ELECTRONIC SUBMITTAL PROCESS
The University of Alaska Fairbanks (UAF), Procurement and Contract Services Division is modifying the
solicitation process to better serve clients, vendors, and staff in the following manner:

The current document describes the project. The solicitation is complemented by a number of support
documents that are identified in the checklist on the electronic signature page. Any strikethroughs of
text shall indicate that the term or condition does not apply to this solicitation.
ACTION PLAN: Vendors may download, review, and print sections at their option. The documents are
organized into three control groups. Marketing Group I-links to two documents; a cover page that
outlines the bid, and the bid form (this document) that includes specifications. Legal/Risk Group II-
links to the instructions to bidders, contract document, general provisions, modified insurance
requirements, and special conditions (if applicable). Administrator Forms Group III-links to one form for
completion; an electronic signature document (with hyperlinks to all other documents).
The groups are to be downloaded and reviewed by the appropriate authority. Administrative staff may
prepare, print, and distribute the support documents to staff members with the appropriate expertise.
Make a special note of documents that require signature and must be submitted with a bid. The
documents shall be assembled in the proper order and combined into a single PDF with the bid form in a
separate PDF. This will be accompanied by a second PDF file with the vendor’s rate response
information. The University website provides access to all support documents, opens communication,
and facilitates a team response to a solicitation.

Alaska Business License
Descriptive Literature, brochures, narrative description, line drawings, manufacture and assembly
method, skid dimensions and equipment placement, specifications, operating parameters, and all
required data or information for UAF to determine the bid meets all specifications, performance, and
size requirements.
BRAND NAME OR EQUAL
A bidder shall be an original equipment manufacturer (OEM), or an authorized distributor or regular
dealer of the manufacturer with legal authority to bind the manufacturer to the terms and conditions of
this IFB. The bidder shall be an agent of the manufacturer with authority to make UAF the first owner of
record of the items solicited herein, and the first holder of the manufacturer’s warranty. Substitute
warranties, or warranties provided by other than the OEM, are not acceptable, unless otherwise
provided for in this solicitation. Bidders must be able to provide, if requested by UAF, written
verification from the OEM that this legally binding relationship existed at the time the bid was
submitted. Bidders not in compliance with this section shall be considered non-responsive. An item
shall be considered to be substantially equivalent, “or equal” to a specific product, when in the opinion
of UAF, the offered “or equal” fulfills the salient characteristics set forth in the purchase description, and
UAF can reasonably anticipate sufficiently similar quality, capacity, durability, performance, utility, and
productivity by the specified “or equal” product.
Other manufacturers may be considered, however, it will be incumbent upon the bidders submitting a
bid offering products by another manufacturer to provide adequate descriptive literature and
documentation to enable UAF to make a thorough evaluation. Failure to provide such documentation
may cause the Bid to be declared non-responsive and thereby eliminated from further consideration.

DESCRIPTIVE LITERATURE
All bids must include descriptive literature and specifications which detail the bid sufficiently to ensure
compliance with the specifications of this solicitation. If, due to lack of descriptive literature or technical
drawings and specifications, it is impossible for UAF to determine whether or not a bid meets all
required specifications, the Procurement Officer reserves the right to declare the bid non-responsive.
Failure to provide descriptive literature may cause the bid to be declared non-responsive.
It is acceptable to reference descriptive literature located online at a Vendor’s or Manufacturer’s
website. However, such references must be specific to the items being bid, citing specific lines and
model numbers which clearly correspond with individual line items in the Bid Form. It is not acceptable
to refer simply to a manufacturer’s website without specific direction to a particular item. Failure to
clearly indicate the item being referenced may cause the bid to be determined non-responsive.
As part of the required descriptive literature, bidders must include information specifically outlining the
warranty included in all items offered. Failure to include warranty information with descriptive
literature may cause the bid to be determined as non-responsive.
WARRANTY
Bidder warrants that all items supplied under this contract, when delivered, will be new and in good
working order and will conform to the manufacturer’s official published specifications and the technical
specifications of this solicitation. UAF requires that the successful bidder be able to transfer to UAF all
first holder rights of any guarantees and warranties offered by the manufacturer. Substitute warranties,
or warranties provided by other than the OEM, are not acceptable, unless otherwise provided for in this
solicitation. Minimum acceptable coverage is one (1) year from the date of University acceptance or the
manufacturer’s standard warranty, whichever is longer. Manufacturing defects or faulty workmanship
discovered during the period of coverage will require the affected unit or part be repaired or replaced at
NO additional cost to UAF. Vendor will be responsible for all costs associated with shipping, packing,
delivery and assembly, F.O.B. Destination, of replacements during the period of coverage. UAF
requires that bidders honor all guarantees and warranties offered by the manufacturer which may
exceed the warranty requirements outlined herein. Bidders not in compliance with this section shall be
considered non-responsive.
ALASKA BUSINESS LICENSE
As stated in electronic signature page download document link, “Instructions To Bidders” (item 15), all
bidders must present a valid current Alaska business license with the bid as specified in the reference
document.
PAYMENT TERMS
UAF’s standard payment terms are NET 30 Days upon receipt of item, proper invoicing, and UAF
acceptance.

CONDITIONED BID
As stated in the Instructions to Bidders (electronic signature page clickable link) P. 2, #9 a bid shall be
considered a conditioned bid should a bidder attach additional or alternative terms and conditions,
modifications, exceptions, or offer multiple bids. All conditioned bids shall be found non-responsive.
Additionally, bids submitted without all required submittal documents or lacking the detail to determine
the bid has met the salient characteristics and specification shall be deemed non-responsive.
PROJECT SUMMARY AND REQUIREMENTS
●To provide a skid mounted electric steam boiler, feed water tank/pump system, and related specified
components.
●MAXIMUM PHYSICAL SIZE: 9’-0” wide x 7’-0” deep X 9’-0” high (see dwg. MS-1) for the skid mounted
package including allowances for maintenance and operation clearances, and code required clearances.
●System shall be factory tested for operation of water softener, chemical feed pump, feed water
tank/pumps, boiler, alarms, condensate cooler and controls.
●The specified manufacturer’s and model numbers in the specification represent design basis products.
Alternative manufacturer products may be bid if they meet the minimum design designated
components quality, capacities, and features while satisfying the physical size criteria specified.
●Shipping the package as separate parts is permissible but must include instructions for re-assembly.
The re-assembly work shall not require any changes to piping, wiring, or controls.
●Bidder must demonstrate with documentation, submitted as part of the bid, that clearly shows bid
meets all specifications and salient characteristics as described herein.
SALIENT CHARACTERISTICS AND SPECIFICATIONS
GENERAL
1. The skid-mounted package will be constructed by a UL, ETL or other listed shop.
2. The design and construction of the equipment shall be in accordance with the best principles of
sound engineering practice and conform to relevant specifications of the industry.
3. Equipment, materials and services provided shall meet all requirements of any federal, state or local
codes or ordinances, particularly National Electrical Code and OSHA requirements. Applicable
editions include:
3.1. NFPA 70 – 2011
3.2. ASME Boiler and Pressure Vessel Code – 2010
4. It is permissible to ship the package as separate parts, but it must be done so that it is easily
assembled in the field by others without changes to package piping, wiring and controls (see above)
5. System will be factory tested for operation of water softener, chemical feed pump, feed water
tank/pumps, boiler, alarms, condensate cooler and controls.

DELIVERABLES
6. Approval drawings are required for UAF approval two (2) weeks after award is made. UAF will
respond to the drawings within one (1) week after submittal.
Operation and Maintenance (O&M) manuals – Three copies of O&M Manual will be delivered with
the equipment and assembled in black 3-ring D-style binders appropriately labeled on the cover and
spines. Include indexes covering all sections.
O&M Manuals shall be complete, detailed guides for the operation and maintenance of
equipment including complete information necessary for starting, adjusting, maintaining
and long-term shut-down of the unit and components.
Wiring diagrams shall be included in the O&M manuals. A version of the wiring diagrams
will be installed inside the cover of the control panel using water resistant methods.
WARRANTY
7. The successful Bidder shall be prepared to warrant the equipment offered, including fabrication, and
meeting performance specifications to a level of the minimum stated below:
A full warranty that the equipment furnished conforms to the Owner's requirements and
to the requirements of this Specification to include applicable regulatory requirements.
The bidder as declared on the electronic signature page and the bid form is the party
responsible for warranty compliance and administration, subcontractor performance,
equipment design and operation, compliance with specifications, regulatory requirements,
and operational performance of the equipment package bid.
A 12-month warranty from the date of acceptance of the installation as to satisfactory
mechanical functioning of the bidder-designed equipment in workmanship and material.
The foregoing shall not be construed in any way to limit or negate any other standard
guarantee or portion thereof which may provide a more comprehensive guarantee than
those required by this Specification.
On completion of the entire installation, the bidder will be required to cooperate with UAF
in carrying out any tests deemed necessary in order to determine the proper functioning
and general performance of the various elements of the installation and shall, at
contractor’s own cost, make any adjustment and changes required to correct deficiencies
within contractor’s scope of responsibility. Final acceptance by UAF will be conditional
upon fulfillment of this requirement.
In the event of mechanical defects or failure of the bidder-designed equipment to meet
specified performance requirements under conditions of normal use within equipment
design limitations during the warranty period, the bidder shall repair or replace equipment
or parts including all labor to bring the equipment to the specified operational and
approved conditions. The bidder shall assume all expenses involved including any
disassembly necessary to gain access for correcting defects.

SPECIFICATIONS
8. The skid-mounted package, including allowances for maintenance and operation clearances, as well
as Code-required clearances (e.g., clearance in front of electrical panels), shall occupy a maximum
space of 9’-0” wide by 7’-0” deep by 9’-0” high. See Dwg. MS-1 for available space.
The skid shall support the weight of the equipment and be constructed of aluminum or
steel structural members with adjustable feet to allow leveling. Steel products will be
galvanized to ASTM A123-12 standards.
The package shall be completely factory-wired for all power and controls including
ancillary equipment. 480V/3Ph power of suitable amperage will be provided by the
Owner as the single point of connection for power. Manufacturer will provide step-down
transformers as needed.
Appropriate power disconnects or operation centers will be provided for all major
equipment.
The package shall also be completely factory-piped, allowing for field routing and
connection of incoming domestic water and pressure-controlled steam output to the end-
user equipment and owner supplied compressed air at 100 psig. See Dwg. MS-2 for
schematic piping and equipment arrangements.
9. The boiler shall be electric powered, capable of producing a minimum output of 409 PPH at 40 psig,
based on an approximate 9 BHP load requirement to a retort, and including steam heating of the
boiler make-up/feed water with no condensate returning from the retort. The boiler shall have an
approximate rating of 120 KW with a power input of 480V/3Ph. The design basis product is:
Precision model #ST16S-120D-480-50. Alternate manufacturers not limited to: Lattner, Reimers,
Fulton.
ASME pressure vessel and safety relief valve.
UL listed electrical components and labeled assembly.
Heavy duty (16 ga. minimum) steel jacket with 3-inch fiberglass insulation.
Pressure gauge with gauge cocks.
Feedwater stop and check valves.
Full-port bottom blowdown valve(s).
Combination float-type level control/low water cut-off with blowdown valve.
Water level sight gauge with blowdown valve.
Manual reset probe-type low water cut-off with pilot light.
Incoloy-sheathed elements with maximum 75 watts per square inch power density.
Internal branch circuit fusing.
120 volt fused control transformer.
On/off switch with pilot light.
Status pilot light for each step.
Two adjustable high limit cut-offs with pilot light(s).

Pressure control by means of staged on/off pressure switches.
Manual limit toggle switches for each step.
Fluid sample cooler – Sarco Spirax SC20 or equal.
10. Boiler feedwater tank/pumps shall be configured to accommodate condensate return from the
boiler steam header, make-up water of 40°F and 80 psig (max.), chemical injection, and venting. The
tank shall have a minimum capacity of 15 gallons. Provide integral controls and valve(s) for make-up
water, and an internal sparge tube and/or steam diffusion nozzle to heat the make-up water to
190°F while minimizing noise and vibration. Provide feedwater temperature control. Provide
duplex pumps, each rated for 3 gpm, with automatic alternation controls. The design basis product
is: Armstrong model #AFH-4152. Alternate manufacturers not limited to: Spirax/Sarco, Shipco,
Bryan.
Minimum 3/16” steel tank construction.
Centrifugal pumps with brass impeller, cast iron housing, stainless steel motor shaft,
250°F-rated ceramic mechanical pump seal, and 3450 rpm, 2 HP, close-coupled motor.
Float switch: two-pole, drip-proof case, stainless steel float and shaft, and double-break
silver contacts.
Provide tank gauge glass.
Appropriate tapping for 3/8” poly tube chemical injection line.
Complete UL listed NEMA 12 control panel with HOA selector switch, external reset,
control circuit transformer, pump run pilot lights.
11. Insulation: All exposed - heated surfaces will be field insulated including piping/ fittings and feed
water tank (including bottom). Manufacturer will fabricate skid and equipment/piping with
clearances and separations that will accommodate the following products provided and field
installed by others:
Piping/fittings insulation: Mineral fiber, pre-formed pipe insulation with ASJ-SSL factory-
applied jacket, Type I, Grade A, 1-1/2 inch thick for pipe sizes ¾ inch and smaller, 3 inch
thick for pipe sizes 1 inch and larger, stainless steel jacket, Type 304, smooth finish, 0.020
in thick.
Feedwater tank insulation: Hydrous calcium silicate, Type I, 3-inch thick, stainless steel
jacket, Type 304, smooth finish, 0.020 inch thick.
12. Water softener: Residential type, counter current, brine process, demand or time regeneration.
Minimum 30,000 grain capacity. Design basis product is: General Electric model GXSF30H.
13. Chemical treatment: Provide a tank, pump, and controls to accommodate chemical injection into
the boiler feedwater tank, all mounted and secured on the boiler package skid, with power and
controls integrated into the boiler package.
Tank: Polyethylene, double-wall containment-type, inspection port, pump mounting
surface, 15-gallon capacity. The design basis product is: Peabody Engineering Gemini
model #G15N.
Pump: Electronic, positive displacement diaphragm metering pump, glass fiber reinforced
thermoplastic housing, removable electronic control module, 360 strokes per minute,

manually-adjustable microprocessor speed control with 360:1 turndown ratio,
programmable feed control timer, double ball check valves in the suction and discharge
fittings, automatic air vent valve, 0.6 gph output capacity at 115 psig, 0.9 amp max. at
115V/1Ph. The design basis product is: Walchem Iwaki model #EZB11D1VCA.
14. Output pressure control station: Provide an output pressure control station in the boiler steam
header that allows the operator to easily select the steam delivery pressure to the end user devices
(retort and kettle). Include a pressure reducing valve, inlet strainer, control panel with pressure
gauges and adjustment knob, and appropriate condensate piping trap(s) and valve(s). The control
panel shall be shipped loose and installed remote from the boiler package. Connection points will
be designated. Connection hardware provided by Owner. Building compressed air available at 100
psig. Design basis product is: Armstrong Panel “A”.
Pressure reducing valve: The design basis product is: Armstrong model #GP-2000K-1, ½
inch..
Control panel: The design basis product is: Armstrong “A” Panel. Gauge “A” – Output
Steam Pressure (0-100 psig), Gauge “B” and “C” – Supply Air Pressure (0-150 psig) and
Input Steam Pressure (0-100 psig).
