On top of those numbers, the job gains were lower and the losses higher than the ten year April average from 2003-2012.

Normally ranking in the top three in job growth, the construction job loss is a statistical surprise, but not unexpected. A fair number of projects were completed during the first quarter, and those deliveries send construction crews searching for new work. No economists were surprised with leisure and hospitality topping the year-over-year job growth numbers with 9,800 new jobs created. Construction’s 7,300 were the number two job generator, just edging out professional and business service sectors with its 7,100 new jobs. Only the other services job sector lost jobs (900) over the last twelve months.

With the state’s unemployment rate in April still hanging at 7.9 percent, the various metros are showing mixed improvements. Phoenix, 6.6 percent, and Tucson, 6.7 percent, both showed one-tenth of a percent declines in April from March. Tucson was the same in April 2012 and 2013; Phoenix dropped two-tenths of a percent in the year-over-year rates. Phoenix and Tucson added 8,000 construction jobs in the 12 months ending April 2013—meaning that 700 jobs were lost elsewhere across the state.

Metro light rail has been a shining in-frastructure success for Valley Metro Regional Transit and the cities of Phoenix, Tempe and Mesa. Glendale and Gilbert are now getting in the mix as cities come up with funds to accel-erate the light rail expansion. To that end, Metro has packed $693M in CIP over the next five years with $107M slated for 2014 and nearly twice that, $203M for 2015.

For regional transit, the dollars are less, $9M over five years, with $2.7M scheduled for park and ride facili-ties next year. In the five year period through fiscal 2018, Valley Metro is putting $8M into park and ride. $450K

is slated for Mesa’s new downtown intermodal facility serving light rail and buses in 2015 and the remaining $600K is dedicated to a transit center in Peoria.

Although light rail is absorbing the lion’s share of capital dollars, the tran-sit system has shown extraordinary success. Ridership in the four year old project is almost 35 percent higher than original projections. In 2011, Metro reported 71M boardings, ac-cording to the agency’s numbers. In 2012, light rail ridership was up more than 5 to almost 10 percent when compared to 2011 data. For March, 2013, light rail topped 1.4M riders.

Surveys by the agency and its sup-porting cities find demand for light rail extensions is increasing with each report. While Mesa is completing its environmental study to extend the Main Street route to Gilbert Road, Gilbert is starting to explore light rail options bringing the transit system into its borders.

Phoenix is extending light rail to Me-trocenter and exploring routes fur-ther west. Glendale has started ana-lyzing how to bring light rail as far as Westgate and University of Phoenix stadium.

The Yuma city council approved a land use designation that will allow development of new multi-family low-income housing in the area of 2nd Avenue and 12th Street.

El Toro Casitas LLC, requested that 1.8 acres be changed from Medium Density Residential to High Density Residential.

El Toro Casitas intends to develop two or more two-story multi–family apartment complexes. The area includes five properties which are now undeveloped or contain vacant dilapidated buildings.

According to staff, redeveloping all five parcels will benefit the residential neighborhood. But to accomplish this, staff added, the future development should include enhanced architectural design, appropriately landscaped open areas and sufficient off-street parking that meet all city standards.

Whether it involves a small bakery on a busy street corner or a five-story office building in the heart of an emerging business district, Gilbert’s expert team of “aesthetics cops” scrutinizes new development to push for higher design standards in the rapidly growing town.

The seven-member Design Review Board consists of architects, engineers and designers who evaluate new projects for their visual appeal, sometimes sending developers back to the drawing board if their proposal doesn’t pass the eye test.

Although the low-profile group rarely attracts the same level of public attention as the Town Council and Planning Commission, the board is one of only a few town panels with authority to accept or reject development proposals. The board’s decisions can be appealed to the council but rarely are.

Last year, the board rejected WinCo Foods’ design plans for a discount grocery store near Val Vista Drive and Pecos Road. The Idaho-based company wanted to build bright-red bollards — concrete or steel pillars that block pedestrians and vehicles — near the store’s entrance.

WinCo submitted new drawings for the store several months later, and the company is now preparing the site for construction.

Gilbert’s code gives the Design Review Board the power to approve or deny design applications and to hear appeals of smaller design-review decisions made by the planning director.

The Design Review Board must include at least one civil engineer, one landscape architect, one other architect and one representative of the construction industry, according to town code. The unpaid volunteers are appointed by the council and serve four-year terms without term limits.

Mesa Shoots for $353M CIP through Fiscal 2018 Sometimes money has to be spent. After four years of frugal living and deferred maintenance, the city of Mesa plans to invest $353M into CIP over the next five years. Plans call for $90M to be spent in Fiscal 2014 from accumulated cash and previously sold bonds, but Mesa voters are going to be asked to sell another $250M in bonds to finance CIP for the following four years.

The city classifies its projects for sustainable economy, transportation, higher education and livability, with the first two categories claiming the vast majority of projects. Although the council still needs to make the final selection, the city’s wish list for CIP focuses on catching up with projects passed over during the recession. Water, wastewater and transportation projects top the list for fiscal 2013-14.

Over the life of the CIP, some of the largest projects won’t kick in without a new bond issue being passed. $68M is projected for the Greenfield Wastewater Reclamation Plan expansion, $42M for roadways serving the new eastside terminal and Mesa’s rapidly growing Gateway airport. The biggest project for fiscal 2014, Val Vista pipelines, will require another $27M over the next three years for a total $40M project. Arterial reconstruction ($36M) and improvement to intersections on Stapley at University ($22M) and Southern ($25M) will cost the city more than $80M between the projects.

A former Scottsdale shooting-supplies store with an underground shooting gallery will be transformed this summer into a gathering place for artists and other creative people.

The city Development Review Board unanimously approved a site plan, landscape plan and building elevations for the Creative Center of Scottsdale.

The three-building complex along the western side of Scottsdale Road just north of Osborn Road will be renovated to accommodate the center.

The iconic sign with a teddy bear holding a machine gun still greets passers-by and will be maintained as a part of the center.

Michelle Pelberg-Biely’s family purchased the property last fall, and she is converting it into the creative center.

Christina Noble, the project architect, said the intention is to preserve the history of the property, while looking forward. Also, the project will do a lot to improve the property, such as making it more pedestrian friendly and allowing for more activity along Scottsdale Road, she said.

Exterior construction should begin in June, and the center should be completed this fall.

The center also will be more sustainable with solar panels and space that can alternate between parking and an outdoor courtyard, Noble said.

After nearly a quarter-century of planning and controversy, the huge Rocking K development next to Saguaro National Park East should be ready to start construction within two years, the project’s chief says.

But the Rocking K of the future won’t be quite on the scale of the Rocking K that the Pima County Board of Supervisors approved in late 1990. That 3-2 vote followed what perhaps was the hottest land use conflict in the Tucson area’s history, one that polarized the community over the issue of development vs. preservation.

That board rezoned about 5,600 acres to allow 10,000 homes, four golf courses, three resorts and some commercial and industrial development on the far southeast fringes of metro Tucson.

Today, due to changing market conditions, developers say the project will more likely hold about 2,000 to 3,000 homes, one golf course and one resort, plus a 50- to 75-acre commercial center and smaller areas of commercial development.

Rocking K’s development site remains about the same as before, 5,000 to 6,000 acres. That’s even though the developers have sold about 1,900 acres to the federal

government to expand the national park. New legislation would add another 1,374 acres of Rocking K to the park.

But the company also has added more land south of Old Spanish Trail since 1990.

The Rocking K plan has been amended once by the board, and a new development agreement has been signed. But the project languished for many years, in part due to the real estate market collapse that started in 2006-07 and is now slowly lifting.

Two recent actions signify Rocking K’s progress:

• In November 2011, Pima County officials and Rocking K Vice President David Goldstein signed an amended development agreement.

• More recently, county and Diamond Ventures officials have met to discuss a possible shift of development rights, to move a golf course for the project from an area near Rincon Creek near national park boundaries to an area south of Old Spanish Trail.

Developing 3,200 acres in the East Valley is a bone to be chewed by any builder—even one with the financial muscle and development success

of DMB. The real estate market in the 2010s is just not the way it was in the boom period six years ago. As the housing market opens to new buyers—DMB’s first phase is readying for a June 1st grand opening—the Scottsdale-based investor looks north for some help in moving the rest of Eastmark towards reality.

Calgary, Alberta, Canada-based Brookfield Residential Properties, Inc. (BRP) is the sixth largest residential property company in North America. The publicly-traded corporation—both New York and Toronto stock exchanges—controls more than 100K undeveloped lots in the U.S. and Canada. This is the company’s first move into Arizona. Brookfield has active developments in Ontario, Alberta, California, Colorado, Texas, and Washington D.C.

Creating the joint venture with dedicated LLCs, DMB and BRP see the effort as a long-term investment in the Eastmark master-planned community. The two firms will develop, master-develop, and sell portions of Eastmark as its master plan evolves over the coming years.

Seven area homebuilders picked up parcels to develop the community’s first phase. The Ray and Ellsworth road neighborhoods are scattered around the Eastmark Great Park with a total of 14 different models offered by the builders. Each was required to design homes specifically for Eastmark and not repurpose designs used elsewhere in the Valley—a common occurrence before 2008.

The phase opens with already-landscaped streets, the developed park, and an under-construction Basis Charter School. Homebuilders participating in the first phase include Maracay Homes, Mattamy Homes, Taylor Morrison, Woodside Homes, Ryland Homes, Standard Pacific Homes and Meritage Homes. DMB and BRP are committed to moving the existing master plan forward and no new variations are proposed.

Grand Canyon University has narrowed its search for a southeast Valley satellite location to two sites in Mesa and two in Gilbert, and the company hopes to make a final decision within the next 60 days.

The for-profit, Christian university announced expansion plans in December and invited several cities to submit proposals, including potential sites and economic-incentive options.

Grand Canyon had hoped to secure a location by May 1, but the search has advanced more slowly than expected. The company may have to delay a hoped-for 2014 opening by one year.

Grand Canyon envisions as many as 2K employees and 7,500 students on the satellite campus and is looking to acquire 70 to 100 acres, preferably near freeway access and retail amenities that would appeal to a college-age crowd.

Grand Canyon proposes building four 80K SF buildings at a cost of about $75M to $100M, according to the company’s request for proposals. Campus amenities would include a student union, classrooms, laboratories, a recreational center, a bookstore and a library.

The campus would cater more to commuter students and would not have dormitories like the Phoenix location, Mueller has said.

Mesa Mayor Scott Smith said he looks forward to Grand Canyon’s investment in the region, regardless of which site the university chooses.

Landing new development like a university might bring some bragging rights, but realistically, it benefits surrounding cities as well, Smith said.

Healthcare Real Estate Market Overview First Quarter 2013 Medical Office Lease Activity

The leasing market for medical office space in the Valley for the First Quarter, 2013 is reporting a decrease in the average lease rate from approximately $22.00/SF, Full Service, in the Fourth Quarter, 2012 to $21.15/SF, Full Service, this Quarter; which consists of 345 buildings over 20K SF with a total of 13,824,919 rentable SF.

Vacancy rates are holding steady at approximately 30% and have for the past few Quarters.

Lease and vacancy rate indicators are likely to remain flat for the most part as hospitals and healthcare organizations prepare for the 2014 implementation of the Affordable Care Act (ACA).

Medical Office Sales Activity

In the First Quarter 2013 there were 23 medical office sales transactions, with a sales volume of approximately $22.5M; although only three transactions involved medical office buildings over 20K SF in size. According to CoStar, the average price/SF ending the Quarter was $67.55, demonstrating further distressed sales moving through the market.

Phoenix Mayor Greg Stanton wants to spend $1.5M on making the city more bike-friendly, the largest amount the city has budgeted in one year for that goal.

Stanton plans to use money from the Arizona Department of Transportation Highway User Revenue Fund for four projects, including introducing

a bike-share program and installing more bike lanes. Phoenix has never before used these funds for bicycle projects.

The city included the plans in its latest budget proposal, which the City Council must approve. The budget is scheduled for an initial vote [today]. Phoenix ranked 38th

out of the 51 largest U.S. cities for biking and walkability, according to the Alliance for Biking and Walking, a Washington, D.C.-based advocacy organization. Stanton said the nation’s sixth-largest city needs to improve that ranking.

The proposed budget includes:

• $350K to pay a consultant to develop a citywide bicycle plan.

• $500K for citywide bicycle facilities.

• $500K on bike-share site improvements.

• $150K for an overlay project on Indian School Road from 19th Avenue to Interstate 17.

The city averages between 450 and 500 accidents a year involving bicycles and vehicles, resulting in about 10 deaths per year, according to the city’s Street Transportation Department.

Making Phoenix more bikeable is good for the city, regardless of whether an individual bikes or not, the mayor said.

Studies show that Millennials and job seekers in high-demand industries are more attracted to bike-friendly cities, Stanton said.

Buckeye plans to fill a mostly empty strip mall with an expanded library and other agencies so it can improve services to neighborhoods near the central section of town.

Buckeye’s project will also save mon-ey, officials say. This month, the town closed on the $2.55M purchase of Sundance Crossings shopping center near Yuma and Dean Roads.

It was built in 2007 for $6M to $7M, town officials say. The center is worth $3.45M, according to county proper-ty-tax records, they say.

Buckeye bought the property from Tulsa-based Bank of Oklahoma, which had taken over the center after fore-closure.

Plans call for town offices and servic-es to fill about 50K square feet in the center. Officials plan to move the li-

brary and other offices into the center during the first three months of 2014.

The project will include:

• A 15K SF library. It would nearly double the size of Buckeye’s current library.

• Fire Department administra-tion and customer-service offices.

• A Police Department substa-tion. Police administrative offices will be consolidated and relocated to the center as well.

• An economic-development center for small businesses and entrepreneurs. The cen-ter would include a training and corporate presentation center, as well as co-working space for home-based busi-nesses.

West Valley cities have used strip malls for office space, a business in-cubator and as city halls. In 2004, El Mirage bought a business and retail complex that it uses as its City Hall. In Surprise, a retail strip center near Bell and El Mirage roads morphed into the AZ TechCelerator.

The Sundance Crossings purchase included two undeveloped pad sites, a freestanding parcel of commercial real estate in the front of the shop-ping center. The pads could accom-modate 124K square feet of addi-tional buildings, but the town has not decided what the space will be used for, Becker said.

1. The transformation to new levels of hip in the Scottsdale night life entertainment area is bolstered with plans by Riot Hospitality Group to open Dierks Bentley’s Whiskey Row. The swanky honky-tonk goes into a 5.2K SF slot at 4420 N. Saddlebag Trail in Old Town. Locally farmed produce and organically-raised meats will be transformed into American gastropub fare—bar food with a premium price tag and très chér drink pricing. The country star’s concept includes pour-your-own beer and liquor taps in specially-designed booths. Live music is planned as well. The saloon opens July 4th.

2. Arizona Family Florist is planning to expand its 13K SF 2050 S. 16th St. retail

outlet into 33K SF with an open air market. The move will provide room for sister company LUX Wedding Florist and WedAZ bridal magazine. The move creates a lot extra space for the company and its related firms (AZCentral premium content).

3. Scottsdale’s Pomo Pizzeria Napoletana has set sail from the sinking Borgata and reopens May 28th in Downtown Phoenix. The new location, 705 N. First, is the former space occupied by Sens. The artisan pizza establishment’s relocation now puts an impressive line-up of high-end pizzerias downtown. The cluster includes venerable Pizzeria Bianco, Cibo, and the new Pomo (AZCentral premium content).

Sale Transactions4. There’s no indication that the laws

making Singapore a squeaky clean city will become Biltmore policy as the dust settles on the purchase of the Arizona Biltmore Resort by an arm of the island-nation’s government. The sale price has not been disclosed, but it’s expected that the sale means relief for the financially-troubled hotel and golf course. The result is pulling the hotel out of its two-year bankruptcy proceedings. The Singapore government will be the fourth owner of the 84-year old icon in the past 13 years. The owner of record is GIC Real Estate, which is the real estate investment company owned by the Singapore government.

5. A hair over $77M ($95/SF) is what Industrial Income Trust, Denver, Colo., paid for an 808K SF commerce park, Dobson and Broadway roads, Mesa. A joint venture of Lincoln Property Co., Phoenix, and RREEF Funds, Chicago, sold the property using Cassidy Turley as the broker. The complex is 79 percent occupied across its 53 acre, five-warehouse, three-industrial building and three office-warehouse complex.

6. Harvard Investments Inc., Scottsdale, paid $14.4M ($13.8K/platted lot) to acquire two Surprise parcels entitled for around 1,000 single family homes. MPC Homes, Scottsdale and BayNorth Capital LLC, Boston, Mass. were the sellers. Land Advisors Organization was the broker for the deal .The parcels are part of phase two for the Desert Oasis community and a 130 acre parcel known as Sunrise Ranch. Oasis was engineered for 639 platted homes, Jomax Rd. and 171st Ave., and Sunrise, in the same neighborhood can handle up to 400 homes once it’s platted.

7. The Arizona Daily Star reports that more than $13M in CRE closed in the past week in Pima County. The largest transactions include:

• Commercial property: 1758 thru 1850 E. Irvington Rd. and 4980 S. Campbell Ave., $5.9M. EC Irvington Foundation, LLC, Encino, Calif., buyer; Leon LLC, Tucson, seller.

• Residential property: 2102 E. Desert Garden Dr., $2.5M. The Brown Revocable Trust, Tucson, buyer; Richard H. and Sarah R. Willie trusts, Tucson, sellers.

8. No stranger to Valley CRE, Wilshire Capital Partners, Los Angeles, picked up the Scottsdale 68 Design District, 68th St. and Thomas Rd., for $11M ($100/SF). The 109K SF specialty retail center is 92 percent occupied by design, architecture and trade professionals. The property underwent a significant facelift in 2008. Cushman & Wakefield represented both parties in the deal. The seller was Fenway Properties.

9. Walmart is planning Casa Grande’s first Sam’s Club with plans to open before Christmas. The retailer closed on an 18 acre piece south of Florence Blvd. at I-10 for its warehouse store. Cassidy Turley handled the transaction for seller Florence & I-10 LLC; Walmart handled

the purchase in-house. The transaction sailed through approval with Casa Grande. The company plans to draw its permit in the near future and start construction in June. . The architect is Raymond Harris & Associates and the GC will be announced later this week.

10. Metro Gardens, a 144-unit apartment complex, 10227 N. 32nd Ln., Phoenix, has sold for $5.1M ($36K/unit). The Class C, distressed complex, has some recent upgrades including a clubhouse and recreation area. The Federal Home Loan Mortgage Corporation was the seller and the buyer was not disclosed. Marcus & Millichap was broker for both parties.

11. An empty office shell, The Pinnacle at Kierland, 14624 N. Scottsdale Rd., Phoenix, has been leased to Heckmann Corp. for ten years. The 20K SF space will undergo TI—part of which is being paid by the building owner, Scottsdale Kierland Property LLC. CBRE handled the deal for Heckmann and Lee & Associates took up the task for the owner. Heckmann is a Pennsylvania-based environmental solutions company with a water focus.

12. C-A-L Ranch Stores is making its first move into Phoenix with a 50K SF store at South Mountain Crossing, 35th and Southern avenues. Western Retail Advisors and Zell Commercial Real

Estate represented C-A-L on the Phoenix site and an 82K SF facility at the Plaza Vista Mall, U.S. 90 and Charleston Rd., Sierra Vista. WRA represented the Phoenix landlord and Rein & Grosshoeme represented the landlord in Sierra Vista.

13. Sears Hometown is opening a new 7.6K SF retail outlet in Kingman Crossing, I-40 and Stockton Hill Rd., Kingman. Sears and 99 Cent Only are the anchors in the development. The company is moving from a nearby location into the Accelerated Development Services/Wadsworth Development complex. The shopping center is undergoing a complete update.

14. Tucson’s midtown boutique resort, Lodge on the Desert, 306 N. Alvernon Way, has filed for Chapter 11 protection. The 77-year old hotel remains open for business, according to owners Lodge Partners LLC. The move was a strategic one to protect the asset when the company was unable to make a construction loan payment due May 8th. The company lists liabilities of $15M to $18M and assets of $5M to $9M.

15. The last of the fat Greeks is leaving Tucson. The My Big Fat Green Restaurant’s East Broadway location closed two weeks ago ending its six year run in the Old Pueblo. Previously, the Sierra Vista and Foothills Mall locations changed concept from Greek to The Lodge Sasquatch Kitchen.
