General Situation

The Washington State Emergency Operations Center (SEOC) continues to respond to the global outbreak of COVID-19. Fully activated since January 22, 2020, the SEOC has been coordinating the acquisition and delivery of personal protective equipment (PPE), the use of non-pharmaceutical interventions (NPIs), intelligence and advanced planning, and logistical support to stakeholders.

Today’s Highlights

• The Office of the Insurance Commissioner (OIC) extended the emergency order for waiving

deductibles and copays for coronavirus testing through 6/3/20. OIC Press Release

Objectives

• On April 16, 2020 President Trump released guidelines “Opening Up America Again”; a three-phased approach based on the advice of public health experts. Link to details

o On April 27, 2020, President Trump released the “Opening Up America Again Testing Overview” and “Testing Blueprint” designed to facilitate State development and implementation of testing plans and rapid response programs, as described in the “Opening Up America Again” guidelines. • On April 24, 2020, President Trump signed the Paycheck Protection Program and Health Care Enhancement Act. This $484 billion aid bill helps employers and hospitals by refreshing Small Business Administration relief programs, gives money to hospitals, expands testing programs, and provides money for small banks.

State of Washington Actions Undertaken

School Closures Governor’s Proclamation 20-09.1 (4/6/20) extends closures through the end of the 2019-2020 school year. Governor’s Proclamation 20-12 (3/13/20) ordered all public and private universities, colleges, technical schools, apprenticeships and similar programs to suspend in-person classroom instruction and lectures related to all educational and apprenticeship related programs. Affiliated labs and clinics may still occur if social distancing measures are strictly implemented.

Service Shutdowns and Disruptions

Proclamation Amendment 20-13 (3/16/20) issues a state-wide shutdown of restaurants, bars, entertainment, and recreational facilities. Restaurants will still be allowed to provide take-out and delivery services. The ban does not apply to grocery stores and pharmacies, and other retail outlets will have reduced occupancy.

Travel/Border Updates United States-Canadian border closure extended 30 days (to 5/20/20) for nonessential travel. (4/18/20) United States Department of State has issued a Level 4 travel advisory for international travel. (3/21/20) CDC has issued Warning Level 3 – Avoid All Nonessential International Travel. Proclamation Extensions Governor Inslee extended 20 proclamations relating to COVID-19. The proclamations include orders relating to long-term care, relief from various penalties and fees, telemedicine, healthcare worker licensing, and other emergency measures that will be extended until early May. Western States Pact Governor Inslee announced on 4/13/20, the Western States Pact between Washington, Oregon, and California to move forward with a joint COVID-19 response. The three states will work together on a shared approach for reopening their economies. Link to details

‘Stay Home, Stay Healthy’ Proclamation Under the Governor’s ‘Stay Home, Stay Healthy’ Proclamation 20-25 (3/23/20), every Washingtonian is to remain in their homes except for essential activities or to go to work for an essential business. Phased Approach to Reopening Business and Modifying Physical Distancing Measures On 5/1/20, the Governor released the phased approach that outlines how businesses will reopen and changes to physical distancing measures going forward. Phase 1 will allow for some outdoor recreation; drive in spiritual service with one household per vehicle; continues to limit travel to essential travel only; and allow essential businesses, existing construction projects that meet agreed upon criteria, landscaping, automobile sales, retail (curbside pickup orders only), car washes, housecleaning, and pet walkers to resume operation once protocols are in place. Counties are allowed to work with their local health jurisdiction and the Department of Health to open earlier; they are also allowed to continue with stricter restrictions. Link to Details

Key Takeaways (5/1/20)

• Detection of SARS-CoV-2 RNA in the blood is strongly associated with severe disease (ICU hospitalization 32% v. 14%; mechanical ventilation 21% v. 4%) and increased mortality among COVID-19 patients (14% v. 0%) compared to patients without detectable RNA.

• Modeling indicates that broad screening strategies to detect COVID-19 infection that include both symptomatic and asymptomatic individuals could decrease case-fatality ratios in France (1 life saved per 1000 additional screening tests).

Mission Assignment Unit

• Continued to promptly process new resource requests in WebEOC and track several hundred existing requests. The majority of these requests continues to be PPE, medical supplies, and staffing needs. They worked closely with local requestors, SEOC Logistics, and SEOC Planning Section (Resource Support Unit) to ensure proper coordination as these requests are addressed.

• As of 5/2/20, the total number of consolidated resource requests to counties, tribes, and state agencies is 1,585 (+29). The cumulative status of resource requests in Resource Tracker (WebEOC) are as follows:

Business and Infrastructure Branch • Branch continues to work with state and local partners to better understand impacts to food supply and

agricultural communities. Monitoring reports of cases at farms and food processors. Branch is reaching out to industry and food supply experts to identify emergent trends and issues.

• L&I developed draft WAC emergency rules for temporary agricultural worker housing. SEOC is trying to better understand how this will impact agricultural community.

• Sent a survey to all major food processors in the state. We have received over 200 replies citing their key issues.

• With recent pork processing closures, 43% of US pork capacity is off-line. (FEMA NBEOC) • Cold storage red meat supplies were down 2%, frozen pork down 4%, and frozen poultry supplies were up

4% from March. This suggests that there is enough frozen supply to meet normal real demand vice panic driven artificial demand. (FEMA NBEOC)

• Maritime shipments from China are 22% down from the prior year and 20% of Asia-US container shipping has been canceled for May and June. (FEMA NBEOC)

• Smaller carriers/owner-operators and those that rely more on the spot market are being impacted the most. This impact may come in the form of bankruptcy and reincorporation, leasing on to another carrier, temporarily parking or carriers truly calling it quits. (FEMA NBEOC)
