Bulonjo 2005 – celebration of the1st World Esperanto Congress in 1905

Prior to 1905 many Esperantists still were not certain whether the language really functioned. Manyhesitated whether to organise a large world demonstration. But what a brilliant success that congress was!And since 1905, Universala Esperanto-Asocio have held a World Congress (Universala Kongreso) every year– apart from the war years – somewhere across the globe. Although the world still ignores the event, prefer-

ring to bow to political and economic power relationships, we can be certain that the first UniversalaKongreso de Esperanto will be recorded as a key event in the history of man’s relationships with man.

The world’s first Esperantocongress took place in1905 when 688 Esperan-

tists from 20 countries travelledto Boulogne-sur-Mer and demon-strated that Esperanto, hithertoonly used for correspondence andat small gatherings, was also asuccessful international languagefor large, multinational meetings.

To celebrate the centenary ofthat historic event, 550 Esperan-tists from 22 countries visitedBoulogne again. (The numbershad to be restricted, because ofsafety considerations at thevenues. The 90th World Espe-ranto Congress takes place inVilnius later this year, havingalready attracted nearly 2,000participants.)

On 26 March 2005, Esperan-tists gathered in the same theatrewhere the original event hadtaken place to hear greetings bylocal dignitaries, includingBoulogne’s Mayor, FrédéricCuvillier, and the Polish Ambas-sador to France, MariaWodzynska, and speeches byprominent Esperantists, reflect-ing on Esperanto’s role in thenext 100 years. Zamenhof’soriginal 1905 speech was bril-liantly declaimed by ArnoLagrange. His famous words are

The event in the theatre wasfollowed by a procession throughthe town to the square namedafter Zamenhof. Flowers were laidat the memorial. The processionended with a reception at the townhall, where the Mayor entertainedto a champagne buffet.

Excursions and WorkshopThe five-day event of 2005included several excursionswithin the town and around thelocal countryside, lectures andcultural events. A workshopsession produced a resolution onstrategy and promotion of Espe-ranto, which the local towncouncil agreed to discuss andrecord in the minutes of theircouncil meeting on 29 March.

by the local council as part of thetown’s ‘official’ decorations.Several half- and full-pagearticles about the event appearedin the local press, and a 10-minute item was broadcast on theregional television channel.

In Zamenhof’s footstepsThe 1905 congress included avisit across the Channel. The2005 festivities re-created this,but tookadvantageof theChannelTunnel.

TerryPage andhis teamdid a greatjob oforganisa-tion, eventhoughunforeseen circumstances con-spired against the excursion. Thescheduled train was cancelled, sothe five coaches arrived an hourlate. Terry had to inform thosewaiting on this side of the Chan-nel, but the Mayor delayed herarrival and welcome, the latterdelivered partly in Esperanto.John Wells interpreted andresponded.

Meals at the two restaurants(necessary due to the largenumber of participants – 230 atleast) had to be quickly resched-uled, which gave Terry andothers a headache. They werehighly resourceful, and time was

made up during the afternoon.

Mayor rebukes pressThere was no sign of journalists,and the Mayor was annoyed attheir non-appearance. After thewelcome ceremony she phonedthe local paper and told them off.Result: they turned up for theevening arrangement and inter-viewed her, Gordon Hawker andothers, and took photos. The

evening consisted of two sittingswith snacks and a glass of wine.John Wells gave a 10-minutetalk, well received (both times).The East Kent Morris Men gavetheir performance, although ithad to be cut to 15 minutes toallow the coaches to depart intime to catch their train back.

The Mayor also came to theevening event, and she joined into wave goodbye to the coachesas they departed.

Fog in Channel!The weather was awful – thickchilling fog – so you could hardly

The 28th Annual GeneralMeeting of EAB was held on

7 May at the Central BaptistChurch, Bloomsbury, London.

Twenty-six members attended,including the trustees.

John Wells opened the meetingby welcoming the members. Helater read out a list of memberswho had died during the previous12 months and asked for aminute’s silence in their memory.

The Honorary Treasurer,Joyce Bunting, presented asummary of the Trustees’ Reportas well as the Financial Report,on which there were no com-ments. The Trustees’ Report wasapproved unanimously.

The meeting decided thatmembership rates should remainunchanged.

ElectionFor the election of members ofthe Management Committee(trustees), Arthur Sly and ArthurPrent were proposed as vote-counters and were acceptedunanimously. The result of theballots cast at the meeting andthe postal votes were as follows:

There were 66 postal ballots,1 spoiled ballot, and 20 votes castat the AGM.

Charity BillJoyce reported that the CharityBill had fallen due to the callingof the general election, and sheoutlined possible advantages forsmall charities when the bill ispassed. Edmund Grimley Evansread out information receivedfrom the Charity Commission,stating that members have nofinancial liability. Ian Fantomcommented that it is not theCharity Commission who knowabout liabilities of charities.

David Bisset enquired whatpercentage of members hadsigned a Gift Aid form, to whichJoyce Bunting replied that she didnot have the figure at hand butbelieved around 60 people hadsigned such a form.

report (see pp. 1, 2 & 16). DavidKelso proposed a vote of thanksto Terry for his sterling work inthe organisation of the Britishpart of the event, which waswarmly applauded. He alsopresented Terry with a bottle ofGlen Terence Scotch whisky as atoken of his personal thanks. JohnWells thanked Terry and AnicaPage on behalf of EAB.

Membership commentsThere was a general discussion onobituaries, Terry Page queryinghow one might obtain informa-tion on deaths. David Kelsosuggested that EAB Update mightprint a notice requesting informa-tion on members who had passedaway. John Wells said one couldput one’s own autobiography onthe web.

The discussion moved on topublicity. Helen Fantom com-mented that it is important thatone does at least something; if indoubt she could suggest some-thing. Terry Page asked if we arerecruiting enough young mem-bers. There was agreement thatwe are not. John Wells remem-bered Humphrey Tonkin’s small,informal JEB meetings. It wascommented that young peoplemeet more often on the webnowadays. Ian Fantom reported

that he gets around a thousandhits on his Esperanto Vivawebsite a year but does not knowhow many are from the UK. Hesaid we needed a fresh approachbut gave no details.

Terry said he recently pre-sented Esperanto at two schools,adding that we should not expectimmediate positive reaction – an‘incubation period’ is normal.Helen recalled similar experienceswith Norman William’s’ initia-tives in Manchester, adding thatwe might exploit the still greatinterest in language learning. IanFantom believed there wasdivided opinion in the Adminis-trative Committee on the Espe-ranto Lobby, to which John Wellsreplied that he was referring to‘old issues’ of many years ago andthat there had been no suchdiscussion in recent years.

Bill Walker referred to AngelaTellier’s work for schools, towhich Helen replied that itconcerns in particular primaryschools. In response to furtherqueries, she went on to outline thepresent work in Gloucestershire,reporting that primary schoolswill have to teach a foreignlanguage for four years and, asmost teachers do not speak aforeign language already, Espe-ranto offers them a uniquely

advantageous path forward,introducing them to languagelearning in general and usefulaspects of other subjects, such asgrammar and mathematics.

AdministrativeCommittee meetingAfter the AGM, the new Adminis-trative Committee held a briefformal meeting. Due to lack oftime, the responsibilities ofindividual members of the Ad-ministrative Committee will bedealt with at the Committee’sannual discussion weekendmeeting in Barlaston in July.There are, however, proposalsthat David Kelso deal with‘outside education’ issues andthat Ian Fantom deal with re-search.

It has already been decidedthat there will be discussions inBarlaston with Jill Ward, Princi-pal of Wedgwood MemorialCollege, and Terry Page, JimVoiels and Angela Tellier will alsoattend all or part of the weekendto discuss their respective fields ofcongresses, local PR and educa-tion.

Contacts with LiverpoolUniversity continue, although it isproving difficult to obtain con-crete information. All relevantmatters will nevertheless continueto be pursued by the Committee.

Books for AfricaA sum of £200 was approved tocover requests from Africa forbooks. Any such requests are firstapproved by the African Officeof UEA.

EAB websiteSpecial thanks were afforded bythe Committee to Vilçjo Walkerfor promptly updating the EABwebsite, which for so long hadlanguished without anyonewilling to take it on.

The Committee is still lookingfor someone to take on the task ofarranging lecture tours. Is there avolunteer for this out there?

The projected date of publica-tion for the EAB Handbook isthe coming autumn.

The Committee agreed abudget for a one-day Seminarfor Future Teachers to takeplace during the Summer Festival(formerly Summer School) inBarlaston, with a maximum ofeight participants.

Terry Page had presenteddetailed written reports onBulonjo 2005. There will not be adeficit. The Secretary hasthanked Terry on behalf of thewhole Committee and members.

Unfortunately, the nextBritish Esperanto Congress willnot be taking place in Whitby asannounced due to various prob-lems. Another venue is still being

sought in the region.EAB will be represented in the

Committee of UEA in Vilnius byHelen Fantom, who will alsoarrange greetings from EAB toworld Esperantists in the OpeningCeremony.

The Committee is attemptingto arrange a republication of JohnWells’ Teach Yourself Esperantoand English Dictionary. However,this is unlikely to be possible for anumber of years.

It was reported that the 100thWorld Scout Jamboree will takeplace in Gillwell, Essex, in August2007. The Committee is research-ing ways of using this opportunityfor disseminating information.Anyone with Scout experience,please contact the office.

see across the street, and therewas no sight or sound of the seabelow the cliffs. It was just as badat Dover Castle. There had beensome amusement earlier aboutthe old newspaper poster thatstated ‘Dense Fog in Channel –Continent Isolated’. Perhaps thefog was symbolic of the continu-ing fog in international commu-nication!

Had the weather had beenmore spring-like the locationwould have been extremelyattractive, and walking out ofdoors a pleasant diversion.Despite the disappointingweather, everyone went off with agood feeling, as far as we couldjudge.

On the ball!Paul Gubbins and Jim Voiels hadproduced two news releases forthis event: an advance releasedistributed in December 2004and a later one timed to arriveabout ten days before the excur-sion.

The releases were sent toseventeen national and localmedia addresses. It is possiblethat the event may have beenpreviewed in this media, howeverwithout the services of presscutting and broadcasting monitoragencies this is difficult toestablish.

Paul and Jim were veryappreciative of Terry andGordon’s help in providing alot of advance information forthe releases, with good co-operation throughout.

PostscriptAfter the event, the KentishExpress responded to our newsrelease and rang Terry ur-gently on Monday morningrequesting information andpictures of the event. Hecirculated several participants,and within 24 hours presentedexcellent pictures of JohnWells with the Mayor ofFolkestone and a lively MorrisDance to the newspaper. Theappeared on Thursday, 7 April,

under the title ‘Multilingual:Global auxiliary language drawshundreds of celebrants | Espe-ranto fills the air at languagegathering’, together with a‘factfile’ on Esperanto. On thesame day there was also a piecein the Kent Herald (Folkestone,Hythe, Romney Marsh) and aletter by Frances Randall in theFolkestone Herald.

In France, the regional paperLa Voix du Nord devoted a pageto the celebrations, in which,

among others, Bill Simcock wasinterviewed with photo.

Thanks!It is estimated that around 28British Esperantists in total werein attendance – one came fromScotland especially. There wassome criticism that so few BritishEsperantists attended. This was,however, mainly due to thenecessity of limiting numbers inBoulogne.

Many thanks to Terry andAnica Page and GordonHawker, ‘the man-on-the-spot’, and all others whohelped. Terry is to be warmlycongratulated on havingorganised things very thor-oughly and on coping with theunexpected difficulties compe-tently. Terry and Anicaworked for months to plan theexcursion, they were ‘on duty’throughout the congress inBoulogne dealing with book-ings and queries, and theythen had to reschedule theexcursion’s timetable ‘on thefly’ to accommodate the delayscaused by the transportdifficulties.

Language WatchMy esteemed colleagues think this could be a useful project. We’re calling it‘Language Watch’. The idea is to keep a record of references in the media andpublications (books etc.) not just to Esperanto but also to examples of‘English linguistic imperialism’ and the fate/future of ‘minority languages’. I’dwelcome references you may see or hear as above (date, reference, author and aone-or-two-line summary/quote) sent to me by e-mail –derektatton@btinternet.com – or via the EAB Office, and I’ll record them in afile to hand over to the Butler Library, Esperanto House. The record may alsoshortly be available on the EAB website for reference. This is an experiment soif it doesn’t work, we’ll stop.

The references may be to everything from, for example, a jokey slightingreference to Esperanto on Bremner, Bird and Fortune (Channel 4, Sunday,13 March ’05) to the book just published Empires of the World - A LanguageHistory of the Word by Nicholas Ostler (HarperCollins, 2005). AlthoughEsperanto is only mentioned once, on page 171, of this 600-page book. Theauthor’s themes and arguments are deeply relevant to Esperanto and, I believe,positive and encouraging. Martin Jaques reviewing what he calls ‘this greatbook’ for the Guardian (12 March ’05) on the ‘Book of the Week’ page wrote:‘But which languages, a millennium from now, will still be prospering, whichwill be the dominant global languages, and which will be the lingua franca?From our vantage point in the early 21st century, this remains entirely unpre-dictable.’

In David Crystal’s earlier authoritative book Language Death (CUP, 2000)he wrote that if in future English were the only language to survive that wouldbe ‘the greatest intellectual disaster the world has ever known’.

• Radio interviewsAn interview with Radio Lanca-shire was broadcast on Saturdaymorning, 21 June, the day of theEsperanto Federation meeting inPreston. It was was triggered byJim Voiel’s press release, sent outto 13 local media outlets topromote the North West Espe-ranto Federation meeting on thesame day.

The second interview waswith Radio Cumbria and wasrecorded on Wednesday morning,25 June, and broadcast soonafterwards without any editing.The trigger for this one wasStephen Thompson’s contactwith the lunch-time programmeon local radio, to which heregularly contributes on a varietyof topics. The presenter, Martin

Plenderleith, always mentions‘Esperanto-speaker’ when intro-ducing him, whatever the topic,and last time he was ‘on’ hesuggested they might do some-thing the next time he had anEsperanto-speaking visitor. Spring Meeting of theNorth West EsperantoFederationThe Spring Meeting took place on21 May in Preston, at the EmpireServices Club, an attractive greenlocation in the city centre.

Twenty-two participants met,from various towns across North-ern England and the Isle of Man.We also welcomed an old friendfrom Poland, Marek Bamberski.Visiting for the first time wereSimon Arm-Riding andDonnachadh Mag Loingsigh,both from Yorkshire.

Herbert Lionel Elvin (1905–2005), Principal of RuskinCollege, Oxford (1944–50),and Director of the Institute ofEducation, London University,died in Cambridge on 14 Juneat the age of 99. He was aneminent professor of educa-tion, Director of the Depart-ment of Education for Unesco(Paris, 1950–6), Professor ofEducation in Tropical Areas,Institute of Education, LondonUniversity (1956–8), Director(1958–73), Emeritus Professorof Education 1973–2005. Hewas an Esperantist and amember of the HonoraPatrona Komitato de UEA.

Elvin was active in numer-ous causes, for example, theWorkers’ Educational Associa-tion, the Council for Educationin World Citizenship and aschairman of the Common-wealth Education LiaisonCommittee. His English-language publications includeMen of America (1941), AnIntroduction to the Study ofLiterature (Poetry) (1949),Education and ContemporarySociety (1965), and The Placeof Commonsense in Educa-tional Thought (1977).

Elvin translated Washing-ton Irving’s The Sketch Bookof Geoffrey Crayon into Espe-ranto as El la Skizlibro (Leip-zig: Hirt, 1924).
