achieved this
level of practice. Further guidance on how to implement the different levels of practice can be found by following
the links under „Guidance available to help‟.
Changing the practice level under „Practice target level‟ will change the Standard, Good and Best Practice spider
diagram on the front page shown in Figure 23.

15.0 How to use the Template – Compliance The compliance sheet is linked from the SWMP Template Homepage, which shows SWMP Regulation compliance
based on your project stage. This Compliance sheet lists the SWMP Regulations 2008 in England and a yes/no
box to identify whether the relevant information has been completed in the template. Figure 24 is a screenshot of
this sheet.

Each clause in the SWMP is set out on a row in this worksheet. Rows 12 to 36 of the Compliance Sheet provide
„review‟ links to the relevant part of the SWMP Template where you can see whether you are in compliance with
the Regulations.
Rows 39 to 119 feature simple drop down menus where you can click on „yes‟ or „no‟ to select whether you are in
compliance with the Regulations. You can make notes in the comments box to explain why you are in
compliance.
This section may be used by an SWMP Regulation enforcement officer (likely to be Environment Agency or Local
Authority staff) should your SWMP be reviewed or audited.
Column I suggests which clauses of the Regulations relate to which project stage (i.e. pre-construction,
construction and post-completion). This is referenced on the „project homepage‟ where non-compliant will change
to compliant and turn green when the section is complete.

16.0 The Site Waste Management Plan Tracker
WRAP‟s Site Waste Management Plan Tracker is an online Tool that can be used to collate and analyse data from
multiple Site Waste Management Plan Templates. The SWMP Tracker will allow you to perform the following
standard analyses on your waste data:
The quantity, cost management option and fate of waste arisings;
Amount of waste sent to landfill;
Recovery rates;
Project level KPI‟s (waste arisings, waste to landfill, cost of waste and waste recovery rate);
SWMP Practice level (i.e. the extent to which different projects have achieved Good or Best practice as
defined by WRAP);
Compliance (i.e. the extent of compliance with the requirements of the SWMP Regulations for England);
Actions taken to prevent, reduce and recover waste; and
Forecast waste arisings (from SWMPs completed before construction).
Multiple Templates can be uploaded templates and automatically stored in an online database. This database can
then be filtered across a number of variables, including location, construction cost, project type, client/contractor
name and reporting period (amongst others).
This data can then be downloaded into a separate spreadsheet for internal analysis and the preparation of
corporate reports.
For signatories to the Construction Commitments: Halving Waste to Landfill, the data can also be exported
directly to the Waste to Landfill Reporting Portal. This will automatically report at the “Detailed” data entry level,
saving the labour of data entry. Corporate waste data can then be anonymously benchmarked against industry
averages, using similar filters to those described above.
