As I indicated in the last column the 20th anniversary of the Annual Subvets WWII Memorial Service willbe held November 5-8, 2008 at Kings Bay GA. I highly recommend you attend if you can. Stacy Power and I had the opportunity to go to Savannah and share with shipmates with whom we servedin the Pacific during WW II. Stacy served on the USS LSM 1 and I rode the USS LSM 299 (constructedand commissioned at the CNSYD). They weren’t submarines however there were times we wished theywere especially during the typhoon of Okinawa in October 1945, they were “Sand-scrapers” it seemed asthough we were submerged half the time.

The future of the Swamp Fox Chapter remains uncertain however all WWII members are now LifeMembers of US Submarine Veterans Incorporated, you are encouraged to attend the meeting whenpossible. The Swamp Fox Chapter of US Submarine Veteran of WWII will remain active as long as youdesire.Please mark your calendars; I am looking forward too sharing with you at Ryan’s.Sy MabiePresident

State Commander; Lee AllisonShipmates:I have so much to and relate to you; it’s hard to start. First, I attended the September Sub vets WWIIconvention in Louisville Kentucky; the only news is there is no closing date as of now. The nextconvention is set for September 2009 in Green bay Wisconsin, then in 2010 at San Diego. The Polariswill be as usual until 2009, then in 2010 it will be cut to Quarterly, your Polaris magazine will have theentire “Poop”Now about the 2009 calendars, I want to send to the WWII members that can’t attend our meetings acalendar and a sailing list of all our members, the calendar cost is $7.00 and or about $3.00 for postingwould you be willing to send a $10.00 payment? I want our South Carolina Swamp fox chapter to live onuntil our last man lay’s down his oars. Yes we are blessed to have our subvet’s INC Charleston base whoprovide excellent assistance to our livelihood and operations, as an example our shipmate Tommy Walshpassed away last week. He was off the Drum which is a memorial in Mobile Bay Alabama his wonderfuldaughters took him to their reunion this summer which made him very happy look at the picture of him inthe news letter.

Shipmates, this has a fast two months, Lee and Jack went to the WWII national convention in Kentuckythis was covered in his report, no word of shutting down just keep on going until the last man. The Kingsbay memorial is next hope you have all your reservations made. We have a new associate member isRodney McKenna, welcome aboard. We have a hog roast at the after battery coming up next month 18October at 1200-1300 start time, not sure but com anyway the cost 5 dollars per person. Remember theUSSVI Charleston base Christmas party December 6, tickets are 15 dollars for each member and 15dollars for (1) guest your wife or who ever, if you bring an additional guest, the price is 20 dollars,remember buy your tickets now, no ticket no let in just like no ticket no laundry. The party is at the sameplace the Gatherings, start time is 1700 or 5 O Clock. For those who missed the tolling of the bell for thelost boats at the cold war memorial for the Henry Clay you missed a good one I was impressed! about and how we must continue this history, Jerry named Lee Allison along with Ray Murphy, PappyHenderson an Mc McCollum, gave some history of their achievements from the S Boats to the Ballaoclass submarines, we complain now when we get hot, Ray Murphy said each man would lose an averageof 20 plus pounds on the S class Boats they did not have air conditioning, not like the modern Navy as weknow it.The wreath presentation was presented as Taps were being played; this was stirring moment for me, whenyou see something like this it makes you proud to be an American.As you know the elections for the Swamp fox chapter was held at the last meeting and you voted to keepthe same officers, Sy as President, Lee as state commander, Barney as treasurer and last me Roger as thesecretary

Swamp Fox Members and Associates,

Both of our National Conventions are over for 2009. I attended the USSVI National Convention inDallas, Fort Worth, Texas. It was a very learning experience as this was my first convention. I met manySub Vets from all over the country and even ran into a shipmate that I served with. Mostly, the shipmatesthat I met remarked and told sea stories on fellow USSVI Charleston Base members.

The Holland Club Breakfast, Base Commanders Breakfast and Men’s Luncheon were well attended andhad excellent guest speakers. USSVI Holland Club Chairman was on hand to introduce himself to themembers. His name is Frank Lister and lives in Texas. As most of our World War II members are nowin the Holland Club, he is still available for advice.

Congratulations to USSVI Charleston Base Leadership and members as Charleston Base was awarded the“Golden Anchor Award” for Type I Base. Charleston’s three year record of membership growth,innovative recruitment ideas and retention of 94 percent and greater was part of the citation. World WarII members, you were a big part of this award. Well done!

On September 13, I spoke to the USS Henry Clay SSBN-625 Reunion group at their Memorial Service.Charleston Base hosted the crew and was responsible for the event. Led by Carl Chinn, the MemorialService was extremely well done. In my remarks, I spoke specifically of the eight World War IIMembers originally chartered to Charleston Base

his life. Lillian McCollum is also with us today, good to see you one more visitor John Hill also WWIIon the S 38 for his start in the submarine service. Stan gave a history of himself and how he got to know“Sprite’s navy in New London, first assignment was the Blue fish and yes he is a torpedo man.Sy; talked to Barney he is going through a difficult time right now he is recovering needs a nerve block tostem the pain, we will know shortly how he did. WWII Memorial at Kings bay, I have information onthis, it is on the eight of November, if you have never gone it is well worth while, they have a niceprogram on the base itself , with that I’ll turn it over to Lee for his comments……..Lee; today is a banner day for WWII three new guys showed up as of my count we now have 26members (base secretary has a different count) (25)….the only thing I have to say I’ll be leaving a weekfrom tomorrow to go to Louisville Kentucky, along with Jack and I’ll be driving, I guess Jack will begoing with me, the last time I talked with him he missed an appointment with a Judge about a ticket andnow (Buddha just told me he and Dave got it all straightened out he is not in jail but very close) thanks !Dave explained to us what actually happened; our shipmates in the USSVI came to the rescue re floatedhim and got him out to sea. Roger Gibson submitted by Mike Emerson,nomination was also brought up that all officers stay the same, this motion is on the floor, no discussion,was seconded by Mike Emerson, the president Sy said we can accept this motion, the nomination are forePresident, Secretary and treasurer all in favor raise their hands, Passed, the nomination for StateCommander, Lee Allison, none opposed, Passed by show of hands, the nominations are now closed.Next orderThe Amberjack memorial, I have contacted a local dealer in Summerville with some various options, bothhave possibilities gray or black stone, the black marble around 6000 dollars plus, it is the lazar work thatcosts we don’t have that much money the other alternative is anodized aluminum, on black marble wouldbe around 2200 dollars, I will be getting a sample plate to show you what it looks like, I also noted thegray etchings at the Cold War memorial we could go with something like that and it is on1/8 inchaluminum plate we will continue.The conclusion is that Charleston won’t release the monument we would do better to channel our timeand resources on a new one, there is too many politics involved. The proposal is to make anothermonument. We will continue working on this. Run Silent, Run Cheap

July 22, 2008: For over a decade, the U.S. Navy has had an internal Feud going on over the issue of justhow effective non-nuclear submarines would be in wartime. In an attempt to settle the matter, from 2005to 2007, the United States leased a Swedish sub (Sweden only has five subs in service), and its crew, tohelp train American anti-submarine forces. This Swedish boat was a "worst case" scenario, an approachthat is preferred for training. The Gotland class Swedish subs involved are small (1,500 tons, 200 feetlong) and have a small crew of 25. The Gotland was based in San Diego, along with three dozen civiliantechnicians to help with maintenance.For decades, the U.S. Navy has trained against Australian diesel-electric subs, and often came out second.The Gotland has one advantage over the Australian boats, because of its AIP system (which allows it tostay under water, silently, for several weeks at a time). Thus the Gotland is something of a worst case interms of what American surface ships and submarines might have to face in a future naval war. None ofAmerica's most likely naval opponents (China, North Korea or Iran), have AIP boats, but they do haveplenty of diesel-electric subs which, in the hands of skilled crews, can be pretty deadly. It’s only a matterof time before China gets lots of AIP boats.Meanwhile, China is rapidly acquiring advanced submarine building capabilities. One new Chinese dieselelectric sub design, the Type 39A, or Yuan class, looks just like the Russian Kilo class. In the late 1990s,the Chinese began ordering Russian Kilo class subs, then one of the latest diesel-electric design available.Russia was selling new Kilos for about $200 million each, which are about half the price other Westernnations, sell similar boats for. The Kilos weigh 2,300 tons (surface displacement), have six torpedo tubesand a crew of 57. They are quiet, and can travel about 700 kilometers under water at a quiet speed ofabout five kilometers an hour. Kilos carry 18 torpedoes or SS-N-27 anti-ship missiles (with a range of300 kilometers and launched underwater from the torpedo tubes.) The combination of quietness andcruise missiles makes Kilo very dangerous to American carriers. North Korea and Iran have also boughtKilos.The Chinese have already built two Yuans, the second one an improvement on the first. These two boatshave been at sea to try out the technology that was pilfered from the Russians. A third Yuan is underconstruction, and it also appears to be a bit different from the first two. The first Yuan appeared to be acopy of the early model Kilo (the model 877), while the second Yuan (referred to as a Type 39B)appeared to copy the lateKilos (model 636). The third Yuan may end up being a further evolution, or Type 39C.The Type 39, orSong class, also had the teardrop shaped hull, but was based on the predecessor of the Kilo, the Romeoclass. The Type 39A was thought to be just an improved Song, but on closer examination, especially bythe Russians, it looked like a clone of the Kilos. The Yuan class also has AIP (Air IndependentPropulsion), which allows non-nuclear boatsto stay underwater for days at a time. China currently has Song class, 12 Kilo class, one Yuan class and32 Romeo class boats. Based on the experience with Australian and Swedish subs, the U.S. Navy hasbeen developing new anti-submarine tactics and equipment in secret obviously. But now there is anothercomplication. Animal rights groups have succeeded in getting courts to rule that the Navy's use of theiranti-submarine training center near San Diego is illegal, and use of sonar must be limited (because ofpossible harm to marine animals). The navy keeps fighting the lawsuits, but it now faced with theprospect of abandoning the training site, for one somewhere the lawsuits can't reach. The training site isexpensive because it is wired, with under water sensors that enable training or test results to be preciselyrecorded, and changes made to equipment or tactics. The center also enables sonar operators to getrealistic training. There is no opportunity to get trained on the job, as mistakes can get your ship quicklysunk. Meanwhile, potential enemies build more of their cheaper and higher quality, diesel-electric boats,and train their crews by having them stalk actual warships (including U.S. ones.) The subs are gettingmore numerous, while U.S. defenses are limping along because of the sheer technical problems of findingquiet diesel-electric boats in coastal waters, and the inability to train and test enough because of lawsuits.
