Executive Summary

The US-China Business Council (USCBC) each year releases analyses of US exports to China to better inform the policy debate about China trade and its impact on the US economy. This report details export growth by state; a second report will be issued soon showing export growth by congressional district. The key findings from this year’s state export report: • US exports to China outperformed during the 2009 global economic decline and were at

about the same level as in 2008. Exports to the rest of the world shrank by just under 20 percent during the same period.

• Despite the recession, almost half of US states showed increases in exports to China in 2009 versus 2008. Nineteen states exported more than $1 billion to China in 2009—one more than in 2008. Only 10 states had slower growth to China than to the rest of the world in 2009.

• As 2009 drew to a close, US exports to China picked up, setting monthly records in November and December, and quarterly exports to China exceeded $20 billion for the first time in the fourth quarter of 2009. USCBC expects that exports to China will continue to grow and outpace exports to other markets in 2010, as global economic growth resumes.

• China remains the third-largest export market for American-made products, behind only Canada and Mexico. US exports to China totaled $69.6 billion in 2009. When US exports to Hong Kong are included, the total rises to $90.7 billion.

• US exports to China are up 330 percent since 2000, the last full year before China entered the World Trade Organization and was required to reduce many trade barriers. In comparison, US exports to the rest of the world during this period grew just 29 percent.

• California remains the largest exporter of goods and commodities to China, followed by Washington, Texas, Louisiana, and Oregon. Key manufacturing states such as Ohio, Pennsylvania, Illinois, and Michigan also remained among the top 15 exporting states to China in 2009, as they have been for the past two years.

• Top product exports to China overall were computers and electronics (including components), agricultural products, chemicals, and transportation equipment.

Notes on the 2000–09 Edition

• All data used for this and all previous editions of the report come from the US Department of Commerce, Bureau of the Census. Prior to 2007, the Trade Statistics Express database operated by the US International Trade Administration was the basis for the report. The 2000–07, 2000–08, and 2000–09 editions are based on the Census Bureau’s USA Trade Online database. Any differences reflect minor Census Bureau data revisions.

• The US Census Bureau in early 2009 revised its national export figures back to 1990, and state export figures back to 2002. This report reflects those changes, which have caused minor variations in the historical datapoints, including a $1.8 billion downward revision to total 2008 US exports to China.

• The national export totals include the export data for each state and for Washington, DC, US Territories, and “unassigned” exports.

• China is not just a source of imports but is also a large and growing market for US exports.

• China surpassed Japan in 2007 to become the third-largest US export market and

continues to expand its lead over other markets outside North America.

• Despite the global economic downturn, US exports to China last year roughly equaled US exports to China in 2008, whereas exports to the other top 10 US export markets almost all declined at double-digit rates.

• When US export totals to Hong Kong (a significant throughpoint for US goods destined

for China) are combined with US exports to China, the 2009 export figure jumps to $90.7 billion.

• As a buyer of US goods, China ranks behind only Canada and Mexico—two immediate

neighbors with whom the United States has a free-trade agreement.

• US exports to China since 2000—the last full year before China’s entry into the World Trade Organization—have grown at a significantly faster rate than US exports to any other major export market. Computers and electronics, crop production, chemicals, and transportation equipment have been the largest US exports to China.

• The next fastest-growing major export market for US products over the past eight

years has been Brazil, with chemicals, computers and electronics, and transportation equipment among the key US export products.

• Growth in the other top US export markets in the 2000–09 period—Canada, Mexico,

Japan, and the United Kingdom—has been significantly slower. Note: Ranking is based on export data for 2009, comparing the top 10 markets for US exports. Rest of world is based on all combined exports to all remaining markets for US exports in 2009.

• US exports to China in 2009 were roughly equal to US exports to China in 2008.

• US exports to other top US export markets fell significantly during the global economic downturn in 2009.

• Several US sectors experienced growth in exports to China over the past year—

including high value manufacturing in the chemicals and transportation equipment industries.

• US exports to China set monthly records in November and December 2009, with

quarterly exports to China exceeding $20 billion for the first time in the fourth quarter of 2009.

• Forty-seven states have registered triple-digit export growth to China since 2000, far outpacing growth in state exports to the rest of the world. Total US exports to China from 2000 to 2009 grew 330 percent, from $16.2 billion to $69.6 billion; total US exports to the rest of the world grew only 29 percent during this period.

• Top state exporters to China in 2009 were California ($9.7 billion), Washington ($9.1

billion), Texas ($8.9 billion), Louisiana ($5.4 billion), and Oregon ($3.0 billion).

• Nineteen states exported more than $1 billion to China in 2009, and another 10 states exported more than $500 million.

• The list of top 15 state exporters to China in 2009 includes states not usually thought

of as benefiting from trade with China—Ohio, North Carolina, Georgia, Pennsylvania, Michigan, Tennessee, and Virginia.

• Twenty-three US states exported more to China during the economic downturn in

2009 than they did in 2008.
