Why Map UJTL to JCA
• Directed in 6 May 05 SecDef memo
– Initially done for the 21 tier 1 JCAs
– Allowed many-to-many mapping
– Not staffed due to JCA re-baselining decision
– Apply lessons learned to current mapping
• Allows completion of the Strategy-to-task linkages

Mapping Revelations
• Overall, good results, especially given the UJTL and JCAs were developed at different times by different communities for different reasons.
• Not all tasks map cleanly to just one JCA -- adjusted ROE and JCAMS functionality to allow primary and supporting JCA mappings (e.g. ST 1.3.7 – Conduct Unconventional Warfare)
• 57 critical comments (56 resolved – 1 pending) primarily concerning UJTs that are the basis of JMETs mapped to “broadly worded” tasks
• 46 tasks are so broadly written (elements from several different tier 1 JCAs) they could not be mapped to a primary JCA.
• 9 tasks had no apparent JCA home, these are “gaps” in the JCA framework.

JCAs – The Basis for Further Refinement & Integration
• Problem is disconnect between MET-based Readiness Reporting and Capability-based requirements process
• Proposal is not intended to replace MET-based assessments at the COCOMs, but rather facilitate multiple aggregations of the assessments including into the JCA bins, allowing other communities to understand the readiness issue
• Strategy-to-task analysis will be possible with UJTL to JCA mapping, but current way of aggregating sub-optimizes feedback loop through Portfolio Managers since “mission-like tasks” don’t distinguish function that are deficient
• JCA are being incorporated into the C2 system (APEX) and the GFM system (JCRM)

Rejected comments are falling in to several themes:• Misunderstanding of the distinctions drawn during JCA development
Movement vs. Maneuver Maneuver to Influence vs. Shape Force Application (offensive) vs. Protection (defensive) Protection vs. Force Protection
• Imperfect distinctions Engineering vs. Installation Support Planning vs. Strategy Development
• Operations / Processes / Organizations vs. Functions Information Operations (5 pillars – 3 homes (FA, Prot, BP) Computer Network Operations (3 functions – 2 homes (FA, BA) Noncombatant Evacuation Operations (5 critical) Coordinate / Synchronize (44) JIAMDO therefore Protection
(These are IAMD functions, the requirements for which should fall under the purview of JIAMDO, and by extension, the Protection JCA.)
• We Do That – Map it to Us Broadly Worded
(Map ST 1.3.7 (UW) to JCA 3.2 (Engagement) because it fits into the ability to use kinetic and non-kinetic means in all environments to generate the desired lethal and/or non-lethal effects.

NP policy uses the full range of diplomatic, economic, informational, and military instruments of national power to prevent the development
and proliferation of WMD.
CP applies to those actions taken to preventproliferation, stop or roll back current WMD programs, defeat delivery
systems, and protect US interests from the threat of or use of WMD.
WMD CM procedures may be used in the context of militaryoperations to restore necessary capabilities.

Reasons for Un-mapped JCAs
• Capability is done by Service or Agency, not Jointly
• Capability area has no “champion” in the UJTL community
• Mission oriented, broadly written tasks cover all of the component pieces of the JCAs written with more detail
• Potentially went too far with the JCA decomposition level, but detail may be useful to other users (i.e. FCBs trying to identify gaps)
