Chairman : USINDOPACOM continues to recognize the National Defense Strategy (NDS ) guiding principles to carry out objectives that prioritize the Indo-Pacific theater and directs the military to enhance our military advantage. The FY20 National Defense Authorization Act ( NDAA ) solicits a report on the resourcing requirements as well as a review of competitive strategies , both of which are welcomed. Adversaries in the Indo - Pacific Area of Responsibility ( AOR ) continue to make advancements and threaten the vision for a Free and Open Indo - Pacific. The requests below are critical to USINDOPACOM ' s support of the NationalDefense Strategy ( Regain the Advantage). Itprovides a pragmatic and viable approach that shapes the security environment , reassures allies and partners , and dissuades potential adversaries from unilaterally attempting to attack U . S . territory, our U . S . citizens and forces abroad , and our allies in the Western Pacific . Listedbelow are USINDOPACOM' s unfunded requirementsto implementRegain the Advantagefor FY21 as per the Program Budget Request , dated 10 February 2020 . Fund the development of a HomelandDefense System ( HDS - G ) for the U . S . Territory of Guam , to defend U . S. citizens and our vital interests in the Western Pacific . Procure local , end- user equipment for the Air Force ' s Mission Partner Environment ( MPE ). Restore HomelandDefense Radar - Hawaii ( HDR - H ) with FY21funding for an IOC of FY23 (with no interruptions ), initiated in FY18, and in line with NDAA guidance from FY2016 , 2017 , 2018, 2019 , and 2020. Restore funds to maintain Joint Inter - Agency Task Force - West ( - W ) to conduct counterdrug activities and counter transnational crimethat threatens U . S . citizens . Fund USINDOPACOM ' s efforts to assist ASEAN in establishing the Counter Terrorism Information Facility ( CTIF ) in Singapore . Resource the Special Operations Pacific ' s (SOCPAC) Joint Task Force Indo- Pacific (JTF- IP) information operations in support of USINDOPACOM . Provide specific funding to enable MILCON authority according to Section 2804 based on emerging requirements ahead of Service timelines that directly impact joint readiness .
