This Marine Information Safety Bulletin (MSIB) 11-06 informs mariners of the Physical Relocation of Vessel Traffic Services San Francisco. See Enclosures Section for MSIB 11-06 VTS SF Relocation.pdf.

There has been a recent trend in traffic patterns where some vessel operators are choosing to depart the Traffic Separation Scheme (TSS) established in the Santa Barbara Channel and transit through an area to the south of San Miguel, Santa Rosa and Santa Cruz Islands (referenced herein as “south of the Channel Islands”). As such, the Los Angeles / Long Beach Harbor Safety Committee has published voluntarywestern traffic lanes for vessels approaching and departing the Ports of Los Angeles and Long Beach.

established TSS through the Santa Barbara Channel as shown on NOAA and Admiralty charts is the only International Maritime Organization (IMO) approved routing measure in this area. An IMO approved TSS reduces the risk of collision by providing for the separation of arriving and departing traffic and minimizing potentially hazardous crossing situations. Mariners, who have traditionally used this approved TSS, are encouraged to continue to do so.

For additional information please see the Enclosures Section.

In response to the situation at the Fukushima Nuclear Power Plant in Japan, the U.S. Coast Guard recommends, as a precaution, that vessels avoid transiting within 20 kilometers/10.8 nautical miles of the Fukushima Nuclear Power Plant (37°25.5’N, 141°02.0’E).

Mariners are advised that this recommendation should be considered a minimum distance. Prudent route planning should incorporate prevailing and changing wind and weather conditions, in addition to the other precautionary measures.

In the event a vessel bound for a U.S. port transits within 20 kilometers/10.8 nautical miles of the Fukushima Nuclear Power Plant (37°25.5’N, 141°02.0’E) cautionary area, the U.S. Coast Guard requires the vessel's master to submit transit information, including the date and total time within the 20 kilometers/10.8 nautical miles cautionary area, to the cognizant U.S. Coast Guard Captain of the Port using the comment block in the routine submittal of their 96-hour Advanced Notice of Arrival.

The U.S. Coast Guard will provide an updated notice as additional guidance becomes available. Mariners should keep abreast of information being provided by the government of Japan relating to any further potential impacts.

RIVER QUEEN ISLAND BRIDGE AT BULLHEAD CITY, AZ -Demolition of the pedestrian bridge over the back channel at 7th street will be in progress using a crane extending from the Arizona bank during daylight hours 15 Jun 11 - 1 Jul 11. Mariners should avoid navigating through the back channel during the work.

Highway 62 Bridge at Parker, AZ. The temporary trestle located on the downstream side of the existing Highway 62 Bridge has been installed for the bridge replacement project. The trestle provides 13 feet vertical and 50 feet horizontal navigational clearance above High Water at the main navigational channel span only. At night, the trestle piles are marked with red lights and the main channel span is marked with green lights. Cable cross bracing may be present in all spans except the main channel span. Cables are marked with multi colored flags. Orange buoys have been placed in front of each obstructed span opening. Mariners are advised to use the main channel span only. The bridge replacement project will be in progress through Dec 2013. Caution is advised.

Vegas Tunnel Constructors will be constructing intake #3 on Lake Mead, NV. The construction will take place until 30 Jun 2011 from sunrise to sunset using explosives to blast the tunnel for the intake. There is a safety zone established for the duration of the event. The limits of the safetyzone are 1300 foot radius around the construction vessels during transit and while blasting in approximate position: 36°05’23.67”N, 114°45’59.92”W Mariners are advised to use due caution when transiting the area. BENICIA MARTINEZ HIGHWAY BRIDGE - Caltrans will be conducting dive operations, from 0900T to 1600T, 09 - 14 Jun 2011. The dive vessel is a 29’ blue and gray aluminum vessel with an outboard motor. Diver's umbilical hose may be floating on the surface adjacent to the vessel. All vessels are requested to contact the vessel, “Infrastructure Engineers”, on VHF-FM CH 16/14/09 or by cell 843-329-9776, approximately 30 minutes before transiting the bridge. All vessels are requested to use extreme caution while transiting the dive sites.

THIRD STREET DRAWBRIDGE- A 36'X10' barge will be located below the drawbridge for emergency deck repairs during daylight hours, periodically,until 1 Aug 2011. The barge will be moved out of the channel when not engaged in repair work. During repairs the drawspan will continue to be operated normally, with 1 hour advance notice, and can open for emergencies if bridgetender is given 30 minutes advance notice.

LAWRENCE STREET RAILROAD BRIDGE-Construction on a new railroad bridge, immediately adjacent to the existing wine train bridge is in progress, in downtown Napa. A temporary bridge provides 11 feet of vertical clearance at Mean High Water and 30 feet of horizontal clearance between piers. For the purpose of fish monitor servicing, the UC Davis, 27 foot aluminum workskiff "THE TRACKER" with a cabin and a davit on the aft deck will be at any pier of the San Francisco-Oakland Bay bridge and the Richmond-San Rafael bridge, during daylight hours 13-17 Jun 2011.

SAN FRANCISCO-OAKLAND BAY BRIDGE REPLACEMENT-EAST OF YERBA BUENA ISLAND (YBI)-Mariners are advised to avoid the construction areaby using the main navigational channel west of YBI or the alternate channel, piers I-J (existing bridge) and piers E-3 E-4 (new bridge), east of the construction site. Clearances for alternate channel are; 442 feet of horizontal clearance and 112 feet of vertical clearance at Mean High Water. Mariners transiting the area should proceed with caution to avoid creating unstable conditions for on-site workers. Temporary falsework is now in place and is lit at night with quick flashing red lights. See the Enclosure Section of this Local Notice to Mariners for the Alternate Channel Marking and falsework diagram. Mariners may contact American Bridge/Fluor VHF-FM Chan. 73, or by telephone at 510-759-1325 (American Bridge/Fluor), to determine conditions at the bridge. The green center span lights have been temporarily extinguished in the three spans east of the main channel span. A large crane barge and material barges are anchored approximately 350 feet ENE of the YBI shoreline. Anchor lines extend approximately 1500 ft north and south of the barges, anchor buoys are lighted at night with quick flashing white lights. A crane barge and associated material barges are anchored approximately 600 feet ENE of the YBI shoreline to assist in the construction of the overall bridge. Anchorlines extend approximately 800 feet north and south of the barges, anchor buoys are lighted at night with quick flashing white lights. APPIAN WAY BRIDGE- Paint rehab is in progress, Monday thru Friday, during daylight hours, through 02 Sep 2011. Scaffolding and containment suspended below low steel of the bridge reduces vertical clearance by approximately 5 feet. The scaffolding will be lighted at night with steady burning red lights. When scaffolding is erected in the main navigation span (4th span from the west abutment), the first span west of the main navigation span will be clear of all obstructions. Caution is advised. Large whales, including Blue whales, Humpback and Fin whales have recently been sighted around the Channel Islands, including south of the islands the Santa Barbara Channel and the Traffic Separation Scheme between Point Conception and Point Dume. These large whales are listed as endangered species and are protected under federal law. Mariners are advised to keep a sharp lookout for these large whales. NOAA strongly recommends that vessels 300 gross registered tons or larger transiting the traffic separation scheme do so at speeds not in excess of 10 knots. Please report any collisions with whales or any observed live, injured, or dead whales, including time and position, to NOAA at 877-SOS-WHALES (877-767-9425) or the U.S. Coast Guard.

Pacific Missile Test Range, Point Magu

Departing the IMO approved TSS and transiting south of the Channel Islands may result in delaysand diversions, as this transit will take vessels through the Pacific Missile Test Range, Point Mugu,California. The U.S. Navy advises that hazardous operations may take place within the test range. The test range extends for 180 miles in a South West direction from Point Mugu and is up to 210 miles wide. The specific hazardous areas within the range are broadcaMthe Coast Guard also broadcasts this information on VHF-FM channel 16. When transiting south of the Channel Islands (inbound or outbound to the Ports of Los Angeles and Long Beach), all mariners should communicate with Navy PLEAD CONTROL in a timely manner so that early decisions can be made regarding safe routing. THE U. S. COAST GUARD CAPTAIN OF THE PORT SAN DIEGO, CALIFORNIA HAS ESTABLISHED A SAFETY ZONE FOR THE

BLASTING FOR INTAKE #3 AT IN LAKE MEAD, NEVADA, BOULDER

CITY, NV.

The Captain of the Port San Diego has established a safety zone for the Lake Mead. A safety zone has been established around the blasting area and construction vessels carring explosives. The safety zone will encompass all navigable waters within a 1300 foot radius around the construction vessels during transit and while at blast site located at approximately 36°05’23.677501” N, 114°45’59.925819” W. The safety zone will be enforced only during construction operations.. The safety zone will remain in effect from on Saturday, January 1, 2011 through Thursday, June 30, 2011. Persons and vessels are prohibited from entering into, transiting through, or anchoring within the safety zone unless authorized by the Captain of the Port San Diego or his designated representative. The safety zone that will be enforced intermittently from January 1, 2011 through June 30, 2011. The safety zone and any required revisions will be broadcast on event dates over VHF Marine Channel 16.

Physical Relocation of Vessel Traffic Service San Francisco

This Marine Information Safety Bulletin (MSIB) contains safety procedures for Sector San Francisco’s Vessel Traffic Service’s (VTS) Users and Vessel Movement Reporting System (VMRS) Users. On June 14th, 2011, VTS San Francisco will be relocating from its current location atop Yerba Buena Island to a newly constructed facility located on the southern portion of the island. Dates: 31 May – 03 June, 2011 Between the hours of 1130 and 1630 local VTS San Francisco will be stood up in both the existing and new Operations Centers in preparation for the relocation. During this time, mariners can expect additional radio traffic originating from VTS. Utilizing the call sign “Legacy,” VTS operators at the existing VTS watch will acknowledge the new Operation Center’s broadcasts on VHF channels 12 and 14. Safety broadcasts will be made daily starting at 1130, prior to the commencing of operations, to remind mariners of this operation. VTS Supervisors may be contacted via telephone at (415) 556-2760. Date: 14 June, 2011 VTS San Francisco will relocate to its new facility. To accomplish this, VTS will again be stood up in both the legacy and new Operations Centers. Beginning at approximately 0800, mariners may again expect additional radio traffic originating from VTS. During this period, VTS telephone lines will be unavailable for a minimum of three hours while technicians re-route the connections. A temporary phone line will be available; mariners needing to contact VTS Watch may call (415) 399-7398. VTS will broadcast an advisory when the published telephone numbers are reestablished. Safety broadcasts will be sent prior to the commencing of these operations and will continue as necessary until the transition is complete.
