    Introduction

    About this User Manual

    This manual will allow you to maneuver through the Uninsured Motorist System (UMS) database screens, which consist of an integrated database. An integrated database means that an individuals drivers license and vehicle records, as well as a Company/Corporations FID/EIN and vehicle records, are linked.

    The UMS system is part of a system called the Automated License and Registration System (ALARS). This system consists of multiple components including Licensing, Registration, Title, Suspensions, Accident Records, Inspection Maintenance, Non-Renewal, Policy, and Merit Rating Board information.

    This manual is intended for use by the insurance industry, both Parent company and Insurance Agents. The access to particular screens is based on whether you can update our Policy database or not. Everyone has inquiry access. If you are a Parent company and have requested to be able to process policy information directly to the UMS database, you would also have access to update screens in order to perform the duties that are outlined in Chapter 175 Section 113A of the General Laws. This allows your company to serve your customers to the best of your companys ability.

    Please note that the screens in this manual may look different if you are not accessing them directly from the RMV. If you are accessing them through your service provider, they should provide you with a manual for their software.

    We hope you find this manual to be helpful in serving your customers to the best of our capabilities. If you have questions about the UMS system, please call the UMS

    Department at 857-368-9770.

    Function Keys

    Function keys are displayed in the message field on ALARS screens with a PF at the beginning followed by the number (e.g. PF1, PF2). However, these keys are labeled on keyboards with just an F at the beginning followed by the number (e.g. F1, F2). In this manual, function keys are shown with just the F followed by the number: the same way they are labeled on the keyboard. Please keep in mind that, when you see a key referred to as PF in ALARS, it is a reference to the corresponding F key on the keyboard.

    About the UMS System

    THE UMS CANCELLATION/REVOCATION PROCESS

    The Uninsured Motorist System has been designed to help remove the uninsured motorist from the roads of the Commonwealth. The most important part of this system is the Cancellation/Revocation process. This process has been broken down into 4 distinct stages:

    STAGE A

    The insurance company sends a statutory cancellation of Insurance notice to the consumer. The consumer then has 20 days to respond to the notice, and rectify the reason for which the cancellation notice was sent.

    STAGE B

    After the 20 day period, if the situation for which the cancellation notice was sent has not been rectified by the consumer, the insurance company will electronically notify the Registry of the consumer's motor vehicle insurance policy cancellation. After receipt of this notice, the Registry will allow 23 days for the consumer to reinsure or rectify the reason for which the cancellation notice was sent.

    STAGE C

    After the 23 day period, if the consumer has not reinstated with the current insurance company or obtained new insurance from a different carrier, the Registry will issue a revocation letter to the consumer. This letter will allow the consumer 10 days from the date of the notice in which to provide the Registry with proof of new insurance.

    STAGE D

    If, after the 10-day period, the consumer has not provided the Registry with proof of new insurance, the Registry will revoke the consumers registration(s) and plate(s). After revocation, a report containing the consumer's name, address, and registration information will be forwarded to the local police for plate recovery. If insurance is purchased after the Revocation date, the consumer can keep the plates unless confiscated by the police, but there will be a minimum $100.00 reinstatement fee.

    At any stage during this process the consumer may choose to stop the cancellation/revocation process by returning the registration(s) and plate(s) to the Registry for cancellation. The consumer will be issued 1 Plate Return Receipt, in which a copy should be forwarded to the insurance company.

    THE START OF THE CANCELLATION/REVOCATION PROCESS

    The insurance cancellation process is initiated when one of the following situations occurs:

    1) Non-Payment of Premium

    2) Underwriting Reasons

    3) Voluntary Cancellation

    4) Fraud by Insured

    5) Failure to Pay Surcharges

    6) License or Registration Revoked

    7) Void Policy

    8) Dissatisfaction

    9) Vehicle Sold

    10) Transfer

    11) Financed Account

    12) Cancel/Rewrite

    13) All Other

    The insurance company has the right to cancel the consumer's automobile liability policy and inform the consumer of their decision under Chapter 175 Section 113A:

    That . . . no cancellation of the policy, whether by the company or by the insured,

    shall be valid unless written notice thereof is given by the party proposing

    cancellation to the other party giving specific reason or reasons for such cancellation

    at least twenty days in each case before the intended effective date thereof, which

    date shall be expressed in said notice.

    immediately upon the intended effective date of the cancellation of the policy,

    whether proposed by the company or by the insured, forwarded to the registrar of

    motor vehicles a notice, in such form as he may prescribe, containing such

    information to apprise the registrar of the particular motor vehicles registration on

    which the insurance is intended to be cancelled.

    Once the insurance company issues a Statutory Cancellation notice and notifies the Registrar in the form prescribed, the cancellation process is initiated.

    STAGE A

    Upon receipt of the Statutory Insurance Cancellation Notice, the consumer has 20 days in which to satisfy his/her current insurance company or obtain new insurance from a different carrier. The consumer may choose not to reinsure the motor vehicle(s).

    The consumer may do any one of the following:

    1. Take corrective action with the current insurance company, to satisfy the reason for which the original cancellation notice was sent.

    2. Obtain a new automobile liability insurance policy from a new insurance carrier.

    3. If the consumer chooses not to operate the motor vehicle(s), the consumer must return the plate(s) and registration(s) to the Registry and receive 1 Plate Return Receipt, of which a copy should be forwarded to the insurance company.

    If the consumer does not take action as described above, the insurance company, according to Chapter 175, section 113A, will proceed with Stage B of the Cancellation/Revocation process.

    STAGE B

    If the consumer has failed to satisfy the requirements of Stage A of this process, the insurance company will notify the Registry of the consumer's liability insurance cancellation. The company, either On-line (updates immediately) or through Tape Batch Mode, will send a cancellation notice to the Registry as outlined in Chapter 175 Section 113A:

    Immediately upon the intended effective date of the cancellation of the policy,

    whether proposed by the company or by the insured, forward to the Registrar of

    Motor Vehicles a notice, in such form as he may prescribe, containing such

    information to inform the

    Registrar of the particular motor vehicle registration on which the insurance is

    intended to be cancelled.

    The Registry will allow 23 days for (1) a notice of reinstatement, (2) the issuance of a new insurance policy, or (3) the returned registration(s) and plate(s).

    *** NOTE: Once a consumer's motor vehicle liability policy has been cancelled (Stage B), the consumer may no longer operate the motor vehicle on the roads of the Commonwealth, unless a new policy is obtained.

    The insurance company must comply with the following procedures:

    1. The insurance company must submit a cancellation to the Registry. The date provided on the cancellation must be equal to the intended cancellation effective date on the statutory cancellation notices to the consumer.

    2. If the consumer has rectified the problem with the insurance company, the company should submit a new business or reinstatement transaction with the effective date of the original cancellation transaction.

    The consumer may do any one of the following:

    1. Take corrective action with the current insurance company to satisfy the reason for which the original cancellation notice was sent. This will result in reinstatement of the policy on the effective date of cancellation.

    2. If the consumer obtains new insurance from a new carrier, that new carrier must report the New Business to the Registry within 23 days. This will prevent a revocation letter from being issued.

    3. If the consumer chooses not to operate the motor vehicle(s), the consumer must return the plate(s) and registration(s) to the Registry, and receive 1 Plate Return Receipt, of which a copy should be forwarded to his/her insurance company.

    *** NOTE: When submitting batch transactions it is critical that a new business or reinstatement be processed by the insurance company and submitted to the Registry within 23 days from the effective date of the cancellation. This stops the letter of intent to revoke the consumer's registration and plate(s).

    If the Registry does not receive (1) a reinstatement transaction, (2) a new business transaction, or (3) the returned plate(s) and registration(s), the Registry will proceed with Stage C of the Cancellation/Revocation process.

    STAGE C

    If, after 23 days, the consumer has failed to satisfy the requirements of Stage B of this process, the Registry will issue a letter of intent to revoke the consumer's plate(s) and registration(s) (see attachment A). The consumer has 10 days to notify the Registry of reinsurance or return the registration and plate(s). During this 10-day period, the consumer is considered uninsured.

    At this stage, the insurance company cannot reinstate the policy. Either the current insurance company or a new carrier can submit a new business transaction.

    The consumer may do any one of the following:

    1. Obtain a new Automobile liability insurance policy with either the old company or a new insurance carrier. If the insurance company does not notify the Registry immediately of the new policy, then it is recommended that the insured submit a RMV 3 form from his/her insurance company. The consumer will then need to bring the RMV 3 to a Registry office and pay a $25.00 processing fee. It is recommended that the company process the transaction ON-LINE.

    2. If the consumer chooses not to operate the motor vehicles(s), the consumer must return the plate(s) and registration(s) to the Registry and receive 1 Plate Return Receipt, one of which should be forwarded to the insurance company. If, after the 10 days, the consumer does not take any corrective action in the manner prescribed above, the Registry will initiate stage D of the Cancellation/Revocation Process.

    STAGE D

    If the 10-day period has elapsed, and the consumer or the company has not notified the Registry in the manner prescribed, then the consumer's registration(s) and plate(s) are REVOKED. On the 10th day at 12:01 a.m., the PRIMARY status on the customer's registration becomes REVO (Revoked). A short time after the REVO status is generated, the local police in the consumer's community are notified of the consumer's name, address, and registration information. Along with the local police, the Registry will also review the information for potential plate recovery. If the consumer is stopped by a police officer and cannot show proof of CURRENT insurance, the consumer risks prosecution for driving uninsured and/or unregistered. At this point, the registration has been revoked and the only process the insurance company can follow is to complete an RMV 3 for the consumer and instruct him/her to go to the Registry so he or she may pay the reinstatement fee of $100 to have the plates reactivated.

    The consumer may do any one of the following:

    1. Obtain an RMV 3 form from their agent/insurance company and bring it to the Registry to have the plates reactivated by paying a $50 reinstatement fee.

    2. If the consumer chooses not to operate the motor vehicle(s), the consumer must return the plate(s) and registration(s) to the Registry and receive 1 Plate Return Receipt, of which a copy should be forwarded to the insurance company.

    At this point, the revocation process is complete. If the consumer fails to obtain proper insurance, the consumer is operating the motor vehicle(s) in violation of the law. In doing so, the consumer is subject to fines and possible imprisonment.

    COMMERCIAL POLICIES

    As of October 1, 1997, commercial policies must be electronically submitted to the Registry of Motor Vehicles. The same policy and procedures apply to a commercial policy, as does a private passenger policy. The only exception to not submitting vehicles on a commercial policy is the Section V registrations (dealer, repair, farm plates etc.). The Registry of Motor Vehicles will only accept a PAPER statutory cancellation notice covering Section V registrations. These cancellations should be mailed directly to the Dealer Repair Section at the Registry of Motor Vehicles. If a commercial policy has gone from a policy where the insurance company knew the scheduled vehicles, to a new insurance company that did not know the listed vehicles on the policy, the following action may be taken to avoid a revocation of their registration(s). The insurance agent/company must comply with the following procedures:

    1. If the consumer obtains NEW commercial insurance from a new carrier, and the NEW commercial carrier does not know the scheduled vehicles, the NEW insurance company must complete an RMV 3 amendment form for each vehicle, ($25 amend for each vehicle) and submit it to the Registry for processing. Indicate on the form that there is a change of carrier and insurance coverage.

    or

    2. If the consumer obtains NEW commercial insurance from a new carrier, and the NEW commercial carrier does not know the scheduled vehicles, the NEW insurance company/agent can obtain all of the vehicles registrations and notify the insurance company who can process an Intervention form with the UMS department (no fee), which will stop or take the registration plates out of revocation.

    The consumer must do the following:

    1. Obtain a new commercial Motor Vehicle liability insurance policy from their current or a new insurance carrier.

    2. If the consumer chooses not to operate the motor vehicle(s), the consumer must return the plate(s) and registration(s) to the Registry and receive 1 Plate Return Receipt, one of which should be forwarded to the insurance company.

    Composite Rated Vehicles

    The RMV/UMS position on composite rated vehicles (vehicles that your company knows or doesnt know) is as follows:

    Your agents prepare RMV-1s in order for your customers to register their vehicles. In this case you/your agents do know the specific vehicles that are on composite rated policies.

    You need to address this with your agents so that this information may be passed to the RMV.

    The other issue is that in order to cancel a policy with the RMV, you need to report it electronically. In the past (prior to October 1997), when the RMV accepted paper cancels, we would have required that you tell us one of two things on a statutory notice of cancellation: the Plate number or the VIN number. So, even back when we were accepting paper (which we are no longer accepting), in order to get off of the policy, you must have known the vehicles. Otherwise, we would have ended up rejecting your paper cancel.

    Frequently Asked Questions about UMS

    Q. How many days does an Insurance Company have before putting a customer in danger of receiving an Intent to Revoke Letter, which gives the customer 10 days before he/she becomes revoked for Insurance?

    A. Once the RMVs UMS system receives an electronic cancellation notice from the Insurance Company, we look at the cancellation effective date and count from that day. Once 23 days goes by, we will send the registered owner a Letter of Intent to revoke the registration. The insurance company has 10 days from the date of the letter to update the policy electronically.

    Q. What is the procedure if a registered owner receives a letter from the Registry saying they have been cancelled, but they know they have insurance?

    A. The registered owner of the vehicle should get in touch with his/her Insurance Agent or Insurance Company. This way, your agent can either call the Insurance Company (Parent Company) for you, or they might send you to the Registry with a stamped RMV-3 form to amend your registration for a $25.00 processing fee.

    Q. How long can I drive after my Insurance Company has cancelled my insurance?

    A. You must cease operation of your vehicle on the date your Insurance Company notified you that you would be cancelled.

    Q. What do I do if my plates become Revoked for lack of insurance? Can I continue to drive with these plates?

    A. No, not until you obtain an RMV-3 form from your agent or insurance company and bring it to the Registry to have the plates reactivated by paying a $100 reinstatement fee.

    Q. What should I do if I move to another state? Can I keep my Massachusetts plates?

    A. No. You must return your plates to the Registry of Motor Vehicles. You cannot keep Massachusetts plates if you move out of state. You must carry insurance from your new state (this does not cover Massachusetts plates). In addition, until you return those plates to the Registry, you will incur Excise Taxes.

    Q. Should I report a policy for a trailer?

    A. You do not need to report a trailer if the trailer is on a private passenger policy and it is listed as a rider on that policy.

    Q. Is there a situation when I should I report a trailer policy?

    A. You should report a trailer policy if the trailer is on a commercial policy, the trailer is more than 3,000 pounds and the registered owner is a corporation (non individual).

    Q. Can I report a trailer that has no Vehicle Identification Number?

    A. If the trailer does not have a vehicle identification number, weighs less than 3,000 pounds and is registered to an individual person, it would be listed on a rider, so the answer is NO, this trailer without a VIN number should not be reported to UMS.

    However, if a trailer is OVER 3,000 pounds and for some reason doesnt have a vehicle identification number, is listed on a commercial policy, and registered to a company/corporation, than the trailer can ONLY be updated to our system through our on-line screens and not through our data file transfer method.

    Q. How can I avoid having my customers receive a letter stating that they do not have a Policy on File with the RMV/UMS System?

    A. To avoid a letter from being mailed to your customer, the Parent Insurance company needs to be sure that all policies are reported to the RMV/UMS system in a timely manner. New business policies must to be accepted on our database within 23 days of the policy effective date. If for some reason, your original transmission to the RMV/UMS had an error, the company is required to make all corrections and resend the corrected policy back until it is accepted. The RMV will start looking at registrations with no policies on our system for 120 days. The actual number of days may change at the discretion of the RMV.

    Q. How can I avoid having my customers receive a letter stating that they have an Expired Policy on file with the RMV/UMS system?

    A. To avoid the issuance of an Expired Policy on File letter, your company needs to electronically send all customers new and renewal policies in a timely manner. This means that if your renewal rejected the first time you sent it in, you need to fix the error and resend it to the RMV/UMS system until it is accepted and we are showing that your customer, does in fact have a valid insurance policy. The RMV will start looking at registrations with EXPIRED policies on our system for 120 days. The actual number of days may change at the discretion of the RMV.

    The URI Screen

    About This Screen

    Use the Registration/Title Inquiry (URI) screen to inquire on an individual or corporate registration and/or title.

    To display the customer's registration/title record, enter one of the following fields:

    PLT TYP and REG # VIN # TITLE #

    These fields are described in detail starting on the next page.

    Field Descriptions

    Function Enter the function code URI and press Enter to display the URI screen.

    MSG Displays system-generated messages.

    Plt Typ Enter the plate type code that corresponds to the type of registration you are inquiring about. This field is required when you enter a registration number. For a complete list of plate type codes, see Appendix A.

    Reg# Enter the registration number of the plate you are inquiring about. This field is required if you do not enter a VIN, title, or license number. It is used in conjunction with the PLT TYP field above.

    Clr You may enter the color code of the plate for which you are inquiring. This is not a required field, but may be helpful to define specific registrations in plate series that have undergone a color conversion. Valid colors are:

    Color Code Color R Red G Green Y Yellow B Blue A Authority S State M Municipal V Variable

    VIN# Enter the vehicle identification number to inquire. This number can contain up to 17 characters. Most passenger and commercial vehicles since 1981 contain 17 characters. Homemade trailers weighing over 3,000 pounds require a Massachusetts VIN. This field is required if you do not enter a registration, title, or license number.

    TTL# Enter the Massachusetts title number to inquire. This field is required if you do not enter a registration, VIN, or license number.

    After you enter the information in the required fields and press Enter, the following fields display with data, if appropriate.

    Lic #1 Displays the vehicle owners license number. If the owner is a corporation/company, a license number does not display. (This inquiry method is not recommended).

    If the customer did not provide a license number at the time of registration, this field displays a system-generated X number (for example, X12345678).

    Lic #2 Displays the second owners license number, if applicable.

    FID# Displays the FID or EIN number of the corporation/company that owns the vehicle.

    Lessee Displays the name of the lessee of the vehicle, if applicable.

    RMV-1 Batch # Displays the system-generated batch number that represents the first transaction that combined this owner and vehicle. This number contains information for tracking purposes.

    Owner 1 Name Displays the primary owners last name, first name, and middle name (LIC #1). If the owner is a junior, senior, etc., this displays in the middle initial field.

    DOB Displays the primary owners date-of-birth (MM/DD/YYYY). Individuals with an X number may display a date-of-birth of 01/01/1901.

    Owner 2 Name Displays the second owners last name, first name, and middle name of the second owner (LIC #2). If the owner is a junior, senior, etc., this displays in the middle initial field.

    DOB Displays the second owners date-of-birth (MM/DD/YYYY). Individuals with an X number may display a date-of-birth of 01/01/1901.

    Corp/Co Name Displays the name of the corporation/company identified by the number in the FID# field.

    Mail Addr Displays the corporate owners or the primary owners mailing address (street name or P.O. box).

    City Displays the mailing address city or town name.

    ST Displays the mailing address state name.

    Zip Displays the mailing address zip code.

    Bld/Apt Displays the mailing address building or apartment number, if applicable.

    Reg Only Mail Displays Y (yes) to indicate that the mail address on this record is for this registration only. Displays N (no) to indicate that it is not.

    Resid Addr Displays the residential street address of the primary owner if it is different than the mailing address. This field is not used for corporations/companies.

    City Displays the residential city of the primary owner, if it is different than the mailing address.

    ST Displays the residential address state name.

    Zip Displays the residential address zip code.

    Bldg Apt Displays the residential address building or apartment number, if applicable.

    Garage Displays the name of the city/town where the vehicle is garaged. This is the owners residential cityif the owner is an individual or the garage codeif the owner is a corporation. If a residential address does not exist, system defaults to the mail address city.

    Reg Status Dt. Displays the primary/secondary status and an associated date. The date is the same as or beyond the original issue date of the registration. For a complete list of status codes, see Appendix B.

    Reg Eff Dt Displays the date the registration became effective (MM/DD/YYYY).

    Lifetime Paid This field is no longer used. An N will always display.

    STKR# - DT Displays the inspection sticker # and the inspection date

    INSP RSLT Displays the inspection result

    Reg Exp Dt Displays the date the registration expires (MM/YYYY).

    Model# Displays the model number of the vehicle (if applicable).

    Style Displays the body style of the vehicle. For a complete list of body styles, see Appendix B.

    Clr Displays the color(s) of the vehicle.

    Cyl Displays the number of cylinders in the engine of the vehicle, if applicable (for example, 4, 5, 6, 8, or RO for Rotary).

    Pass Displays the maximum number of passengers the vehicle can transport.

    Doors Displays the number of doors on the vehicle.

    Tran Displays a code to indicate the type of transmission in the vehicle: A (automatic) or M (manual).

    Pwr Displays a code to indicate the type of fuel used in the vehicle: E (electric), G (gas), D (diesel), P (propane), B (Electric and Gas Hybrid), or C (Gasoline engine that can be easily converted to natural gas, propane, etc.)

    How to inquire on a registration

    1. Enter URI in the FUNCTION field and press Enter to display the URI screen. The following message displays:

    2. Enter the appropriate information in one of the following fields:

    When a VIN is Duplicated on the System

    When Only a Partial VIN is Known

    About This Screen

    Use the Registration Scroll (URSR) screen to display registration information by registration number. The following registration data displays for each registration record found:

    Plate type, registration number, and color Model year of the vehicle Make of the vehicle Model name Color of vehicle Primary owner of each vehicle, listed by name (last, first, and middle initial) Primary registration status of the vehicle

    To display the customer record, you enter the PLT TYP (plate type) and REG # (registration number) fields. If you know only part of the registration number, you can enter only that part of the number. In this case, all records with registration numbers that begin with the number you enter display.

    In addition, you can enter the REG STATUS field to limit your search to only registrations with that particular status.

    3. If you would like to begin viewing records from a record already displayed on a scroll screen, move the cursor down to the desired record and press F8. A new scroll page displays, beginning with the selected record.

    How to Select a Specific Registration and Display on Another Inquiry Screen

    1. Complete Steps #1 and #2 in the procedure above.

    2. Once the desired information displays on the URSR screen, press HOME to bring the cursor to the FUNCTION field.

    3. Enter the function code of the screen you would like this information transferred to, for example, URI. Do not press Enter.

    4. Using the arrow keys, move the cursor to the line that contains the customers information and press F4. The vehicle and owner information pertaining to the registration information selected displays on the screen you requested.

    When the Wrong Registration Information is Selected

    If you select an incorrect record to view, or if you want to return to the URSR screen, follow the procedure below:

    How to Move into a Secondary Inquiry Session and Display Registration Information on the URI Screen

    1. On the URSR screen (primary session), type the appropriate information in the desired fields, and press Enter.

    2. Enter URI in the FUNCTION field.

    3. Using the arrow key, move the cursor to the desired record.

    4. Press F4 to move to a secondary session (URI).

    The URI screen displays registration information for the registration number you selected.

    You can continue to enter registration numbers to display additional registration information.

    The URSN Screen

    About This Screen

    Use the Registration/Vehicle Identification Number Owner Scroll (URSN) screen to find a vehicle identification number (VIN) or registration information. This screen displays all VINs and registrations attached to that person.

    The only required field on this screen is NAME L (last name). To display the customer record, enter all or part of an owners name. You can also enter any of the following fields to narrow your search and limit the number of records that display:

    NAME F (first name) NAME M (middle initial or initials for Sr., Jr., etc.) DOB (date of birth) REG STATUS (registration status)

    Another field, VIN DISPLAY, allows you to determine what type of information you want to display on this screen. For example, you can elect to display the vehicle identification number or registration information (plate type, color, registration number, and registration status).

    Reg Status Enter the appropriate primary registration status to display owner information or VIN numbers only for registrations having that status. Use this field to narrow your search and limit the number of records that display. Leave this field blank to display owner information or VIN numbers for all registration statuses.

    After you enter the information in the required fields and press Enter, the following fields display with data, if applicable.

    Owner Name/DOB Displays the owners name and date of birth. The owners name, address, and DOB are listed with each line of registration or VIN information.

    Street/City Displays the street and city/town portions of the owners address.

    ST Displays the state portion of the owners address. For a complete list of valid state, Canadian, and foreign codes, see Appendix B.

    Vin/ Registration Depending on what you entered in the VIN DISPLAY field, Info displays the owners VIN or registration information. If VIN

    DISPLAY is Y, the VIN displays. If VIN DISPLAY is N, the registration information (registration number, plate type, color, and registration status) displays.

    Status Displays the primary registration status if registration information is entered.

    How to Return to URSN Screen

    To return to URSN, do one of the following:

    If you accessed URI by pressing F4, change the function code to URSN and press F11. (F11 returns you to the first page of the scroll.)

    If you accessed URI by pressing F16, press F11 or F16 again. (Both keys return you to the scroll page you selected from.)

    Continue to select registrations on URSN to carry over and display in detail on URI, or go on to another function.

    You can also enter information in the REG STATUS field to limit your search to only registrations with that particular status.

    Corp/Co Only Enter Y to display only corporate names and addresses. Leave this field N to display registration information with corporate names and addresses.

    Owner Name and Addr

    Displays each corporation/company by name and address (city and state).

    FID# Displays the company or corporations Federal identification (FID) number or Employer Identification Number (EIN).

    Own Indicates who created the NOWN: C (Citation/MRB), R (Registry), D (Dealer Repair), V (RMV formerly MRB), or E (RMV formerly Dealer/Repair).

    Stat The status of a registration. This field represents the primary status of the registration. The most common primary statuses are ACTV (Active) and EXP (Expired). For a complete list of primary status codes, see Appendix B.

    Typ Displays the type of plate issued; for example, CON = commercial and PAN = passenger. For a complete list of plate type codes, see Appendix A.

    How to Inquire on the URN Screen

    1. In the FUNCTION field, type URN and press Enter. The following message appears:

    PLEASE ENTER CORP/CO NAME

    2. Enter the complete or partial corporation/company name in the CORP/CO NAME field.

    3. If you want to narrow your search, enter the three additional fieldsACTIVE PLATES, EXACT MATCH ON CORP/CO NAME, AND CORP/COto specify the data that displays. You can also leave the default values, which is an N in these fields. For more information on these fields, see the specific field descriptions earlier in this chapter.

    4. Press Enter. The screen displays all records found that match the information you entered. If there is more data to be displayed, the following message appears:

    If no other pages of data exist, the following message appears:

    5. If you do not see the desired company on this page and more selections exist, press F8 to page forward. To view a previous page, press F7.     How to Select a Specific Corporation/Company

    This function can only be performed when registrations are displayed. It is valid only when CORP/CO ONLY = N.

    1. In the FUNCTION field, type URN and press Enter. The following message appears:

    5. Press Enter. The screen displays all records found that match the information you entered.

    6. In the FUNCTION field, type the function code of the screen to which you want the information transferred to (URI, for example). Do not press Enter.

    7. Using the arrow keys, move the cursor to the plate you want and press F4. This displays the information you requested.

    When you Select the Wrong Corporation/Company Name

    1. In the FUNCTION field, type URN.

    2. Press F11.

    The same page of the URN scroll screen that you were on previously displays, and allows you to search and select another company.

    How to Display Registration Information on the URI Screen

    1. From the URN screen (primary session), type the corporation/company name about which you are inquiring and press Enter.

    2. In the FUNCTION field, type URI.

    3. Using the arrow keys, move the cursor to the plate you want.

    4. Press F4 to move to a secondary session of the URI screen to view specific information about the plate requested.

    5. The URI screen displays registration information for the corporation/company name you selected.

    The URVN Screen

    About This Screen

    Use the National Automobile Dealers Association (NADA) Value Guide Inquiry (URVN) screen to obtain four different valuations and the weight of a used vehicle by entering the vehicles identification number. Price values include the Manufacturer Suggested Retail Price (MSRP) for excise tax purposes and the NADA trade-in value for sales tax purposes.

    To display the NADA value record, you enter only the VIN # and Odom fields. If, however, you are inquiring about a vehicle manufactured prior to 1981, you must also enter the following fields:

    MAKE

    MODEL-YEAR

    The URVN Screen

    Field Descriptions

    Function Enter the function code URVN and press Enter to display the URVN screen.

    MSG Displays system-generated messages.

    VIN Enter the Vehicle Identification Number of the vehicle to be displayed on the record. In most cases, this number must contain 17 characters. All passenger and most commercial vehicles since 1981 contain 17 characters. The model year displays automatically. For vehicles with a model year prior to 1981, enter the NCIC number.

    Make Enter the make, for vehicles prior to 1981, to display the record. For a list of NCIC make names, see Appendix B.

    Model-Year Enter the vehicles model year, for vehicles prior to 1981, to display the record.

    Odom Enter the vehicle's odometer reading.

    After you enter the information in the required fields and press Enter, the following fields display with data, if applicable.

    Retail Displays the vehicles current retail value.

    For a vehicle manufactured prior to 1981, enter the NCIC number in the VIN field, the make and model year, and the odometer reading.

    For a vehicle manufactured 1981 or later, enter the VIN and odometer reading. The make and model year display automatically.

    The RH Screen

    About This Screen

    Use the Registration History (RH) screen when you need detailed historical registration information. This is a scroll screen that displays all owners (individual or corporation) and vehicles that have ever been associated with a registration. For example, if you have a question about when the customer owned the vehicle with that particular registration.

    To display registration history information on this screen, you must enter the plate type and registration number. When you enter the required fields and press Enter, this screen gives you the following information:

    Any current and all previous owners who had vehicles with this registration attached. Up to 12 vehicle records for each owner, including the vehicle identification number

    (VIN), make, and model, if applicable. A history number displays for each owner that indicates how many of the vehicles

    listed for an owner now have new registration numbers attached. This number displays in the HST# field.

    The date that the registration was originally issued to each owner listed on the screen. The primary status of the registration for each owner listed and the date the

    registration was last updated.

    You may transfer a registration number to the RH screen from another screen when you need detailed historical information about that registration. You are also able to transfer the registration number, VIN, or owner name from the RH screen to other screens to obtain additional information. For more information, see the Important Notes and Procedures sections later in this chapter.

    Note: If you transfer information from RH to another screen and you then want to return to the page of the RH screen you were on earlier, you must use F11. For more information, see the procedure How to Return to the RH Screen.

    Field Descriptions

    Function Enter the function code RH and press Enter to display the RH screen.

    Plt Typ Enter the plate type code that corresponds to the registration on which you are inquiring. This field is required. For a complete list of plate type codes, see Appendix A.

    Reg # Enter the registration number of the plate on which you are inquiring. This field is required.

    Clr You may enter the color code of the plate on which you are inquiring. This is not a required field, but may be helpful to define specific registrations in plate series that have undergone a color conversion. Valid colors are:

    Owner/Corp Displays a list of all the owners that were ever associated Name with the registration number and plate type you entered in the

    REG# and PLT TYP fields. If the owner is an individual, the name displays in the following order: last, first, middle initial and/or titles such as Jr., Sr., etc. If the owner is a corporation, this field displays the first 40 characters of the corporation name.

    When there are multiple owners associated with the registration number, the owners are listed in chronological order. The first owner that displays is the most recent owner of the registration. The last owner that displays is the first, or original, owner.

    Hst # For each owner that is displayed, this field indicates the number of historical vehicles. Historical vehicles are those vehicles that once had this registration number attached, but now have new registration numbers. These vehicles may have a new owner or the same owner; as long as they have new registrations, they are considered historical vehicles.

    In some cases, the number of historical vehicles does not match the number of vehicles you see listed for an owner. This is because not all vehicles listed for an owner are historical vehicles. One vehicle may currently have the registration attached. Another vehicle may have had the plate removed, but for some reason, may not have been given a new plate. Only vehicles that are given new registrations are considered historical vehicles.

    For example, lets say that there are three owners associated with the registration number you entered: Owners A, B, and C. Here are their stories:

    Owner A has only one vehicle with this registration and is the current owner of the vehicle.

    Owner B owned three cars that were all associated with the registration, but sold them. All three cars received new registrations.

    Owner C owned two cars that were associated with the registration and sold one car, which was given a new registration. Owner C still owns the second car, but cancelled the registration.

    The following example shows the values that display in the HST# (history number) field for each of these owners:

    Owner A has no historical vehicles. This means that this owner is the current owner of the vehicle that is associated with the registration number (plate attached). Owner B has three historical vehicles. This indicates that all three vehicles now have new registrations. Owner C has only one historical vehicle, indicating that only one of the two cars was given a new registration. Following are additional situations that effect the vehicle history number:

    A database error message may display in the VIN field, indicating that a vehicle record was not located on the database. This vehicle is considered historical and adds to the vehicle number in the HST# field. For more information, see the VIN field description.

    If a car is sold and registered in another state, it is not included as a historical vehicle.

    If NO VEHICLE displays in the VIN field, the system considers this a historical vehicle. For more information, see the VIN field description.

    Orig Iss Dt Displays the original issue date of the registration for a particular owner.

    Reg Status Displays the primary status of the registration. The primary status is always the current status of the registration. Valid values are:

    ACTV Active CAPR Cancelledplate returned CA19 Cancelledlost plate EXPI Expired SWAP Swapped plate for another REVO Registration revoked

    DT Displays the date that the status of the registration was last updated. The time between the original issue date and this date is the period of time the owner had this registration.

    VIN Displays the vehicle identification numbers for up to 12 vehicles associated with the registration number and owner. Vehicle identification numbers are listed in chronological order with the most recent being listed first.

    Note: Although only 12 vehicles are displayed, there may be more vehicles in the record. You may review additional records on the VT screen.

    In addition to the vehicle identification number, there are two additional values that can display in the VIN field. These are:

    NO VEHICLE NO VIN

    NO VEHICLE indicates that the registration was not associated with a vehicle for a certain period of time. The system counts this period of time as a historical vehicle. The NO VEHICLE line, therefore, adds one vehicle to the number of historical vehicles in the HST # field.

    NO VIN indicates that the vehicle associated with the registration is a homemade trailer weighing less than 3,000 pounds or a manufactured trailer weighing less than 3,000 pounds with no vehicle identification number.

    The following database error message may, occasionally, display in this field:

    LR ERROR - CALL DP. VEHC RECORD MISSING ON DBASE. SURR=XXXXXXXXX.

    This is a line read error, indicating that there is a vehicle associated with the owner and registration that could not be found on the database. You do not need to take any action; however, note that this record is considered a historical vehicle. It, therefore, adds one vehicle to the number of historical vehicles in the HST# field.

    YR Displays the model year of the vehicle. This field is blank when NO VEHICLE displays in the VIN field.

    Make Displays the manufacturer of the vehicle. This field is blank when NO VEHICLE displays in the VIN field.

    Model Displays the model name of the vehicle. This field is blank when NO VEHICLE displays in the VIN field.

    Important Notes

    If there are more vehicles for a particular owner than fit on one page, the entire vehicle record for that owner starts on the next page. This can sometimes look as though there are no more records; however, the message F8 FOR MORE RECORDS in the MSG field tells you that there are more records. To display these records, press F8.

    The RH screen displays only the primary status associated with the registration. No secondary statuses are displayed on this screen.

    Historical vehicles are no longer associated with the registration number. So, keep in mind that when you transfer the VIN for a historical vehicle to another screen, you see the new registration number for that vehicle and you may see a new owner for that vehicle as well.

    Some owners listed in the OWNER/CORP NAME field are no longer associated with the registration number in the REG# field. If you transfer one of these owners to another screen, you will see the current registration for that owner.

    If you transfer to another screen from RH and you then want to go back to the original page of the RH screen, you must use F11. For more information, see the procedure How to Return to the RH Screen.

    The following error message may, occasionally, display in the VIN field:

    LR ERROR - CALL DP. VEHC RECORD MISSING ON DBASE. SURR=XXXXXXXXX.

    This message has an effect on the number of historical vehicles in the HST# field. For more information, see the VIN field description earlier in this chapter.

    2. Move the cursor to the line of the owner or vehicle information you want to transfer.

    3. Press F4 to transfer this information to the desired screen.

    Note: When you transfer the VIN for a historical vehicle from RH to another screen, you see the new registration number for that vehicle and you may see a new owner for that vehicle as well. When you transfer an owner who is no longer associated with this registration, you see the current registration for that owner.

    How to Transfer Information to the RH Screen

    To transfer the registration number and the associated vehicle identification number/owner information to RH from another screen, enter RH in the FUNCTION field and press F6.

    Note: Only vehicle/owner information that is associated with a registration number can be transferred to the RH screen.

    How to Return to the RH Screen

    When you transfer the VIN for a historical vehicle from RH to another screen, you see the new registration number for that vehicle and you may see a new owner for that vehicle as well. Likewise, when you transfer an owner who has a new registration to another screen, you will see the current registration for that owner.

    If you want to display this new registration on the RH screen, type RH in the FUNCTION field and press F6.

    If you want to redisplay the original registration and return to the RH screen page you were on earlier, type RH in the FUNCTION field and press F11.

    About This Screen

    Use the Vehicle Title History (VT) screen to inquire about a vehicles title history. This screen can help when you need historical title information. For example, you may need to find a title number to research when a vehicle was salvaged. This screen displays a list of all owners associated with a specific vehicle.

    To display title history on this screen, you must enter the VIN number. Up to four histories are displayed per page.
