I. Summary of the Bonn CC Talks
When: from 9-11 April 2010; Where: BonnSections: - the 9th session of the Ad Hoc Working Group on
Long-term Cooperative Action under the CC Convention(AWG-LCA 9)
- the 11th session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 11)
Objectives: was to agree on the organization and methods of work in 2010 to enable both AWGs to fulfill their mandates and report respective outcomes of their work to COP 16 and COP/MOP 6 in Mexico

The Ad-hoc Working Group on Long Term Cooperative Action (AWG-LCA)
The AWG-LCA Chair (Margaret Mukahanana-Sangarwe from Zimbabwe) will prepare a text to facilitate negotiations among Parties, drawing on COP15 as well as other reports and will present that two weeks in advance of the next session of the AWG-LCA. The AWG-LCA invites Parties to make submissions by 26 April at the latest
The AWG-LCA Chair will propose scenario notes, an indicative roadmap, and Parties should submit their views by 4 May 2010
The AWG-LCA agreed that in order to conclude its work it would need to hold two sessions between its tenth session and the sixteenth session of the COP
I. Summary of the Bonn CC Talks
The Ad-hoc Working Group on the Kyoto Protocol (AWG-KP) The AWG-KP agreed to continue its work in 2010, focused on the
scale of emission reductions by Annex I Parties. It also agreed that it would need to hold two sessions between its
twelfth session (Bonn, 31 May to 11 June 2010) and the sixth session of the CMP (in Mexico, December 2010), which will be concurrent with sessions of the AWG-LCA and Standing Bodies
The AWG-KP Chair will prepare documentation to facilitate negotiations on the basis of the AWG-KP report from Copenhagen, and make this available at least two weeks before the twelfth session (in late May-early June);
The AWG-KP requested the secretariat to prepare i) A paper compiling pledges for emission reductions and related assumptions provided by the Parties to date and the associated emission reductions; ii) A technical paper laying out issues relating to the transformation of pledges for emission reductions into quantified emission limitation and reduction objectives.

The conclusions from this session do not define the objectives of the parties’ work in 2010, despite the call by many parties to define such an objective.
A legally-binding agreement or a series of COP decisions setting out the technical details and roadmap towards achieving a legally-binding agreement???
The fate of the Kyoto Protocol and the legal form of the
AWG-LCA’s outcome are not clear!!!The process launched by France and Norway to
establish an interim REDD+ partnership is an example of countries attempting to make faster progress on key issues outside the UNFCCC process.

The Climate Investment Funds (CIF)
The Climate Investment Funds (CIF) are unique financing instruments designed to test what can be achieved to initiate transformational change towards low-carbon and climate-resilient development through scaled-up financing channeled through the Multilateral Development Banks.
One of the first international meetings to focus on climate finance since the Copenhagen summit last December with plans in place to mobilize some US$40 billion for country-led low carbon growth.
The week-long meetings of the Climate Investment Funds (CIF) also made progress on support for developing country action on forests, renewable energies and building climate-resilient development
The CIF Clean Technology Fund (CTF) endorsed investment plans for Colombia, Indonesia, Kazakhstan and Ukraine.
The CIF's Strategic Climate Fund (SCF) committees approved grants for Zambia and Nepal to better respond to the challenge of adaptation
The FIP - designed to provide investments that help countries better manage their forests – selected the 6 first pilot countries: Burkina Faso, Ghana, Indonesia, Lao PDR and Peru , and approved a consultation process for designing a special grant mechanism for indigenous peoples and local communities.
IPCC Expert Meeting on Forest GHG Inventories
Objectives: to explore and share experiences and good practice in the use of the IPCC guidance for the REDD+ implementation, and identify future work of the IPCC in these areas
Key findings:- Carbon stock change estimation (carbon
factors & parameters)- Time series and comparison: the question of
how result of Tier 1,2,3 compared to each other is not answered
- Role of remote sensing (RS) technology
Paris-Oslo initiative
Xix countries (the US, UK, France, Japan, Australia and Norway) committed US$3.5 billion at Copenhagen for period 2010-2012 as fast start interim finance to kick-start REDD
France and Norway instigated a process to take things forward known as ‘the Paris-Oslo initiative’.
The first ministerial level meeting occurred in Paris on 11 The purpose of the process is to use the political mandate established by Copenhagen to create a multilateral Interim REDD Partnership to secure coordination, transparency, progress and positive precedents with the available fast start interim funding.

54 forested and donor countries on 11 March to discuss an interim partnership on reducing emissions from deforestation and forest degradation in developing countries, plus conservation (REDD+). Agreement on collecting information on start-up activities and reviewing present financing;
Substantial money is now on the table and the task is to ensure that something useful and effective is done with it
This partnership would aim to ensure rapid implementation of a global coordinated effort to preserve the world’s tropical forests, in line with UNFCCC decisions
Paris-Oslo initiative
New donors : Germany, Slovenia, Spain and the European Community - joined donors who had announced support at Copenhagen (Australia, France, Japan, Norway, United Kingdom and United States)
Many donor countries intend to devote at least 20% of their fast-start funding pledges under the Copenhagen agreement to REDD+." To put this in context: fast start pledges total some $30 billion, 20% of which is...$6 billion. Total pledges to date for REDD are approximately $4.5 billion. We may therefore be looking at roughly $6 billion for REDD during the 2010-2012 period
All potential donors are invited to confirm their contributions by the time of the follow-up Oslo Conference in May
Paris-Oslo initiative
The "REDD+ Partnership," as it is referred to here, is to be driven by a "facilitating group of active countries, open to all interested...“: 21 countries
A 'light secretariat' will be established, "in charge of identifying the most urgent needs, financial flows, existing actions and available resources." Australia, France and Papua New Guinea all "offered their contributions."
