Negli ultimi anni rappresenta uno dei capi saldi dei programmi di P. E. del
paese.

Lotta all’evasione si è
fermata?
2% di tasso d’evasione sul gettito teorico (che confrontato per esempio alla
situazione italiana è un dato stupefacente).
Solo uno studio sull’IVA e quindi non rispecchia l’effettiva evasione fiscale
ma è comunque una buona proxy per stimarla.

Several European countries, facing a sizeable underground economy, often adopt reducing
policies mainly based on incentives in the tax-benefit system.
With a view to reducing underground employment, governments may decide to provide fiscal
incentives in order to encourage a process of worker regularization.
The reputation of policy-makers in combating tax evasion is crucial in determining the success of
such a policy.
Despite of the heterogeneous nature of undeclared work and the difficulty to estimate the scale of the problem, studies estimate the size of the
informal economy on average between 7 % to 16 % of EU GDP.
Recently the European Commission focused the attention on underground employment,
suggesting that all Member States adopt a common strategy against undeclared work.
The strategy for more and better jobs must remain the top priority for the European Union and its Member
States.
The Code of Conduct for improving cooperation among the authorities of the Member States concerns the combating of transnational social security benefit,
contribution fraud and undeclared work.
The IRS (The Internal Revenue Service of the
United States federal government
, responsible for collecting taxes, the
interpretation and the enforcement of the
Internal Revenue Code), has developed several
methods for income tax evasion proof in order
to decrease the tax gap.
These investigations can be carried out to:
The IRS has the authority to make the taxpayer to provide information with the purpose of
investigating and verifying the correctness of the tax return.
The information requested may include books, records, papers and any other data which may be
relevant to the investigation.
In the United States, IRS estimation for the tax gap in 2008 was in the range of [$450-$500] billion
Unreported income was approximately of $2 trillion.
Thus, 18-19 percent of total reportable income is not properly reported to the IRS.
Italy, France, Germany, Spain and
U.K. took part to FATCA with the common aim of
enforcing the fight against evasion tax and
simplify the informantion sharing
among the states.
FATCA requires all foreign banks to
control their customers who are also holding a bank account with more than U.S. $ 50 000,
which are required to make a declaration of
their assets to the U.S. tax authorities.
Under FATCA, U.S. taxpayers with specified foreign financial assets that exceed certain thresholds must report those assets to the IRS.
This reporting will be made on a specific form, which taxpayers attach to their federal income tax return.
In addition, FATCA will require foreign financial institutions to report directly to the IRS information about financial accounts held by U.S. taxpayers, or held by foreign entities in which U.S. taxpayers hold a substantial ownership interest.
Failure to report foreign financial assets, will result in a penalty of $10,000 (and a
penalty up to $50,000 for continued failure after IRS notification).
Further, underpayments of tax attributable to non-disclosed foreign financial assets will
be subject to an additional substantial understatement penalty of 40 percent.
