PERFORMANCE CRITERIA Project and study allocations targeted to eligible states IAW PL 115-123
All eligible projects considered
A study/project allocation is considered a commitment to fund to completion with available supplemental funds
A risk management and future investment reserve will both mitigate delivery risk and support subsequent allocations for implementation of additional projects
Investment plans will be reviewed and updated over time
Performance criteria included: Project Benefit Cost Ratios Assessment of potential damage reduction provided by the project or study Advancement of non-structural and high life risk projects Confidence in efficient project delivery Study area impacted by disaster
4
Classification: Ongoing vs Not On-going Construction “Ongoing construction projects" include authorized Corps projects that have received Construction
account appropriations (i.e. an initial work allowance from a Statement of Managers, work plan, or supplemental appropriation) in any of the previous three fiscal years (FY 2015, 2016, or 2017)…includes all separable elements of the project and authorized projects with executed agreements for non-Federal sponsor construction w/potential reimbursement (i.e. Sections 211 or 206).
Financing: Cash Contribution For “not-ongoing” (new start) construction projects, Public Law 115-123 is explicit that the special
financing provisions apply to the non-federal cash contribution only. The FY18 Supplemental allows the Corps to use Supplemental funds to cover what would otherwise would be the required non-federal cash contribution, with the non-federal interest paying back that financed amount in accordance with the provisions of section 103(k) of Public Law 99-662 over a period of not more than 30 years from the date of completion of the project or separable element. It does not authorize the Corps of Engineers to finance the acquisition of real estate, with such acquisition remaining a non-federal responsibility.
Use of Previously Funded Federal Funds: For on-going studies/projects with existing and FY19 Federal funds, pre-approved work for the use of
those funds will be used for that specific purpose and upfront. FY18 “Supplemental work” can begin immediately with work that is different than the non-supplemental work. Accountability must be maintained for the funding source, applicable cost-share and the executed work.

PRINCIPLES OF DELIVERY - EXECUTION STRATEGY7
Director’s Policy Memorandum (DPM), 16 July 2018 -Drive Aggressive and Quality Project Delivery to “Move Dirt”
Advance project delivery at every opportunity; use best available/most efficient project delivery methods and systems
Expeditionary mindset; focus first on project delivery, not process
Deliver quality and showcase outcomes (starts, completions, etc.)
Implement plans/schedules based on “full available funding”
Fully leverage partnering principles
Not all work must be performed by USACE
Leverage enterprise technical capabilities and capacity
Be innovative: use latest technologies, industry best practice
Leverage sponsor input and capabilities
Engage and communicate with Industry

INVESTIGATIONS - EXECUTION STRATEGY 3 May 2018 - DPM - Improving Efficiency and Effectiveness in USACE Civil Works
Project Delivery (Planning Phase and Planning Activities)
Directs delegation of policy/legal review and decision making authority to the MSC for all studies less than $3M Fed x 3 years
Clarifies roles/responsibilities for a more efficient/effective process of study delivery
Emphasizes study scoping is not a separate action, but continuous with multiple iterations
SMART planning principles apply to all supplemental studies Balance level of uncertainty and risk Ensure early/ongoing vertical team engagement Alternative Comparison and Selection…no single best plan Ensure all resources are identified and available
Agreements (FCSAs): 2 not required - comprehensive and watershed study activities 5 ongoing - 2 amendments executed; others no immediate need - using other available funds 31 new activities - ALL 31 FCSAs executed

CONSTRUCTION - EXECUTION STRATEGIES
Emphasis on project delivery & schedules; 16 July 2018, DPM - established expedited durations for project/study completions
Moving Beyond Status Quo - balanced use of in-house engineering and private sector resources in pre-construction phase while leveraging traditional and non-traditional acquisition tools in the construction phase
Set goal of 35-40% for private sector Architectural Engineering resourcing
Communications/Outreach Initiatives ongoing Corps-wide: HQs Reverse Industry Day, plus several Regional/District Industry Engagements; Small Business Conference
Consideration of Design-Build, Design-Bid-Build methods for product delivery
Critical Activity - Working very closely with Sponsors
Agreements (PPAs): 32 Ongoing Construction - 4 executed; 9 w/MSC for NFS negotiations; 8 not required
26 Not ongoing - 1 executed; 13 w/MSC for NFS negotiations
