Duly completed Pre-qualification documents should be submitted in plain sealed

envelopes clearly marked with the prequalification category number and name and

should be addressed to:

And deposited in the tender box situated at the reception of Stima Investment Plaza 1

on 5th floor so as to be received on or before Monday 22nd April 2019 at 12:00 noon. The

submitted prequalification documents shall be opened immediately thereafter in the

boardroom on 5th floor of Stima Investment Plaza in the presence of bidders or their

representatives who may wish to attend.

1. PRE-QUALIFICATION INSTRUCTIONS.

1.01 Introduction.

Stima Investment Cooperative Society would like to invite interested candidates

who must qualify by meeting the set criteria as provided to perform the contract

of supply and delivery or provision of goods and services to the society.

1.02 Objective.

The main objective of prequalification of suppliers is to supply and deliver

assorted goods and services under relevant Tenders/Quotations to the Society as

and when required during the two – year period ending 31st December 2020.

1.03 Invitation of prequalification

Suppliers registered with the Registrar of Companies under the laws of Kenya in

respective merchandise or services are invited to submit their pre-qualification

documents to CHIEF EXECUTIVE OFFICER, STIMA INVESTMENT

COOPERATIVE SOCIETY LTD, so as to be pre-qualified for submission of

quotations. The prospective suppliers are required to provide mandatory

information for pre-qualification.

1.04 Prequalification Documents

This document includes a questionnaire to be completed and returned with the

tender and be supported by the requisite documents from eligible and competent

bidders.

In order to be considered for prequalification, prospective suppliers must submit

all the information required on the forms/questionnaire.

1.05 Submission of pre-qualification Documents

Duly completed pre-qualification and other supporting documents clearly

marked with the prequalification category number and name should be

addressed to:

1.06 Pre-qualification.

It is understood and agreed that the pre-qualification data on prospective bidders is to be

used by the Society in determining according to its sole judgement and discretion, the

qualification of prospective bidders to perform in respect with the tender category as

described by the client.

1.07 Essential criteria for Prequalification.

Experience- prospective suppliers of goods and services should demonstrate ability and

experience to organize, supply and deliver any of the categories of goods and services

listed in tender notice.

Financial Capability- The supplier’s financial capability will be determined by

examination of the latest two year audited financial statements submitted with

prequalification documents as well as letters from references from the bankers regarding

credit/financial position.

Past performance-The past performance of suppliers shall be given due consideration in

the prequalification exercise. Letters of reference from past and present clients should be

included.

Capacity of the Firm- Prospective suppliers of goods and services should demonstrate

that they have the technical, physical, logistical and human resource capacity to supply

and deliver the category of goods and/or services that they are seeking to be prequalified

for.

1.08 Notification of Pre-qualification.

All participants shall be notified formally of the outcome after completion of the pre-

qualification process.

1.09 Presentation.

A table of contents illustrating the contents of the documents is compulsory, as it creates

ease of evaluation and will help verify the contents.

1.010 Verification.

The Society shall have the right to visit the supplier’s premises to verify the information

provided in the document and ascertain as part of the prequalification process, that the

supplier in deed has the capability to provide the stated goods and/or services.

2. INSTRUCTION TO BIDDERS.

2.1 PREQUALIFICATION DATA FORM

The attached questionnaire forms PQ-1, PQ-2, PQ-3, PQ-4, PQ-5, PQ-6, PQ-7 are to be

completed by prospective suppliers/contractors who wish to be pre-qualified for the

specified tender category

Application forms that are not filled and duly stamped and submitted in the prescribed

manner will not be considered. All documents that form part of the proposal must be

written in English language and in legible ink.

2.2 QUALIFICATION

It is understood and agreed that the tender data on prospective bidders will be used by

Stima Investment in determining, according to its sole judgment and discretion, the

qualifications of prospective bidders to perform in respect to the tender lots described

by the client.

Prospective bidders will not be considered qualified unless they possess capability,

experience, qualified personnel and sustainability of equipment and net assets or

working capital sufficient to satisfactorily execute the contract for goods/services in the

judgment of Stima Investment.

2.3 DECLARATION.

The application must include a declaration form (Form PQ-7) by the tender applicant

ensuring the accuracy of the information given.
