    Robbery Suspects Sought (DC Area BOLO) The Metropolitan Police Department is seeking the public’s assistance in identifying and locating two robbery suspects. At approximately 12:30 am on Saturday, April 25, 2009, two male suspects attacked a man while he was seated inside a vehicle parked in the 1300 block of V Street, NW. The suspects then robbed the complainant of his property and fled the scene. The first suspect in this case is described as medium complexioned black male with a close haircut, 25-30 years of age, approximately 6’1” tall with a medium build. He was wearing dark colored clothing. The second suspect is also described as a medium complexioned black male, 25-30 years of age, approximately 6’1” tall with a medium build. He was wearing dark colored clothing and a hat with red coloring on it. Shortly after the robbery at about 1:17 am, four suspects were captured on surveillance video (below) using the victim’s credit card at the CVS Pharmacy located at 400 Massachusetts Avenue, NW.

    Anyone with information about this case or who may know the identity of anyone in the CVS surveillance camera footage is asked to call police at (202)727-9099 or 1-888-919-CRIM [E] – 1-888-919-2746. Source: Metropolitan Police Department Office of Communications Social Networking for Terrorists (Counterterrorism) A new approach to analyzing social networks could help homeland security find the covert connections between the people behind terrorist attacks. The approach involves revealing the nodes that act as hubs in a terrorist network and tracing back to individual planners and perpetrators. Researchers believe their analytical approach to understanding terrorist networks could ultimatelyhelp prevent future attacks. Mohand Alshehri helped Mohammed Atta hijack the AA11 and fly it into the North Tower of the World Trade Center. Mohand Alshehri hijacked the AA175 and flew it into the South Tower of the World Trade Center. Waleed Alshehri had six links and is, the researchers demonstrate, the keystone person.     Fusion Centers Myths Addressed by DHS (Information Sharing) On Wednesday of this week, in testimony before the House Committee on Homeland Security Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment, Acting DHS Deputy Officer for Programs and Compliance David D. Gersten, Office for Civil Rights and Civil Liberties, acknowledged and addressed some of the challenges faced by fusion centers, while at the same time dispelling some of the myths he said were being unfairly promulgated. One current myth involves inappropriate sharing of information with the private sector. Some fusion centers, he explained, have leveraged “the expertise of local sector associations or coalitions in identifying critical infrastructure and how to secure it.” These activities, he maintained, “are squarely within DHS’ mission and the mission of State and local law enforcement.” “Fusion centers,” Gerstein said, “share information when it relates to protection of critical infrastructure, or upon learning of a threat to a particular company or business. While this potentially poses some concerns, our Office has not seen civil liberties problems arising out of the relationship between fusion centers and the private sector.” Although fusion centers in general could invoke civil liberties issues, in almost all cases “fusion center activity involves exactly what the 9/11 Commission recommended – Federal, State, local and tribal personnel sitting elbow-to-elbow, sharing information and connecting the dots to ensure homeland security and public safety.” Myths aside, Gerstein acknowledged continued concern that fusion centers face a number of challenges that could impact civil rights and liberties. "Collaborative agreements are used to integrate partners who work within the fusion center. With few exceptions, Memoranda of Agreement or Understanding do not exist, though many are being negotiated between states and the Department of Homeland Security. Police trained to deal with Mumbai-style attack (Preparedness/Terrorism TTP) Police officers are being trained to cope with the risk of a British version of the Mumbai terrorist attacks that paralyzed one of the world's largest cities and left 166 people dead. The British transport police, whose 2,500 officers patrol the rail network, are updating their training and exercise regimes amid concerns that gunmen could launch a commando-style assault in a major train station or public place. The Mumbai attacks last November included an assault at a railway station where two gunmen fired indiscriminately at people. The assault masterminded by the Pakistani Lashkar-e-Taiba militant group brought the city of 19m people to a standstill as 10 heavily armed gunmen shot at civilians at a range of sites around the city, including in hotels and restaurants. The mobility of the Mumbai attackers and the weapons that they used pose a new challenge for UK security services.     Turkey: 45 killed in engagement ceremony attack (Terrorism/Criminal TTP) Masked assailants with grenades and automatic weapons attacked an engagement ceremony in southeast Turkey on Monday, killing 45 people. The nighttime attack occurred in Bilge village near the city of Mardin. The Media reported that a "blood feud" among families had led to the killings in a region where tribal ties and rivalries sometimes eclipse the power of the state. Two survivors said at least two masked men stormed a house where the ceremony took place. Other reports put the number of assailants at four. http://www.usatoday.com/news/world/2009-05-04-turkey-attack_N.htm Witness: men joke about bombing US base in Germany (Update/Terrorism TTP) A group of men were caught on tape discussing bombing a U.S. air base and joking about the reaction once they carried out their plan. German investigators listened to about 30 hours of covertly taped discussions by the men. The suspects used the word "attack" about 40 times and "bomb" 30 times. "Ramstein sounds good," alleged ringleader Fritz Gelowicz, 29, said in reference to the U.S. Air Force base. Authorities arrested Gelowicz, along with Adem Yilmaz, 30, and Daniel Schneider, 23, at a rented vacation apartment on Sept. 4, 2007. The suspects had planned to attack the air base in 2007 using three car bombs and another bomb hidden in a base airport terminal that could have been remotely detonated with a mobile phone. The group discussed using the anniversary of the Sept. 11 attacks on New York and Washington as a date for their plot. All the suspects are accused of being members of the radical Islamic Jihad Union, an offshoot of the Islamic Movement of Uzbekistan. The group had stockpiled 1,600 pounds of highly concentrated hydrogen peroxide, purchased from a chemical supplier, and could have mixed the peroxide with other substances to make explosives equivalent to 1,200 pounds of dynamite. According to initial reports, an individual dressed in an Iraqi army uniform fired on the coalition forces and was killed in the incident. Iraqi military officials report that the attacker was a soldier also working as an Imam at a mosque on the base. Similar incidents involving attackers in uniform have happened in the past. The US described an attack in February - in which an Iraqi policeman shot and killed a US soldier and an Iraqi translator - as "an anomaly". Hours later, another car bomb exploded in the capital's Karradah district, killing two people and wounding six. The bomb apparently targeted a police patrol but missed.     Afghanistan attacks leave 25 dead (Terrorism TTP) In the southern province of Zabul, a roadside bomb killed 12 civilians, mainly women and children. A separate ambush killed six security workers. In Laghman, an eastern province, seven people including a mayor, bodyguards and villagers were killed by a suicide bomber, the interior ministry said. Officials said a 14-year-old boy detonated explosives strapped to him. The office of the governor of Laghman said 10 people were also wounded, including three women, in the attack outside a municipal administration building. Police in Zabul said Taleban militants killed the security workers at a construction site, with two civilians also dying. http://news.bbc.co.uk/2/hi/south_asia/8032397.stm Al Qaeda exporting jihad with a hip-hop vibe (Terrorism TTP/Homeland Security) The latest video from Somalia's al Qaeda-backed Al-Shabaab wing is as slickly produced as a reality TV show but with a startling message -- complete with a hip-hop jihad vibe. "Mortar by mortar, shell by shell, only going to stop when I send them to hell," the unidentified voice raps on the video, which runs at least 18 minutes. The video also shows a man reported to be Abu Mansoor al-Amriki, dubbed "The American" by al Qaeda. He apparently is now in Somalia training and counseling Somalis from North America and Europe. He speaks in American English. "We're seeing perhaps their most sophisticated attempt so far to really reach an audience of potential recruits in America, and that's one of the things that made that video very significant," said a Washington-based research group that tracks al Qaeda's development and messages. Experts say these men are capable of being sent back home to conduct terrorist operations, even suicide bombings. The United States and British governments say Somalia is an emerging terror hot spot, which could pose a threat beyond its borders. There is some evidence that al Qaeda is successfully preying on some of those with Western backgrounds. One of them was a business student from London who suddenly left for Somalia. He surfaced about 18 months ago on a martyrdom video, just before blowing himself up in southern Somalia, killing at least 20 people.

The number of would-be migrants entering Greece through the Aegean increased dramatically in 2008 and about 100,000 illegal immigrants were arrested.     Mozambique arrests 'dam plotters' (Terrorism TTP) Four people who were plotting to sabotage one of the largest hydro-electric dams in Africa have been arrested in Mozambique. The detained were foreigners caught with materials designed to damage the Cahora Bassa dam in north-western Mozambique. The suspects were from South Africa, Botswana, Germany and Portugual. The accused allegedly tried to put a corrosive chemical in the dam turbines. Police said 1,100lb of the unidentified corrosive substance had been confiscated. The Cahora Bassa dam, on the Zambezi River, is a vital source of electricity for Mozambique, South Africa and Zimbabwe. An online disaster simulation game for kids (Resource) Education is key for reducing children’s risks to disasters. Children are one of the most vulnerable groups when disasters occur. If we teach them from the early age about the risks posed by natural hazards, children will have a better chance to save their lives during disasters. The on-line game aims at teaching children how to build safer villages and cities against disasters. Children will learn playing how the location and the construction materials of houses can make a difference when disasters strike and how early warning systems, evacuation plans and education can save lives. Anyone with internet access can download and play the Stop Disasters game from their web site. Each scenario takes between 10 and 20 minutes to play, depending on the disaster you are trying to prevent and your skill level. There are five scenarios to play, and each can be played on easy, medium or hard difficulty levels. An official commented the virus poses no threat to human health. The case first came to light on 27 Apr 2009. State officials ran tests on some of the birds and made their determination on 29 Apr 2009. The outbreak is confined to the 2 barns that are located on the same property. The plan is for the state to provide the chemicals and the manpower to clean and decontaminate the area. The designation of low or highly pathogenic avian influenza refers to the potential for these viruses to kill domestic poultry. The designation of "low pathogenic" or "highly pathogenic" does not refer to how infectious the viruses may be to humans. Most strains of avian influenza are not highly pathogenic and cause few signs in infected wild birds; however, in poultry, low pathogenic strains can mutate into a highly pathogenic avian influenza (HPAI) strain that causes extremely contagious, severe illness, and often death in poultry. http://www.thepoultrysite.com/poultrynews/17663/lowpath-bird-flu-found-in-tennessee Public Health Intelligence Analyst Comments: The threat to humans has been determined to be low.     National Capital Region H1N1 Updates Probable Case of H1N1 Influenza at DC School (NCR Area of Interest/Public Health) The DC DOH announced that a probable case of H1N1 influenza (swine flu) has been identified at a District elementary school, Our Lady of Victory. A staff member at the school was identified late Monday evening by MD DOHMH as being a probable case for H1N1 influenza. Our Lady of Victory has decided to close for the remainder of the week and will reopen on Monday, May 11. At this time there are no other reports of illness at the school. For information on the H1N1 influenza virus residents can call the Mayor’s Citywide Call Center at 311 or visit the DOH website at doh.dc.gov. Most U.S. cases have not been severe and are comparable in severity to seasonal influenza. At this time, CDC recommends the primary means to reduce spread of influenza in schools is to focus on early identification of ill students and staff, staying home when ill, and good cough and hand hygiene etiquette. Decisions about school closure should be at the discretion of local authorities based on local considerations, including public concern and the impact of school absenteeism and staffing shortages. Recommendations: • School closure is not advised for a suspected or confirmed case of novel influenza A (H1N1) and, in general, is not advised unless there is a magnitude of faculty or student absenteeism that interferes with the school’s ability to function. • Schools that were closed based on previous interim CDC guidance related to this outbreak may reopen. • Students, faculty or staff with influenza-like illness (fever with a cough or sore throat) should stay home and not attend school or go into the community except to seek medical care for at least 7 days even if symptoms resolve sooner. • Students, faculty and staff who are still sick 7 days after they become ill should continue to stay home from school until at least 24 hours after symptoms have resolved. • Students, faculty and staff who appear to have an influenza-like illness at arrival or become ill during the school day should be isolated promptly in a room separate from other students and sent home. • Parents and guardians should monitor their school-aged children, and faculty and staff should self-monitor every morning for symptoms of influenza-like illness. • Ill students should not attend alternative child care or congregate in settings other than school. • School administrators should communicate regularly with local public health officials to obtain guidance about reporting of influenza-like illnesses in the school. • Schools can help serve as a focus for educational activities aimed at promoting ways to reduce the spread of influenza, including hand hygiene and cough etiquette. • Students, faculty and staff should stringently follow sanitary measures to reduce the spread of influenza, including covering their nose and mouth with a tissue when coughing or sneezing (or coughing or sneezing into their sleeve if a tissue isn’t available), frequently washing hands with soap and water, or using hand sanitizer if hand washing with soap and water is not possible. http://www.cdc.gov/h1n1flu/k12_dismissal.htm

    Texas woman's death linked to swine flu (Public Health) Texas health officials have identified the first U.S. resident who died while infected with swine flu but stopped short of directly saying the virus killed her. Judy Trunnell, a pregnant 33-year-old teacher, had "chronic underlying health conditions" when she was admitted to a hospital in April. Trunnell, who was eight months' pregnant, was placed on life support. She gave birth to a healthy girl via Caesarean section and died this week. She was from Cameron County, which is on the U.S.- Mexico border. Patients with medical problems often have compromised immune systems that can't fight off a flu infection. Pregnant women often, as you may know, are recommended to get the flu shot because their immune systems aren't as strong either right during pregnancy and immediately thereafter. The only other death linked to swine flu in the U.S. was that of a 22-month-old toddler who died in a Texas hospital last week. He was visiting from Mexico. While worries about the flu are easing, WHO and CDC officials plan to monitor developments in the Southern Hemisphere, where flu season arrives over the next few months. Africa, Argentina for clues on next flu wave (Predictive Analysis) It may seem as though the threat of the virus known as H1N1 has lessened. But infectious disease experts and public health officials agree: The worst is likely still to come. In pandemics of the past, flu that arrived in the spring hit harder come fall, when influenza season returned. "The illness produced, so far, is really quite mild. But the question would be - as it circulates among humans in the Southern Hemisphere [in their winter flu season] - could it pick up a virulence gene ... that is capable of producing severe disease? Health officials are looking to countries such as South Africa and Argentina to see how their flu seasons progress, whether swine flu circulates there and whether the virus mutates into a nastier strain. No matter, experts are bracing for a rocky fall and winter. An ordinary flu season kills 36,000 in the U.S. each year, hospitalizing hundreds of thousands and sickening millions. Those figures are based upon an illness that many people are immune to. But humans have never encountered this virus, and there is no immunity to it. Even if the swine flu stays mild, "everyone's susceptible." Of the 36,000 figure, an expert said, "we can easily see that double: twice as many hospitalizations and twice as many deaths." If the strain becomes more virulent, those statistics could be even worse. Researchers know that very little influenza circulates in the summer. There are many schools of thought as to why (more time spent outdoors, perhaps), but one reason seems to be that the virus transmits better from person to person in low humidity and cooler temperatures. Officials still don't know a lot about the new virus. What they do know is that the strain is not as deadly, for now, as the Spanish influenza pandemic of 1918 that killed so many millions - though that flu started out fairly mild in the spring and returned with a vengeance during flu season. At this point, officials with the CDC have seen very little mutation. If the virus remains stable, a vaccine would likely be effective. The longer the flu strain stays in circulation, the more chance it has to change and become better at infecting people and better at making them sicker. It is unknown how the virus will interact with human proteins and every time it enters a new person, there is a chance that it will evolve to create a more serious illness. "The prudent measure is to prevent exposure if at all possible.     U.S. FDA: Hydroxycut products recalled after 1 death (Public Health) The maker of the widely sold Hydroxycut weight-loss supplements is recalling 14 products after reports of liver damage and one death. The FDA urged consumers to immediately stop using the recalled products, which are made by Iovate Health Sciences Inc and marketed for weight loss, boosting energy and other uses. "The FDA urges consumers to discontinue use of Hydroxycut products in order to avoid any undue risk. Adverse events are rare, but exist." The agency has received 23 reports of liver problems ranging from jaundice to damage that required a liver transplant. One person died. A message on the voice mail for Iovate Health Sciences in Ontario, Canada, announced the products were being recalled.
