Passenger Transport Executive
(GMPTE), is the public sector body
responsible or management o the
transport networks including road, busand tram.
TGM owns the Metrolink network
and public transport inrastructures
including bus stations, shelters and
bus stops in Greater Manchester.
TGM manages the strategic highways
network, overseeing trac signals
in the area, road saety issues and
initiatives within Greater Manchester.
Its IT inrastructure includes over 800
PCs in use across the organisation.
Pojects i te PipeliePreviously, the organisation had a
Microsot Enterprise Agreement
in place, which consisted o the
Proessional Desktop licensing suite
plus additional enterprise levelproducts. However, with the current
agreement up or renewal and the
recent change to create TGM, the
organisation needed more exibility to
evolve to meet the requirements o a
larger organisation.
The transition to TGM went ahead
on 1st April 2011, which rom an
IT perspective resulted in some
duplication o sotware licences
and the addition o a urther 100
employees and IT resources. Theorganisation thereore needed to

The overall aim was to enable TGM
to implement a more exible licence
agreement that would provide urther
scope to implement new IT projects
and improve the change management
around licensing.
This was the perect opportunity
to uture proo TGMs IT estate.
John Garner, Head o Inormation
Services at TGM, comments: We
have a number o major IT projectsin the pipeline. Currently we are
reviewing the process o setting up
a secondary data centre and have
started looking at virtualisation. We
are also upgrading to Oce 2010,
Exchange 2010 and Windows 7. This
will change our licensing requirements
dramatically. In order to ensure that
our licensing agreement would cover
the implementation o these planned
IT projects, we needed to have a good
understanding o our options. Giventhe nancial environment in the public
sector, it was a case o nding the right
procurement strategy both in terms o
service and cost.
Exceedig te BecakTGM has always been vigilant in
managing its licences and thereore
already had a clear picture o its IT
estate. The organisation purchased
its previous licensing agreement
rom Microsot and worked with
them to review the options. At that
time TGM also sought additional
external advice rom Value Added
Reseller (VAR) Trustmarque Solutions
on the packages that Microsot was
ofering, but did not use Trustmarques
Commercial Benchmarking Service.
However, this time around, with
so many changes underway,
TGM decided to enlist the help
o Trustmarques Commercial
Benchmarking Service to assess
where the greatest return on licensing
investment could be made. This
service provided a comprehensive
overview o the options available,
condence in the choices made by
the organisation and a business case
or the selected options that could be
presented back to the Board.
TGM chose to enlist Trustmarque
over other ramework resellers or two
key reasons: its invaluable service and
competitive pricing.

to ormulate a long term licensing
strategy that provided the organisation
with the scope required to invest in
new IT projects without exceeding the
budget. Jude Singleton explains how
the relationship worked:We did a lot o orward planning
together. They were able to help
dene exactly what we needed and
to work out a strategy based on our
specic requirements. During the
whole process I regularly spoke to
Trustmarque regarding everything
rom special ofers to price checking
diferent licensing packages. We
examined many diferent licensing
options beore deciding upon the
optimum licensing strategy or TGM.
A Solid Bsiess CaseBy using the Trustmarque Commercial
Benchmarking Service, TGM has
successully enhanced its current
Enterprise agreement with Microsot
and saved approximately 60,000
per annum on licensing costs, along
with providing a vehicle to increase
cost savings moving orward through
technology consolidation. The new
agreement will also provide TGM with
much greater scope or technologyimprovements and deployments in the
uture.
However, the benets o using the
service go urther - the organisations
decision to upgrade its licensing
agreement is now backed with a solid
business case. It is important that
licences are updated on an ongoing
basis which is a constant and time
consuming process. As part o the
Benchmarking Service, Trustmarque
has provided a ull orecast o thelicensing requirements moving
orward. By enlisting the help o
Trustmarque, TGM has additionally
saved 2 months o its teams time.

have become a mini licensing expert.Its like having your own training
resource and they have actually made
me better at my job because I learn so
much rom them. A lot o people just
think o Trustmarque as a company
that sells licences, but what Ive come
to realise is that it is so much more
than that.
In terms o its licensing requirements
moving orward, TGM has urther
renewals planned over the next twelve
months and the organisation wouldbe happy to consider Trustmarque
