1 COURSE APPROVAL

The Sub-Committee considered business from each Faculty and the Department of Access, Digital and Distributed Learning and noted withdrawals, revisions and the introduction of credit-bearing short courses approved by them as detailed in the appendix.

FACULTY OF COMPUTING AND ENGINEERING

FdSc Information Technologies (with CertHE exit award) (FT/PT) at North West Regional College (Strand Road campus)

RECEIVED: the report of the Evaluation Panel.

NOTED: that the Panel had set as conditions of approval that a properly articulated higher education assessment strategy be developed, that the weighting of the 50-point work-based learning module be reviewed and that the proposed part-time structure be reviewed.

RECOMMENDED: that, subject to the conditions and recommendations of the Panel being addressed, the programme be approved for a period of three years (intakes 2016 – 2018), in line with the revalidation schedule for Unit 16G4.

Maximum Cohort Sizes

Full-time: 20 studentsPart-time: 1st and 2nd intakes: 15 students; 3rd intake: 18 students.

FdSc Business Information Technologies at South West College

FACULTY OF LIFE AND HEALTH SCIENCES

Access Diploma in Science (with Certificate in Adult Learning exit award – PT only) (FT/PT) at Northern Regional College (Ballymena, Coleraine, Magherafelt and Newtownabbey campuses)

RECEIVED: the joint report of the Evaluation Panel for this course and the Revalidation Panel for Access Diploma in Social Science [see below].

NOTED: (a) that graduates were expected to progress to programmes such as Nursing, Occupational Therapy and Radiography; the Panel had, however, been of the view that, with some modifications to strengthen the biochemistry and chemistry content of the course, students could progress to a greater range of science programmes including Biomedical Science, Microbiology and Genetics and had recommended that, in consultation with the Faculty of Life and Health Sciences, the content of the Science modules be reviewed;

(b) that applicants were required to hold GCSE in a pure science (or equivalent).

AGREED: that the Faculty be asked to confirm the maximum cohort sizes for each mode of attendance at each site.

RECOMMENDED: that, subject to the condition and recommendations of the Panel being addressed, the programme be approved for a period of five years (intakes 2016 – 2020).

MSc Professional Development in Occupational Therapy (with Postgraduate Certificate and Postgraduate Diploma exit awards) (FT/PT) (DL) and MSc Professional Development in Physiotherapy (with Postgraduate Certificate and Postgraduate Diploma exit awards) (FT/PT) (DL)

RECEIVED: the report of the Evaluation Panel.

NOTED: (a) that these fully online courses were not pre-registration courses and did not contain any practical elements;

(b) that the learning outcomes of the two courses were not subject-specific and the courses comprised the same modules which were differentiated by the different perspectives of the physiotherapy and occupational therapy students, profession-specific assignments and research project; the Panel had been content with the rationale for two separate courses but had strongly recommended that the programme rationales be reviewed to reflect more accurately the strength of each route;

(c) that the Panel had recommended that the Master’s level of both programmes be more accurately reflected in the aims, rationale and some of the learning outcomes;

(d) that the Panel had made a recommendation to the University that ECTS points be included in module descriptions.

RECOMMENDED: that, subject to the conditions and recommendations of the Panel being addressed, the programmes be approved for a period of three years (intakes 2016 – 2018).

Revalidation Unit 28Da: BSc Hons Optometry / MOptom Hons (with BSc Hons Optometry, AB in Vision Science and CertHE in Vision Science exit awards) (FT) (CE)

RECEIVED: the report of the Revalidation Panel.

NOTED: (a) that the first three years of the existing BSc Hons Optometry provision were largely unchanged but the programme had been extended to include a fourth year, by distance learning, during which students undertook pre-registration training; only Ulster University students achieving 60% or above were eligible to progress to Year 4;

(b) that a number of variations to the University’s regulatory framework had been considered by the Learning and Teaching Committee in December 2015 but that the cases relating to proposals for the classification of the Honours degree and the MOptom Hons, and the case for a BSc Hons Vision Science exit award had not been approved;

(c) that three of the Level 7 modules which assessed professional and clinical skills were assessed entirely on a Pass / Fail basis;

(d) that the Team had been asked to revisit the structures of Years 2 and 4 as they did not conform to University requirements.

RECOMMENDED: that, subject to the condition and recommendations of the Panel being addressed, the programme be approved for a period of five years (intakes 2016 – 2020).

Revalidation Unit 30D: Access Diploma in Science (with Certificate in Adult Learning exit award) (FT/PT) at North West Regional College (Strand Road campus)

RECEIVED: the report of the Revalidation Panel.

NOTED: (a) that the programme comprised 90 credits at Level 3 instead of the usual 60 credits;

(b) that students were offered the opportunity to take GCSE Mathematics and English outside of the programme as many universities specifically requested GCSEs for entry to programmes; additional evening classes were offered to prepare students for these examinations; that in England the QAA Access Recognition Scheme no longer made a judgment on GCSE equivalence in these subjects, taking account of Government

encouragement for all learners (including adults) to achieve these qualifications.

AGREED: that the Faculty be asked to confirm the maximum cohort sizes for each mode of attendance.

RECOMMENDED: that, subject to the conditions and recommendation of the Panel being addressed, the programme be approved for a further period of five years (intakes 2016 – 2020).

Revalidation Unit 3B1: Biosciences (Postgraduate)

RECEIVED: a request from the Faculty for a one-year extension to the period of approval, to include the 2017/18 intake, for the following provision within Unit 3B1:

MSc Biotechnology (now MSc Medical and Healthcare Biotechnology);MSc Systems Biology (now discontinued).

NOTED: (a) that all of the Faculty’s postgraduate provision was currently under review and there were plans to increase the research ethos of the MSc Medical and Healthcare Biotechnology, which would make it more attractive to colleges in India with which the Faculty was developing collaborative partnerships;

(b) that the intention was to apply for Institute of Biomedical Sciences (IBMS) accreditation for the revised programme, as well as accreditation for the Faculty’s Stem Cell Biology provision, PgCert Diabetes and MSc Biomedical Sciences which were not due for revalidation until 2017/18; IBMS had indicated that it would wish to hold only one event; the Faculty therefore proposed to merge the postgraduate Biosciences provision (Unit 3B1) with the postgraduate Biomedical Sciences provision (Unit 3C2A) to create Unit 3C2A: Postgraduate Biomedical Sciences;

(c) that the external examiner had confirmed that the programmes remained current and valid.

RECOMMENDED: that the request for a one-year extension, to include the 2017/18 intake, be approved.

Revalidation Unit 22A1: Nursing (Pre-Registration) and Revalidation Unit 22D: Nursing (Non Medical Prescribing)

RECEIVED: a request from the Faculty for a two-year extension to the period of approval, to include the 2017 and 2018 intakes, for the following provision:

Revalidation Unit 22D:

Advanced Certificate in Non Medical Prescribing (JN);Postgraduate Certificate in Non Medical Prescribing (JN).

NOTED: (a) that the courses were due for revalidation in 2016/17;

(b) that the Nursing and Midwifery Council (NMC) was currently developing new education standards and had therefore offered automatic extension to approval for nurse prescribing programmes until 31 January 2019 and all pre-registration nursing programmes until 31 August 2019;

(c) that the Faculty proposed that the four courses be brought forward for revalidation in 2018/19 for 2019 entry to align with the new NMC standards due to be published by the end of 2017;

(d) that demand was expected to be maintained and confirmation had been received from the external examiners that they supported the request.

RECOMMENDED: that the request for a two-year extension, to include the 2017 and 2018 intakes, be approved.

Revalidation Unit 25A1: Psychology (Undergraduate) and Revalidation Unit 25A2: Psychology (Postgraduate)

NOTED: (a) that Chair’s action had been taken to approve a one-year extension to the period of approval, to include the 2016/17 intake, for the following provision within Units 25A1 and 25A2:

Undergraduate Hons Subject: Psychology (Single Hons/Minor);BSc Hons Psychology with DPP;BSc Hons Social Psychology;BSc Hons Social Psychology with DPP;MSc Health Psychology;MSc Applied Behaviour Analysis;PgDip/MSc Applied Psychology (Mental Health and Psychological Therapies);PgCert in Family Therapy and Systemic Practice;

(b) that, as a consequence of the budget cuts, BSc Hons Psychology at Magee and PgDip/MSc Careers Guidance would have their last intakes in 2015; the remainder of the Psychology provision would be consolidated on the Coleraine campus.

Revalidation Unit 30B1: Access Diploma in Social Science (with Certificate in Adult Learning exit award – PT only) (FT/PT) at Northern Regional College (Ballymena, Coleraine, Magherafelt and Newtownabbey campuses)

RECEIVED: the joint report of the Revalidation / Evaluation Panel for this course and the Access Diploma in Science (with Certificate in Adult Learning exit award – PT only) (FT/PT) at Northern Regional College (Ballymena, Coleraine, Magherafelt and Newtownabbey campuses) [see above].

NOTED: (a) that the exit award in both courses was not available to full-time students;

(b) that candidates not already holding GCSE Mathematics and English (or equivalent) were required to complete competence tests and those already holding GCSE Mathematics and English were advised to take the part-time programme;

(c) that the full-time mode for both courses would be introduced incrementally at the different campuses in order to aid resource planning; the Panel had recommended that staff resources and experience be kept under review as student numbers increased, and as part of succession planning;

(d) that students on the Access Diploma in Social Science had expressed disappointment that not all advertised optional modules were available at their campus, although they could take them at another campus; students were advised at enrolment that availability of the optional modules was subject to demand; the Sub-Committee noted the importance of the accuracy of such information for the contractual relationship with students.

RECOMMENDED: that, subject to the condition and recommendations of the Panel being addressed, the Access Diploma in Social Science be approved for a further period of five years (intakes 2016 – 2020).

Revalidation Unit 30B3: Access Diploma in Combined Studies (with Certificate in Adult Learning exit award) at North West Regional College (Limavady (PT) and Strand Road (FT/PT) campuses)

RECEIVED: the report of the Revalidation Panel.

NOTED: (a) that there was a limited number of optional modules available at the Limavady campus but students could travel to the Strand Road campus to take other options;

(b) that the Panel was of the view that progression from Level 2 to Level 3 was not clear in the learning outcomes and that the learning outcome map required to be reviewed to ensure that it represented a credible summary of the course.

(c) that the Panel had set as conditions of approval to review the assessment schedule, to provide more information to students and to formalise the schedule of opportunities for the staff teams from the two campuses to integrate and share good practice.

RECOMMENDED: that, subject to the conditions of the Panel being addressed, the programme be approved for a further period of five years (intakes 2016 – 2020).

Part-time: 45 students [maximum of 25 students in each class]

Strand Road campus

Revalidation Unit 26H: Applied Peace and Conflict Studies (Postgraduate)

NOTED: (a) that Chair’s action had been taken to approve a request from the Faculty for a one-year extension to the period of approval, to

(b) that the revalidation of Unit 26H had originally been scheduled for 2016/17 but the provision was to be moved to the School of Criminology, Politics and Social Policy at Jordanstown; the School wished to integrate the Unit with the undergraduate provision of Politics (Unit 26C), due for revalidation in 2017/18;

(c) that the currency, validity and demand for the provision had been confirmed.

ULSTER UNIVERSITY BUSINESS SCHOOL

Revalidation Unit 5C4: Social Enterprise (Undergraduate / Jordanstown)

RECEIVED: the report of the Revalidation Panel for:

Advanced Certificate in Social Enterprise (PT) (JN);Advanced Diploma in Social Enterprise (with Advanced Certificate exit award) (PT) (JN).

NOTED: (a) that the revalidation report had been approved by Chair’s action in December 2015 as the start date for the revalidated programme was January 2016;

(b) that the provision attracted bursary support from the Flax Trust, America and was delivered in partnership with The School for Social Enterprise in Ireland; the Panel had recommended that consideration be given to future viability of the programme, should the current funding arrangements be withdrawn;

(c) that the Panel had recommended that consideration be given to raising the academic level of the programme and to the introduction of additional digital learning resources to the learning and teaching strategy;

(d) that the stand-alone Advanced Certificate had been introduced in 2011 but had not had an intake; as there was currently no evidence of demand, the Advanced Certificate was not approved by the Panel as a stand-alone course, but was approved as an exit award.

AGREED: that Chair’s action to approve the Advanced Diploma in Social Enterprise (with Advanced Certificate exit award) for a further period of five years (intakes 2015/16 – 2019/20 inclusive with January 2016 start) be endorsed.

Revalidation Unit 5F2: MSc Human Resource Management (with Postgraduate Certificate and Postgraduate Diploma exit awards) (PT) (JN)

RECEIVED: the report of the Revalidation Panel.

NOTED: (a) that the programme was offered by the Department of Management and Leadership with support teaching provided by the Department of Accounting, Finance and Economics and the Faculty of Social Sciences’ School of Law and was professionally accredited by the Chartered Institute of Personnel and Development (CIPD) with re-accreditation due in Spring 2016;

(b) that a student could choose in advance to exit with a Postgraduate Diploma and take the optional module ‘Investigating a Business Issue’ instead of the ‘Preparation for Dissertation’ module; students leaving with the Postgraduate Diploma who had not completed the ‘Investigating a Business Issue’ module were not eligible for professional accreditation.

RECOMMENDED: that, subject to the condition and recommendations of the Panel being addressed, the programme be approved for a further period of five years (intakes 2016 – 2020).

Graduate Certificate in Business (CE, JN, ME and QAHE)

RECEIVED: a request from the Faculty for a one-year extension to the period of approval to include the 2016/17 intake.

NOTED: (a) that the course was aimed at those students who did not meet the entry criteria for direct entry to Master’s study;

(b) that the MSc International Business was the preferred progression route for graduates of the Graduate Certificate in Business; the former was located within the Department of International Business at Magee, while the latter was located within the Business Institute and the Faculty wished to relocate the Graduate Certificate to the Department of International Business;

(c) that the Revalidation Units within which the home course and the QAHE course were located (Units 5B3 and 23Biii respectively) were due for revalidation in 2015/16; the Faculty proposed to move the home course to Unit 5D (Undergraduate / Magee) and form a new Unit for the QAHE course;

(d) that the external examiner had confirmed the currency and validity of the programme and that quality and standards were being maintained.

RECOMMENDED: that the request for a one-year extension to the period of approval, to include the 2016 intake, be approved in order to accommodate the relocation of the provision to the Department of International Business.

NOTED: (a) that recruitment to the FdSc International Culinary Arts had been suspended for the 2015/16 academic year owing to insufficient demand;

(b) that the College intended to implement a marketing campaign to recruit candidates for a September 2016 intake.

2 ACADEMIC PLANNING, PARTNERSHIPS AND INTERNATIONAL AFFAIRS COMMITTEE BUSINESS

RECEIVED: a report of new proposals and other relevant business considered by the Academic Planning Sub-Committee (APSC) at its meeting on 11 November 2015 and by Chair’s action.

NOTED: (a) that no proposals for new courses had been received by APSC at its meetings on 24 September and 11 November 2015;

(b) that four courses, previously withdrawn, had received approval to be reinstated for a 2016 intake.

3 SUBMISSION OF FINAL DOCUMENTS

RECEIVED: a statement on the submission of outstanding final documents from 2014/15 and 2015/16.

NOTED: (a) that for 2014/15, 43 documents had been signed off, one document was with the Panel Chair for approval, four documents required further revisions and three documents were past their deadline;

(b) that, despite several reminders, the revised documents for Unit 19A: Media Studies, Unit 22F: Nursing (Applied Health, Health & Wellbeing) and BSc Hons Biomedical and Healthcare Sciences (Ulster University award) / BSc Hons Biomedical and Bio-industrial Sciences (IT Sligo award) / BSc Hons Biomedical Sciences (Joint Ulster University / IT Sligo award) had not yet been submitted;

(c) that the start date for BSc Hons Biomedical and Healthcare Sciences (Ulster award) / BSc Hons Biomedical and Bio-industrial Sciences (IT Sligo award) / BSc Hons Biomedical Sciences (joint Ulster / IT Sligo award) had been postponed to September 2016; the provision within Units 19A and 22F, however, continued to run without completion of the revalidation process;

(d) that for 2015/16, two documents had been approved, eight documents were not yet due and 10 events were still to be held.

NOTED: that the schedule and process were subject to the findings of the evaluation of the PRD pilot (report to the Learning and Teaching Committee in June).
