ONGC, as the nation’s pioneer Oil and Gas Company, has been making gigantic impact in India’s

economy and society. Its contribution towards inclusive and sustainable growth has made a

difference to the lives of many.

With the vision of impacting and socially transforming the lives of the underprivileged, ONGC has

created a trust, ONGC Foundation with the objective to undertake, augment and facilitate activities,

initiatives and projects relating to corporate social responsibility.

Today, there are beneficiaries who are leading a more meaningful life. Helping them find dignity has

been the real accomplishment for us at ONGC; after all, the best way to rise is by lifting others.

I am pleased to share the first Annual Report of ONGC Foundation. Our journey towards the greater

goal of making a difference to the life of people has been long and gruelling, but the fulfillment it

has fetched so far is enough to fill us with the energy to go on forever. Together let us co-create an

ONGC, a flagship navaratna company, entrusted with the responsibility of developing and adding

value to the resources of oil and natural gas in India, has since its very inception reisen to every

occasion of finding innovative and all-encompassing solutions to societal and environmental issues.

As a public sector enterprise, ONGC has a long and cherished tradition of commendable initiatives,

institutionalized programmes and practices of Corporate Social Responsibility which have played a

laudable role in the development of several underdeveloped regions of the country. ONGC, in its quest

for oil and gas, charters remote rural locations and is in a constant interface with underprivileged

local communities which results in better understanding of the community and consequently an

enhanced sense of responsibility and accountability to the communities whose lives we touch.

This report brings out the involvement, initiatives and efforts put in by Team CSR, in line with its philosophy

of giving back more to the society. Each initiative is an intensely humane experience that would be

treasured in our memories forever. Let us together continue in our endeavour to make the changes that

will go onto make a big difference in the lives of people and make the world a better place.

ABOUT FOUNDATION

Objects of the Trust(a) Main Objects I. The Trust may undertake the ONGC CSR

Activities that are specified or approved by the ONGC CSRC and ONGC, including pursuant to section 135 read with schedule VII of the Act and the ONGC CSR Policy, as the case may be and/or as per guidelines issued by DPE.

II. The Trust may undertake the Third Party CSR Activities that are specified or approved by Third party CSRC and Third Party CSR contributors, including pursuant to section 135 read with schedule VII of the Act and the ONGC CSR policy, as the case may be.

III. Without prejudice to the generality of the foregoing, the Trust shall be entitled to undertake any charitable activities from the charitable contributions and the objects of the Trust shall also be to undertake, augment and facilitate the Non-CSR Activities and ONGC Charitable Activities. The trust would work for the environment, the society and people at large.

IV. In case of any profits or surplus accrues to the Trust as a result of any CSR Activities; the same shall be redeployed by the Trust towards the CSR Activities.

V. In case of any profits or surplus accrues to the Trust as a result of any Non- CSR Activities and the charitable activities; the same shall be redeployed by the Trust towards the Non-CSR Activities and other charitable activities, as the case may be.

VI. The trust shall be empowered to generate proposals on its own also for meeting the CSR spending obligations of ONGC.

(b) Ancillary ObjectsThe objects of the Trust shall include all ancillary and incidental acts and deeds required to achieve any of the objectives set forth above; and provide all such support and services as may be required by ONGC, the Third Party CSR Contributors and Third Party Contributors in relation to implementation of the ONGC CSR Activities, Third Party CSR Activities, Non-CSR Activities, ONGC Charitable Activities and other Charitable Activities in compliance of the Applicable Laws.

Beginning of CSR Projects of ONGC Foundation

After the registration of the Trust the first meeting of (appointed) trustees was held on 17th December, 2014 and was chaired by Shri. Ashok Varma. It was decided that till the induction / constitution of a dedicated team for the Trust activities the Chief of CSR & CSR department shall render all support and assistance to the designated trustees. Accordingly, the meeting of the Trust were held on regular basis & business of ONGC Foundation was carried out. The first three projects undertaken by the trust were as follows:

1. Support to Nav Jeevan Kusht Ashram, GhaziabadNav Jeevan Kusht Ashram is a residential complex (42 rooms) for the leprosy affected persons disowned by their families. It is located near river Hindon in Ghaziabad. The project was about the repairing works in the building of Nav Jeevan Kusht Ashram, Ghaziabad which required immediate civil and electrical repairing works as the building was in a dilapidated condition. About 80 leprosy affected persons residing in the building were the beneficiaries of the project.

The project cost was `6,19,852/-

2. Support to Aashirvad Special Education School, New DelhiThe project was executed at Aashirwad Special Education School which is a special school for disabled children belonging to nearby slums in Durga Park area of West Delhi. It is run by Sanjeevani Social Welfare Society. The project included the following activities: Procurement of Bemer- physiotherapy equipment, Mid-day meal for 100 children for 1 year, procurement of furniture, and honorarium for a sports teacher for 1 year. The project cost was `7,74,400/-

3. Support to four Government Schools in and around ONGC Noida Colony, to set up Dr. Kalam Smart Classroom

ONGC Foundation has undertaken project for setting up of digital classrooms with multimedia content well-adapted with the curriculum and pedagogy facilitating the best learning outcomes of young children of four government schools.

The agency M/S Next Education India Pvt. Ltd. shall provide training to the teachers as and when required during a period of five years. The children of four government schools will be benefiting from the project for a duration of 5 years. The project cost is `12,60,000.

ONGC Community school in Paintala Village, Laharpur, Sitapur District, Uttar PradeshONGC Foundation through Shanti Devi Memorial Trust, Sitapur has undertaken a project aimed to render quality education in rural areas at affordable cost which is beyond the reach of the poor and general masses. The project cost is `3.32 Crore. The school has state-of-the-art educational facilities based on CBSE pattern from Lower KG to 8th Standard, with advanced facilities of imparting education like smart classes and audio visual aids. The school is beautifully equipped with all the facilities to provide quality oriented education to children.

Vivekananda Centre for Yoga, Naturopathy and Research, New DelhiIn order to inculcate the culture of Yoga and Integral Health in the general public in and around Delhi, a Yoga Cum Wellness Centre is being setup at Jor Bagh, New Delhi by Vivekananda Yoga Anusandhana Sansthana as a collaborative CSR initiative of all Oil PSUs.

The centre is expected to render services in various aspects such as Preventive Healthcare, Disease Management, Rehabilitation and Research. The Yoga centre has been developed at a cost of `1.49 Crore with contribution from HPCL, BPCL, GAIL, EIL and IOCL. ONGC has provided a corpus fund of `6 Crore to meet the operational expenditure of the centre. This centre was inaugurated by Shri Dharmendra Pradhan Hon’ble MoS (IC), P&NG on 15th June, 2017 in presence of Shri Jagat Prakash Nadda Hon’ble Minister, Health and Family Welfare and Shri Shripad Yesso Naik Hon’ble MoS (IC), AYUSH.

Contribution towards Corpus/Endowment Fund for Establishment of IIPE, Andhra PradeshONGC Board has approved a grant of ̀ 60 Crore towards Corpus/Endowment Fund for Establishment of IIPE during FY 2016-17. The Government of India had agreed to establish institutions of national importance in Andhra Pradesh, one of them being a Petroleum University. In pursuance of this, Indian Institute of Petroleum and Energy is being set up by MoPNG at Visakhapatnam, Andhra Pradesh. The Institute will primarily focus on teaching and research in Petroleum and Energy. IIT Kharagpur will be the mentor Institute for the establishment of IIPE.

Government of Andhra Pradesh has allotted 150 acres of land, free of cost, in Visakhapatnam district for setting up the permanent campus of IIPE and has facilitated the provision of a temporary campus in the Engineering College, Andhra University, Visakhapatnam. Academic programmes at IIPE have commenced from 1st August, 2016 at Engineering College campus, Andhra University, Visakhapatnam. Undergraduate programmes in Petroleum Engineering and Chemical Engineering with 47 students enrolled in each of the two programmes are underway. Admission to these programmes were on the basis of scores in JEE (Advanced) 2016-17. The first semester was completed in the month of December 2016 and the second semester started on 9th Jan 2017. The post graduate programmes are planned to be introduced from Academic year 2018-19. The fee structure for academic year 2016-17 is `1.5 lakh per annum, for undergraduate programme compared to `2 lakh per annum at IITs.

Contribution to Pradhan Mantri Ujjwala YojanaPradhan Mantri Ujjwala Yojana (PMUY) was formally launched by Shri Narendra Modi Hon’ble Prime Minister of India, on 1st May, 2016 at Ballia, UP. Under this scheme, LPG connection to BPL families are being provided to ensure the access for BPL families to clean cooking fuel. The LPG connections are being given to women beneficiaries only from the BPL families, and preference is given to SC/ST and weaker sections of society.

PMUY aims at providing LPG connections to BPL families free of cost. Provision of LPG as a cooking fuel helps in addressing health problems caused by use of traditional source of cooking fuel such as fire, wood, coal, cowdung etc. This will in turn enhance productivity of women, raise their quality of life by removing drudgery associated with collection of wood and ensure them against non-availability of cooking fuel, at times. In the year 2016-17, ONGC through ONGC Foundation has contributed an amount of `107,13,40,000/- towards ‘Pradhan Mantri Ujjwala Yojana’ paid to nodal agency viz. ‘Indian Oil Corporation Ltd.’ for implementation of this scheme.

ONGC Board has accorded approval for engaging Dr. Babasaheb Ambedkar Vaidyakiya Pratishthan as Construction, Operation and Management (COM) partner for setting up of the Multispecialty hospital at a cost of `316.09 Cr in three phases through ONGC Foundation.

This is the largest ever CSR project being undertaken by ONGC Foundation for setting up a 300 bed Multi speciality hospital at Sivasagar. The project will be implemented in three phases in six years time. The MOA for the project was signed on 10th March 2017. The first phase of the project plans to have facilities for Internal medicine, Paediatrics, General Surgery, Pulmonary Medicine, Ophthalmology, ENT, Orthopaedic, and Gynaecology & Obstetrics along with an operational blood bank with dialysis facility. The charges for treatment will be lower than the market rates and further discount will be provided to economically weaker sections of the society. The first Phase of the project for 100 beds is scheduled to be commissioned by July 2019.

New Academic Block at Lucknow UniversityThe University of Lucknow is one of the largest and prestigious universities of the country providing high quality education. The University has been reorienting its focus areas, as per the changing requirements of the society and the economy. The blocks aims to develop innovative techniques

for imparting knowledge in futuristic fields. It teaches education in the faculties of Arts, Science, Commerce, Management, Education, Law and Fine Arts at under graduate and post graduate level to about 35,000 students annually.

The project is directly or indirectly benefiting the students belonging to operational areas as well as non-operational areas of ONGC. Though the University is located in UP but is catering the Educational needs of students across India. The request of Vice Chancellor of Lucknow University for providing financial assistance towards construction of new academic block at the campus of University of Lucknow was considered and approved by Trustees. The funding was given for setting up “ONGC Advanced Studies” Academic block at campus of University of Lucknow. Additional request of `10 Crore for development of campus was approved by ONGC Board in its 287th meeting held on 22nd & 23rd December, 2016. The Institute shall generate infrastructural and academic facilities in the fields of hydrocarbon energy and geo-resources looking into the future scenario for national development. It is envisaged that through the programmes, additional manpower development with specialised skill based knowledge in the fields of conventional energy and Geo-resources would be a stepping stone for developing a self-reliant nation.

Contribution to PCRAONGC as a responsible Oil PSE has been contributing every year to PCRA Mega Campaign event. Mega Campaign for Oil & Gas conservation is aimed towards educating the masses and creating awareness. This campaign is for the benefit of the society and the nation towards ensuring sustainable environment.

As a part of the campaign all segments viz. school children, youth, housewives, drivers, mechanics, fleet operators, industry personnel, farmers, etc. are involved in various fuel conservation activities to create awareness about conservation of petroleum products among the masses. It is alone through technical seminars, symposium, training programmes for customers, attendants of retail outlets, training workshops for drivers, walkathon, training programmes for LPG delivery boys, mass rallies, bicycle rallies, fuel efficient driving contests for car owners, marathon, etc. For 2017 Mega Campaign, ONGC has contributed `3,45,00,000/- through ONGC Foundation.

ONGC Merit Scholarship schemeThe Board of ONGC in its 287th meeting held on 22nd and 23rd December, 2016 had accorded approval for implementation of “ONGC Merit Scholarship” through ONGC Foundation from 2016-17 onwards. The scholarship scheme aims at promoting higher education among SC/ST/OBC/MOBC/General and Economically Backward category students.

Under this scheme, the scholarship will be available for 1,000 SC/ST students and 1000 OBC/MOBC/General and Economically Backward students selected during 2016-17. 200 no. of scholarships have been allocated to each of the five zones i.e. East, West, South, North and North East zone. 50% scholarship are reserved for girl students in each category. The scholarship amount is `4,000/- per month per student for 12 months in a year.

The budgeted outlay for the scheme for FY 2017-18 is `9.6 Crore.

Special Swachhta Programme at Tirumala Tirupati DevasthanamONGC Board has accorded approval on 31.01.2017 for an amount of `13 Crore + applicable service tax for Special Swachhta Programme at Tirumala Tirupati Devasthanam. The temple is visited by about 50,000 to 1,00,000 pilgrims daily (30 to 40 million people annually on average).

To support the Special Swachhta Programme following steps will be taken:I. 130 Modern Cleaning Machines of different types and makes are being procured for mechanised cleaning and to increase frequency and coverage of cleaning, reduce time and improve overall sanitation.

II. Four Buses @ `30 Lakh each will be procured to augment existing fleet of 12 buses to cater 20,000 additional tourists per day.

III. Four water tankers @ `28 Lakh each to augment existing fleet of 10 tankers to improve greenery.

IV. Two 14-seater Buggies @ `7.26 Lakh each and Five 6-seater Buggies @ `6 Lakh each would

be made available for conveyance of differently-abled and elderly tourists.

V. Pipeline would be laid from Tirumala along the Ghat Road (upto 7th mile) for utilisation of recycled water for gardens.

VI. Bio-degradable waste produced would be converted to compost. Compost generated will be utilised as manure in greenery, landscapes, gardens, etc.

VII. Electrical transmission and distribution will be automated by implementing SCADA System.

VIII. Conventional lights would be replaced by LEDs with an aim to ensure 48% power saving and capital recovery in 2.5 years.

Institute of Driver Training & Research (IDTR) at RajkotONGC Board has approved a grant of `23.02 Crore to ONGC Foundation for execution of the project for setting up of IDTR at Rajkot, Gujarat on 11 acre land provided by the State Government with Maruti Suzuki India Ltd. as the implementation partner.

Objective of setting up the IDTR is to contribute towards enhancing road safety and fuel efficiency in transport sector and create better employment opportunities for people living in nearby districts. The facilities at IDTR will include class rooms, library, driving lab, simulator lab, audio visual room, workshop, auditorium, canteen, hostel, driving range, teaching, training and workshop equipment, Heavy & Light Vehicle Simulators, etc. IDTR will be able to impart driving training to about 20,000 drivers per annum in various courses like refresher programmes, learner’s courses, skill evaluation, driving practice sessions, road safety programmes for school children, trainer’s training, technical courses etc. Apart from technical aspects, training courses are designed to include attitudinal & behavioural aspects, safety, fuel efficiency, topics of social relevance etc.

Skill Development Institute at Ahmedabad

As part of National Skill Development Mission of Govt. of India, ONGC is setting up an Skill Development Institute at Ahmedabad in association with other Oil PSUs. This SDI will provide employment oriented skill development training programmes with employment opportunities. In the first phase the training on (i) Fitter Fabrication (ii) Industrial Welding (iii) Technician (production) are being planned. The selected candidate will be trained in the premises of ADS Foundation, Adalaj and provide free training & hostel (lodging/boarding facilities). The course will be of six month duration with batch size of 30 student in each course. The first phase is expected to start in year 2017.

Construction of Individual Household Latrines (IHHLs):ONGC Board has approved a grant of `64,39,08,000/- to ONGC Foundation for execution of the project for construction of 16,000 Individual Household Latrines (IHHLs) in villages in and around ONGC operational areas, backward areas and heritage cities under Swachh Bharat Abhiyan, with Sulabh International Social Service Organisation as the implementation partner. The project will be implemented at Jorhat, Surat, Vadodara, Mehsana, East Godavari, West Godavari, Krishna, Thiruvarur, Ariyalur, Ramnad, Varanasi, Dhenkanal, Angul districts. Apart from construction of IHHL, IEC activities are also being planned to inculcate behavioural change in the society aimed to make the village Open Defecation Free (ODF). The project is expected to benefit around 64,000 people.

SIGNIFICANT ACCOUNTING POLICIES

I. Basis of preparation of financial statement The Balance Sheet and Income and Expenditure Accounts are prepared under the historical cost convention

and the accounting is on basis. In the absence of any authoritatively established accounting principles for the specialised aspects related to charitable trust which do not carry out any commercial activity, these statements have been prepared in accordance with significant accounting policies as described below.

Revenue Recognition Donation made with a specific direction that they shall form part of the corpus fund or endowment fund of the

trust are classified as such, and are directly reflected as trust fund receipts in the Balance Sheet. Interest on Fixed Deposit with Banks is recognised as income on cash basis, as received from the respective Banks.

II. Cash and Cash Equivalents Cash comprises Cash in hand, balances with Banks, Cash equivalents are short term, highly liquid investments,

instruments in hand that are readily convertible into cash and which are subject to insignificant risks of changes in value.III. Fixed Assets Gross Fixed Assets are stated at the cost of acquisition including directly attributable expenses if any for bringing

the assets to their working condition for the intended use. Fixed Assets received as donation in kind are measured and recognised at fair value on the date of being ready

for their intended use.IV. Depreciation Depreciation on Fixed Assets is provided on Written Down Value Method at the rates and manner prescribed in

the Income Tax Act, 1961.NOTES TO ACCOUNTS

1. The trust has been granted registration under section 12AA of the Income Tax Act, 1961 vide Registration. No. DEL-0R24568-04082015 and hence no provisions for Income Tax is required to be made.

2. The trust has been granted approval under section 80G of the Income Tax Act, 1961 vide Registration No. DEL-OE26780-18052016.3. The Current Assets, Loans and Advances have been stated at the value, which in the opinion of the trustees is not less

than the amount of realisation of such assets, loans and advances in the ordinary course of business.
